When: Sunday, 13February 2000 to Wednesday, 17 February 2000 Conference Theme: The hands on road safety & crash conference Secretariat: Andrew & Alan Brown, Civil & Forensic Pty Ltd ASPACI 2000 was "the hands on road safety & crash conference". Presenters from around Australia and overseas covered a wide range of issues relating to the investigation and reconstruction of accidents. In addition, conference participants benefited from hands on involvement in proceedings through workshops and team participation in the crash day. The major event at ASPACI 2000 was a crash day, comprised of three vehicle to vehicle crashes, one crash into Brifen wire rope safety fence (as seen on the M4 Motorway and other major roads), pavement friction testing and a reenactment of a pedestrian accident. The majority of crashes involved late model vehicles. Workshops were provided on evidence collection, vehicle identification, photography (including digital photography), surveying (total station and laser), damage analysis, tyre & tyre marks, speed measurement, use of black boxes, lamp examination and friction factor assessment. The workshops allowed all participants to be involved in the data collection and analysis of the staged crashes. Keynote Speakers: George M Bonnett Reconstruction Technology, Florida, USA George is an attorney, an expert in the field of accident reconstruction, and the author and designer of the RECTEC Professional accident reconstruction program. 2 combat missions. He is also a retired veteran of the New Orleans Police Department. Paul Forman Transport Research Laboratory, UK Paul is the head of Investigations & Risk Management for the UK's Transport Research Laboratory. He is past Chairman of the Institute of Traffic Accident Investigators (9799) and is now Communications Officer for the Institute. Joseph Del'Marmol, III Law Office of David A McDowell, Sacramento, USA Joe is a retired law enforcement officer who has investigated insurance fraud for more than 14 years. He has provided courses of instruction in insurance fraud, interview techniques, and accident reconstruction to police academies and private industry throughout the United States. He is a recognised expert in insurance fraud and traffic accident reconstruction. Estelle Blackburn Author of "Broken Lives". "In 1964, Eric Edgar Cooke went to the gallows, the last man to be hanged in Western Australia. He'd killed six people. But as he was read his last rites, Cooke admitted to two other slayings. For state authorities this proved rather inconvenient. Two other men were already in jail serving time for those murders. In her first report for 60 Minutes, Ellen Fanning tells of the terrible injustice suffered by these two men. She reveals new evidence pointing to a grave and continuing miscarriage of justice. Only now, after 30 years, is the West Australian Government considering reopening inquiries and clearing the names of these wrongly convicted men, which details the life of the last person to be hanged in Western Australia." 60 Minutes. One of the men was John Button who was convicted of killing his 17 year old sweetheart in a hit and run accident. On the basis of the fresh evidence unearthed and published by Estelle, the WA Government has since granted Button another appeal rare, especially 36 years on.
