1 MINUTES OF THE SEPTEMBER 26, 2018, MONTHLY MEETING OF THE BAYLES LAKE HOMEOWNERS ASSOCIATION The regular meeting of the Bayles Lake Homeowners Association Board of Directors was held at Lakeview Country Club, Loda, Illinois, on Wednesday, September 26, 2018, at 7:00 p.m. Directors Present: Vice President Allan Lee, and board members Tom Parker, Paul Zajec, Rod Banks and Stephen Hennessy. Absent: Jim Bash, Reg Green, Jerry Bauman, Jerry Grodesky Employees Present: Building Inspector / Permits: Ray Soltysiak; Maintenance / Grounds Supervisor: Bob Siddall; Treasurer: Pam Zajec; Administrative Assistant: Rod Cardinal and Security Officer: Gene Miller. Absent: Vice-President Allan Lee welcomed everyone after roll call. Comments: Allan Lee indicated that Jim Bash was traveling out of town and that he would oversee the board meeting tonight. Approval of Minutes: The minutes from the August 22, 2018 board meeting were reviewed and corrections made. Allan Lee asked for a motion. Paul Zajec motioned to approve the minutes as corrected, seconded by Tom Parker, and the minutes were approved. Treasurer s Report: Pam Zajec presented the August Treasurer s Report of Receipts and Disbursements, which were discussed. Allan Lee asked for a motion. Tom Parker motioned to receive the report, seconded by Stephen Hennessy, and the report was accepted. The August board bills were presented, totaling $19,621.44, which were discussed. Allan Lee asked for a motion. Stephen Hennessy motioned to approve the bills, seconded by Rod Banks, and the bills were approved. The September board bills, to date, were presented, totaling $14,920.34, which were discussed. Per board policy, bills over $1, were reviewed: (August 23-September 26) (6) #6881 Vance-Gooden Concrete Spillway / Concrete Repair $6, E-Pay USA Tax Payroll $1, #6887 Mark LeClair Water Operator Salary $1,

2 #6896 BO s Quality Painting Pavilion / Bridge / cleaning / sealing $1, #6904 Chandler Excavation Manhole Installation-104 Northshore $3, #6908 Biggs Lawn Care Mowing Service $1, Allan Lee asked for a motion. Tom Parker motioned to approve the bills to date, and review of bills over $1,000.00, seconded by Rod Banks, and the motion was approved. The accounts receivable list was presented and discussed. ($2,785.75) (5) Pam Zajec indicated that the October 1 assessments were ready to be mailed out. Rod Cardinal stated that he will wait until Jim Bash returns before he continues to pursue the residents at 1515 Golf Drive and 230 Ocala Drive. Both residents are behind in their payments and there has been no response to our letters. Visitors: Allan Lee asked the visitors to introduce themselves and state their reason for attending the meeting. If they have discussion points, he will assign them to various committees to be discussed at that time. David Harlow, Lisa Harlow, Bob Jurgens, Pam Jurgens, Franklin Schaede, Rick Goben, Terry Rainaldi, Jim Clarage, Paul Meuser, Howard Scheib, Linda Miller, Karen Mach, Carol Wilen Security Report: Gene Miller presented: 08/27/18 Notified homeowner of 30-day camper on location. (322) 08/30/18 People fishing on Newell Dam not affiliated with lake (from surrounding town). Stated they did not know it was a private lake. Several calls on gaming flags on docks at Lakeview Country Club. 09/01/18 Dumpster located on property. (1014) 09/07/18 Dumpster located on property. (1437) 09/12/18 Received call from homeowner that golf cart stalled, and she needed it towed home. (910) 09/14/18 Transmission pole hit. Assisted with traffic control. (1214) 09/19/18 Dumpster located on property. (380) Maintenance: Bob Siddall presented: He had flushed hydrants Removed storm damage / limbs from Stack Park and Ocala Drive I have been picking up limbs and brush 2

3 I mowed Memorial Park, also the curve across from it mowed around the Pavilion for the Hot Dog roasts. Rod and I split and stacked wood at the pavilion I placed grass seed / mulch at the east well house where the new drain was installed I put up the 16 leaf enclosures with Viva s help I have been moving boat trailers at Maintenance Building and now have cleared parking space for 16 pontoon boats. I have been burning when weather permits Viva and I will be gone the next 5 days going to Wisconsin camping. Winter plans include: We will be leaving November 28th and returning March 4th. I will work with Rod to get an blast out to the residents. Finance: Jerry Bauman was absent. No report. Water & Sewer: Rod Banks presented: A 4-foot manhole on the sewer line extending from the existing access point near 1612 Lakeview Drive to the drainage creek adjacent Lakeview Country Club Road was installed at mid point last week by Chandler Excavation. Installation went well and was performed in the allotted time. Some damage was done to the driveway used to access the area. Two sections will be replaced, and the expense will be shared between Chandler Excavation and Bayles Lake. Repairs are expected to be performed before the end of October. The dirt around the manhole will be graded and seeded in October by Bayles Lake. It is recommended that the sewer line be jetted in both directions from the manhole to determine the location of the outlet in the creek and ensure that the line is clear. Mark LeClair was notified by Hawkins that an increase in delivered pricing on bulk deliveries of water treatment chemicals is coming in the next few weeks. At the request of the residents at 236 Ocala Drive, that the sanitary sewer kegs in that area were checked / inspected to make sure that they were working / flowing appropriately. Bob Siddall reported that he checked / inspected these kegs and they were open and water was flowing. The water leak at 1253 Sunset Drive was repaired by Jim Balk. The leak was determined to be on the resident s side of the shut off valve and they will be billed accordingly. Lakes & Parks: Tom Parker presented: Richard Vance has begun the last shoreline / erosion repair project along the county road. This should take about one week to complete. Per our contract, he has requested and has received an advance of $3, which is half of the total contracted price. 3

4 Tom stated that he had asked Vance to look at repairing some washed out timbers on the west retaining wall at the bridge / boat channel. Heavy spring rains had created this problem. Tom stated that the estimated cost of these repairs would run $1, $1, This would include reinforcing the timbers, adding some type of tile drainage system as well as additional timbers to disperse the water runoff. After some discussion, Allan Lee asked for a motion. Paul Zajec motioned to approve the repairs, not to exceed $1,500.00, seconded by Stephen Hennessy, and the motion was approved. Tom indicated that Glad s Tree Service still had two trees to take down per our agreement. Stephen Hennessy talked about his tree replacement plans. He had purchased 20 trees from the University of Illinois Extension / Native Tree program for $ He will pick them up in October and get them planted this fall. He will be looking for some volunteers to help plant and then water until December. He will contact our maintenance / grounds staff to assist in selecting planting sites. Tom stated that the Morton Arboretum had spent some time at the lake, looking over our trees in our parks and may be able to assist us in providing native trees at a discount. Roads & Drainage: Paul Zajec presented: Paul indicated that Jim Balk had completed the drainage culvert repairs at 217 Sunrise Drive. Paul stated that he had been asked to look at portions of Wolfe Drive and consider making some asphalt repairs. After getting a price to make the repairs he deferred the work until Rules & Regulations: Reg Green was absent. Rod Banks presented the following information: The Rules and Regulations Committee is reviewing other lake homeowner s associations regarding how they deal with resident s boats / guests boats and boat trailers that may be transported from lake to lake. The idea is to make sure residents / guests would clean, drain and dispose of any potential invasive species before they could enter Bayles Lake. The Rules and Regulations Committee and the Building Permits Committee are considering creating a demolition permit requirement for residents that would be demolishing and removing a home, home addition or garage at the lake. Safety at the lake continues to be a high priority for the Rules and Regulation Committee and they are reviewing ways to make this an important issue for our residents as well. The committee has also discussed what they might consider to be minimal acceptable home appearance guidelines. 4

RAY COMPTON PARKER TERRACE - DUMPSTER PERMIT DERRICK CZUCHRA WOLFE DRIVE - WILL REDO HIS SHORELINE FILLING IN THE PRESENT SHORE WITH RIVER ROCK PETER ZAJEC KAUFMANN DRIVE - DUMPSTER PERMIT ALLEN ANDERSON COUNTRY CLUB LANE - DUMPSTER PERMIT Old Business: Rod Cardinal stated that Jim Bash has received a letter from the Fire Chief, Loda Fire Protection District that our two Dry Hydrant / Fire Suppression Units have been tested, July 11, and are in good working order. One unit is located near the boat ramp at the north end of the lake and the other unit is located in the south lake along the county highway, near 1601 Lakeview Drive. Rick Goben told the board that the sale of Twin Lakes Marine had been completed and the new owners are from Clinton Lake Marina. The new owners purchased the four buildings at the main shop and he will be leasing the large storage building to them this year. He was not sure what the new name will be, but they are going to keep the same local telephone number. The new owners should be contacting Bayles Lake residents very soon. Rick wished the new owners success and he hopes the Bayles Lake community will show strong support for the business. The board thanked Rick and Marlene Goben for their help to all of our residents and offered best wishes for their future. New Business: Jim Clarage began a discussion regarding local zoning laws. Jim was initially concerned about the gaming license and slot machines at Sages Restaurant. But after reviewing a variety of local, county and state ordinances he came to understand that Sages had complied with all of the necessary steps during that application process. Jim felt there should have been local zoning public meetings, but state ordinances do allow establishments that sell liquor up to 5 slot machines, and public meetings ae not required unless they exceed 5 machines, so he was ok with the outcome. Rod Cardinal mentioned that Jim Bash and Allan Lee had met with Sages Restaurant regarding the slots flags on the BLHOA docks at Lakeview. Sages agreed to remove them. Regarding the flags at the entrance of Lakeview Country Club, they are a 5

6 requirement of the gaming license, but they will move them back from the edge of the highway, they are supposed to be removed at the end of October. Jim Clarage was also concerned about the bright billboard / lighted advertising signs along Interstate 57, near the Lakeview Country Club. He can find no record of any type of review or public meetings regarding their installation or rezoning request. The area was rezoned from manufacturing to industrial when the first of the four signs went up in The state IRS has them on the state tax role benefitting our area. If south lake residents have any concerns or issues with these lights they should attend the Loda Village Board meetings. Allan Lee stated that he would talk with some of the south lake residents to see if they had any concerns about the lights. Allan Lee presented a list of Auxiliary event dates. Allan Lee asked for any additional business for the board, and hearing none, he asked for a motion to adjourn.
