1 YELVERTOFT PARISH COUNCIL An ORDINARY MEETING of the PARISH COUNCIL was held at the READING ROOM in Yelvertoft, on Monday 14 th July 2014 at 8.00pm and was attended by the following: Chairman: Parish Councillors: In Attendance: Clerk: Mr G. Councillor Martin late. The apologies were accepted DECLARATIONS OF INTEREST None. (Councillor Martin joined the meeting) APPROVAL OF THE MINUTES OF THE PREVIOUS MEETING It was proposed that the minutes of the meeting of were a true and accurate record of the meeting and should be approved and signed as such. Proposed by the Chairman. All in favour. IT WAS RESOLVED that the minutes of the June Parish Council meeting be approved and signed by the Chairman OPEN MEETING A resident has advised that the rose garden at the cemetery is not being maintained. The Clerk to remind Roy Pittam. It is believed that we will need to shortly find a new home for the ride on mower. The Clerk to advertise for a garage, or equivalent secure storage, in the Parish News. A steel container was discussed but it was felt that this would not be secure enough. The Church grounds may be a possibility ACTIONS OUTSTANDING FROM PREVIOUS MEETING MINUTES Moving of the Pavilion to the Village Hall Richard Bevin does not have the time at the moment but the Cricket Club have advised that they are willing to take on the project and will liaise with Richard. Speedwatch The Clerk confirmed that all pledges have now been received. We also have the minimum volunteers required and they will be attending a training day on The Clerk to send Councillor Watts the details as he wishes to take part. We will be having the equipment in September. The traffic police have already raised their presence in the village. Dead Tree at the Cemetery Councillor Watts will replace in November. Split Oak Tree at Cemetery Councillor Nichols now has the belt to repair the tree. 326

2 Cutting the Grass outside the Aslam Factory Councillor Nichols will cut the grass next time he has the topper on the tractor to see what the ground is like below. Straightening of Posts at the KGV Field Councillor Nichols has spoken to Roy Elliot and they will straighten the posts shortly and ensure the horses cannot knock them over again. Completion of the War Memorial The Clerk asked if she should proceed with quotes now that Councillor Twort has managed to contact Mr Timms? All agreed yes as Mr Timms has made too many promises in the past and still not carried out the work. Due to the next meeting not being until September and the work needs to be done in dry weather the Clerk to discuss the quotes with the Chairman and get the work carried out asap. Village Gateway Signs NCC have approved the locations for the signs. We now need to get quotes from their approved contractors list to install them. There is no cost for obtaining a license. The Clerk to send the quotes to the Chairman for approval to get the work carried out asap. For info all gateway signs / planters of any type need a license. Queen s Diamond Jubilee Plants Councillor Watts to ask Crick Garden Centre if they will invoice us for the plants. If not, the Chairman will pay and be reimbursed at the next meeting PLANNING Marina DDC have confirmed that the planning permission has no restrictions on parking or the marina being non-residential. DIRFT III Consent has been given by the Planning Inspectorate. New application: DA/2014/0472. Installation of wind turbine, land off Crick Road. The Clerk gave an overview of an from a resident in Lilbourne who has had a lot of trouble with breaches to planning permission for the access route with the Lilbourne windfarm and she believes that this route is going to be used for this turbine. The following objections were agreed: Crick were refused a public consultation. The application states that the electricity generated will power the farm but the landowner lives 8 miles away and there are no buildings on the site. The applicant states he is eco-friendly but we do not consider one owl box justifies this. Concern over the cumulative effect of all the turbines/proposed turbines in the area. The Clerk to inform DDC that Noway will be submitting further comment shortly. The Clerk also to ask for clarification on the access route as there are concerns that a 80ft turbine will not get round the junction at the top of Lilbourne Road into Yelvertoft. At the junction of High Street and Crick Road flood works have been carried out and there is a culvert under the road which is not stated in the application. This already has sinkage and will not take the weight of the lorries. The Clerk also to add Crick PCs objections. IT WAS RESOLVED that the Clerk reply to DDC with the objections above. Opposition group support replies so far: West Haddon yes but non-financial. Crick yes. (Councillor Martin left the meeting). 327

3 598. VILLAGE HALL Councillor Nichols reported that 6 volunteers assisted at Hollowell so they are hoping to receive a donation. The ride on mower donated by the Football Club has finally died. Councillor Nichols believed he has sourced a replacement for 400. The Chairman to ask Roger Griffiths if the Village Hall is on their asset register. The Chairman will attend the Village Hall meeting tomorrow to ask what happens if the entire Management Committee resigns? ACTION:GH ACTION:GH Councillor Nichols reported that Rospa have inspected the play area and passed it HIGHWAYS Andrew Wenham has written a template letter to Highways detailing the problems with the road surface in Wards Lane. He has asked all residents in Kirkhams Close and Wards Lane to send a copy to Highways so that action can be taken. All agreed that the Clerk write to Highways also in support. Several residents have complained about blocked drains in School Close, Elkington Road and Wards Lane. The Clerk to write to Highways again and ask that repairs are carried out. Rights of Way have inspected the patch on the Crick Bridle Road that is sinking. They have advised that this is a bridle road and vehicles should not be using it and will be investigating who should have vehicular access. They agree that the sinking patch needs attention but do not consider it a danger or urgent. Many residents have complained about Mr Jackson s farm contractors vehicles speeding through the village 24 hours a day. The Chairman advised that this is tractors and trailers doing normal farm activity and is part of rural life. It should only be for a short period. The Clerk to report the flashing speed sign at the Village Hall as it is faulty. The street light opposite the Village Hall seems to be working intermittently. Councillor Watts to check and report to the Clerk if he thinks it is faulty VILLAGE SHOP & POST OFFICE The Chairman advised that the pub have now said they will no longer consider having a shop on their premises so the Working Group are now looking at the possibility of extending the existing shop DEFIBRILLATOR & FIRST AID COURSE The Clerk has spoken to the Chairman of the Yelvertoft & District Sickness Fund. They did not discuss changing their standing orders at their AGM to fund defibrillators but he has said that they may consider donating 100 towards one. The trustees do not consider their use as sickness. The defibrillators cost 1,500-2,000. The Chairman asked that we look at funding a Community First Response person and first aid courses as this may be a better way of responding to a wider range of medical emergencies instead of a defibrillator. The Clerk to investigate ALLOTMENTS MOTION: That we rent allotments to marina residents. Proposed by Councillor Platt. Seconded by the Chairman. All in favour. 328

4 603. STANDING ORDERS MOTION: That we adopt the new model Standing Orders from NCALC with amendments applicable to YPC. Proposed by the Chairman. All in favour FINANCE AND ACCOUNTS Income received: 4.68 interest on deposit account cheque, HMRC VAT reclaim. 100 cheque for a burial. 2 cash for allotment rent. MOTION: That we reimburse the Village Hall for the Children s Play Area insurance. Proposed by Councillor Platt. Seconded by the Chairman. All in favour. Minutes of their Extra Ordinary Meeting & and PC meeting (Em d:all) DDC is one of ten local planning authorities currently working on a national project with the Planning Advisory Service and i-three analytics to identify possible ways to improve our planning system using PlanSim, a simulator that will give us the opportunity to test out different ideas to improve efficiency and effectiveness. We are invited to join then at their PlanSim Stakeholder Workshop at DDC at 11.00am on (Em d:all) DDC. Agenda for the Town & Parish Councils Meeting (Em d:all) Local Works. 5 NCC. Consultation regarding the proposed closure of Daventry East Children s Centre. Comment by W Northants Joint Planning Unit. Community Infrastructure Levy - Draft Charging Schedule Consultations. Within West Northamptonshire the three partner local planning authorities of Daventry District, Northampton Borough and S Northamptonshire District have been considering the Community Infrastructure Levy (CIL). The Councils have asked the West Northamptonshire Joint Planning Unit (WNJPU) to coordinate this consultation on their behalf. CIL is a fixed rate charge that developers pay on commencement of new development. Your comments and views are welcomed on the proposed CIL rates set out in this document and on the evidence behind the figures. Each Draft Charging Schedule and supporting documents can be viewed on the WNJPU website at Reply by CO-OPTION OF NEW COUNCILLORS The notice for new Councillors has now been posted and registered with DDC. All agreed that they would like to co-opt Marc Wakeley to the Council once notification of the deadline has been received from DDC. Proposed by the Chairman, seconded by Councillor Watts.
