1 Isham Parish Council Minutes of the Meeting of Isham Parish Council held on Monday 21 st November 2016 in the Village Hall 83/16 Present: Alan Curtis, Chair Jan Gillard Barry Hobbs Graham Rait Liz Lovett Alison McLaven (Clerk) 10 members of the public 84/16 Apologies Councillors Priest, Bailey, Forrester and Hallam sent their apologies, which were accepted. 85/16 Declarations of Interest Councillor Hobbs declared an interest in the planning applications in Green Lane and South Street, which were being dealt with by Councillor Gillard 86/16 Approval of Minutes of 12 th September 2016 The minutes were signed as a true and correct record. This was proposed by Councillor Rait and seconded by Councillor Hobbs, all in favour. 87/16 Co-option of Councillor The selection committee had met and proposed that Liz Lovett be appointed as a Councillor. All in favour. 88/16 Public Question Time Mr Evans asked if anything had been found out about the whining noise he can hear at night. The noise is thought to be coming from the Pytchley area, no response from environmental health. Mr Evans to contact Councillor Curtis if he hears the noise at a reasonable time. Mr Evans also asked if the Council has a working party for DB Symmetry and the bypass. DB Symmetry is being dealt with by the planning group, headed by Councillor Hobbs and the bypass is also being dealt with by the planning group, but headed by Councillor Rait.
2 Councillor Hobbs then gave his report regarding DB Symmetry rather than wait until planning. The Planning group is going to speak at Kettering Borough Council s planning meeting, and also a number of others who had expressed and interest, there will be approximately 10 people speaking. Peter Bone MP has agreed to back our comments. Councillor Hobbs has been advised that it may be turned down before the meeting and not go to a meeting, if it does go to a meeting this is likely to be December or possibly January. Councillor Hobbs will contact KBC before the meeting date to confirm if the application will be dealt with. The delay is due to some of the consultees not having yet commented. Highways have still not responded and there are various rumours circulating about what they may say. We have been advised by an ex Borough Council official to apply to get the application Called in. This is so it can be dealt with by planning officials who are not so close to the application, the application would be taken from KBC and given to the Secretary of State to deal with. Whilst considering whether or not to request the Secretary of State to call in the application we were told that Peter Bone MP had done so, we asked if we did so whether this would add weight to his request and were informed it would so we also requested the application be called in and are currently waiting for a response. We have also sent a letter to all of the Wellingborough Borough Councillors on the Planning Committee as we knew they would discuss the matter before they commented. They advised us that our response was very useful and they would base their response on ours. We had lodged objections with Kettering Borough Council and had encouraged Pytchley and Orlingbury Parish Councils to submit their objections which we understand they have done so. There was discussion of the possibility of access to the site from the A14. Possible signs erected by ourselves promoting a bypass located adjacent to the highway were also discussed and the need to have land owners permission for such signs to go ahead. It was noted that the finance group are looking at the budget within the next 2 weeks as funding may be needed. 89/16 Footpath Wardens Report The only comments from the wardens were regarding the Sorrels, where work has started and the footpath has been dug up. The Highways department were not aware of this and are now investigating the matter. 90/16 Parish Plans This is something the council have been looking at for sometime, and have met with various councils to discuss. It is felt a Parish Plan, which would need a design statement, and cost around 2000 to 4000 is the best way forward. Village/Parish Plans are designed by residents supported by the Parish Council, a Parish Plan being stronger than a Village Plan.
3 Residents are needed to help prepare the plan, prepare questionnaires, and deliver them out to village and colate the responses. A lot of residents will be needed to help as a lot of diverse information is required, although this may change in future. The Council is looking to mention this again at the January meeting and then at the Annual Parish Meeting in March and ask for volunteers. This was proposed by Councillor Curtis, seconded by Councillor Hobbs, with all in favour. Any volunteers are asked to contact the Clerk. 91/16 Reports from Meetings Councillor Curtis had attended the Ncalc meeting. One matter arising from the meeting was that the government are looking to limit increases in the precept. All councils were asked to write to the government and ask them not to limit Town and Parish Councils. As we may need to increase our precept to cover future costs, Councillor Curtis took the decision to write to the government. Another motion was that all councils should have the same number of Councillors, at present numbers vary from 5 to 12. One council that has 12 seats is finding it difficult to recruit numbers and they suggested all councils have 7 Councillors, the motion failed and all councils will keep the number they have at present. Councillors Gillard and Hobbs attended the CPRE Autumn Roadshow, they attended as the CEO of the North Northamptonshire Joint Core Planning Group was speaking, and he was responsible for designating the DB Symmetry site as industrial, unfortunately he did not discuss anything helpful. There was a booklet which would be helpful when developing the Village/Parish Plan. Councillors Hallam, Hobbs and Rait attended the Parish Forum as highways were going to be represented. Unfortunately every question was answered by we will take that away and get back to you. Councillor Bailey attended the ACRE AGM and the minutes will be distributed to the council. 92/16 First Aid/Defibrillator Councillor Gillard addressed the meeting. Orlingbury have a defibrillator, which cost approximately 2000, including the cabinet. It is in a cabinet with a trickle charge to ensure it does not get too cold. The cabinet has a siren which goes off when the door is opened. They used Section 106 money, and a grant from the British Heart foundation. The emergency services have been informed so they are aware where it is. The best package would appear to be 1349, from Community Heartbeat. There were concerns that the distances in the village would cause problems. It was agreed to put the defibrillator on the back burner for the time being. The Clerk to contact the BHF and ask if there are figures for the times defibrillators are used.
4 Councillor Gillard had contacted St John s Ambulance, there are two types of course, one for Adult CPR and choking (2hr), and one that covers child CPR and choking (3hr). The cost for a first aid course for 8 people is 30 per person, 15 people 25. At least a months notice is required. It was suggested to put the information on the website and in Connect 5 and ask volunteers to contact the Clerk. There was discussion of the Parish Council possibly donating money towards the cost of the course. 93/16 Traffic Count/Speedwatch Councillor Rait had organised a traffic count, the figures are available, and it showed an increase of over 4%, with the biggest increase being in lorries. The people who did the count were surprised by how bad the traffic was. There was a meeting with Peter Bone MP and he advised that the by-pass is sort of progressing. NCC are pursuing the matter, but there is no funding. Anyone interested in helping should contact Councillor Rait. Following on from Speedwatch earlier in the year, 541 letters were sent out to offenders. The numbers were down on last year, but sessions finished earlier, due to traffic build up and darker evenings. The worst offence was a driver with a child on his lap, allowing the child to steer the car, this was reported to the Police. The Council has signed up for next year, and any new volunteers welcomed. It does make the traffic slow down, and if drivers get 3 letters they get a visit from the Police. The figures help the Police identify problems and can send the mobile speed camera if a car registration appears speeding on a certain route at a certain time. Thanks were given to all volunteers who helped with the traffic count and Speedwatch. 94/16 Parliamentary Boundary Review The Boundary Commission want Isham to be moved to Daventry and Lutterworth Constituency for their MP. The Parish Council are not in favour of this. There was a meeting held in the village hall last Friday regarding this. The Parish Council are preparing a letter to send from the Parish Council, and individuals are being urged to do this as well. There is a comment box on the Boundary Commission website, but it was noted that a letter has more effect. 95/16 Scattering of Ashes The Policy committee are reviewing the regulations, and need to discuss exactly where ashes will be allowed to be scattered. It is hoped to bring the new regulations to the January meeting for approval. 96/16 Correspondence NCalc updates, vacancies, newsletters, practitioners guide Highways- newsletters and updates NCC consultations on amalgamation of Earls Barton Infant & Junior Schools Irchester, Knuston and Little Irchester Neighbourhood Plan information, strategic

WP/16/00385/OUT - Outline application with some matters reserved (access to be determined at this stage) for demolition of existing buildings and replacement by residential development to provide for up to 13 dwellings with access from Orlingbury Road, Ryehill Farm, 76A Orlingbury Road withdrawn.

7 Councillor Curtis welcomed Councillor Lovett and hoped she had enjoyed her first meeting. Councillor Lovett was looking forward to being part of the Parish Council. The Posh Frocks Do raised for village hall funds and thanks were given to all who supported, helped on the night and cooked lasagne. 101/16 Date of the next meeting The next meeting will be on 9 th January 2017 in the village hall at 7.30pm The meeting closed at 8.40 pm with thanks to those attending..chairman.date
