1 SUTTON WEAVER PARISH COUNCIL Minutes of a Meeting of Sutton Weaver Parish Council held at St Peter s Church Hall on Wednesday 7 September 2016 at 7.30pm Sequence 150 Commenced 7.30pm Present Apologies Minutes 1. Clive Davies asked had there been any response from Network Rail about work that had been proposed in June at Halton Cutting. read out their response which was apologising for the late notice of the letter detailing the work. These were minor maintenance works on Network Rail infrastructure and would have no impact on adjacent land. Clive Davies, Gerard Fox and Graham Gregson stated that Maple Ave residents had received a letter and drawing from Balfour Beatty proposing to install a new noise fence on M56 between junctions 11 ad 12 at A56. PC advised they knew nothing about this. A Diane Bate (tel ) is collating any comments prior to going ahead with the scheme. Letter needs to ask where is it going, what are the current noise levels and what will subsequent noise levels be. Graham Evans (MP) also needs to be contacted. Is the drawing correct? Gerard Fox raised issue of road collapsing at end of Cedar Avenue. He had contacted Ches West who advised it was Halton Borough Council s responsibility. It had been repaired but had now collapsed again. Graham Gregson handed an of the job ref from Ches West. Can all the internal roads in Sutton Weaver have a 20mph limit sign 9.20pm Action to contact Ches West to enquire

2 2. Matters Arising Cont Page 2 Bridget Talbot Shaw raised issue of the cockerel attacking people in the village. There have been now about 9 separate incidents. advised the owner had been written to and now the Police were involved. PCSO Phil Brandreth was going to visit the owner and issue him with a warning which was the start of ASBO proceedings. Proposed new junction 11A, M56. Many residents had attended the information evening on 6 Sept held by Highways England. It had left them very concerned with many unanswered questions. There are 2 options,(east and west versions) both not justifiable to residents. It is understood that Halton Borough Council and Frodsham Town Council are in favour of the east version. Sophie Diver is Project Manager. It will be going to consultation in October and residents at the meeting want the whole village to get behind the objection. RA suggested we send individual letters to residents advising them to object to the proposal but must state their names and addresses. BS advised that he had contacted Ches West re grass not being cut from Railway Bridge on Chester Road. Ref: Area around church hall. advised the meeting that church had offered 5 free council meetings ( 150) in return for the PC taking over the general tidying around the church hall eg grass cutting and weeding. PC not sure if this is a fair price. Speed camera signage. PCSO is contacting his sargeant to order signage for Chester Rd. to draft a letter to residents asking them to object. Objections to be collected a few days later by councillors. to also write to Graham Evans & Highways. Notices will be displayed on website and notice board. to chase. RA to ask Richard Whitlow for a price on maintaining this piece of land.

3 Cont.. Page 3 Japanese Knotweed. had been in contact with ChesWest who advised that they are only responsible for knotweed if on public land. If on private land, then responsibility of that owner. BS had reported it to the Police. Crime Ref no Large poly replacement panes had been ordered and given to BS. BS would like us to ask residents if anyone has any CCTV footage of the telephone box. New light needs fitting in the telephone box. One amendment received to existing planning app ref 16/02637/FUL. As this is councillor Richards property he duly left the room whilst discussions ensued. advised that external auditor s (BDO) opinion had been given. The parish council has approved and accepted the annual return including their certificate. The issues (one minor) had also been noted. Gleaves (planting up containers) 180 clerk salary. Ches West uncontested election charge from I Derbyshire for council back up drive. 25 for flowers for A Calloway re D Calloway decd I Derbyshire for replacement panes for Tel box. 120 External auditor fee.(bdo) BS to ask Liam Mawdsley if he will replace broken panes. to insert in next newsletter. AOB Could Ches West be contacted to repair Cedar Avenue road sign which is leaning. RA had been approached by a resident to ask if old noticeboard could be used for business advertising. PP is to take over the monthly inspections of the playground Ann Calloway had asked if the pc wanted some bushes/trees she had. PP asked if we needed a disclaimer to cover accidents on the equipment or any other hazards within the park especially the current crop of fungi. The log which the jubilee plaque is attached to is producing fungi and should be removed. PP requested authority to purchase a tree as a memorial for David Calloway and a notice which reads 7 years and under Agreed but to be discussed further at next meeting. Agreed to put in playground to check insurance Community Group to be contacted to remove log. Agreed unanimously PP asked for an update on the speed indicator device. advised that all details had been sent to Ches West for them to prepare the licence. She hadn t heard anything but would chase. Cont.

5 Tony Long produced a letter he had composed which was read out at the meeting basically outlining his desire to set up a community action group and what could be achieved. Although Sutton Weaver PC supports this, thought that at the moment the junction 11a M56 issue was more important and that copies of his letter could be issued to all residents in Oct/Nov.
