Our services are available anywhere in the world to aviation-related entities that have a need for professional planning, training, and advice on dealing with a multitude of aviation issues. Our team includes highly trained former Federal Aviation Administration (FAA) experts skilled in airspace and facility design, airport infrastructure development, and air traffic control. We provide technical assistance for improving airspace management, noise mitigation, capacity, and efficiency. This gives us unlimited flexibility to select projects that are compatible with the extensive expertise we have developed through several decades of experience in the aviation industry. PRINCIPALS The principals of our firm are equivalent to the managing directors or partners of other private firms. They are responsible for managing the firm s business affairs, overseeing our technical staff, and acting as the primary interface with our customers. Brief descriptions of their backgrounds are included as Exhibits A, B, C and D. Our technical experts represent various disciplines within the aviation community. We deploy our resources to best fit the needs of our customers depending on their specific requirements and completion schedules. FINANCIAL STANDING Since our firm is privately held, we have no public stockholders and we are not required by our government to report or disclose any financial information. This allows us to focus on your project performance and results without the burden of complying with all of the rules that regulate public companies in the United States. As a result, we are able to exercise better control of our financial resources and deliver a superior product at an attractive price to our customers. LITIGATION HISTORY Our firm has never been involved in litigation with any person, organization, company, or other entity. In addition, we have never been black-listed or placed on a do not contract list by any government or entity. 2 AIRPORT DESIGN CAPABILITY BRIEF The planning and design of airports requires the successful integration of many complex components to ensure the efficiency and safety of the traveling public. It is during this phase that critical decisions will be made regarding: a) runway lengths, b) runway orientation and spacing, c) taxiway layouts, d) control tower location, e) terminal sizes and locations, f) selection and location of navigation aids and systems, g) selection of air traffic control systems (terminal and enroute radar), h) selection and checkout of communication systems, i) selection of weather reporting systems, j) appropriate ambulatory and fire control vehicles. Our specialty is advising clients on all of the above items early in the design process. By accomplishing this, we ensure that the airports capacity and efficiency, and the safety of the passengers, aircrews, and airport employees are designed into the overall aviation system plan. AIRPORT SYSTEM STUDIES AND NATIONAL AIR TRANSPORT POLICY ANALYSES We also have the capability to perform studies and analyses of the aviation systems currently in place, with the objective of developing a strategy for maximizing their capacity, safety, and efficiency. Understanding the mix and volume of aircraft utilizing the current system is vital to the process of analyzing and recommending improvements. All ground and air elements of the airspace system should meet ICAO approval criteria. Worldwide standards are important to insurance entities and to potential customers of the system. Thus, through direct observation and interviews with key stakeholders including government and civil aviation personnel, the air traffic and air navigation system can be evaluated to determine what needs to be accomplished to meet ICAO and FAA compliance standards. This will ensure that recommended safety practices are being followed, which will result in risk mitigation and safety enhancement. We can also address policy enhancements that would improve airport operations throughout the country. Important issues such as air traffic control procedures, airspace and approach designs, environmental concerns and impacts, and critical emergency response capabilities can be analyzed in detail. Developing policies which meet international standards is a crucial element of attracting foreign air carriers to implement air routes into a country. Our diagnoses and analyses target the strategic planning necessary for the civil aviation sector to contribute substantially to the growth and development of air transportation in the country. 3 EXHIBIT A GLENN W. MICHAEL Mr. Michael is a Principal and Consultant with Strategic Aviation Consultants & Advisors, Ltd. His forty-year aviation career includes time with the Federal Aviation Administration (FAA) and as a private consultant. Mr. Michael has served as an en-route air traffic controller, air traffic evaluation specialist, flight test pilot, manager of the Boston Air Route Traffic Control Center, and international aviation safety manager. After completing active duty with the United States Air Force, Mr. Michael joined the FAA as an air traffic controller. After eight years at Indianapolis Center, he transferred to the regional office in New York as an air traffic control evaluator. Working in this position, he not only measured safety parameters, but accomplished detailed performance and efficiency reviews of major air traffic facilities. This enabled facility managers to adjust planning, procedures, and schedules to maximize performance at the lowest cost possible. In the commercial aviation arena, Mr. Michael has accomplished performance reviews at many air traffic facilities outside the United States, at the request of service providers, as he is well versed in the operation and management of air traffic facilities. His air traffic and flying experience qualified him to be selected as the manager of international safety operations for the United States Commercial Aviation Safety Team (CAST). In this position Mr. Michael assisted the International Civil Aviation Organization (ICAO) and many countries in the implementation of CAST and FAA-developed aviation safety enhancements relating to air traffic control efficiency and performance. Mr. Michael holds Airline Transport Pilot and Certified Flight Navigator Licenses (US). Aircraft type ratings include the North American Sabreliner series of jet aircraft. Along with his aviation skills he has expertise in the field of airspace planning including the use of traditional navigational aids as well as Global Navigation Satellite Systems (GNSS). Mr. Michael developed and implemented the first GPS routes in the US at Boston Center and also developed the International Satellite Navigation Aviation Reference System. He has been selected, authored, and presented various papers to international symposiums dealing with GPS/GNSS including; Integration of GPS Equipped Aircraft into the US National Airspace System (Munich, Germany), and Satellite Navigation Aviation Reference System (Genoa, Italy). 4 EXHIBIT B FRANCIS A. MACDONALD Mr. MacDonald is a Principal and Consultant with Strategic Aviation Consultants & Advisors, Ltd. He has been involved in U.S. aviation for over three decades, both as a member of the military and the Federal Aviation Administration (FAA). During active duty with the United States Army, he received his initial air traffic control training and served one tour in Vietnam as an Air Traffic Control Specialist. Mr. MacDonald then joined the Federal Aviation Administration where he served for thirty years in various air traffic control capacities. His first fifteen years were spent as an active air traffic controller in airport control towers and terminal radar approach control. He spent the following eight years as a staff specialist with wide-ranging responsibilities including accident investigation, facility evaluation, and overall quality assurance. He also assisted in the design of noise contours/routes for runways, airspace flow & procedures, and new runways. In addition, he supported the Air Traffic Manager with the strategic planning of long-term programs in training, operational automation, and airspace procedures. He next assumed managerial responsibilities as a Traffic Management Specialist, Air Traffic Control Supervisor and Air Traffic Manager. Mr. MacDonald is a licensed commercial pilot (U.S.), rated in single engine (land and sea) and multi-engine land. He also possesses an instrument rating and is a qualified flight instructor in single engine land and sea. 5 EXHIBIT C GREGORY E. MICHAEL Mr. Michael is a Principal and Consultant with Strategic Aviation Consultants & Advisors, Ltd. He is an attorney licensed to practice in the State of New Hampshire, the Commonwealth of Massachusetts, and before the U.S. Supreme Court and the U.S. Court of Appeals for the Armed Forces. After completing active duty with the United States Air Force Judge Advocate General, Mr. Michael focused his legal practice in real property acquisition, sale, and development. This has included significant research, presentation, and associated litigation in the zoning, site planning, and environmental fields. He has represented many multi-national companies in real estate acquisition and site permitting including Mobil Oil Corp., Chemfab Corp., McDonalds Corp., The Home Depot, Inc., Wendy s International, Inc., Standex Corp., and United States Cellular Corp. Mr. Michael began his flying career while on Air Force active duty. He holds a commercial pilots license (U.S.) with single engine (land and sea), multi-engine land, and instrument ratings and maintains currency as a FAA part 135 charter pilot. He continued military service as a USAF reserve officer and held the rank of Colonel upon retirement. He is the former Chief Reserve Trial Judge of the Air Force and frequently served as a hearings officer for U.S. Air Force Environmental Impact Hearings. He is a graduate of Air Command and Staff College and Air War College. Along with his aviation skills he has expertise in the field of airspace planning including the use of traditional navigational aids as well as Global Navigation Satellite Systems (GNSS). He has been selected, authored, and presented various papers to international symposiums dealing with GPS/GNSS including Legal Issues Including Liability in Conjunction with the Acquisition, Use, and Failure of GNSS (Toulouse, France), Legal Issues Associated with Wide Area Augmentation Systems (WAAS) and Local Area Augmentation Systems (LAAS) (Genoa, Italy), Amending the Chicago Convention of 1944; An Institutional Solution for GPS/GNSS Liability Issues (Edinburgh, Scotland), and most recently GPS/WAAS Curved Approaches (Seville, Spain). 6 EXHIBIT D GEOFFREY P. MICHAEL Mr. Michael is a Principal and Consultant with Strategic Aviation Consultants & Advisors, Ltd. He is an attorney licensed to practice in the States of California and New Hampshire, as well as before the United States Supreme Court. During active duty with the United States Air Force, Mr. Michael was attached to the Air Force Systems Command and became responsible for the financial control and reporting of major programs including the F-5 International Fighter and the YF-17 Air Combat Fighter. He was also a cost analysis officer at the Air Force Space and Missile Systems Organization which was responsible for all satellite and launch vehicle procurements. Additionally, his major programs included early work with the Global Positioning System (GPS) and the Fleet Satellite Communications System. After completing active duty with the Air Force, Mr. Michael became a business manager for the Hughes Aircraft Company, and again was given responsibility for major aviation programs including the F-16 Advanced Radar System and Satellite Data System. He then joined the Northrop-Grumman Space Technology Group and became Director of Finance and Business for advanced technology development. He was project manager for major defense programs including complex communications networks, data transmission, and data process applications for ground and space-based networks. Mr. Michael has over thirty years of experience in the development and management of complex, high technology aerospace projects.
