2 MEETING MINUTES CITY OF LINDSTRÖM PARK COMMISSION Monday, October 3, :00 P.M. CALL TO ORDER/PLEDGE: The meeting was called to order by Chair Johnson at 6:00 p.m. The Park Commission observed a moment of silence in remembrance of Council Member Joe Wishy who passed away last Friday. CALL OF ROLL: Members Present: Rusty Johnson, Pam Schultz, Ian Dudley, Shari Bachman, Clio Johnson, John Renaker Members Absent: Matt Rein Also Present: Administrator John Olinger, Deputy Clerk Kathy George, Public Works Staff Bill Straub, Council Liaison AnnMarie Brink CONSIDERATION OF AGENDA: Additions/Deletions: Marlene Smith Statue was moved to item #1. Motion by Schultz, second by Dudley, to approve the Agenda with the noted change. Motion passed 6-0. CONSIDERATION OF MINUTES: BUSINESS: Motion by Schultz, second by Bachman, to approve the minutes of the September 12, 2016 meeting as presented. Motion passed Marlene Smith Statue Commissioner Dudley confirmed that the unveiling is scheduled for Saturday, October 8 th at 10:00 a.m. He is planning to place the statue tomorrow, with the concrete being poured at 10:00 a.m. Administrator Olinger will arrange for traffic control for both tomorrow and for Saturday morning. Olinger has also arranged for a reception following the unveiling which will be held at the Catholic Church. Olinger will provide coffee and donuts. Karl Oskar Days Ambassadors should be in attendance. Dudley also notified the MN Women in Business Association. Page 2 of 21
3 2. Allemansrätt Park The following updates were provided: The field has been cut as part of the US Fish and Wildlife Prairie Restoration Project. After the grass grows back, the area will be sprayed. John Reins is trying to coordinate sumac removal at the same time. Reins will also coordinate cottonwood tree removal this winter. Next spring, the Fire Department will burn the area. Then reseeding will take place with the recommended mixture. The UofM Savannah Forest Project will be planted October 14 th (students) and 29 th (volunteers). Commissioners were asked to help recruit volunteers. Bill Straub was asked to put up the white tent, tables and chairs. Olinger will provide refreshments and park/trail information. Buckthorn is coming back. Olinger met with Wiley Buck today. The big stuff was cut on the east side of the channel and the smaller stuff was nipped. Once it grows back, it will be sprayed. The west side was done, but they need to come back and spray. A quote is still needed for residing and underpinning the 1890 s house. The Friends of Allemansratt met on September 27 th and have started to work on the Anderson Peninsula Plan. Commissioner Bachman stated that the group is working on a long list of projects. She will send the minutes out soon. The renter at the Norelius house will move out by November 10 th. The Park Commission is considering holding the December meeting at the house. Perhaps Habitat for Humanity will want some of the items inside the house for their ReStore operation. Olinger will get bids for demolishing the house this winter. The City engineer is working on plans and specifications for the pavilion, which will be constructed in the spring. Fall projects include building a bridge. Olinger reported that he is purchasing the decking and screws. Straub will deliver rock. Louis Campbell will split wood by the former house on the Peninsula. Dave Applebee and his brother will work on the bridge. Sunday, October 9 th, is the work day. A tree by the little bridge needs to be removed. 3. Kaffe Kanna Park Administrator Olinger reported that the engineers estimated costs are as follows: Shrubs: $1,200 Perennials: $1,500 Paver Patio: $30,000 Sod: $3,000 Mulch: $1,000 Site Prep/Restoration : $3,500 Grading/Stormwater: $2,500 Contingencies (10%): $4,270 Total Construction Cost: $46,970 Olinger noted that most of the cost is for the paver patio; however, much of the proposed trail has been removed from the plans. The Park Commission has $5,000 to put towards the project. The rest of the expense will be covered by the On-Sale Muni. The project is being planned for next spring. Page 3 of 21
4 4. Pumphouse Park Administrator Olinger reported that Jim Gillach of the Lakes Area Recreation Association (LARA) was able to have a cover made for the new scoreboard at no cost as a donation. Quotes for fencing are still needed. 5. Tree Lighting Festival The Tree Lighting Festival will be on Saturday, December 3 rd. The following duties were assigned: Boy Scouts will do the fire and s mores (Straub) Santa Lucia singers- (Bachman) Hot dogs- (Bachman) Brats- (Bachman) Buns-(Bachman) Chips- (Renaker) Brass Ensemble- (Clio Johnson) Mrs. Claus- (Renaker) Fire Department- (Olinger) Cartoon Switch- (Rein) Carnival Games- (Bachman - Trinity) Lights on trees- (Straub) The Downtown trees can be decorated this year, too more volunteers will be needed Hay rides- (Renaker will also look into a horse-drawn carriage) 10 x 10 tent- (Renaker) Hot chocolate- (Bachman) Condiments- (Bachman) Tongs, spoon, bread knife- (Bachman/Schultz) Pictures- (Rich Bachman) Signs of thanks for food donations- (Staff) Grill the brats and hot dogs (Straub) KOD Ambassadors (George Tanika Bender) OTHER DISCUSSION: Student Report will be added to future Agendas. This will give Clio an opportunity to report on student interests/thoughts, etc. Bachman is going to talk to the Friends of Allemansratt about getting plaques made to put on three benches in Allemansratt Park to honor Tony Minneschoffer, Dayle DeClerq, and Joe Wishy. Park Commission members will consider a way to honor Joe Wishy for discussion at the November meeting. 6 STAFF REPORT MEETING DATE: November 7, 2016 SUBMITTED BY: ITEM: Commissioner Bachman Allemansrätt Park US Fish and Wildlife Prairie- John Reins provided a Work Plan: Two glyphosate spraying applications are needed (one in fall and one in spring) We have sprayed this fall. Haven t received a bill yet but John is asking if we could contribute to some of this total cost of $1,200 Sumac mowing (late fall/early winter) - $1,250-$1,750. Larger trees (winter) no funds for this. I ll ask John for recommendations otherwise we might ask the public works crew to assist. Seeds - $5,000, will send tentative seed list for review. Fire Department burn (early spring, after 2 nd spraying) no cost. No-till planting (after burn) rent planter from Isanti County. John would like to use the City s tractor to plant the seeds. Backpack spray any re-sprouting sumac (throughout the growing season) staff or Great River Greening help with. Mow reed canary grass and plant willows (early spring) include middle school, boy scouts, and/or volunteers to help with planting. Finish wetland restoration (after planting, late June or July) use vinyl sheet-pilling (Reins will provide) John again would like to use our tractor. Hoping to find an existing rock pile to armor the sheet-piling. University of MN Savannah Forest Project Planting took place on October 29 th. We planted 750 trees. The next day, Sunday, the Friends of Allemansrätt had eight people volunteer for an hour and a half to mulch the planted trees. We need another work day to plant the remaining 750. Buckthorn- Wiley Buck is executing the contract with Prairie Restoration. They should be out in the next week or so beginning the next phase of buckthorn removal on the east side of Allemansrätt Park, dead end trail to the park and area near the houses in Cedar Ridge. Friends of Allemansrätt- The FOA meeting was September 27, 2016 (minutes provided). Page 6 of 21
7 Anderson 1890 s house- A quote was received from Hofmann Concrete to repair & reside east end of house, tear off back porch, joist, plywood ice & water, back porch foundation, reside back porch area, repair other side & trim on house per Bill s instructions for $14,800. We need an additional quote. There is money in the budget for this of $2,500. This is more than we set aside but there is $18,000 unallocated. Anderson Peninsula Plan- A plan for the overall development of the peninsula was talked about at the FOA meeting. I will bring it to the meeting. Norelius House Pavilion-I agreed to allow the renter to stay in the house until December 10 th. They have bought a house and close on the 10 th and rather than force them to move twice I felt they could remain until the closing date. The next phase is to scavenge whatever we can from the house. Anything we find can be sold on line at Public Auction. We just sold several things (wood stove and porch windows) from the Anderson House making almost $500. Old Business - 501(c)3 No update New Business: Work Days Led by John Olinger - October 2nd, 8th after Marlene Statue unveiling, 9th, 16th, 22nd and 23rd. "Please watch for s or contact John to find out times and projects" Project priorities are hauling and placing gravel at the bridge over the slough channel off Cty. 20 and building 12 foot bridge on North end of trail. Discussed Redefining FOA: Due to lack of involvement we decided to - Continue MMV - Continue Silent Sit - Keep bank account with Heather in charge - Meet two times a year with a gathering/party/food atmosphere - A volunteer list and events will be controlled by the city admin. and Allemansratt park board liaison. Discussion of Ideas for Anderson Peninsula: FOA strongly recommends that Allemansratt remain as planned a "wilderness park" This can be accomplished by: - Reduce and pave Olinda Tr. (where it turns to gravel) to just bigger than one lane with native grasses and plants in the ditches to decrease runoff into lake. - Gravel parking lot for 6-10 vehicles at driveway entrance with mowed grass adjacent to gravel for event overflow parking. - End driveway as it is right now at cattle crossing and reduce it down to an 8 foot path like the rest of the park. - Relocate satellite to trail junction on eastern end of the park in between campsites. - Purchase trailer to use with yard cart to transport satellite back up to driveway for disposal and cleaning. The Bike Fixtation and Hydration Station are already purchased. The City costs should be around $14,000. The Commission has $37,000 saved for this project. The Rotary is designing the kiosk to compliment the other trail head kiosks on the Swedish Immigrant Trail. Page 14 of 21

16 STAFF REPORT MEETING DATE: November 7, 2016 SUBMITTED BY: ITEM: Administrator Olinger Pleasant Hill Park Lake Access We had some trouble this year with the neighbors abutting the City s Pleasant Hill Park Lake Access. As you can see the lot is narrow at the lake and it pushes the docks to the south. The property owner to the north of our access puts his dock right the middle of the right of way of the access road. The neighbor on the south pushes his dock to the northern border so it is in front of his house. You can see our property line is right at the north western corner of his house and our property actually goes in front of his house. That puts the two docks very close together and not comfortable to hand carry a boat to this area. Then this year the neighbors installed fishing line to string off the shoreline from geese, I am assuming. But what it did was restrict non-lake neighbors from getting to the lake. I had several complaints from people who felt their right to access was restricted by these neighbor s actions.
