1 A Report from the Office of the City Manager Vol. 9, No. 48 January 13, 2017 PARKS AND RECREATION DEPARTMENT Community Events The Manteca Youth Advisory Commission will host the Second Annual Madden Video Game Tournament beginning at 10:00 a.m. on Saturday, January 21, at the Manteca Senior Center. Registration is open now at the Senior Center front desk. The $20 entry fee includes a one-game guarantee and a lunch meal. The tournament will be split into three age divisions ranging from 10 years through adult. The possibility exists for free registration for those who can provide an Xbox One, Madden 17 and a 42 TV for tournament day. If you have any questions, please call Taylor Hasal at the Manteca Senior Center at (209) The Manteca Youth Advisory Commission will host a middle-school dance on Friday, January 27, from 6:00 to 9:00 p.m. at Golden West Community Gymnasium. These dances are held periodically throughout the school year for youth in grades 6 through 8 only. School ID card or proof of school attendance and grade level is required for admission. Entrance is $5 at the door. There will be a snack bar and glow items for sale. School dress code is enforced and security is provided by the Manteca Police Department. For more information, call the Parks and Recreation Department at (209) Senior Services The Manteca Senior Center is open to seniors ages 50 and older Monday-Friday from 7:30 a.m. to 4:30 p.m. There is no membership fee! Come enjoy the many daily free and fee-based programs, such as photography classes, chair volleyball, various exercise classes including tai chi and yoga, and much more! First-time visitors receive an informational tour of the Center and everything it has to offer. Call for more information. Tickets for the January 16 Spaghetti Dinner and Bingo Night are on sale now. Each $8 ticket includes entry, spaghetti, salad, garlic bread, beverages, and dessert. Bingo is played after the dinner; bingo six-packs are available for $5 each. You must be at least 50 years old to attend this event, and you must purchase a dinner ticket to play bingo. For more information, call the Senior Center. The Senior Center will host its monthly Potluck Dinner on Thursday, January 19, at 5:00 p.m. Seniors ages 50-plus are asked to bring a dish (enough to feed eight people) and their own plates
2 and flatware. Brookdale-Manteca will be providing the dessert. For more information, call the Senior Center. Recreation Programs Youth Basketball Youth Basketball League games will begin this Saturday, January 14. Team pictures will be taken on Saturday, January 21, at the Shasta School gymnasium. Volunteer coaches are always needed, so if you or somebody you know would like to coach, download the Volunteer Application from the Parks and Recreation website or call the office at All volunteers working with children must be fingerprinted and cleared prior to volunteering. Challenger Basketball Challenger Basketball League, for children with disabilities, will begin this Saturday, January 14, with games and practices at Golden West Community Gym. There are already about 20 participants enrolled. Registrations are still being accepted, so if you know somebody who is interested in the league, they should call the Parks and Recreation office at Little People s Creative Play and Mom/Dad & Me The City offers a structured learning program Mondays through Thursdays for preschool-aged children, 3½ to 5 years old (Creative Play), and a parent participation class on Friday mornings for toddlers 18 months to 3 years old (Mom/Dad and Me). Creative Play allows children to work on motor skills and socialization, while learning the alphabet, numbers, shapes, colors and songs. Parents may enroll their child for one day a week, or a combination of days. There are daily craft projects, snacks, sharing and story time. Mom/Dad and Me is a stepping-stone to Creative Play and requires parent participation. Little People s participants with their paper penguins, left, and fox masks. Kids Zone Programs Kids Zone, a California state licensed child-care program, operates at nine Manteca Unified School District elementary schools, with 22 total programs. Before-School, KinderZone, and After-School care are available at select schools. For specific information on program locations, contact the Parks and Recreation Department. The parent handbook and application materials are available on the Parks and Recreation website ( or in the office at 252 Magnolia Ave. Manteca Unified School District was on Winter Break from December 22 through January 6. Kids Zone staff offered a Winter Camp during this break; approximately 25 students attended. Camp was held at Stella Brockman Elementary School. MUSD classes and regular Kids Zone programming resumed January 9.

Kids Zone program participants at Veritas and Stella Brockman schools PUBLIC WORKS Northgate Parking Lot Reconstruction Project and 2016 Annual Pavement Maintenance Project Public Works is excited to announce the completion of construction for the Northgate Parking Lot Reconstruction Project (CIP# 11001) and the 2016 Annual Pavement Maintenance Project (CIP #17009) to American Pavement Systems, Inc. The following amounts of pavement have been placed: 50,603 square yards of roadway have received Asphalt Rubber Cape Seal. 4,666 tons of asphalt has been removed and replaced. 365,570 square yards received microsurface treatment. 15 Traffic Loops have been removed and replaced 1,5000 tons of asphalt has been removed and replaced at the Northgate Parking Lot. Restriping the Northgate Parking Lot. Raising and adjustment of approximately 75 utility covers Approximately 42,000 feet of lane striping. Completion of the repair and improvement of alleyways in the vicinity of Raylow Court and the surrounding areas. 3,850 linear feet of traffic calming rumble strips. Project acceptance and release of retention is expected in first quarter 2017.
4 COMMUNITY DEVELOPMENT DEPARTMENT Building Safety Week in Review January 3-5: The Building Safety Division conducted a total of 127 inspections during the week, and the Community Development Department assisted a total of 89 people at the counter. The division issued 38 building permits, which included Miscellaneous Residential Electrical, Miscellaneous Residential, Garage Construction, HVAC Replacement, Residential Re-Roof, Residential Photovoltaic, Single-Family Detached Dwelling, Sign/Pole, Stucco/Siding, Commercial Demolition, Commercial Tenant Infill/Remodel, and Water Heater. A total of 13 new project applications were accepted and, of those, 2 were issued immediately. A total of 11 submittals were held for plan check, which included Addendums, Antenna, Carport, Miscellaneous Mechanical Commercial, Sign Walls, Swimming Pool, and Commercial Tenant Infill/Remodels. FIRE DEPARTMENT Fireworks Lottery: The Annual Fireworks Lottery was held at City Hall on Wednesday afternoon, January non-profit organizations were entered in this year s lottery with 14 winning the open slots for the 2017 Fireworks Stands. The winning non-profit organizations are listed below: 1. Calvary Community Church 2. Timberwolves Youth Football 3. His Way Baptist Mission 4. His Way Recovery House 5. Journey Church 6. Knights of Columbus Assembly # Knights of Columbus Council # Manteca Futbol Club 9. Manteca High School Band Boosters 10. Manteca Historical Society & Museum 11. Manteca Jaguars Youth Football & Cheer 12. Northgate Community Brethren Church 13. Prayer Valley Family Worship Church, Inc. 14. Sondance Christian Dance School Thank you to all the non-profit organizations who took the time to submit applications for this year s drawing. The next opportunity to submit applications will be November 2017 for the 2018 season. Station Tour On Friday, January 6 Engine Company 242 hosted a Station Tour for a special group of individuals from OpenDoor Services, Inc. The group was excited to see the fire station and the fire engines. Engine Company 242 with guests from OpenDoor Services, Inc.
5 Hotel Pack Training The Manteca Fire Department conducted Hotel Pack training for all shifts this week. A Hotel Pack is used to advance hose lines up multi-story structures such as hotels and apartment complexes during a fire. We appreciate the management staff at Paseo Villas Apartments for allowing us to conduct our training at their facility. Highlights of Incidents B-Shift Conducting Hotel Pack Training at Paseo Villas Apartments Vehicle Accident Highway 120 Firefighters responded to the report of a vehicle accident on eastbound Highway 120 west of Union Road on Friday afternoon. Upon arrival, firefighters found a single vehicle off the right hand shoulder. Firefighters conducted a hazardous materials assessment and began patent assessment. It appeared the vehicle had been traveling westbound when it crossed the center divide, crossed both eastbound lanes, and went off on the south shoulder on the eastbound side. One patient was transported to a local hospital with injuries. Vehicle Accident North Vasconcellos Avenue Firefighters were dispatched to the report of a vehicle accident on North Vasconcellos Avenue Friday evening. Upon arrival, firefighters found a vehicle resting on its roof in the roadway with one patient trapped in the vehicle. Firefighters used the Jaws of Life to extricate the patient through the rear passenger door. One patient was transported to a local hospital with injuries. Fire North Main Street Firefighters responded to the report of a fire on North Main Street late Wednesday night. Upon arrival, firefighters found a dumpster fully engulfed by fire. Firefighters pulled a hose line to extinguish the fire quickly. Since the fire was so close to a commercial structure, the heat generated by the fire had activated a sprinkler head. A fast acting employee managed to push the dumpster away from the building before firefighters arrived on scene; this likely prevented the fire from extending to the structure which surely would have resulted in significant damages. Firefighters secured the sprinkler head and the fire loss in this incident was limited to the dumpster lids estimated at $200.
6 POLICE DEPARTMENT Theft from Vehicle with Arrest On December 28, CSO Lewis handled a theft from a vehicle at the Black Bear Diner, 1703 East Yosemite Avenue. The victims parked their vehicle in the restaurant parking lot. Upon returning, they discovered approximately $ in ski equipment was stolen. CSO Lewis followed up on the case and discovered a suspect used one of the victim s stolen credit cards at a gas station in the 1000 block of East Yosemite Avenue. She checked video and noticed the suspect was familiar to her. Detectives took over the case. Detectives and agents from the AB109 task force conducted a probation search of a residence in the 1300 block of Mitchell Lane. There they located and recovered all the stolen property from this case. The property was later returned to the owners. The suspect was interviewed and booked into the county jail on theft related offenses. Shooting with No Injuries On January 9, Officers responded to the 1900 block of Hastings Driver regarding a shooting. They contacted the reporting party who indicated there were no injuries from the shooting. The shooting suspect fired several rounds from a moving vehicle, hitting a vehicle parked in front of the residence. The suspect vehicle, a blue Honda Civic with tinted windows, fled westbound on Hastings Drive towards Airport Way just after the shooting. Officers did located several shell casings in the roadways and several bullet strikes to the victim vehicle. This case is currently under investigation. Identification Needed On January 9, the subjects depicted in the attached photographs stole 20 pair of jeans from Old Navy. They fled the scene in an older model, burgundy four-door sedan. Identification Needed The female depicted in the attached photo attempted to open a Home Depot credit account with a theft victim s identification. She also attempted to purchase over $ worth of merchandise but the new account was declined due to a fraud alert. 7 Sex assault Investigation and Arrest On January 9, Officers conducted an investigation into the sexual assault of a minor by a family member. Officers interviewed the victim and subsequently called out detectives to take over. Detectives continued their investigation and arrested a 34-year-old Manteca resident for multiple sexual assault charges. Armed Robbery On January 10, Officers responded to Little Ceasars Restaurant, 353 West Louise Avenue regarding an armed robbery. The suspect, described as a Hispanic male adult, 20 to 30 years old, medium build, wearing a red SF 49ers cap and a black shirt with Norcal written on it, had fled the scene before officers arrived. According to the victim, the suspect was armed with a firearm and took a undisclosed amount of money. The suspect is pictured here. Robbery Suspect Armed Robbery On January 12, Officers responded to 7-11, 1048 West Yosemite Avenue regarding an armed robbery. Officers arrived on scene and learned the following. The suspect entered the store and pointed a dark colored firearm at the clerk. The suspect demanded money, threatening to shoot the clerk. The suspect took money and exited the store. He was last seen on foot westbound from the store. The suspect was described as a white male adult, 5 8 tall, approximately 130 pounds in his early 20 s. He was wearing all black with a black mask covering a portion of his face. Anyone with information is asked to contact Officer Cruz at pcruz@ci.manteca.ca.us. Pet of the Week Stavia is our pet of the week. She is a very friendly dog who resembles a Svelte German Shepard. Stavia is about one-year-old and weighs 65 pounds. She would make a great companion for some lucky person or family. Stavia loves to play and would love a big yard and trips to the park. She also enjoys running and would make a great running companion. Stavia is also calm enough to just hang out on the couch with you. Her adoption fee of $ covers spay, microchip, vaccinations and city license. Come down to the shelter and visit Stavia and the many other animals available for adoption. Stavia
