1 Chapter 16. Crime The New York City Police Department, from which the data in this chapter were directly obtained, collects data on a variety of crimes based on submitted reports. New York City is divided into 76 police precincts; crime statistics are tracked separately for each precinct. This chapter presents data on property crime and violent crime for each precinct as well as cumulative data for the five boroughs and New York City as a whole. Property crime is defined as the theft or destruction of property. The property crimes reported here include burglary, larceny and motor vehicle theft. Violent crime is defined as an act in which an assailant threatens or uses violent force against the victim, whether as the objective (such as in murder) or the means (robbery). The violent crimes covered in this chapter include murder, rape, robbery, and assault. The total crime rate includes all seven types of serious crimes. Rates are calculated as the number of crimes per 1,000 people residing in the area. Ideally, the crime rate would be calculated using the daytime population of an area, however, some neighborhoods, such as Midtown Manhattan, are visited each day by thousands of people who commute to work or visit as tourists, which greatly skews the actual crime rate. If we could determine the daytime population of these areas, we could provide a much better reflection of the likelihood of victimization in these areas. Borough Table 16-1 illustrates that in 2002, the latest year for which crime data was available from the NYPD, there were a total of 248,450 serious crimes reported to the New York City Police Department, a rate of 31.0 crimes per 1,000 population. This total crime rate was composed of 23.3 property crimes per 1,000 population and 7.7 violent crimes per 1,000 population. The property crime rate was highest in Manhattan (36.2), followed by the Bronx (22.5), Brooklyn (20.8), Queens (19.7) and Staten Island (14.5). The violent crime rate was highest in the Bronx (10.2), followed by Brooklyn (8.8), Manhattan (8.4), Queens (5.4) and Staten Island (3.1). Brooklyn s precinct 84 also demonstrated a relatively high crime rate, at As previously mentioned, the unusually high crime rates in Midtown (precinct 14) and the Financial District (precinct 1) are skewed because of the large crowds of nonresidents working in or visiting those areas during the day and their relatively small resident populations. Exhibit 16-1 also highlights the lowest property crime rates in In Staten Island s precinct 123, only 9.2 property crimes for every 1,000 population occurred. Low property crime rates were also evident in Queens precinct 100 (12.7), Brooklyn s precinct 66 (13.4), Manhattan s precinct 33 (13.7) and precinct 122 in Staten Island (14.7). The subborough areas that closely correspond to the police precinct are indicated in parentheses. The highest and lowest violent crime rates within police precincts are displayed in Exhibit Manhattan s precinct 14 topped the list again with a violent crime rate of This police precinct is followed by precinct 41 in the Bronx (18.4), Brooklyn s precincts 73 (18.4) and 79 (17.1), and Manhattan s precinct 25 (16.9). The lowest violent crime rates occurred in precincts 123 (1.3) and 122 (1.9) in Staten Island, precinct 111 in Queens (2.0), precinct 19 in Manhattan (2.6) and precinct 112 in Queens (2.7). 3 Chart 16-2 Violent and Property Crime Rates in New York City, Violent Crimes Property Crimes Crime Rate (per 1,000 population) and the US Census Bureau crime rates at one point in time can reveal a great deal of information, examining rates over time can provide a more complete picture of public safety. Chart 16-2 depicts the violent and property crime rates for the entire city The chart reveals that, especially for property crimes, the rates were quite high in the early 1990s, and declined significantly throughout that decade. Chart 16-3 depicts another rate trend since 1990, but this time showing the total crime rates for each borough. Manhattan and Brooklyn exhibited the highest total crime rates in the early 1990s. The rates in Queens and the Bronx were also high in the early 1990s, but significantly less than Manhattan and Brooklyn. These four boroughs all demonstrated declining rates in the 1990s, so that by 2002 the four boroughs had similar rates of total reported felonies. Finally, Staten Island s crime rate was and continues to be quite low compared to the other four boroughs. 4 the two categories of violent and property crimes into the following seven specific crimes: murders, rapes, robberies, assaults, burglaries, larcenies, and motor vehicle thefts. The first two violent crimes, murders and rapes, both had relatively few occurrences in all five boroughs. Accordingly, the rates for both kinds of violent crimes were also low, with the highest rate for either crime being 0.33 per 1,000 population in any of the boroughs. The other two violent crimes, robberies and assaults, occurred more frequently. While Brooklyn had the highest occurrences of robberies and assaults (9,980 and 10,894, respectively), Staten Island had the lowest occurrences of the two crimes (375 and 935, respectively). The rates per 1,000 persons generally reflect the variation in robbery and assault occurences among the boroughs. Brooklyn still had the highest crime rate for robberies at 4.05, and the rates for the Bronx and Manhattan were somewhat lower at 3.93 and 3.92, respectively. The Queens robbery rate was considerably lower at 2.53, and the Staten Island rate was the lowest at While Brooklyn had the highest absolute number of assaults by far, Brooklyn s assault rate of 4.42 was lower than the assault rate for the Bronx, at Manhattan s assault rate came in third at 4.24, followed by Queens rate of 2.72 and Staten Island s rate of The three property crimes include burglaries, larcenies, and motor vehicle thefts. Burglaries occur when a perpetrator breaks into a property to steal goods, whereas larcenies occur when goods are stolen without the use of force, such as a thief taking a person s backpack after the person left it on the ground and turned his or her back. The most striking detail in Borough Table 16-2 is the number of larceny crimes in Manhattan. At 45,801, this number is far more than the next highest borough, which is Brooklyn at 32,728. After Brooklyn, the number of larcenies occurring Queens is 26,986, followed by the Bronx (19,585) and Staten Island (4,555). The highest rate of burglaries occurred in Brooklyn (4.11), followed by the Bronx (3.81), Manhattan (3.80), Queens (3.61) and Staten Island (2.28). The highest rate of motor vehicle thefts occurred in Queens (4.06), followed by the Bronx (3.98), Brooklyn (3.40), Manhattan (2.22), and Staten Island (1.93). Exhibits 16-3 through 16-9 highlight the highest crime rates within police precincts for the previously mentioned seven crimes. As shown in Exhibit 16-4, the highest incidences of rape occurred in precinct 14 in Manhattan (0.74), precincts 81 (0.53), 75 (0.51) and 79 (0.51) in Brooklyn, and precinct 42 in the Bronx (0.50). Exhibits 16-5 and 16-6 highlight the second two violent crimes, robberies and assaults. The highest robbery rates occurred in police precincts in Manhattan, Brooklyn and the Bronx precinct 14 (28.93) in Manhattan, precincts 73 (7.70) and 79 (7.19) in Brooklyn, precinct 40 in the Bronx, and precinct 25 in Manhattan. The highest assault rates were present in precinct 14 in Manhattan (28.99), the Bronx s precinct 41 (12.75), Brooklyn s precinct 73 (10.23), and precincts 32 (9.46) and 25 (9.41) in Manhattan. The highest property crime rates within police precincts are displayed in Exhibites 16-7 through Exhibit 16-7 shows that the highest burglary rates occurred mostly in Manhattan precinct 14 (38.26), precinct 18 (7.90), precinct 1 (6.87) and precinct 13 (6.86) are all in that borough; precinct 81 is in Brooklyn (6.25). Similarly, the highest larceny rates within police precincts occurred largely in Manhattan, as shown in Exhibit 16-8 precinct 14 (505.66), precinct 18 (100.41), precinct 1 (87.64), and precinct 13 (46.53) led the list, followed by precinct Furman Center for Real Estate and Urban Policy, New York University 391

7 84 in Brooklyn (42.86). Finally, the highest motor vehicle thefts were spread out among Manhattan, Queens, Brooklyn and the Bronx.
