1 Appendix 1: Social infrastructure category definitions The following table provides definitions of the infrastructure which are included as part of the Sunshine Coast Social Infrastructure Strategy The infrastructure is grouped into categories with examples to provide greater clarification of the focus and intention of each category. Category names and definitions have been predominantly drawn from either the South East Queensland Regional Plan Implementation Guideline No. 5 Social infrastructure planning (SIP Guidelines) or the Queensland Planning Provisions 2009 (QPP). This provides a consistency of definitions across both Sunshine Coast Council, and between Councils and the Queensland Goverent. 3 Appendix 2: Case studies of innovation Case Study 1: Lake Kawana Community Centre, Kawana Waters In master planned communities, there may be opportunities for social infrastructure to be provided through infrastructure agreements between Council and the master developer. The Lake Kawana Community Centre is a major, multipurpose facility on an 8000sqm block delivered in agreement between Council and the master planning developer Stockland, with funding from State Goverent. The land was transferred to Council as part of the development agreement, and the building was delivered by Council with funding from the Kawana Waters Community Development Fund, Council revenue and a State Goverent grant. The facility includes the following functions: district level community centre with multipurpose halls appropriate for major performances, functions and sports function and meeting rooms office space for community organisations (hire) outdoor spaces (courtyards). The facility boasts enviroental sustainability features and is managed by Council with on site staff. Operational costs are funded by Council subsidy and income generated from facility hire. As a major facility, the community centre includes spaces that are hired out on a commercial basis for concerts and major functions such as weddings. Case Study 2: Maleny Community Centre Maleny Community Centre is owned and managed by the Maleny Community Centre Inc. For the past two years, the day to day management of the centre has been outsourced to a locally owned business, who manages the centre on the direction set by the board. The president and board members also provide regular support and assistance. The centre receives no ongoing support from Council or other sources, however maintains an annual profit, which is invested back into the centre through capital work and maintenance. The main income streams are: commercial retail space (second hand bookshop) rental of the main hall, commercial kitchen and meeting rooms bar (open at function nights) donations (capital fundraising) office space hire equipment. Further detail about these income streams is outlined below. Commercial retail space The centre has a small shop space opening on the Maleny main street, which is leased to a second hand bookshop business. Selection criteria for the potential occupant included the requirement for a business compatible with the centre s mission statement and sympathetic to the noise sometimes generated at the centre. An additional retail space in the main street is planned to further enhance the annual income. Hall and meeting space rental Meeting spaces are managed according to one of three cost policies not-for-profit, general community (e.g. karate club), and commercial use. The centre gives priority to the not-for-profit/community sector, allowing community groups to book a year in advance, providing access to community groups over commercial users in cases of potential time and venue clashes, and requiring commercial uses to be compatible with the values of the centre. Bar The centre is a licensed venue with a bar, which operates as required on function nights. The bar staff are all volunteer members of the community centre, and the incentives are free training (RSA certificate) and free entry to functions. 40 Sunshine Coast Social Infrastructure Strategy 2011

4 Donations The centre actively fund raises for capital works and has great support from the local community. In 2009/2010, the majority of funds raised for recent capital works were in the form of donations (with lesser funds received from Council, Jupiter s Gambling Fund and the Community Benefit Gambling Fund). Office space The centre had a meeting space which was completely run down and had been condemned. An agreement was made with a local business who wanted a central Maleny location, for them to renovate the space in exchange for using parts of it as their office. Further, instead of paying rent, this business now manages the centre on a day to day basis for a significantly reduced cost. Hire equipment The availability of equipment for hire, while producing minimal income, makes the centre more attractive as a meeting space. Other success factors Volunteers Apart from a private business managing the centre on a day to day basis, there are no paid staff at the centre. The Management Committee and other staff (bar) are all volunteers, keeping operational costs low. Proper incentives are required to attract and retain volunteers, and such costs (training and reward nights) need to be integrated with operational costs. Strong support within the community The centre is highly supported by the local community, and tradespeople often do jobs for free or for a much reduced fee. The use of community boards to provide input to community facilities is seen by the centre as one way to increase support from within the community and encourage simple and innovative solutions to emerging issues. Professional management The usage of the centre increased significantly after appointing professional management due to the more professional image displayed, the clear policy process, and the high availability of staff for management, coordination, and to provide responses to issues. This also reduces pressure on the volunteer management committee and allows them to concentrate on decisioaking tasks. Professional fund raising advice For the last fund raising campaign, a professional business was hired. This gave the centre valuable experience and skills. Challenges There is significant knowledge and a number of skills required to operate a community facility and undertake significant capital works. Acquiring such knowledge and skills is costly and time consuming to community organisations. In order to manage facilities effectively, the following key pieces of information and training are required: list of obligations and compliance requirements (e.g. licence for kitchen, bar, fire safety regulations, volunteer registers) information about useful resources strategic planning, funding, finance, management skills fund raising techniques and listing of sources access to a council support person. Case Study 3: Landcom Ideas Bank The following community centres around Australia are amongst the ones chosen by the Landcom Ideas Bank (2008) 3 as displaying innovative approaches with high quality social outcomes. Important features highlighted by the centres in the review include: managed facilities with centre co-ordinators programmed activities as well as casual hire opportunities activities are diverse operational funding from sources additional to council, for example rental income, fee-paying courses and grant funded programs capital funding from sources other than council. 3 Landcom Ideas Bank (2008), Community Centre Idea Bank Sunshine Coast Social Infrastructure Strategy

5 Case Study 4: The Pathways Learning and Leisure Centre (North Lakes) The Pathways Learning and Leisure Centre at North Lakes opened in October 2004 and is a joint venture with the Hornery Institute, Pine Rivers Shire Council (now Moreton Bay Regional Council), the Queensland State Goverent and the developer (total cost approximately $14 M). The primary function of Pathways is a learning and leisure enterprise, and comprises the following elements: The Pathways Learning Centre: library, including online books and e-resources, downloadable softwares, interactive education programs meeting rooms, equipped with the latest information and audio-visual technology a number of commercial tenancies and a large café at street level. The Enterprise Centre provides a skills development and Vocational Educational Training (VET) suite designed to offer education, up skilling and employment opportunities. The centre has more than 344 m 2 of flexible training space, office, interview room, IT training rooms, seminar rooms and an e-study centre. The Leisure Centre: a multipurpose one court hall an indoor heated (teaching) pool, a lagoon, an outdoor 25 m pool a café. The Pathways Centre is managed by Moreton Bay Regional Council in partnership with the Hornery Institute and is operated by a manager on site. The Enterprise Centre operates on a profit basis. There is a 50/50 split in net expenditure and revenue associated with its programs between Moreton Bay Regional Council and The Hornery Institute. Case Study 5: Byron Bay Community Centre The Byron Bay Community Centre opened in 2002 and is a community owned and managed arts and educational centre with a strong social care and support focus. Functions include: 250 seat theatre 3 spaces for hire a purpose built radio studio for the community radio station office space for two not-for-profit organisations 2 retail outlets. The centre provides a number of programs in the areas of learning, social care, arts and culture. The centre is owned and managed by the Byron Bay Community Association, a not-for-profit incorporated association registered as a charitable organisation. The centre provides a valuable social and recreational service to residents at no cost to Council. Financial risk has been accepted by the Association in taking out a $1.19 M mortgage to fund the capital cost of the building, which they will not have paid off until Other funding sources for the total capital cost of $3.245 M came from the following sources: Council $0.075 M, Private sector $0.180 M (bequests/ sponsorship), Infrastructure funding $.500 M, State $0.150 M (State Arts funding), Grants $1.0 M, Federal grant $0.150 M, Sustainable Regions grant $0.150 M. The original social care focus of the centre has had to be balanced with the commercial reality of repaying a mortgage so some of the activities have had to be discontinued. Goverent and private benefactors provided significant financial support for building the centre, but do not provide any assistance towards operational costs. The lack of funding, combined with a high mortgage, has placed an onerous financial burden on the Community Association. Ironically, the new building has increased expectations of community groups, who assume that the centre is wealthy (or owned by Council). Many also assume that a community organisation should provide services and venues free of charge, and have difficulty understanding the costs involved in servicing a mortgage. A monthly market and coffee stall and rentals are an effective revenue source, funding 44% of operational costs. 42 Sunshine Coast Social Infrastructure Strategy 2011

6 Case Study 6: Blacktown Leisure Centre, New South Wales The indoor leisure centre which opened in February 2003 forms the first stage of a new town centre within a new master planned development in North West Sydney. The building comprises an aquatic centre and sports halls, fitness studio, café, retail area and a function room. A crèche is available for users of the facility. Stage two of the development is at master plan stage and will include a library and children s facility. The $20 M centre was funded by the local Council with developer contributions. The Blacktown Leisure Centre is managed by the local Council with a manager on site who operates the centre as a stand alone business unit. Critical success factors include: iconic facility the centre places recreation and leisure as the anchor to the town centre development specialised facilities attract a wide audience the centre operates as a business unit of Council the fitness centre operates as a profit centre to offset the cost of the pools community events provide a commercial revenue stream to offset the operational costs of the centre. It is noted that the centre demonstrates the benefits of providing a multi-activity centre rather than separate single purpose stand alone facilities and that the colocation of the recreation, library and childcare centres will provide economies of scale in reducing infrastructure costs, increasing convenience to users and attracting a wider range of users. Case Study 7: Grange Community Centre, Melbourne The Grange Community Centre is an example of a facility co-locating community and recreation uses and with a shared tenancy. The centre is a purpose built community centre which commenced operation in July The centre features two kindergarten rooms, two maternal and child health offices, two community meeting and activity rooms, with the capacity for one of the rooms to become two by an operable wall, a large function room, commercial kitchen and clubroom and change facilities for the sole use of a local soccer club. The facility ($4.7 M) was funded by Council with funding by State Goverent and developer contributions. The soccer club was responsible for fitting out the function room and commercial kitchen. The centre is managed by an incorporated community organisation that does not have a lease or licence. The community organisation employs a centre coordinator for 32 hours per week who is responsible for programming the venue, managing bookings and generally ensuring the smooth operation of the venue. The kindergarten rooms and maternal and child health offices are staffed by Council officers. Council officers describe this as a co-tenancy arrangement. The soccer club located at the centre has a long term lease agreement with Council for use of the facilities constructed for their sole use. Hire fees comprise 50% of operational costs, with 25% stemming from program fees and 25% being subsidised by the local Council. Success factors include: The centre provides essential services to the community at a low cost to Council. Innovative mix of services and opportunities at the centre include kindergartens, maternal and child health services and soccer. The co-location of a local soccer club at the centre provides opportunities for strong linkages between the programs offered by the centre and those offered by the soccer club. For example, junior soccer clinics are run as part of the vacation care programs that the centre runs. Location of the centre next door to both a primary and secondary school provides opportunities for the delivery of before and after school care programs. Integration of public art into the design of the building at the design stage rather than as a secondary process afterwards has created something more meaningful for the community. 11 Appendix 5: Detailed network plan The Sunshine Coast Social Infrastructure Strategy 2011 contains a facility blueprint which summarises the social infrastructure needs of the Sunshine Coast based on facility types (e.g. arts facilities, community meeting places, learning and information centre needs). The detailed network plan (this appendix) expands on the facility blueprint, and identifies the social infrastructure needs of each of the Sunshine Coast s 32 Localities of Interest. These localities represent like communities, and assist in making planning reflective of each community s needs. It is the major activity centre for southern hinterland townships and rural communities. 14 KENILWO RT H SKYRINGCREEK ROAD 2 Belli Park Cooloolabin Gheerulla Coolabine This locality encompasses rural production lands in the central west of the Sunshine Coast within the catchment area of the Mary River and Belli Creek. The scenic and aesthetic qualities of the area have high passive recreational values and provide quality amenity experiences. Social infrastructure is limited, with residents travelling to neighbouring areas for their social and community facilities. No additional social infrastructure is proposed in this locality over the life of the Sunshine Coast Social Infrastructure Strategy 2011, due to the nature of the area and its forecasted low population growth. This locality has limited community facilities, due in part to its low population levels and predominately rural land usage. Belli Park Public Hall Gheerulla (Kenilworth) Cemetery Gheerulla (Kenilworth) Cemetery has an estimated lifespan of approximately 40 years (i.e. will cater for the forecast population of the catchment until 2050) according to the draft Cemetery Strategy currently being completed. Education, community and recreation facilities within the locality are relatively limited, and include sporting fields on the western fringe. Recreation opportunities also exist along the foreshore parks and reserves that bound the south east of the locality. The Blackall range escarpment dominates the west. Kureelpa serves as the main rural residential area. The locality has limited facilities, with residents travelling to neighbouring towns (in particular Nambour) to meet all but their basic community facility needs. No additional social infrastructure is proposed in this locality over the life of the Sunshine Coast Social Infrastructure Strategy 2011, due to the nature of the area and its forecasted low population growth.
