Councillor Hallam declared an interest in 102 Orlingbury Road 04/19 Approval of Minutes of 12 th November 2018 The minutes were signed as a true and correct record. This was proposed by Councillor Rait and seconded by Councillor Hallam, all in favour. 05/19 Public Question Time Richard Marshall noted that the white line in Green Lane had been repainted but no others in the village. The Clerk had been in communication with Helen Howard at Highways and only lines that are a safety issue are being repainted at the moment there is no money for other lines. Peter Frampton advised the meeting that he is working for Framptons on behalf of DB Symmetry for the appeal and that Kettering Borough Council are no longer defending the appeal. The Parish Council had been sent a letter on 11 th December asking if they were going

2 to take over the principle roll under rule 6. Councillor Curtis advised that there will be a response in due course. Councillor Hallam as a Borough Councillor advised that it was felt the Borough Council had not made that decision through democratic process. Margaret Priest advised the meeting that Marlene Freeman had been cleaning the bus shelter for 40 years, it was agreed the Clerk write and thank her for her service. There were comments regarding a silver van parked on the corner in Fairfield Road. Councillor Forrester had raised the matter at the Police Joint Action Group, unfortunately there is nothing the Police can do anymore. It was agreed that the clerk would place an item in Connect 5 to ask people to be more considerate when parking. Concerns were also raised regarding Scaffolding in South Street and Middle Street. 06/19 Co-option Councillor Bailey had resigned between the meetings, thanks were given for all her efforts for the council. Due to the timing of the resignation, there was no need to call an election and the Parish Council can co-opt. A group was set up to consider applications. The Councillors agreeing to be part of the group were Curtis, Hobbs, Forrester, Lovett, Priest and Rait, and 5 out of the six will decide from applications received by 18 th January. 07/19 Planning WP/18/00604/FUL - Replacement of existing light oak wooden window frames, door frames and doors, with PVC-U units at 6 Middle Street - approved, IPC did not comment on this application. WP/18/00619/OUT - Application for outline planning permission with all matters reserved for a new dwelling at rear at 39 Fairfield Road application withdrawn. WP/18/00631/FUL - Erection of single storey rear extension to existing kitchen/diner at Home Farm 25 Church Street - approved, IPC did not comment on this application. WP/18/00644/FUL - Single storey extension with flat roof, to existing public house at 39 Church Street - approved, IPC supported this application. WP/18/00652/TPO - asmitht3 - Ash - Remove 1.0m of ivy from base of trunk, remove dead wood, rebalance crown T4 - Lime - Raise canopy to 4-5m, remove dead wood, T7 - Lime - Remove 1.0m of ivy from base of trunk, remove dead wood, raise canopy to 4-5m. Think by removing crossing, rubbing and duplicated branches. T9 - Ash - Remove 1.0m of ivy from base of trunk. Remove dead wood, broken spurs, one of any pair of crossing branches where damage is occurring, shorten extended limb. Reduce crown 20% to strong growing points at The Sorrels - approved, IPC did not comment on this application.

3 WP/18/00674/FUL - Full planning application for the instalment of a new vehicle access and erection of a new wall at 98 Orlingbury Road ongoing, IPC objected to this application. WP/18/00687/FUL - Attic conversion to include a dormer window on front elevation, window in first floor front gable elevation and conservation rooflights in front and side elevations and single storey rear extension at 1B South Street ongoing, IPC objected to this application. WP/18/00708/CND - Details submitted pursuant to condition 4 (landscaping plan) of planning permission ref: WP15/00304/FUL at 1-6 Minstrel Close Conditions discharged in part by BCW, IPC did not comment on this application. WP/18/00751/FUL - Proposed single storey rear flat roof extension and new external render application to house + up to 300mm high decking at 38 Fairfield Road ongoing, IPC did not comment on this application. WP/18/00799/LDE - Application for a Lawful Development Certificate for existing use for the occupation of the dwelling by a person not solely or mainly employed or last employed in the locality in agriculture in breach of condition 1 of planning permission ref: BW/85/0963 at Dunbelly Barn 50 Orlingbury Road no consultation to IPC by BCW. KET/2017/0616 Outline planning application by DB Symmetry Ltd for up to 214,606 sq m gross external area for class B8 warehousing & distribution, ancillary class B1 (a) offices, with associated access, internal roads, parking, landscaping and drainage at land to the south of the A14 junction with A509 The Inquiry date has been set to commence at on 8 May 2019 and will be held in the Council Chamber at Kettering Borough Council offices. The timetable sets out the following dates:- Submission of statement of common ground by 13 March 2019 Submission of proofs of evidence by 10 April 2019 Witness names and anticipated duration for: i) opening and closing statements ii) evidence in chief iii) iv) cross examination of other parties witnesses Copy of LPA event notification letter by 17 April 2019 Estimated number of sitting days 6 days Decision issued on or before (Inspector decided cases) by TBA. The applicant has submitted an addendum to the application; we feel that this does not allay our concerns and reasons for objection and we have therefore confirmed this to the Planning Inspectorate and KBC. Parishioners were reminded that objections should be lodged by the 24 th January 2019.

4 We were notified by KBC in a letter dated 6 th December 2018 that officers had decided not to defend the appeal. We were extremely disappointed by this action especially as we had met with KBC in September 2018 and agreed to work together in defending the appeal and to keep each other informed, further, in our view the decision should have been referred back to the planning committee not to have been an officer s decision in a behind closed doors deal with the applicant. We feel that KBC have treated us with contempt and very unfairly and we have told them so in no uncertain terms. We have requested a meeting with them and are waiting to hear when this will take place; in the meantime, we have requested an extension of time for responses to the addendum until sometime after that meeting has taken place in order that our further response can be made. The applicant has tried to involve us as a Rule 6 party and we are currently considering our response to it. KET/2018/0965 Outline planning application by DB Symmetry Ltd for up to 214,606 sq m gross external area for class B8 warehousing & distribution, ancillary class B1 (a) offices, with associated access, internal roads, parking, landscaping and drainage at land to the south of the A14 junction with A509 A new application has been submitted which appears essentially the same as that which is being appealed including the Addendum. IPC has objected and given the same reasons as objecting to application KET/2017/0616 and also have requested an extension of time until sometime after the meeting with KBC has taken place in order that our further response can be made. Parishioners were reminded that objections should be lodged by the 20 th January Other planning matters Councillor Morris meeting Following the County Councillor responsible for Transport, Highways, Environment and Public Protection invite Mr Nigel Ozier and Councillor Barry Hobbs to meet with him and a Highways colleague on Wednesday 14 th November The planning application and by-pass situation were discussed and we were promised answers on certain questions we put to them, despite reminders we are still awaiting those responses. Mr Jessie Norman MP meeting Mr Peter Bone MP arranged a meeting with Mr Jessie Norman MP Parliamentary Under Secretary of State for Transport to discuss the Isham by-pass. The meeting took place in London on the 20 th November 2018 and was attended by Mr Peter Bone MP, Ward Councillor Jennie Bone, Ward & Parish Councillor Clive Hallam, Councillor Graham Rait, and the Leader of BCW Councillor and NCC Councillor Martin Griffiths who is also on the board of SEMLEP. On the 3rd January 2019 the planning group met with Pytchley PC to discuss the DB Symmetry appeal and new application. We have been in correspondence with Peter Bone MP over the by-pass and the DB Symmetry appeal and new planning application and he has offered a meeting to discuss them.

5 08/19 Lighting/Trees The specification for the lights on the Main Road has changed and are now to be 22Watts reducing to 11 after midnight, but lights at the Pelican crossing will not reduce. The work is due to start at the end of January/beginning February, We did not have to pay a deposit after all, and Councillor Hallam proposed and Councillor Priest seconded that we pay the invoice as soon as it is received, once Councillors Rait, Hobbs and Curtis agree the works have been completed all in favour. We also need to look at changing supplier and it is hoped to bring the figures to the March meeting to make a decision. The Clerk read a letter from Felicity Weber regarding the trees at Minstrel Close and opposite Ormond Place. The trees at Minstrel Close have been dealt with and she will be keeping an eye on boundary planting and the trees, the trees opposite Ormond Place have been cut back but the light is still not clear enough to be repaired. 09/19 Parish Plan/Neighbourhood Plan/Lilacs John Davis had provided the 2 reports: A very preliminary start has been made on the PP/NP and our next meeting will be in conjunction with the Broughton Parish Council representatives who compiled their NP. The group consists of Doug Forrester (PFA), Liz Lovett (School) Marco Mauro (Main Rd) Tony Hanning (Ormond Place) Bob Taylor (Winston Drive) and John Davis. A representative in the group from "Little Isham would be useful. The shareholders of The Lilacs receive regular updates. Progress continues apace with a stunning group of talented volunteers and a number of local companies providing services either for free or at significantly reduced costs. They look forward to announcing the reopening date in due course. 10/19 Finance including setting the precept. Due to the changes from County to Unitary taking place and the uncertainty of which things will be passed down to Parishes to provide, such as grit bins, which have already been passed down and the stopping of the enhancement gangs. It was agreed by the finance group when discussing the budget to increase the precept by 3000 to Councillor Hallam proposed this was accepted by Council, Councillor Hobbs seconded and all in favour. We are hoping to make savings on the electricity costs of up to 50% once the new lights are installed. It was noted that the County have taken over 4 of our 8 grit bins and following discussion with our insurers and Ncalc it was agreed that we would take over 3 of the remaining bins, the damaged bin by Ryehill close we will be asking the County to remove. The County have agreed to pay the grass cutting grant of for next year, but it is unsure if the Unitary will continue this payment in the future.

6 The following accounts were approved for payment between the meetings To whom Amount VAT Total FCC 3 rd Party Contribution towards grant E-on October supply Aylesbury Mains maintenance The following payments were approved at the meeting E-on November and December supply HMRC PAYE A McLaven salary & expenses Connect 5 grant /19 PFA Councillor Forrester advised the meeting that the Playing Fields Association had grants approved from both WREN and WBC and gave thanks to Councillors Hallam and Lovett for the help and support. As the Parish Council had agreed to be a 3 rd Party Contributor to the WREN (FCC) grant the PFA would reimburse the Parish Council with grass cutting costs of That payment and having to match fund the WBC with 1800 would reduce the PFA funds greatly. The Cricket Club have received the invoice for the rent, and have agreed to pay, although the money has not yet been received. Councillor Forrester and Councillor Lovett have met with Wicksteeds and asked them to provide metal equipment to the cost of the grants. This must be including VAT as the PFA is unable to reclaim the VAT. Councillor Forrester is arranging a meeting of the PFA to discuss the new equipment etc. Councillor Hallam asked if the changes were agreed by the funders and they are agreeable to the changes. 12/19 Correspondence Ncalc updates from resident regarding the shop which has been closed for 2 years still having food inside, the Clerk has contacted environment health at the Borough Council. 13/19 Reports from County and Borough Councillor Gough mentioned that he is sending an monthly to update on the County/Unitary situation. The County is still struggling with its budget for this year and next. Councillor Gough was witness to an accident and reported that Highways was unable to do anything regarding signage or lines at the accident site. He is trying to get a meeting with

7 NCC Councillor Ian Morris regarding the bypass, and is hoping to attend the appeal at KBC. From his perspective it is simple, it was predicted the bypass would be in place before the development of the warehouses and that if they are built without it in place it will not work. The Parish Council asked that when Councillor Gough met with Councillor Morris, he would chase the response to questions we asked him at a meeting that took place in November, as we have not yet had a response. Councillor Rait asked if Councillor Gough was speaking against the development, he confirmed he was as both a County Councillor and an individual. Councillor Forrester confirmed that the bypass should be in place first. Councillor Gough agreed this noting that Stanton Cross had not taken place until the bridge was in place and this is the same situation. Infrastructure needs to be in place first. The situation at County with their financial problems have made matters worse. Councillor Gillard noted that the bypass was proposed 40 years ago and that in 2005 it was said it should be built by 2011, since then there has been a massive increase in housing, warehouses, other villages have had bypasses, the A43 has been upgraded and yet our money lost. It was then noted that Highways say it is not a problem if the bypass is not in place. Councillor Bone noted that Peter Bone MP had written to the Council and has a meeting in February with Councillor Ian Morris, Semlep, Councillor Griffiths and possibly the leader of KBC regarding the bypass. We need to keep on at the Borough Leaders and say that it is a priority and a priority going into Unitary. 14/19 Footpath Warden There is still a vacancy for a footpath warden, hopefully someone will come forward. 15/19 Any Other Business Councillor Forrester had attended a JAG meeting and speeding in villages and fly tipping are causing concern. Councillor Forrester will be putting information in Connect 5 regarding a litter pick on Saturday 6 th April. Residents were reminded that Station Road will be closed until September. 16/19 Date of the next meeting The date of the next meeting is 18 th March 2019, following the Annual Parish Meeting which starts at 6.30pm, in the village hall. The meeting closed at 8.30 pm with thanks to those attending.
