1 MINUTES OF MEETING OF THE ARCHITECTURAL AND HISTORIC REVIEW BOARD OF THE VILLAGE OF SAGAPONACK IN THE TOWN OF SOUTHAMPTON, COUNTY OF SUFFOLK AND STATE OF NEW YORK A meeting of the Architectural and Historic Review Board of the Village of Sagaponack was held at 3:00 p.m. on Friday, November 18, 2016 at 3175 Montauk Highway, Sagaponack, N.Y. The meeting was called to order by Chairperson Tom White with a flag salute. Present were Board Members Robert Barandes, Meagan Ouderkirk, Pingree Louchheim and Emily Aspinall. Also present were Village Attorney Anthony Tohill, Building Inspector John Woudsma and Village Secretary Pat Arancio Remkus. Absent was Nick Martin APPROVAL OF MINUTES Chairperson Tom White asked for a motion to approve the minutes from October 21, 2016 AHRB. A motion to approve the minutes was offered by Robert Barandes, seconded by Pingree Louchheim and unanimously approved. COMMITTEE OF TWO The following applications were reviewed and approved by the Committee of Two: Hedges Farm. LLC 602 Town Line Road Applicant proposes re-construction of a pre-existing carpenter s shop/garage Alexander Johnson 88 Scotline Drive Applicant proposes installation of driveway gates Barry & Sara Mandinach 27 Davids Court Applicant proposes conversion of a den into a dining room, basement renovation, 3 addition to existing rear porch and remove sitting room 1

2 The following application was adjourned to the Committee of Two and awaiting paint samples. Landgrove LLC 640 Sagg Main Street Applicant proposes addition of two small windows to the 2 nd Fl Laundry/Storage room and change from painted clapboard siding to natural shingles OLD BUSINESS AMENDMENT/ADDITION / RENOVATION/GATES White Investment LP 2987 Montauk Highway Applicant proposes new wall mounted sign Chairperson White recused himself from this application as he is involved in the ownership of this building, but did not leave his seat at the meeting table. Ronald Fisher, Fisher Signs & Shirts, presented the application. He presented new signs with the colors reversed from the previous submission..one with a turquoise green border and one without. He stated that the sign will be placed where the previous sign was. Emily Aspinall asked if it will be the same size as the previous sign to which Mr. Fisher responded yes. It will be 54 x 36. Robert Barandes stated that the Board needs renderings showing the sign on the building. Mr. Fisher stated that there will be no trim and it will be adhered to the building. The Board stated that they prefer the sign without the border or trim at the height of the door jam and no additional lighting. Chairperson White asked for a motion to approve the application without a border or trim to be mounted at the height of the door jam and no lighting. A motion was offered by Pingree Louchheim, seconded by Meagan Ouderkirk and unanimously approved. Paul Brennan asked if they could add lighting to the sign to which Robert Barandes responded that this signage is to notify the public that the office is there. It is not advertising. Mr. Brennan asked why the neighbor in the building, CW Arborist, can have lighting and they cannot to which Robert Barandes responded that it is existing. Big Waves LLC 649 Hedges Lane Applicant proposes installation of driveway gates 2

3 Meagan Dalton of Landscape Details presented the application. She stated that they are proposing a clear cedar gate left natural without lights or numbers. Pingree Louchheim asked why they need gates to which Ms. Dalton responded that the neighbor s driveway and her client s driveway are side by side and it is to distinguish their driveway. Pingree Louchheim asked if the neighbors have gates to which Ms. Dalton responded yes. Pingree Louchheim commented that the gates are too fancy. Chairperson White showed pictures of the gates next door. Robert Barandes asked if the client would consider increasing the space in the gates and set the gates back as far as the neighbor s gates to which Ms. Dalton responded that the spacing is currently at 4 ½ on center and she can increase the spacing. Chairperson White stated that he would prefer a more rural gate to which Ms. Dalton responded that she will provide several options. Chairperson White asked for a motion to adjourn the application to the December 16, A motion was offered by Robert Barandes, seconded by Pingree Louchheim and unanimously approved. NEW BUSINESS AMENDMENT/ADDITION / RENOVATION Michael Loewenthal 3105 Montauk Highway Applicant proposes Amendment to Building Permit #915 changing the request from a two story addition to a one story addition Nick Sanders, contractor, presented the application. He stated that as per the request of the Board they enlarged the 2 nd Fl window of the addition and they will install evergreen screening by the bilco door. Chairperson White asked for a motion to approve the application. A motion was offered by Meagan Ouderkirk, seconded by Pingree Louchheim and unanimously approved. NEW CONSTRUCTION Ricki L Associates 12 Sagg Road Applicant proposes construction of a two story, single family dwelling with attached three car garage, roofed and unroofed decks, and pool house Frank DeVito, owner/contractor, presented the application. He stated that the front of the home will face Sagg Road and will be accessed by a shared driveway. He stated that there will be a pool and pool house on the west side of the house, noting that there is a 50 buffer along the Montauk Highway side. The entire property is enclosed with hedging, which will be thinned out so it will grow thicker. He stated that there is room for tennis, but they will not construct it at this time. 3

4 Pingree Louchheim asked that he leave the screening as it is to which Mr. DeVito responded that it looks terrible on the property side and if thinned out, it will grow much thicker in the Spring. Robert Barandes noted that the total square footage including garage, pool house and porches is 7,963 sq. ft. with the 1 st Fl being 2,964 sq. ft. and the 2 nd Fl is 3,165 sq. ft. Meagan Ouderkirk asked what material the roof will be to which Mr. DeVito responded that it will be standing seam that will match the color of the windows. He provided two color options. Pingree Louchheim asked how this house affects the neighborhood to which Mr. DeVito responded that there is a house to the north that is a stucco Mediterranean style home and there is a shingle house right behind the proposed house. The house across the street is clapboard and there is a shingled house next door. He noted that they will heavily landscape their property to ensure privacy. Robert Barandes asked what the exterior color was to which Mr. DeVito responded that it will be cedar painted dove white, but he would like to propose other color options. Perhaps a natural cedar with a silver mix bleaching oil. Emily Aspinall asked what the railings were made of to which Mr. DeVito responded they are glass. Meagan Ouderkirk asked about the material of the fencing to which Mr. DeVito responded that it is cedar that will silver out. Emily Aspinall asked what the window trim color was to which Mr. DeVito responded that it will be the same as the siding, white dove, and that the window frame is black. Emily Aspinall stated that there are many different sizes of windows noting that there are six different sizes on the front and eight different sizes on the back to which Mr. DeVito responded that is how the windows work with the rooms and the rooflines. He said they can cut the transoms out and make them two over two. Emily Aspinall stated that he needs to simplify the windows to which Chairperson White and Robert Barandes agreed. Chairperson White stated that he is concerned with the glass railing, which is on the highway side on the 2 nd Fl. We would want to be able to see what amount of reflective light that it will put out and whether the glass becomes like a glowing sense of a structure at night along the highway. Also the rear deck extends to the west of the house on the 2 nd Fl in the rear. (2.2 rendering) Emily Aspinall asked if there is any lighting other than against the main wall on the 2 nd Fl to which Mr. DeVito responded there may be additional step lighting. Pingree Louchheim suggested they add a window to the gable on the left so it is similar to the gable on the right to which Mr. DeVito agreed. Robert Barandes stated that there is a significant number of different roofing styles and placements throughout the house. He suggested that the rooflines be simplified. There is a mix of textures. There is cedar on the front and the Board appreciates the suggestion that it be left natural so it will weather out rather than this amount of 4

5 white. You also have natural wood fencing in the front, the rear, at the porch area beneath the glass railing on the rear of the house, at the front of the house and on the highway side. We would need to see something in terms of lighting impression. Mr. DeVito stated that the glass railing will be removed and replaced with stainless steel cable railing to which the Board was pleased. Chairperson White after reviewing the renderings asked Mr. DeVito to take note that no up-lighting is permitted and would need to be corrected on the plans and renderings to which Mr. DeVito agreed. Meagan Ouderkirk commented that it looks like a modern farmhouse with the mix of the two styles of the rooflines and the windows. She likes the nooks and crannies. Mr. DeVito stated that the rooflines do make sense especially above the entry because the height is required in order to get tall enough windows to be able to see out. Meagan Ouderkirk asked about the fence in the front of the house to which Mr. DeVito responded that it is a little screening and a nice detail rather than it being wide open. Chairperson White, looking at rendering R3, asked what the portion to the south that faces the highway and has a segment of thin horizontal fencing was to which Mr. DeVito responded that it protects the concrete staircase that goes down to the basement and it is required by code. Mr. DeVito stated he will simplify the windows but would like to keep the roof lines. He will change all of the glass railings to stainless steel with cables. He stated that with the mix of materials, if they stain the cedar with grey bleaching oil, it will blend together better than if they use dove white. Chairperson White asked if he could remove the screening at the front door to which Mr. DeVito responded that with the screening, they would not have to do plantings. It is a large opening and it is very open and very airy. Meagan Ouderkirk asked what material the windows are to which Mr. DeVito responded that they are aluminum clad. Chairperson White noted that the AHRB is paying attention to the details because this home is in a farmland location at the crossroads of Sagg. Robert Barandes stated that one of the primary statements that is actually in our code specifically says.the scenic character of roadways when visible from Sagg roadways. We are charged with preserving the scenic character of the roadways. We will need time to absorb this. Mr. DeVito was advised to submit requirements by the 1 st week of December. Chairperson White asked for a motion to adjourn the application to the December 16, 2016 meeting. A motion was offered by Robert Barandes, seconded by Pingree Louchheim and unanimously approved. 2. John French 65 Sagg Road

6 Applicant proposes construction of a two story, single family dwelling with attached garage John Sprague of Lisa Zaloga, architect, presented the application. He stated that this lot is landlocked, but there is a dog leg access from Sagg Road. The proposed house will face west with Mr. French s father s home in front of them and to the north Mr. French and his sister own the lot and to the east is the Wölffer Vineyard. He provided photos of John French Sr. s home noting that the proposed house will be slightly higher. Emily Aspinall asked if the proposed home was as high as the Wilford home to the south to which Mr. Sprague responded no, the Wilford house is higher. He also noted that the proposed home will be barely visible. Robert Barandes asked how this lot is accessed to which Mr. Sprague responded that there are two right of ways to the north side of John French Sr. s home. Mr. Sprague stated that they are proposing a traditional, farm house structure and the exterior will be cedar shingles stained Cabot seacoast grey with white dove trim, windows, gutters and columns. Meagan Ouderkirk asked if there was a grading issue to which Mr. Sprague responded yes, but there will be a 3 retaining wall. Mr. Sprague stated that they are proposing Pennsylvania ledge stone for the chimneys and the foundation to which Chairperson White responded that Pennsylvania ledge stone has nothing to do with our community. Robert Barandes asked if they could change the stone to a more indigenous stone that would be more customary to the community to which Mr. Sprague and the owner s agreed to use brick. Mr. Sprague stated that they will use blue ice blue stone for the patios. The ceilings of the porches will be painted white dove except for the rear porch, which will be mahogany to which Robert Barandes noted that it will not be visible. Meagan Ouderkirk commented that she does not find the brick more aesthetically pleasing and asked if they could use a different material other than brick to which Mr. Sprague suggested the owners could amend the permit at a later date and provide samples of other materials which can be approved by the Committee of Two. Meagan Ouderkirk asked about the triangle window to which Mr. Sprague responded that it was taken from a window in Sag Harbor. When constructing a home, you need to figure out how you are going to blend it into the community. In the turn of the last century a city architect in Munich was convinced that the way you design homes to fit into the areas where they will be is to find something intriguing. We took something from houses in the area, and Sag Harbor certainly has enough triangle windows. He loves this window because it has circles in the grid and the pattern is unique. Chairperson White asked for a motion to approve the application subject to the chimneys and stone work being brick. A motion was offered by Robert Barandes, seconded by Pingree Louchheim and unanimously approved. MOTION TO ADJOURN MEETING 6
