Awards/ Delegations/ Presentations a) Delegations: i) Update on CP Lands Resolution No (6:32 PM) Moved by Walter Stack Seconded by Dan Lynch THAT Council defer the Update on CP Lands Delegation to a later time in the current meeting. Resolution CARRIED a) Presentations: i) Everyday Heroes County of Renfrew Reeve Walter Stack introduced a video Everyday Heroes aired on Global TV depicting County of Renfrew Paramedics who go above and beyond their daily jobs, by checking in with individuals with known health issues. The Renfrew County Program has helped in reducing the number of emergency calls and hospital visits throughout the County. 8. Public Meetings a) Plan of Subdivision Madawaska Blvd. Resolution No Moved by Dan Lynch Seconded by Ted Strike THAT Council move into a Public Meeting regarding the proposed plan of subdivision for the lands described as Part of Lots 1 and 2, Concessions C and D, Madawaska Boulevard, in the Town of Arnprior. Resolution CARRIED Mayor Reid called the meeting to order at 6:35 PM and welcomed those present. The Planner noted requirements for oral or written submissions prior to the approval of the Plan of Subdivision for the purposes of the Ontario Municipal Board requirements. Staff confirmed that notice of this Public Meeting was sent out by first class mail to all property owners within 120m of the subject lands and posted on the site in accordance with the Ontario Planning Act and Ontario Regulations. The Planner explained that the subject lands are legally described as Part Lots 1 & 2, Concessions C & D. The proposed plan of subdivision proposes to create 281 housing units (148 townhouses, 20 semi-detached and 113 single detached units) on an internal road system with two (2) accesses onto Madawaska Blvd (County Road 1). The Planner explained the issues reviewed as part of the Plan of Subdivision circulation from the County of Renfrew. Page 2
3 Minutes of Regular Council Meeting The floor was opened to the public for comments. On question of Karen Gillies 452 Madawaska Blvd, the Planner explained the following: The City of Ottawa owns the railway in this area, and has been circulated on this application. The Town has not been made aware of any further developments with this railway at this time. There are grading and drainage requirements with the plan of subdivision, which must be addressed before registration and should deal with any concerns with the uneven terrain. More detailed drawings of the plan of subdivision will be made available in the Planner s office for the public to view if they wish. On question of Mrs. J. De Jager Madawaska Blvd the Planner explained the following: The developer will have to provide a traffic study, prior to registration. The County of Renfrew will also look at the impact of construction traffic as well as new traffic due to the development on Madawaska Blvd which is a County road. The Planner explained that the minutes of this meeting will be forwarded to the County of Renfrew for their consideration in creating draft conditions for this plan of subdivision. The public meeting was declared closed at 6:45 PM Resolution No Moved by Ted Strike Seconded by Dan Lynch THAT Council resume to the Regular Meeting of Council. Resolution CARRIED b) Delegations: i) Update on CP Lands (6:50 PM) Mayor Reid introduced Mr. Paul Moreau & Mr. Jason Davis, from the County of Renfrew. Mr. Moreau & Mr. Davis provided a presentation, attached as Appendix A and forming part of these minutes, giving an update on the CP Rail Lands and the proposed trail which would run from Smith Falls to Mattawa. Council thanked Mr. Moreau and Mr. Davis for the information. 9. Matters Tabled/Deferred/Unfinished Business a) Landfill Strategies Wrap Up Report Environmental Engineering Officer Resolution No Moved by Dan Lynch Seconded by Walter Stack That Council approve Staff Recommendations 1,2,3,4 as outlined in report Report and Resolution CARRIED Page 3
4 Minutes of Regular Council Meeting The Environmental Engineering Officer responded to questions from Council. Reeve Stack suggested that landfill be looked at again in a year s time or as new options may come available. Council thanked the Environmental Engineering Officer, for the work that went into preparing this report. 10. Staff Reports a) Hazardous Materials Building Assessment and Arnprior Asbestos Program Environmental Engineering Officer Resolution No Moved by Ted Strike Seconded by Dan Lynch That Council receive report number Hazardous Materials Building Assessment and Arnprior Asbestos Program as information, and That recommendations set out in section 2.0 of this report be implemented and funded accordingly through the annual budget. The Environmental Engineering Officer provided an overview of the report. Resolution CARRIED Councillor Dan Lynch pointed out the following items: Page 13, Item #5 Letter from the Ministry of Community Safety and Correctional Services: o Enbridge staff will no longer respond to alarms unless they are requested by the fire service when the responding fire service is on scene. Page 32, Item #13 AMO Breaking News POA Tools Reintroduced Road Safety Bill o New legislation is forthcoming, dealing with Provincial Offences. The legislation would deny license plates for unpaid fines, for violations such as speeding tickets, careless driving, and driving with no insurance. It would also make it easier for municipal governments to pursue out-of-province drivers for offences. Page 46, Item #14 Ottawa Valley Business, Issue No. 144 o Information regarding the Arnprior Hospital can be found at Statistically, for looking at patient wait times; admitted and readmitted patient numbers, etc. the Arnprior hospital is one of the busiest hospitals in Ontario and they are doing an outstanding job in keeping our residents healthy. 15. Sullivan and Son Park were displayed.. wwll veterans can call Arnprior-Braeside-McNab Seniors At Home Program Inc. if they have not received their pinin recognition of the 75th Anniversary of WWII; as on November 10,2014 at 11:00 AM the organization held a gathering to recognize veterans in the community, and the WWII veterans were presented with the 75th Anniversary pin, from the Honourable Cheryl Gallant, MR This will be done every year from now forward. Mayor Reid made the following announcements:. Welcome to Tom Burnette and Frank Dugal as the newly elected Members of Council.. Purchased trail dollar gifting agreement No consideration of any environmental issues purchased as is CP did not supply and structure information or structure condition Current uses include hiking, cycling, cross-county skiing, snowmobiling (with a valid permit) and certain portions are open to ATVs (with a valid permit). 7

50 K & P Trail Renfrew to Calabogie Creation of the K & P Management Advisory Committee to undertake a public consultation process and to make recommendations to the County Development and Property Committee regarding the most appropriate uses of the corridor. To organize an advisory process that will include public meetings to discuss the county's purchase and plans for the property and to identify public issues and concerns. the trail be developed as a year-round, multi-use trail and that rules of etiquette be developed to allow the safe use of the corridor by as many user groups as possible. 44
51 K & P Trail Renfrew to Calabogie That a proper signage and gating program is essential to reducing the County s exposure to liability and the safe use of the trail. Maintenance costs include maintenance of the physical condition of the traveled portion of the corridor, drainage, brushing, fencing, animal control and signage and barriers. To keep costs as low as possible, over the past years the County has worked with the Ontario Federation of Snowmobile Clubs (OFSC), the local snowmobile clubs, local municipalities and the County Public Works Department. 45
