2 Local Government Honours 2017 There are so many people in our community who are incredibly generous with their personal time and who dedicate their lives to improving the lives of others. People who become involved in Local Governments epitomise these community volunteers, and while many of our Councillors may only have been involved in civic life for a handful of years, they have been volunteering in their local communities for decades. The WA Local Government Honours Program is a small but very important way for us to recognise some of these dedicated community members who always strive to improve our way of life and the communities in which we live. It s also wonderful to see many of those who are acknowledged in our 2017 Local Government Honours program have also been acknowledged with State, regional and local awards. This year, our Honour s Program recognises the significant contribution of 48 individuals, who between them, have spent thousands and thousands of hours improving the services, facilities, and opportunities in communities right across the State. Phil Marks, Logan Howlett, Giovanni Italiano and Robert Nixon are exemplars of respected community leaders who use their personal time to engage with ratepayers and really understand the issues that are important to our communities. This year, we acknowledge three incredibly dedicated Local Government Officers, in Stuart Cole, Greg Hadlow and Alan Leeson who have all had long and dedicated careers in Western Australian Local Governments, and who have shown strong, committed leadership in their respective communities. As always, we acknowledge those Councillors elected to regional, rural and remote Local Governments, who must spend considerable time on the road attending Council and community meetings and functions. All these Elected Members go above and beyond the call of duty, ensuring their communities receive the best representation possible, despite the tyranny of distance. It is my great pleasure to present the 2017 Local Government Honours Awards and I congratulate all 48 recipients on their achievements. Eight Elected Members are receiving the very prestigious Eminent Service Award, including Louis Geier and Christine Thompson, who have both been Councillors for over 30 years an outstanding contribution by any measure. We also recognise Elected Members Tania Jackson and Gordon Davidson, both of whom have been exceptional community leaders during serious bushfire tragedies. Cr Lynne Craigie President

4 WA Local Government Convention Honours Recipients Eminent Service Award Recognises personal commitment, eminent service and contribution to the Association as a President, Executive Member or Serving Officer, of the Association or Member Council. Gordon Davidson JP Shire of Dumbleyung President of the Shire of Dumbleyung since 2001, Gordon Davidson is an outstanding community leader who has dedicated himself to the Dumbleyung community since his election to Council in A Justice of the Peace, Gordon has received a 2001 Australia Day Citizenship Award for his contribution to the community, and was made an Honorary Freeman of the Shire in Gordon has led the Council and the community through many challenges throughout his time as President, including a major community bushfire in 2005, the re-opening of the police station, and the community fight to save the hospital from closing. Gordon has been the Shire of Dumbleyung delegate to WALGA s Central Country Zone since 2003 and was the representative to the Country Shire Councils Association from 1993 until 1995, and then again from 1998 until He has been the Lakes Sub-Regional Road Group representative from 2001 and was Chairman of the Wheatbelt South Regional Road Group from 2001 until He has also been the Local Government representative to the South West Catchment Council. He has served on the Works and Engineering Committee, the Bush Fire Advisory Committee, the Aged Care Advisory Group, the Local Government Grain Freight Group, Local Emergency Management Committee, the Dumbleyung Hospital Watch Committee and the Dumbleyung Land Conservation District Committee, to name just a few. He is a Life Member of the WA Country Football Association, and has received a Merit Award for Service to Country Football, and an Outstanding Service Award to the WA Country Football League State Team and Country Championships. Gordon has also been a bush fire volunteer for over 50 years, and was awarded a National Medal for Long Service to a Bush Fire organisation. Louis Geier Shire of Westonia The third longest serving Councillor with the Shire of Westonia, Louis Geier had dedicated 32 years to the Westonia community, including 12 years as President of the Shire until his retirement in Passionate about the wheatbelt, Louis has been a highly regarded community leader, and a strong advocate for many progressive projects such as the realignment of the Great Eastern Highway, the release of townsite land, the progression of gold mining operations in the Shire, improved mobile phone coverage within the region and the new rail platform at the Carrabin siding. Louis was a representative on the Wheatbelt East Regional Organisation of Councils since its inception, and was Council s representative on WALGA s Great Eastern Country Zone from 2000 until He has represented the Shire on the Central East Aged Care Alliance, which was recently awarded $20 million to improve aged care facilities and resources in the region. A volunteer with the local Bush Fire brigade for over 30 years, Louis is also involved with numerous community groups, such as the Hood-Penn Museum and St John Ambulance. He was a founding member of the Westonia Tidy Towns Committee, which received several regional titles, including the State Award in Louis has previously been awarded a WA Local Government Association Merit Award, a Long and Loyal Service Award, and was the recipient of an Australia Day Citizenship Award in 2013 for his service to the Westonia community.

Howlett JP City of Cockburn Mayor Logan Howlett has been actively volunteering in the Cockburn community for many years, and has served two separate terms as an Elected Member with the City of Cockburn, from 1990 until 1999, then again from 2009 when he was popularly elected Mayor of the City. Logan is a member of many community groups, and is always out and about engaging with ratepayers and residents, ensuring groups and individuals achieve great outcomes. Together with his wife Pat, Logan was recently awarded a 25 Year Service Award from the Department of Local Government and Communities. Logan is a WALGA State Councillor, and is a member of various Local Government working groups and committees, such as the Municipal Waste Advisory Council, the Environment and Waste Policy Team, the State Road Funds to Local Government Advisory Committee and the WA Black Spot Consultative Panel. As Mayor of the City, Logan is heavily involved in a wide range of Council projects, working groups, and committees, and is a member of the Southern Corridors Alliance, the Perth Airports Municipalities Group Inc, the Cockburn Coast Steering Committee and the South West Metropolitan Forum. He is a long standing and active member of the Cockburn Historical Society Inc, and regularly represents this group at the State Historical Society s annual conference. A Justice of the Peace, Logan is involved with several social justice groups, such as the Rotary Club of Cockburn and the Atwell Lions Club. Giovanni Italiano JP City of Stirling A resident of the City of Stirling for more than 60 years, and now in his second term as Mayor of the City, Giovanni Italiano has made a significant contribution to both the Stirling community, and Local Government throughout the State. Serving a total of 12 years on Council, Giovanni has been actively involved in many community groups, and is Patron of several organisations, such as the Osborne Sub Branch of the Returned and Services League of WA, the Trigg Island Surf Life Saving Club, the Stirling Lions Soccer Club and the Stirling Saints Football club. Giovanni spends much of his personal time attending events, community functions, and sporting activities, and is passionate about engaging with residents and ratepayers, ensuring their views are heard and represented at Council level. He is dedicated to improving the economy of the City, and to establishing excellent recreational facilities and amenities throughout the community. As Mayor of the City since 2013, Giovanni is involved in many different Council committees and working groups, and is a member of WALGA s North Metropolitan Zone, the Metropolitan North-West Joint Development Assessment Panel, and is the Presiding Member of the Tamala Park Regional Council. He is a WALGA State Councillor, and a member of the Stirling Alliance Board, the Mirrabooka Project Steering Committee and the Stirling Civic Precinct Committee.

6 WA Local Government Convention Honours Recipients Tania Jackson Shire of Harvey Elected to Council in 1997, Tania Jackson has served as a Councillor with the Shire of Harvey for over 20 years. She was Deputy President of the Shire from 2003 until 2011, and was elected President in 2011, a position she continues to hold. Tania has made an outstanding contribution to the Harvey community, and the wider region, participating on many boards and committees and is a member of numerous community groups. She was instrumental in driving the establishment of The Escape Youth Centre in Australind, providing a safe and secure place for youth at risk in the area. She was one of the driving forces behind the development of the Leschenault Leisure Centre and surrounding Recreation Park, and has always been a strong voice in ensuring sustainable development principles and environmental concerns are considered when dealing with planning matters. Her community leadership during the Waroona-Yarloop-Harvey Bushfire in 2016 was exceptional, and she continues to remain at the forefront of the recovery process, leading the project for the Channel 9 WA Unites concert, which raised significant funds to kick start the Lord Mayor s Disaster Relief fund for those impacted by the fires. Amongst her many Council and community roles, Tania is Chair of the Harvey Community Precinct Steering Committee, the Alcoa Harvey Sustainable Fund Advisory Committee, the Local Emergency Management Committee, and the Australind Entry Statement Steering Committee. She is the Shire s delegate to WALGA s South West Country Zone, the Bunbury Wellington Economic Alliance, the South West Joint Development Assessment Panel, the Kemerton Industrial Park Co-ordinating Committee and the Southern Seawater Desalination Plant Community Reference Group, to name just a few of her regional commitments. Phil Marks City of Belmont Chairman of the Perth Airports Municipalities Group and the Western Australian delegate on the Australian Mayoral Aviation Council, Phil Marks is a strong advocate for all residents living near Western Australian airports. Mayor of the City of Belmont since 2011, Phil was elected to the Council in 1999 and since that time, has diligently served the Belmont community on a wide range of community issues. Phil has facilitated consultation with airport operators through his chairmanship of the Perth Airport Consultative Forum, and because of these sensitive and delicate negotiations, has brought the Perth Airport into the City of Belmont as a community partner, which many believe has been one of the most important strategic alliances in the history of the City. A member of many community committees, he is widely respected throughout the Belmont area as a strong and inclusive leader, and is Patron of the Belmont Returned and Services League, the SEALS Swimming Club, and Chairman of the Church Liaison Group. Phil is committed to the preservation of the Stable Village in the City, and after significant hard work, was able to spearhead the project to upgrade the redevelopment of the old stables to suit modern training methods and encourage more trainers to base themselves at Ascot, while at the same time maintaining the heritage value of the facility. As Mayor, Phil is the Presiding Member of numerous Council committees, such as the Executive Committee, the Aboriginal Reference Group, and the Belmont Trust. He is a member of the Metro Central Joint Development Assessment Panel, and is Council s representative on the WALGA East Metropolitan Zone.

7 Honours Recipients 2017 WA Local Government Convention 7 Robert Nixon Shire of Dalwallinu President of the Shire of Dalwallinu for 10 years from 2005 until 2015, Robert Nixon is a highly respected community leader, who continues to represent the community as a Councillor. Elected to Council in 2001, Robert balances his Council commitments with his farming business interests, and despite the significant distance he must travel, has been the driving force behind many successful projects in the Dalwallinu area, such as the planning and construction of the iconic Dalwallinu Discovery Centre. He was the inaugural Chairperson of the Local Government Grain Infrastructure Group, and represented the Shire on the WALGA Avon-Midland Country Zone for 10 years. Throughout his dedicated service as a community representative, Robert has also been the Chairman of the Local Emergency Management Committee, and a Council representative on both the Yarra Yarra Catchment Council and the Central Midlands Voluntary Regional Organisation of Councils. He has been a member of all of the Shire of Dalwallinu s Standing Committees throughout his 16 years of service. Robert has been the Chairman of the Dalwallinu Discovery Centre Advisory Group and a member of the Regional Repopulation Advisory Group. He continues to be a member of numerous community groups and sporting bodies, and has held a number of office bearer positions over many years. Christine Thompson JP Shire of Murray Serving an exceptional 31 years as a Councillor with the Shire of Murray, Christine Thompson has represented the Shire at both regional and State level on numerous committees and boards, and her willingness to get involved in community groups and projects has changed many lives throughout the district. Christine was elected to the Shire in 1986 and was Deputy Shire President for 13 years until She was a recovery co-odinator for the 2007 Dwellingup fires, and is heavily involved in emergency management, community safety and crime prevention committees and working groups. A Justice of the Peace, Christine was also the inaugural member of the Central Murray Volunteer Bush Fire Brigade, and the West Murray Volunteer Bush Fire Brigade, a board member of the Fire and Emergency Service Authority, and the Shire of Murray s representative on the District Emergency Management Committee, the Bush Fire Advisory Committee, the Peel Inlet Management Authority and the Local Emergency Management Committee. Christine serves on a number of Council and State committees, and is a Metro South Joint Development Assessment Panel member, was the Peel Zone representative on the WALGA State Council for two years and a member of the WALGA Emergency Management Advisory Committee. She is President of the West Murray Community Centre and is a National Bronze and Disability swimming coach.

8 WA Local Government Convention Honours Recipients Long and Loyal Service Award Recognises long and loyal service of a high degree to Local Government or the WA Local Government Association. Jacki Ball Shire of Dumbleyung Serving 12 years as a Councillor with the Shire of Dumbleyung, Jacki Ball was elected Deputy President of the Shire in 2013, a position she continues to hold today. Jacki is an active community representative, serving on many committees and organisations, such as the Historical Committee, the Aged Care Committee, the Dumbleyung Hospital Watch Committee, and is a WALGA Central Country Zone representative. Following a long career as a journalist and media adviser, Jacki continues to be passionate about promoting cultural opportunities within the Shire, and is involved in both the Dumbleyung Drama Club and the Events Committee. Barry Bell Shire of Capel Awarded a National Medal in 2006 for his 47 years of service as a volunteer fire fighter with the Elgin Bush Fire Brigade, Barry Bell was elected to the Shire of Capel in 2003, and was Deputy Shire President from 2009 until As the current Elgin South Fire Control Officer, he attends many Shire events representing the Shire s Bush Fire Brigade, and has been a member of the Shire s Emergency Management Committee, Emergency Recovery Committee, and Bush Fire Advisory Committee. Barry is a strong advocate for the upgrade and improvement of the rural road network, and has represented the Shire on the South West Regional Road Group. Guenter Best City of Armadale A well known and warmly regarded member of the Armadale community, Guenter Best has served 12 years as a Councillor with the City and continues to be an active member of numerous community groups and Council committees. He has made a significant contribution to the City s Aboriginal community, and served on the City s Aboriginal and Torres Strait Islander Advisory Group from 2011 until Guenter is currently a member of both the Technical Services Committee and the Community Services Committee, and has previously been a member of the Armadale Chamber of Commerce and Industry, the Highland Gathering Working Group and the Seniors Interest Advisory Committee.

9 Honours Recipients 2017 WA Local Government Convention 9 Susan Bruse - Shire of Wyalkatchem President of the Shire of Wyalkatchem for six years, Susan Bruse was elected to Council in 2001, and served the community for 12 years before her retirement in The first female President in the history of the Shire, Susan was highly regarded throughout her dedicated tenure for balancing a disciplined approach with compassion and understanding. She was a strong supporter of regional collaboration and was an active member of the North East Wheatbelt Regional Organisation of Councils during her term as Shire President. Susan served on numerous Council committees, such as the Finance Committee, the Housing and Facilities Committee and the General Practitioner Committee. Ruth Butterfield City of Armadale Deputy Mayor of the City of Armadale, Ruth Butterfield is a passionate and dedicated leader who always strives to make a difference to individuals in the community. During her four years as a member of the Youth Advisory Committee, Ruth was instrumental in improving youth activity spaces throughout the City. She is also a strong advocate for older residents, as the Chairperson of the City s Positive Ageing Working Group. Ruth has served two years as the Chairperson of the Technical Services Committee and is a member of the South East Regional Recreation Advisory Group. She was also the Chairperson of the South East Metro Zone of WALGA from 2013 to Lynn Daubney Shire of Manjimup A highly-respected community leader, Lynn Daubney has been instrumental in driving numerous projects that have seen improved services and facilities within the Shire of Manjimup, such as the re-opening of Ipsen Street to traffic, and the connection of power to Middleton Road. Elected to the Shire in 2005, Lynn is passionate about mental health, alcohol and drug issues, and has contributed significantly to the draft Western Australian Mental Health, Alcohol and Other Drugs Services Plan 2015/16. She is a member of many Council committees and community groups, and currently sits on the Drug Action Group, the Manjimup Education Vision Committee, and was a past President of the Manjimup Senior High School Parents and Citizens Association. John Daw Shire of Mundaring Dedicating over 14 years as a Councillor with the Shire of Mundaring, John Daw is passionate about environmental and sustainability issues, and is well known throughout the community for his role as Chair of the Environmental Recovery Sub Committee which worked to assist communities devastated by the 2014 bushfires in Parkerville, Stoneville and Mt Helena. John s contribution to the Local Planning Scheme ensured the protection of local natural areas from development, with the Scheme winning a WA Planning Award, and recognised in the National Planning Award process. John is Deputy Chair of the Eastern Metropolitan Regional Council, and a member of both the Perth Airports Municipalities Group and the Perth Airport Community Forum.

10 WA Local Government Convention Honours Recipients Regina DeLuis Shire of Narembeen Serving 12 years with the Shire of Narembeen, Gina DeLuis is passionate about community and economic development, and has been a dedicated representative and community volunteer since her election to Council in Deputy President of the Shire since 2015, Gina was involved with the planning, development and construction of the Narembeen Recreation Centre, which, when completed in 2015, was the largest individual project ever undertaken by the Shire. She was involved with the planning and re-development of the Narembeen Aquatic Centre, and was the instigator behind the re-invigoration of the Narembeen Local Emergency Management Committee. Gina is also involved in numerous community organisations, including the Narembeen Community Resource Centre and the Narembeen Fence Post. Chris Elliott City of Rockingham Currently serving his third separate period as a Councillor, Chris Elliott has dedicated a total of 18 years to the City of Rockingham, being first elected to Council in Mayor of the City from 1997 until 2003, Chris works hard to ensure adequate facilities are available for residents in the rapidly growing City, balancing this need for development with the preservation of the region s natural and environmental features. He represents the City on a range of industry and community bodies, such as the Cockburn Sound Management Council, the South Metropolitan Joint Development Assessment Panel, the South West District Planning Committee and is currently Chairperson of Council s Planning and Engineering Services Committee. Clive Gibsone JP Shire of Cunderdin Elected to Council in 2003, Clive Gibsone is a highly-respected Elected Member of the Shire of Cunderdin, contributing significantly to the development of the Council s $2.5 million turnaround package that ensured the aversion of a financial crisis. Serving as Deputy President from 2009 until 2014, and President from 2014 until 2016, Clive s ability to defuse community angst and implement positive long term strategies is well recognised throughout the Shire. As Chairperson of the Cunderdin Museum, he has driven numerous exciting initiatives and as such, the Museum is now recognised across the region as a significant Wheatbelt tourist attraction. Clive was also President of the Cunderdin-Meckering Cottages Committee and is a Justice of the Peace. Paul Gillett Shire of Mt Marshall President of the Shire of Mt Marshall from 2007 until 2013, Paul Gillett was a dedicated Councillor for 13 years before his retirement in During his time on Council, Paul led the planning and implementation of many innovative community projects, such as the completion of the Community Resource Centre, improvements to local aged care accommodation, the re-development of local tourist accommodation, the release of industrial land and improvements to various sporting facilities across the Shire. Paul was the Shire s delegate to the WALGA Great Eastern Country Zone, and the delegate to the North Eastern Wheatbelt Regional Organisation of Councils.

11 Honours Recipients 2017 WA Local Government Convention 11 Deborah Hamblin City of Rockingham A Councillor with the City of Rockingham since 2005, Deborah Hamblin is also currently Deputy Mayor of the City. With a passion for expanding educational opportunities and promoting the value of literacy in the community, Deborah is Vice Chair of the Library Board of Western Australia and a member of Murdoch University s Senate. During her time on Council, Deborah has been an active contributor to numerous committees including the Community Development Committee, the City Safe and Global Friendship Committee, and is the Chair of the Heritage Advisory Committee. Deborah is the Council s current representative on the WALGA South Metropolitan Zone. Denise Jenkins Shire of Manjimup A Councillor with the Shire of Manjimup for 12 years, Denise Jenkins is passionate about the economic and social development of the region and believes strongly in the inclusion of all residents in designing the path forward for the community. She was instrumental in the Shire s decision to employ young men from Activ Foundation, and is widely respected for her longstanding dedication to numerous community and social organisations. Denise is the current Chairperson of the Windmill Projects, is a member of the Manjimup Tourism Information Bureau, and is a Justice of the Peace. Richard Johnstone Shire of Williams Serving a total of 27 years across two separate terms as a Councillor with the Shire of Williams, Richard Johnstone was also Deputy President of the Shire for four years. Recognising this long and outstanding commitment to the community, Richard was awarded Citizen of the Year by the Shire in His skill for sound decision making and considered advice has been invaluable to the successful running of the Shire since his first election to Council in An active member of the local bush fire brigade, Richard was the Chief Bush Fire Control Officer for 10 years. He has served on many community and Council committees such as the Narrogin Sub Regional Road Group and the Narrogin-Williams Community Landcare Co-ordinator Committee. Shirley Lange Shire of Pingelly Driven by her desire to ensure the community of Pingelly has a sustainable future, Shirley Lange has been a dedicated community leader since her election to the Shire in President of the Shire since 2011, Shirley has been pivotal in driving numerous community projects, such as the Beverley, Brookton and Pingelly Aged Care Services Project, the Pingelly Recreation and Cultural Centre, and the implementation of Councillor professional development. She played a crucial leadership role in navigating the consultation process to determine the future of a proposed amalgamation between the Shires of Pingelly and Brookton. She chairs the Pingelly Primary Users Group, the Pingelly Somerset Alliance, and is the Shire s representative on the Local Emergency Management Committee and the Regional Road Group.

12 WA Local Government Convention Honours Recipients Leigh Liley City of Rockingham Currently in her fifth term as a Councillor with the City of Rockingham, Leigh Liley is passionate about the needs of the community and the preservation of the region s natural assets, particularly the Warnbro Dunes area. Elected to Council in 1999, Leigh has represented the community for 18 years, and is currently the Chair of the Corporate & Community Development Committee, and is the Deputy Chair of both the Planning & Engineering Services Committee and the Global Friendship Committee. She is a member of numerous other Council and community organisations and is widely acknowledged for her work in improving the social and learning outcomes of 0-18 year old students in the community, promoting improved pathways to employment. Tony Pratico Shire of Bridgetown-Greenbushes Shire President from 2013 until 2015, Tony Pratico has served 15 years with the Shire of Bridgetown-Greenbushes driving numerous community development projects such as the Bridgetown Town Square, the Bridgetown Library, the Bridgetown Leisure Centre and various skate parks throughout the community. A highly respected and well regarded community member, Tony has played a pivotal role in retaining youth in the region, and for many years has hosted an old-time dance, raising funds for local charities and organisations. A dairy farmer and local businessman, Tony has been actively involved for many years in promoting Western Australia s dairy industry at a national level. Patricia Phelan City of Melville Serving a total of 19 years as an Elected Member across two separate terms, Patricia Phelan has campaigned strongly on behalf of her constituents to ensure improved community facilities within the City of Melville. Most notably, Patricia has lobbied to lower housing density in the Willagee community, allowing for increased public open space, which has included Council s purchase of both the Melville and Carawatha school sites. She campaigned to save the Woodside Maternity Hospital and supported the retention of playground equipment under threat at Palmyra Parks. Patricia has held the position of Deputy Mayor in both 2002 and 2008, and is a member of many Council and community groups and committees, such as the Cultural and Citizen Committee and the Festivals Committee. Janet Powell City of Belmont Janet Powell was elected to the City of Belmont in 2001 and has served the community with dedication and commitment for the past 16 years. Janet has an extensive list of involvement with community organisations, and has been the Council s driving force behind many outstanding projects that have improved the lives of residents in the community. Janet was instrumental in the campaign to open up 11 kilometres of Swan River foreshore to the public. She has chaired numerous Council committees including the Audit and Risk Committee, and is the current Chairperson of the Community Vision that has seen the provision of age friendly opportunities for residents, which will ultimately include the planned multipurpose state of the art community centre scheduled for completion in 2019.

13 Honours Recipients 2017 WA Local Government Convention 13 Trevor Prout Shire of Broomehill-Tambellup A longstanding member of the Tambellup community, Trevor Prout has diligently served both the Shires of Tambellup, and the newly amalgamated Shire of Broomehill-Tambellup for a combined total of over 12 years. Trevor s extensive community service has included almost 40 years as a volunteer ambulance officer, and he is a Life Member of the Tambellup St John Ambulance Sub Centre. Awarded an Order of Australia Medal for services to Local Government and the community of Tambellup, and a Justice of the Peace, Trevor is an outstanding example of a committed representative who is passionate about improving services and facilities in a rural community. Throughout his tenure with Council he has been a member of numerous committees, including the Plants and Works Committee and the Staff and Finance Committee. Graeme Reid Shire of Perenjori A Councillor with the Shire of Perenjori since 2003, Graeme Reid has dedicated countless personal hours to improving services and facilities across the Latham and Perenjori communities. A dedicated volunteer for the local St John Ambulance service, Graeme was acknowledged for his contributions in 2009 with a medal for 25 years of service to the organisation. Actively involved with the Latham Progress Association, Graeme has been instrumental in driving many community projects, such as the housing development sub-division, the negotiations to support mining developments in the region, the road development program and the Shire s plant replacement program. Robert J. Rossi JP City of Belmont Deputy Mayor for four years, and a Councillor with the City of Belmont since 2003, Robert Rossi is a committed community volunteer who has dedicated countless hours over many years to organisations such as Belmont Home Care, and St Vincent de Paul, and is a long-term fundraiser and volunteer for disadvantaged schools in the Philippines. A Justice of the Peace, Robert is the Chairman of the Neighbourhood Watch Committee, and in 2013 was awarded the ICCWA Community Safety Champion Award for service to the residents of the City of Belmont. He is a member of numerous Council and community organisations, and is currently Chairperson of the Belmont Retirement Villages Board of Management for St Ives and Southern Cross. Jim Stewart City of Armadale A long serving Chairman of the City of Armadale s Community Services Committee, Jim Stewart has been a tireless worker for the Armadale community since his first election to Council in 1989, representing the community for over 24 years. Jim was instrumental in the launch of the City s Annual Highland Gathering, which has been running for 22 years, and is now the largest celebration of Scottish culture in Australia. He was also heavily involved with the establishment of the City s successful annual Arts Awards, which is now in its 21st year. Jim is a member of many Council committees and community organisations, such as the Kelmscott/Westfield Senior Citizens Management Committee, and the Champion Lakes Precinct Committee.

14 WA Local Government Convention Honours Recipients Ricky Storer Shire of Koorda The driving force behind the Wheatbelt Secondary Freight Routes Strategy, Ricky Storer is a highly-regarded community representative, not only in the Koorda community, but throughout the Wheatbelt. Elected to the Shire of Koorda in 2005, Ricky held the position of Deputy President for four years before being elected as Shire President in 2011, a position he continues to hold. In his role as Chair of the Wheatbelt North Regional Road Group, Ricky led 42 Local Governments from regional Western Australia in the co-ordinated development of the Wheatbelt Secondary Freight Routes Strategy, which also includes Main Roads WA, WALGA and Regional Development Australia. Ricky has presented this strategy to both Infrastructure Australia and the Department of Infrastructure and Regional Development to secure Federal Government support for the innovative project. James Sullivan Shire of Kulin Serving 27 years with the Shire of Kulin from 1988 until his retirement in 2015, James Sullivan was also President of the Shire for an outstanding 12 years. Under Jim s leadership, the Shire undertook many successful infrastructure and community projects, including the construction of the Freebairn Recreation Centre, the development of the Kulin Visitors Discovery Zone, the Shire office relocation and the establishment of the well-known Camp Kulin project. Jim represented the Shire on the Roe District Organisation of Councils and was a long serving member of WALGA s Central Country Zone, where he served as President for 12 years. Jim is currently the chair of Wheatbelt NRM and was instrumental in the establishment of the Eastern Wheatbelt Biosecurity Group Inc. Robert Taylor Shire of Manjimup Robert Taylor has served the Shire of Manjimup, over two separate terms, for a total of 14 years. Passionate about community development and improving services to residents, Robert has made a significant contribution to many local projects including the Town Centre Revitalisation Project and the Manjimup Community Recreation Hub Assessment and Master Plan. Committed to increasing opportunities for youth within the community, particularly in relation to sports, Robert is involved with numerous sporting groups, including the Deanmill Football Club and is a life member of the Manjimup Basketball Association. Robert is also a volunteer with the Windy Harbour Sea Rescue Group, and a long-standing member of both the Manjimup Rotary Club and the Manjimup Chamber of Commerce and Industry.

15 Honours Recipients 2017 WA Local Government Convention 15 Local Government Merit Award Recognises Elected Members who have provided distinguished service to the community through their Local Government. Sue Bilich Shire of Kalamunda Leading the community debate during the Local Government reform process, and a former President of the Shire of Kalamunda, Sue Bilich is a dedicated community representative who is passionate about ensuring community views are delivered to Council. Sue was elected to Council in 2003 and has committed extensive personal hours volunteering with numerous community groups, including bringing the Home and Community Care Services under the umbrella of Council, and lobbying for new premises for the Kalamunda Learning Centre. She is a delegate on the East Metropolitan Zone and is a current State Councillor. She has worked closely with the Kalamunda Sporting Associations culminating in the completion of the Kalamunda Sporting Precinct, and is actively involved in the community consultation process regarding the Kalamunda Town Centre development. A former State President of the SIDS Foundation, Sue has supported newly bereaved parents over many years, often in the first few hours of a loss. Valda Knott Shire of Trayning Elected to the Shire of Trayning in 2003, Valda Knott is a highly respected and widely known community leader and has been the Trayning Post Office mistress for over 50 years. Valda has always been at the forefront of community development projects, and throughout her dedicated tenure with Council she was instrumental in the production of the local history book, the implementation of the recycling service, the construction of the gymnasium, the centenary celebrations, upgrades to the Trayning Aquatic Centre and the construction of the town skateboard park. With a passion for promoting the Trayning community in a tourism sense, she has been actively involved with the beautification of parks and gardens throughout the community. Wallace Knott Shire of Trayning Passionate about the tourism potential of the eastern Wheatbelt and historical preservation of the region, Wallace Knott has worked diligently for many years promoting the Shire of Trayning to the wider community. Serving eight years with the Shire, Wallace has been instrumental in numerous Council projects since his election in 2009, including the refurbishment of the Grandstand, the upgrades to the Trayning Aquatic Centre, the completion of the Trayning Caravan Park, upgrades to both the Kununoppin Town Hall and Air Strip, and the retention of a doctor at the Kununoppin Health Services. Wallace has been a St John Ambulance volunteer for many years, and President of many community groups such as the KTY Development Group, Pioneer Pathways Tourism Group, and the KTY Repertory Club.

16 WA Local Government Convention Honours Recipients David Lavell Shire of Mundaring David Lavell has a long history of representing the community of Mundaring, serving two separate terms as a Councillor since President of the Shire of Mundaring since 2015, David is respected throughout the community for his volunteering work, and his strong leadership skills in navigating the community through challenging issues. David s genuine, respectful and honest leadership skills have been welcomed by Elected Members, staff and the Mundaring community, and he continues to be an example to other Councillors. David is a member of a number of Council committees, including the Audit & Risk Committee, the Grants Selection Occasional Committee and is the Council s representative on the Mundaring Arts Centre Board and the Metropolitan East Joint Development Assessment Panel. Kaye McGlew Shire of Dandaragan Serving 10 years as an Elected Member with the Shire of Dandaragan, Kaye McGlew has dedicated her life to community volunteer work and currently chairs the Dandaragan Community Resource Centre, and is an advanced Ambulance Officer for the Dandaragan St John Ambulance Sub Centre. Deputy Shire President from 2013 until 2015, Kaye is an active Elected Member who has led the community on numerous issues, such as the redevelopment of the former Shire offices into the new Community Resource Centre, and the development of the Jurien Bay Supertown Growth Plan and Business cases. She was Ministerially appointed as the WALGA representative on the State Library of Western Australia Board, and also sits on both the State Library WA Policy and Legislation Committee and State Library WA Foundation. Carol Reeve-Fowkes City of Cockburn Passionate about environmental sustainability, Carol Reeve-Fowkes was active in many community organisations prior to her election to the City of Cockburn in Currently Deputy Mayor of the City, Carol has been involved with the Woodman Point Waste Water Treatment Plant Community Reference Group, the Cockburn Cement Community Engagement Group, and the Cockburn Sound Management Council. A member of many Council committees, Carol has the highest commitment of all Cockburn Elected Members in this regard. She is a strong advocate for social equality and is a member of the City s Disability Access and Inclusion Reference Group, the Aboriginal Reference Group, and is the Council s representative on the WALGA South Metropolitan Zone. Jennifer Scott Shire of Capel A dedicated community representative for the past 10 years, Jennifer Scott was elected to the Shire of Capel in 2007, and since that time has represented the Council at all Australia Day ceremonies and Anzac Day services. Aside from her Council commitments, Jennifer volunteers her time for many community groups such as the Ron Maidment Archives Room of the Capel Public Library, the Capel Local Studies Group, Capel Meals on Wheels, and Capel Country Care Inc, which has seen the development of 12 seniors units in the town. Jennifer is the Chairperson of Capelfest, which has grown to be a widely popular and very successful community event.

17 Honours Recipients 2017 WA Local Government Convention 17 Mike Sheppard - Shire of Dandaragan Mike Sheppard was involved in community volunteering for many years prior to his election to the Shire of Dandaragan in Mike has been instrumental in the development and co-ordination of projects including the Jurien Bay Beach Clean-Up, Keep Australia Beautiful Tidy Towns, the Jurien Bay Easter Festival and the Music in the Park sessions. He was President of both the Jurien Bay Progress Association and the Jurien Bay Community Festival Association, Chairman of the Bendigo Bank Board and Vice President of the Jurien Bay Men s Shed. He is also the co-ordinator of the Jurien Bay Triathlon and runs the Jurien Bay Junior Fishing Competition. Mike sits on numerous Council committees and community groups, such as the Audit Committee, the Jurien Bay Chamber of Commerce and the Jurien Bay Ratepayers and Progress Association. Freda Tarr Shire of Trayning A dedicated community leader, Freda Tarr has presided over numerous significant projects for the Shire of Trayning since her election as Shire President in She led the community in the successful upgrade of the Trayning Aquatic Centre, the relocation of the Trayning Caravan Park, the upgrade of the Kununoppin Town Hall and the Kununoppin Air Strip, and has worked tirelessly to retain a doctor at the Kununoppin Health Services. Elected to Council in 2011, Freda is passionate about emergency management and is the Chairperson of the Local Emergency Management Committee. She represents Council on NEWROC, NEWHealth, the WALGA Great Eastern Country Zone, the Kununoppin Hospital Local Health Advisory Group, the Kununoppin Medical Practice Committee, and is Chairperson of the Shire of Trayning Audit Committee. Pace Vernon Shire of Trayning Serving two terms with the Shire of Trayning before his retirement from Council in 2015, Pace Vernon continues to dedicate countless hours to community groups, and is a bush fire volunteer and a St John Ambulance Officer. During his eight years with Council, Pace was a strong advocate for improving the regional road network, and was heavily involved in the development of the Grain Freight Route Strategy. He spearheaded the construction of the town s skatepark, and devoted significant personal time to ensure the successful completion of the project. As a Councillor, he was a member of the Works and Plant Committee, the Audit Management Committee, the Health and Building Committee, and the Parks/Gardens and Community Development Committee, to name just a few. Andrew Woodfield Shire of Trayning A Councillor with the Shire of Trayning since 2009, Andrew Woodfield continues to be a dedicated community representative who is committed to the improvement of facilities and services in the Trayning Shire. Andrew has been involved with the refurbishment of the Trayning Aquatic Centre, the relocation of the Trayning Caravan Park, the upgrade of both the Kununoppin Town Hall and the Kununoppin Air Strip and the retention of the doctor at the Kununoppin Health Services. Stuart Cole City of Belmont Stuart Cole has made a significant contribution to Local Governments across Western Australia throughout his outstanding 42-year career. Beginning in the finance department at the City of Fremantle in 1975, Stuart s career culminated in his appointment as Chief Executive Officer of the City of Belmont in Throughout this exceptional and dedicated tenure, Stuart has committed himself to the improvement of Local Government processes, and has been a part of the Local Government Professionals mentoring program with new CEOs. He was a Board Member of Local Government Insurance Services for 11 years, Secretary of the Retirement Villages Board, Chairman of the Infor Pathway Public Sector Forum and Chairman of the CEO Advisory Committee of the Eastern Metropolitan Regional Council. Stuart has always presented Local Government as a sector of integrity through strong stakeholder management with Federal and State governments, and industry leaders. Greg Hadlow Shire of Kulin Inspiring people around him to always improve and push the boundaries, Greg Hadlow is a community champion who demonstrated visionary leadership since his first appointment as Chief Executive Officer of the Shire of Kulin in With a career spanning an outstanding 41 years, Greg began as a junior office clerk with the Shire of Quairading in He was the Shire Clerk at both Westonia and Narembeen, and was appointed CEO of Kulin, Meekatharra, Kondinin and then again Kulin, where he was awarded Freeman of the Shire in 2016 before his retirement. Throughout his exceptional career, Greg was dedicated to ensuring regional communities had access to excellent services and facilities, and was highly respected for his teamwork approach, innovative thinking and making the most of the resources available in the most effective and efficient manner to achieve the best outcome for the community. Alan Leeson Shire of Moora A respected and empathetic leader, Alan Leeson s career in Local Government has spanned nearly 30 years. Commencing as an administration officer at the Shire of Cunderdin in 1988, Alan rose through the ranks and served as Deputy Chief Executive Officer at the Shire of Jerramungup and then the Shire of Merredin. Following an eight year stint as Chief Executive Officer of the Shire of Wickepin, Alan was appointed Chief Executive Officer of the Shire of Moora where he serves today. With a rural family background and strong values, Alan is a passionate advocate for his community and the wider region. He has been instrumental in bringing grant funding to the Shire of Moora for important community projects including the extension of the Moora Frail Aged Lodge. Alan s passion, vision and drive have been at the heart of his work his entire career as he strives tirelessly to achieve positive outcomes for the communities he serves.
