1 Isham Parish Council Minutes of the Meeting of Isham Parish Council held on Monday 10 th September 2018 in the village hall, 70/18 Present: Alan Curtis (Chairman) Gillian Bailey Douglas Forrester Jan Gillard Clive Hallam Liz Lovett Peter Priest Graham Rait Alison McLaven (Clerk) 13 Members of the Public 71/18 Apologies Councillors Bone and Hobbs sent their apologies, which were accepted. 72/18 Declarations of Interest Councillor Hallam declared an interest in land opposite 102 Orlingbury Road Isham. 73/18 Approval of Minutes of 9 th July 2018 The minutes were signed as a true and correct record. This was proposed by Councillor Lovett and seconded by Councillor Bailey, all in favour. Councillor Curtis had not had enough time to call a meeting regarding Financial Regulations due to holiday arrangements of the group members. 74/18 Public Question Time There were no questions from the public 75/18 Planning Councillor Gillard presented the report. WP/18/00571/PNA - Land Adjacent 205 Orlingbury Road, Ryehill Farm, a letter had been sent because of problems with the site, but no response from the Borough had been received.

2 KET/2018/0323-The Tipi s at Pytchley we had objected but the application was withdrawn from KBC s meeting as they had not got the correct documentation, but it is expected to be included in the next meeting. WP/00571 Is a prior notice request, a letter has been sent to WBC as it can t be a prior notice as some work has already been done with regard to hardstanding. Highways need to give permission for the gates. A storage barn will need noisy equipment, and the previous land owner still owns Ryehill Farm, where there is planning application for houses due to the barns being redundant. WP/18/00576/CND - The Sorrels. Today a notice was received regarding the Sorrels development and main foul water drainage. Councillor Hobbs thinks we are unable to object at this point. It was agreed though that the Clerk would write and point out the problems regarding drainage in the Sorrels. D B Symmetry Councillor Curtis advised the meeting that Councillors Gillard and Hobbs had met with Nigel Ozier and then Nigel went with Councillors Curtis and Hobbs to meet with Kettering Borough Council. It is felt that the public enquiry will not now take place until April. KBC felt it was a good idea if Nigel sent a letter on behalf of IPC. It was also noted that we should have a presence every day at the enquiry. Councillor Curtis suggested that nearer the time we ask for volunteers and have a rota so that there is always someone from the village in attendance. Councillor Forrester, who attended daily, confirmed this did not happen at the Bypass enquiry. John Davis had provided information for a flyer to go out so that residents had an idea of what to put in their response. A personal response from a Parish Clerk was that we should look at Crowd Funding, there is no legal reason why we can t do this, but following discussion that it would be more of a publicity stunt than actually raise the millions needed, it was decided to leave it for the moment. There was discussion that the bypass needs to be in place before the warehouses are built, and that when the plan that included the warehouses was drawn up it was with the assumption that the bypass would be in place. Councillor Gillard noted that although the bypass has been under discussion for nearly 40 years the most recent decision on the bypass said it should be in place by 2011, but this was extended in 2011 for another 10 years We have received an from Councillor Griffiths at WBC advising they will put a statement forward. Mr Bone, MP, is willing to meet and discuss concerns. He has put forward a private members bill regarding the bypass. At the moment we are unsure how many people can speak but there will not be any time limit. Speakers may well be cross examined by the by the Symmetry representative. There was then discussion of Isham being moved to Daventry Parliamentary district rather than Wellingborough.

3 The letter from Nigel will be put on the Website, along with information from the flyer, which will also be put on Isham InTouch Facebook page. Heather Davis suggested that everyone at the meeting could help deliver the flyers, and also suggested talking to nonresidents that were affected by the road to ask them to support us as well. It was noted that Nigel has offered his help free of charge and we will thank him profusely for the very good job he is doing. 76/18 Lilacs update John Davis advised that the group had bought the pub. There was spontaneous applause. Pledges have been made and 90% of the cost of purchase and refurbishment had been raised. Further shares are available at 250 each. An advertisement in the trade magazine has been placed for a tenant, and it is hoped to be opening around Easter The Parish Council thanked John and the steering group for a great job on behalf of the village. 77/18 PFA The PFA have just under 4000 in the bank, the cricket club s next rent is due in December. Thanks to Kate Jones for access to the Glebe Field, a lot of work has taken place. Volunteers have cut hedges and pressure washed slabs, a forest school made, litter picked. Spikes to prevent birds settling on the swing frames and replaced slabs paid for. The dangerous trees have been dealt with. Following the removal of the tower slide a survey was done, various people of various ages were questioned and the replacement was requested along with adult equipment. Councillors Forrester and Lovett had focused on the slide replacement and they along with Councillor Gillard had met with various companies and 3 quotes had been provided, and they had decided which they wanted to pursue. Councillor Lovett had prepared the grant application through WREN but it needs a third party supporter to provide 10% of the cost, approximately 3000, and the application closes on 12 th September. The Finance group had felt unable to do this due to the lack of notice and not having the money readily available from the budget. It is hoped there is another round of funding later in the year. There was discussion of how else to raise the money or the third party supporter. Councillor Bailey was concerned that the replacement equipment would be wood as an equipment course she attended did not recommend using wood, but Councillor Forrester advised that the wood was pressure treated and would require no attention for 20 years. 78/18 Speedwatch Speedwatch had taken place during July and August. 334 vehicles were caught speeding through the village, 154 the first week, 86 the second and 94 in the final week, which compared to 580 in total, 145, 228 and 207 during the Speedwatch weeks last year. The

4 number of vehicles through the village had increased so that most days there was too much traffic and it was difficult to catch vehicles due to the large number of HGV s. There was a shortage of volunteers this year and more are needed for next year. There was comment that Orlingbury Road would be a better site, although it was noted that the speeding traffic occurs at certain times. 79/18 Projects- Parish Plan/lighting/village sign Parish Plan John Davis has agreed to chair the committee when formed but is relying on the steering committee to run it due to other commitments, the group needs to be put together before March. The group and the Parish Council need to put in a grant application towards cost of the plan. The group also need to decide if it is a neighbourhood or parish plan. John advised what kind of representation he would like on the committee. It is not sure how the Unitary changes will affect the plan. Councillor Gillard proposed and Councillor Rait seconded moving forward all in favour Village Sign this has been painted. Lighting This has been under discussion for some time now and 2 companies have been met with. Each company supplies different types of light and will require different connections to frames and some new brackets, and some hockey stick poles. There is an 18 watt bulb which can be dimmed to 9 watts at midnight. A light opposite the Lilacs had caused some concern over supply. The cost has been increased by 10,000 for the extra parts etc. we have in the budget, but will need an interest free loan which we can pay back over 5 years. The contractor of the Sorrels development needs to know our choice so that he can put the same lights on the development so we don t need to replace them as well. There was concern that highways approved our choice. It was agreed to tender for 3 quotes. Councillor Hallam proposed and Councillor Rait seconded that we change all the lights at the same time subject to highways clarification, All in favour. 80/18 Cricket Club Isham Cricket Club has extended an invitation to all those IPC members, who are automatically members of the IPFA in any case, to become Vice-Presidents of the Club. It was felt this was a matter for each individual to decide. 81/18 Grit Bins As part of the County Council money saving they have done a survey of grit bins and only 4 of the 8 in the village are eligible for them to maintain and fill. County say they fill around 3 times a year and each bin costs around to fill. Following discussion Councillor Hallam proposed and Councillor Rait seconded, all in favour of the Parish Council taking on the remaining 4 and filling and maintaining them.

5 82/18 Footpath Warden Dominic has resigned as footpath warden and a new volunteer is required. The footpaths are in an ok condition at the moment. Talks with Sarah Cureton have taken place and she advised that the broken stile is not necessary and it has been removed. The problems Councillor Bailey has with Sarah need to be ed to County Councillor Rob Gough and Councillors Hallam and Bone included in the . 83/18 Correspondence Lynn Hogg regarding memorial seat. It was agreed to ask if the seat could be placed in the Glebe or be placed alongside the phone box on the A509 and to confirm that they would be responsible for fitting and up keep. Isham School regarding parking on the verges ICO, data protection payment due, direct debit in place Ncalc updates ACRE AGM and Good Neighbour meeting NCC consultation on All Age Autism strategy 84/18 Finance. Councillor Lovett advised the meeting that a generous ex- resident had given the allotments a very large water container, Councillor Hallam proposed, Councillor Bailey seconded John Sumpter having permission to get this connected to the guttering of the Bier House and to fund the cost which will be between 50 and 100..All in favour We have been trying to get quotes for clearing the weeds on paths, Norse felt they had too much work on, The only quote has been from the Mower man at 675, but this will need to be twice yearly in September and May for spraying the paths, edges and gutters. Councillor Priest proposed and Councillor Hallam seconded accepting the quote but on a one year trial. The following accounts were approved for payment between the meetings or at the meeting. 6 Mowerman Mowerman E-on HMRC A McLaven /18 Borough/County Update The proposal to go to the government for Unitary has been signed off by all councils except Corby and there should be a response sometime in November. The County Council will have to save another 70 million between now and April /18 Any Other Business There is still no date for the railway bridge closure. The Clerk will have to contact Felicity Weber regarding trees at the top of the Monk & Minstrel development as the site has put up a fence and it has resulted in 3 tall trees having their root ball exposed, and it looks as though the trees might be dying. 87/18 Date of the next meeting The date of the next meetings is 12 th November 2018, at 7.30pm, in the village hall.
