1 Regular Meeting Town of Preston March 05, 2018 The regular meeting was called to order by Commissioner Doug VanDerveer at 7:00 p.m. Also present were Commissioners Gary Waltemeyer, Nelson Anderson, Kathleen Barry, Robert Stacey and Town Manager Stacey Pindell. Attendance: Russell Dukes, Dale Whitley, Maria Moxley, Robert Lorenz, Reverend Kenneth Clendaniel and Linda Pevey from Bethesda United Methodist Church. Gary made a motion to approve the minutes of the previous meeting as presented, seconded by Nelson and unanimously approved. Linda Pevey from United Methodist Church. Ms. Pevey presented a proposal for a special permit. The event is called Walk for Water and is slated for May 26, 2018 from 9:00 AM till 12:00 PM. The church is trying to bring awareness to the plight of people who must walk over 3 miles to get clean water. The church will work with the Caroline County Sheriffs office to coordinate traffic control. The commissioners approved and signed the permit. Police Report: for February, 2018 No Police representative was available for the meeting so Doug read the report. 120 hours assigned with a total of 24 assignments 139 calls for service 2 reports taken 48 traffic stops 68 traffic violations 16 citations and 40 warnings 1 SEROS 1 must appear Public Works Report for February, 2018 Submitted By: Dale Whitley Pumped 1,320,600 gallons of water. Discharged 1,853,691 gallons of wastewater. Installed a meter and pit at a home on Backlanding Rd. that had previously been located in the basement. Repaired a water leak on Car-O-Lin Ct. Cleaned the gutter pan on Chambers St. Did a miss utility locate from Fooks Ave to Maple Ave. This is for upcoming sidewalk repair. Removed a manhole cover at Sunset and Main and replaced with a new one that we can actually open. Cleaned the back of a drainage ditch that could not be mowed by our contractor.

2 Repaired a storm drain at Sunset and Main that had washed out from a storm. Replaced the second air compressor at the west end pumping station. Now the control system has all the mechanical parts replaced. Cleaned the water filter and tube for the bearings in the pumping station motor. Rebuilt the chemical feed meter at the sewer plant. Took a load of asphalt to be recycled. Scraped and graded the driveway to the sewer plant. Replaced the front brake pads on the dump truck Posted late notices for the overdue water bills. Administrative Report: For February, 2018 Submitted By Stacey Pindell Responded to phone/visitor inquiries Sent out violation notices for David George and calls with AECOM regarding final design of WWTP Prepared late notices for overdue water/sewer accounts and calls with MDE regarding final design of WWTP Processed: o water/sewer payments o real estate taxes o accounts receivables o accounts payables o building permits o daily mail o deposits o payroll o bank statements Worked with contractors, residents and building inspectors regarding building permit applications Corresponded with the following: o webmaster regarding website updates o David George referencing resident code violations o C. C. Tax Office regarding filing of deeds, outstanding monies owed to the town o Various title companies for monies owed to the Town o Walt Palmer regarding bond council o Md. Dept of Assessment & Taxation regarding a property o C.C. Tax Office regarding Real Estate Tax o Md. State Highway Admin. regarding sidewalks

3 Planning & Zoning Report: for February, 2018 Submitted By: Bob Lorenz Meeting Summary Minutes Date: 13 February, 2018 Present: Karin Packard, Steve Hildenbrand, Bob Lorenz, Rosemarie Stacey and Bob Stacey. Items reviewed: 1. The P&Z meeting for 9 January was canceled due to inclement weather. 2. The Railroad: The Eastern Shore Scenic Railroad is proposing to extend the railroad from Hurlock to Preston terminating at the old freight station (Maple Ave) approx. 6.5 miles. The control of the tracks has been turned over to Dorchester County (from MDOT). They need the same from Caroline County. 3. WWTP: (FYI) We are waiting for the final set of drawings from AECOM to start the general contractor s bidding procedure. AECOM is approximately 3 months behind schedule. 4. Meditation Garden: The location has been established in the park and is marked with stakes and red marker paint. It was suggested we consider using eight redbud trees around the outside perimeter. The best time to plant the trees is early spring. We have applied for a grant for the mediation garden and additional parking. We should hear something by April/May. 5. Sidewalk replacement: SHA (Maryland State Highway Administration) has submitted drawings to replace most all of the sidewalks on Maple Ave. and Main Street. As soon as the weather breaks they will start the work. SHA will inform the town of the exact date. 6. Hunting Creek Mini Storage: (148 Mill Street) A person from Lane Engineering inquired in January about adding two or three more mini storage buildings similar to the existing ones. To date we have not received any drawings for review. 7. Code Administrator: We reflected on what a great job our code administrator, David George, is doing in keeping the Town looking as well as it does. We also discussed that all houses should have the house numbers posted, and be aware not to get involved in property owners disputes. Those are civil matters. Some examples were given. 8. Karin Packard who now lives at 146 Main St. donated a picture of the original house that stood at 146 Main St and Lednum Ave. It was built in 1890 and was destroyed by fire in The picture survived the fire and is now hanging in the Town meeting room.

4 The next P & Z meeting will be held on Tuesday 13 March 2018 at 7: pm. The next Town work session will be held on Monday 26 February 2018 at 7: pm The next Town meeting will be held on Monday 5 March, 2018 at 7: pm Planning and Zoning Commission: Bob Lorenz Chairman, Steve Hildenbrand, Rosemarie Stacey, Karin Packard. FYI - Dawn Becker Copies to: Town Attorney, Town Manager, Commissioners, Resolutions: Updating A Tentative Implementation Schedule For The Upgraded Sewer Project. Nelson read the resolution to update the implementation schedule. Unfinished Business: NONE. Ordinances: NONE. New Business: A motion was made by Gary to accept the bills as presented for February, The motion was seconded by Bob and unanimously approved. Doug asked for a motion to adopt the tentative implementation schedule. Gary made the motion to accept resolution and was seconded by Nelson. The resolution was unanimously approved. Doug began a discussion concerning advertisement for bids for the WWTP. Information as follows: Contract #WW will be received by April 24, 2018 by 2:00 PM Local time in the Town office of Preston. 105 Backlanding Rd. There will be an additional $30.00 fee if you wish to have the Bidding Documents mailed. A pre-bid meeting will be held on March 23, 2018 at 10:00 AM at the Preston Town Office. Stacey confirmed that the advertisement would go out on March 11.

5 Doug asked the commissioners to vote on waiving the permit fee to the Bethesda Methodist Church for the Walk For Water event. Gary made a motion to waive the fee and was seconded by Kathleen and unanimously approved. Announcements: Easter Egg Decorating At The Park. Saturday, March 31 1:00 to 3:00 All ages welcome. Concerts in the Park: Guava Jelly June 30, Smooth Sound July 29, The Jones Boys August 12 & Kenny Haddaway & Friends September 8. Election for a new commissioner: April 23. Polls open 1-7 PM Dover Bridge still on track to open in Spring. Sidewalk construction to start in mid March. Doug opened the floor for comments: Kathleen commented the Parks and Rec director complimenting her on the great job she did on the flyers. Stacey reminded everyone of the budget and tax differential meeting at the Preston Fire Department on March 13 at 6:00 PM. This will be first of the county budget meetings. Bob Lorenz said he had run into a slight problem with the national building code. The codes do not address handicap ramps. Bob s suggestion is to add to our codes stating that if a home owner or builder wants to add a ramp that it must meet ADA requirements. Russell Dukes stated he had gathered some information concerning smoke detectors in rental properties. The State of Maryland will have a new law to take effect in October of 2018 that all rental properties must have a smoke detector in each bedroom. Gary felt the law is very contradictory and confusing. Gary said it would be a good idea to include this information in the news letter.
