2 HISTORIC PRESERVATION COMMITTEE MINUTES OF JUNE 5, 2017 MEETING Meeting called to order by Chairperson Schnitzler at 4:00 P.M. in Conference Room 108 of City Hall Plaza. PRESENT: ABSENT: ALSO PRESENT: Vickie Schnitzler; Ken Wood, Ken Bargender; Kris Keogh; and, Kris Coleman. Bill Penker (excused); and, Alderperson, Nick Poeschel (excused). Ron Sturomski, Marshfield School District Director of Buildings and Grounds; and, Josh Miller, City Planner. Approval of the Minutes of May 1, 2017 Meeting. HP17-19 Motion by Wood second by Coleman to approve the minutes of the May 1, 2017 meeting. Motion Carried. There being no objections, item No. 7 Discuss engraved concrete that used to be under the old Middle School flagpole was moved up. Motion Carried. Discuss the engraved concrete that used to be under the old Middle School flagpole. Ron Sturomski introduced himself and explained the issues with the Middle School flagpole. It was getting so deteriorated it was dangerous and structurally unsound so they removed it. The mortar was completely gone. The flagpole was full of water when they cut it down. They are still deciding what to do with the concrete octagon. They are 8 inches by 3 feet by 5 feet marble slabs. He wants to dispose of them, but would like suggestions on what to do with them. He would like to make small replicas of them to go inside the foyer of the Middle School. It s been nearly a year since they ve taken it down and no one has said anything. Coleman asked if they had a plaque for the remodeling project. Wood asked if he could keep the engraved portion as a very last resort. Bargender said the problem he sees is they are quite deteriorated. Make a small reproduction of them, including pictures and place in the lobby. There are photos of when it was originally constructed. Bargender suggested that rather than see what the School District spend a significant amount of money, it would make more sense to do something small. 1 HPC Meeting 6/05/2017

3 The Committee was favorable in having a small replication of the slabs that had the writing on them and placing that, along with photos of the flag pole and slabs and placing it in the foyer of the Middle School. Citizen Comments. Staff handed out the thank you cards from the students and Eric Nelson s art class. Miller also thanked Vickie for doing the presentation for Kris Leonhardt and for picking up yard signs. Schnitzler said they have decided on the Christner Award and look for the presentation to take place at a June Common Council meeting. The recipient will be Dan Maurer for his work in aviation. Update on 2017 Budget. Miller gave an update on the amount spent and what is remaining to date. Recommended projects and budget for Miller presented the budget that was drafted by staff that includes $550 for Office Supplies & Expenses $160 for Publications, Subscriptions, Dues, $500 for Travel, and $3,400 for Operating Supplies for a total of $4,610. HP17-20 Motion by Wood second by Keogh to recommending the 2018 Historic Preservation Committee Budget of $4,610. Motion Carried. Discuss Reprinting 2,000 copies of each Historic Walking Tour Brochure for the Upham Mansion and Park Street districts for a cost not to exceed $1,850. Miller explained that the estimate to reprint both brochures and setup fee was for $1,815. Originally, the Committee asked for $3,000 to include in the 2017 Budget, but that was reduced to $1,500 during the budget process. However, the Committee did budget $390 for the brochure display case for the Wildwood Pavilion, but this is no longer needed as the display case from the Zoo Store will be relocated to the Wildwood Pavilion. Therefore, the Committee could use that money towards the cost of brochures. HP17-21 Motion by Coleman second by Wood to recommending reprinting the Upham Mansion and Park Street Historic Walking Tour Brochures in an amount not to exceed $1,850. Motion Carried. Review of Historic Preservation Month Activities. Schnitzler asked her husband if he had comments and he wanted to thank the Committee for funding the Student Art Awards. He also said all the activities for Historic Preservation Month were well attended. Schnitzler also provided suggestions for future Stewardship Awards. They suggested adding the name of the architect for the Doege House in the Park Street Walking Tour Brochure. Wood shared about the bus tours that they gave as part of Historic Preservation month. There are still some tours yet to give. 2 HPC Meeting 6/05/2017

4 Coleman thought the cemetery tours went well. Bargender left at 4:46 P.M. Consider covering up to $29.55 towards another gift certificate and ribbon for Student Art Awards. Schnitzler explained that one of the award winning projects was completed by two students and she felt they both deserved an award. Miller explained that the Committee budgeted $350 for the awards and have spent $318 so far, leaving $32 left in that budget category. Reimbursing the entire amount would still be under the set budget by $2.45. HP17-22 Motion by Wood second by Coleman to recommend paying $29.55 for another gift certificate and ribbon for the Student Art Awards. Motion Carried. Discuss establishing a local Historic Resource Directory. Miller asked the Committee to think about what information to include in the directory for next time. Wood said Oconto County has a local historic directory for the entire County. Staff Updates. a. Volunteers at Zoofest 2442 Update. Keith Meacham would be willing to play engineer during Zoofest on Saturday, but the Model Train Club won t be in town that weekend. Also, Keith was willing to do some touch up painting in the cab this summer. b. Historic Tax Credit Update. Staff is still waiting to hear back to schedule a meeting. c. Main Street Plaque Program. The Main Street Design Committee was in favor of the Thomas House and Royal Tokyo, but wanted to know more about Moneywise. Staff will provide them an update at the June Main Street Design Committee meeting. Set Meeting Date and Future Agenda Items. Due to the 4 th of July Holiday, the Committee opted not to meet in July. The next regularly scheduled meeting will be held on Monday, August 7, The agenda of the next meeting should include approval of the Monday, June 5, 2017 meeting minutes, narrative of the Park Street and Upham Mansion Historic Walking Tour Brochures, items from the task list, and other topics that may come up. 5 City of Marshfield Memorandum TO: Historic Preservation Committee FROM: Josh Miller, City Planner DATE: August 7, 2017 RE: Historic Preservation Meeting Attachments Review and approve any changes to the Upham Mansion and Park Street district historic walking tour brochures. Back in June the Committee approved funding to reprint the Upham Mansion and Park Street brochures. Before getting them printed, staff wanted to get feedback from the Committee about any potential changes to the narrative. Below is the narrative for each building listed in both brochures. Staff would ask that the Committee review prior to the meeting and come with any comments at the meeting. Park Street: West Park Street This two story Colonial Craftsman style home was built by Edgar S. Bailey in Mr. Bailey was a former President of Marshfield Publishing Company and was a forerunner in the merger between the Wisconsin Hub and Marshfield News to establish Marshfield Daily News, the city s first daily newspaper West Park Street This Queen Anne style home was built by William Noll Sr. in the late 1890 s. In 1925 the house was listed as a hospital and was known as Dr. Mittelstadt s Osteopathic Clinic West Park Street This Late Georgian Revival architecture with Regency and vernacular influences was built by lumberman Frank Bissell in The house was designed by architect H. H. Waterman of Chicago. Dr. Milbee, one of the six founding physicians of the Marshfield Clinic also lived in this house West Park Street This Queen Anne styled house, built in 1890, has a three story tower as its main architectural feature. Because of this feature, the house was referred to as The Towers. Originally, it was home to John P. Hume, one of the founders of

6 Marshfield News in Later, the house was owned by Joseph C. Marsh, founder of the Marshfield Telephone Exchange West Park Street This Tudor Revival style house was built in 1905 for Karl Doege, a physician and one of the founders of Marshfield Clinic in From 1939 to 1985, the house was used as a Masonic Temple. Upham Mansion: S. Chestnut Ave The First Presbyterian Church was erected at this location in The clapboard-clad church burned down in A new church was erected by late summer and it too burned in October In 1924, it was replaced by the present structure for $77,000. The Neo-Gothic architecture was a design of A. A. Honeywell of Indianapolis, Indiana. The church was built in a cruciform shape of reddish brown brick. The arched window openings still retain their original stained-glass windows. In 2003 it became known as the Chestnut Avenue Center for the Arts W. 3rd Street This structure was the first Merrill H. Wheeler house, which embodies the Queen Ann style of architecture, built in The Stick Style two-story home had a decorative front gable. Mrs. Cora Kelly Wheeler was the sister of Mrs. Mary Kelly Upham, wife of Governor William H. Upham. Merrill H. Wheeler was the manager of the Upham Company Store W. 3rd Street Built for James B. Borden sometime between 1884 and This Queen Ann style home had survived the Great Marshfield Fire in Edgar A. and Lillian Guensburg lived in the house for several years. Edgar was a manager for The Fair Store. The building is now the home of Studio W. 3rd Street, Upham Mansion This home was built in 1881 for Marshfield s most prestigious citizen, William H. Upham. This was the first home in Marshfield to have electricity and running water. Listed on the National Register of Historical Places, this restored home serves as the center for the North Wood County Historical Society, and contains historical archives of the community and the surrounding areas. Stop in and take a tour of Upham family history. Step back in time to the Victorian era and experience memorabilia from the Upham family and Marshfield itself W. 4th Street This home was built on the grounds of the mansion stables in 1908 for Charles J. Sparr. It is typical American Foursquare architecture with a full width enclosed front porch with both first and second story screened porches at the back. The original clapboard siding is still beneath the stucco that was placed on the home prior to Charles J. Sparr bought Banner Mills and renamed it Sparr s Cereal Mills.

7 W. 4th Street The home of John Burns was a Queen Ann style home built between 1904 and John H. Burns was a conductor W. 4th Street The second house of Merrill H. Wheeler was built between 1895 and With clapboard, wood shingle siding and a polygonal bay, this was one of the first Queen Ann style homes of the area. It also had a multi-gable roof and full width front porch W. 4th Street Home to Governor Upham s nephew Frank R. Upham, this home was built in It is an Italianate Style home with ornate bracketed eaves, designed by T. F. Vannedom. Many of the architectural detail, both inside and out, are exactly as seen with the Governor s home. This was also one of the few homes to survive the Great Marshfield Fire. Discussion of activities to go with Maple Fall Fest. Maple Fall Fest takes place September 16 th -17 th this year. Staff reached out to Keith Meacham and he thought that the Model Train Club was planning on tending to the Soo Line Steam Locomotive No during Maple Fall Fest. He was going to check and get back to me. With that in mind, staff wanted to know if the Committee was interested in also being at the train during Maple Fall Fest. We will discuss this opportunity at the August meeting. Discussion of Weinbrenner dust collector project. Staff wanted to provide the Committee an update on the most recent project being proposed by the Weinbrenner Shoe Factory. They are proposing to add the new dust collection system next to the existing system, get it operational and then remove the existing system. This would allow them to avoid a costly plant-wide shut down. The new system appears to be larger, but that capacity is needed to meet the facility needs. Staff has expressed some concern regarding the potential noise at the property line as the fan for the new system is on the exterior of the building. The City has a decibel limit at the property line, so they will be required to meet that standards. Weinbrenner is aware of this concern and is looking at options to address the concern. The Weinbrenner Shoe Factory Building was listed in the Wisconsin Register of Historic Places on January 18, With this listing, and because the building is owned by the City, the local government incurs the responsibility to notify the State Historic Preservation Officer (SHPO) at the Wisconsin Historical Society of any plans or proposed actions that may affect the publicly-owned listed property. This project was submitted to the SHPO and they determined that the proposed project will not result in an adverse effect to the historic property. Staff primarily wanted to bring this before the Committee to give them an update of the work being proposed to the Weinbrenner building. Renderings of the proposed project are included in the packet. Since the building is not listed on the Local Register, a Certificate of Appropriateness is not

8 required. Therefore, this is merely an informational item. Discuss establishing a local Historical Resource Directory. As part of the 2017 Task List, the Committee identified putting together an historic resource directory. Staff wanted to talk to the Committee in more detail as to what resources they would like to include. Staff asked the committee to bring ideas of what to include at the August meeting. Review of 2017 Task List. To ensure we are meeting the goals set forth earlier this year, staff has included the 2017 Task List for you review. At the meeting we will discuss what items the Committee would like to address next. Approval of Paying 2017 Historic Preservation Conference Registration Fees of up to $500. The 2017 Historic Preservation Conference will take place in La Crosse this year on October Early bird registration fees are $110 for both Friday and Saturday and are due before August 18, The Committee has budgeted $500 for travel/conference fees and so far have not spent any of the money to date. None of the Committee members have expressed interest in attending this year s conference, but staff wanted to provide another opportunity to register and get approval from the Committee to cover the registration cost. Staff Updates. a. Brochure Rack in Wildwood Station Pavilion b. Main Street Plaque Program Set Meeting Date and Future Agenda Items. The next regularly scheduled Historic Preservation Committee meeting would be Monday, September 4, 2017 at 4:00 pm in Conference Room 108. Typically we would bump the meeting back a week to avoid the Holiday, however, due to the Development Services Department being short staffed and the lack of having any items that are immediately pressing, staff is recommending the September meeting be canceled. If the Committee approves canceling the July meeting, the next meeting would be held on

9 Monday, October 2, The agenda of the next meeting should include approval of the August 7, 2017 meeting minutes, items to work on from the 2017 Task List, and other items that may come up at the meeting.

10 2017 Task List for the Marshfield Historic Preservation Committee Plan to Complete by the End of 2017 Put together a guide of architecturally and historically significant properties that are outside the historic districts (for the first brochure plus ongoing for future brochures). Identify Historic Neighborhoods for historic signage. Assist with Main Street Plaque Program. Develop the concept for historic improvements for Columbia Park. Promote Historic Tax Credits: o Provide brochures at the Cultural Fair. o Talk to realtors and give them the brochure. o Contact Hub City Times to write an article. o Present the information at a Common Council meeting. o Ask the Historical Society to come in and make a presentation to contractors and realtors about the historic tax credit program. o Provide information at the Home Builders Show. Reprint one or two sets of the Walking Tour Brochures (Upham Mansion only has about 200 copies remaining). Update QR Codes at the given locations and work to promote the use of the codes. Purchase and install brochure display case at Wildwood Pavilion. Put together an historic directory as a community resource (could maybe put it on the CVB and City websites, but probably not in Community Guide). Devote a future meeting to just brainstorming on promoting and advertising historic resources invite Main Street and CVB. Put together a larger spread for CVB s annual publication (by the end of November). For 2018 and Beyond Set up meeting with Parks, Recreation, and Forestry Committee to discuss path around Work with outside group on 2442 improvements such as a wrought iron fence and brick pavers around the pavilion. Assist with Main Street Plaque Program. Develop a list of historic buildings to put signs on. Work with CVB on promotion of outside media sources such as Channel 13. Increase cooperative efforts with the Marshfield Clinic. Get negatives of the photos taken of the downtown back alleys developed. Mount historic photos on foam core and have an exhibit or showing with New Visions Gallery or Chestnut Avenue Center for the Arts. Annual Activities January-April o Help plan and promote Historic Preservation Month Activities. February o Annual Workshop. o Cultural Fair Booth.
