5 Quick History Sydney was founded on 26 th February 1788 by 1044 people in the First Fleet come establish a British Penal Colony The Penal Colony grew, but so did the supporting military and civil population who over time established an agricultural trading economy The great Gold Rushes of the mid 19 th century attracted people from all over the world and brought great wealth to Melbourne and Sydney Many young Australian men were killed fighting in the two world wars greatly affecti the workforce and the economy In the mid 1940 s the Australian Government began a major immigration program that continues to this day First immigrants in the 1940 s,50 s and 60 s were Europeans but in the 70 s immigration started to come from Asia Since 1945 more than 7 million people have immigrated to Australia 29,547 Chinese people immigrated to Australia in % of the total for the year

The Sydney population grew by half a million people after 2001 which is a growth rate about 12% % of the population was born overseas There were approximately 1.5 million households and a working age population of 3,157, % of the population held at least an undergraduate University degree, the GDP per capita was US$48,900 in The service sector of the economy, including tourism, education, and financial service accounts for about 70 per cent of GDP

11 Relevance of the grouping in Sydney > These organisations are staffed by a group of people who are largely alumni of the intellectual property, commercial law and arts managemen courses taught at the major Sydney Universities. > They form a connected body of expertise and opinion. > They meet frequently in places like the Australian Copyright Society, or the Copyright Council, they participate in forums, seminars and discussions, > They contribute to policy formation and the law reform processes. > They pursue the interests of the cultural industries and not only reflect th new forms of expressions and methods of distribution and exploitation but also help create the environment that encourages investment of labour, capital and ingenuity in the arts and cultural life of the city. 11

12 A similar story in science and technology commercialising inventions requires expertise in the management of the real and potential intellectual property implications from the beginning of the research process and at every step along the way to final marketing. This requires aggregators, investment and finance providers, the acquisition of rights and then effective commercially viable strategic use of the rights to protect and extend aspects of the commercial cycle of these products. So in Sydney there are firms of patent attorneys, trade mark attorneys and lawyers w skill in this range of transactions. There are organisations like the Institute, of Patent and Trade Marks Attorneys, the Licensing Executives Society, the Intellectual Property Committee of the Law Council Australia, the Advisory Council on Industrial Property, The Australian Law Reform Commission this cadre is involved in ongoing review and monitoring of the existing laws, policies an processes and professional education, conferences and seminars to share and distribute expertise and best practice to raise professional skill levels

13 w does a city accumulate that expertise? > The education system is a starting point and a catalyst > First law school course in Intellectual Property in 1972 > The subject was popular with students more courses and more teachers > An IP teacher s association was formed, holding conferences, discussing how to critically analyse the laws and teach the subject, how to write articles > Excellent local IP text books were written > Development of links with the Patent Trade Marks, Designs Offices, Copyright authorities, the professions and the Courts > UTS began teaching post graduate courses leading to fulfilment of educational qualifications for registration as a Patent Attorney or Trade Marks Attorney transformed these professions > University law schools and academics devised and ran continuing professional education courses in conjunction with the professions > IP teachers invited to participate in the various professional bodies

The IP system is reaching toward a virtuous circle of interaction between IP owners and rights holders and stakeholders including Collecting Societies policy makers, legislators, the attorney or agents professions, legal practitioners, management organisations and the court system all underpinned by engagement with academics. This kind of interaction can only take place in a city that has sufficient economies of scale in industries and culture and and a diverse highly educated population

The reaction speeds up and you get more and more products like that, and it just take off exponentially. You won t get it quite in a social system, but you could get somethin like it.
