2 11.5k Registered players in 2017 Highest number of Maori players in NZ OVERVIEW # 1 The Bay of Plenty Rugby Sevens Strategy was first developed in 2013 in partnership with Bay of Connections. There were seven focus areas linking local, regional and national groups and organisations designed to grow sevens rugby. This was to allow the leveraging of sustainable economic development opportunities for the Bay of Plenty Region through employment, investment and offshore revenue. These seven focus areas were: 1. Event hosting 2. National team base 3. High performance facilities and training courses 4. Education 5. Tourism 6. International Opportunities 7. Funding/Revenue In 2017, the Bay of Plenty Rugby Union has positioned itself and the Bay of Plenty region achieved as one of the world s leading Sevens Rugby service providers, though its goal of delivering a programme to attract the interest and commitment of the world s Sevens nations. At the same time, rugby in the Bay of Plenty has achieved significant growth. The Union has become the third largest in New Zealand. It has seen growth in playing numbers, particularly in the number of Maori and women now playing the game. A high performance centre has been built in Tauranga, and the union also hosted a match between the British and Irish Lions and Maori All Blacks in Rotorua in As a result of all of these developments and the success of the Sevens strategy, have established a proven track record, infrastructure and mana in the international market. Rugby is now played 12 months of the year in the Bay with a range of formats Women s Rugby, Sevens, Rippa Rugby, AIMS Games, Quick Rip In 2017 a total of 11,500 players were registered in the Bay of Plenty making it the third biggest provincial union in New Zealand in terms of participation Bay of Plenty has the third highest number of female participants in New Zealand behind Canterbury and North Harbour Bay of Plenty has the highest number of Maori players in New Zealand By 2026 the BOP region population will grow by 28% and will have the third highest actual population growth behind Auckland and Canterbury 28% BOP region population growth by 2026

3 KICKING FOR Following on from the successful delivery of its first Sevens regional growth strategy through Bay of Connections, the Union is now embarking on the second phase of its strategy programme, with a new framework to support the region s growth and development through to The strategy is not just about Sevens, it s about rugby as a whole and using it as a vehicle for economic opportunities. A critical success factor is the continued alignment to New Zealand Rugby (NZR) and this strategy aligns with the NZR vision to unify and inspire. EVENT HOSTING After the success of the British and Irish Lions match against the Maori All Blacks in Rotorua in 2017, the has again demonstrated it can host big matches. The city coped with an influx of 26,000 people for the game. The would like to see an All Black test held in the region within the next five years, something that has never happened before. Bay of Plenty is now become the home of the National Sevens tournament each year and this event would be used as leverage to attract other sevens events such as the Condor Sevens (Secondary Schools) tournament, an annual event which boasts over 100 teams. 2. NATIONAL TEAM BASE A number of teams from New Zealand and around the world have experienced the great hospitality on offer in the Bay and the Union would like to build on that, making it the training venue for the NZ under 20 side, the Black Ferns, as well as the wa kainga (home base) for Maori rugby. The Union would like to grow relationships with Samoa, China, Hong Kong, Japan and the USA. All these nations have spent time in the Bay of Plenty with national, club and school players and teams visiting. 3. HIGH PERFORMANCE FACILITIES AND TRAINING COURSES Bay of Plenty Rugby HQ is housed in an elite high performance centre in Tauranga, the largest high performance gym in New Zealand. The centre is also a leading provider of testing and research into sports science and human performance through a partnership with University of Waikato. It s envisaged that a similar centre, albeit on a smaller scale, is developed in Rotorua. The Union is currently investigating plans for a bespoke accommodation project, to support Tauranga s accommodation options. owns land with some private units behind its current site at Blake Park, Mt Maunganui. A feasibility study is planned to look at using the land to build multi-bed accommodation for teams using the high performance facility. In September 2015, a proposal for a new $25 million boutique sports stadium at Tauranga Domain was presented to council by Tauranga s Civic Amenities Group. The stadium would have a capacity for about 15,000 fans. This discussion between various parties is ongoing and will look to engage in these discussions.

EDUCATION The education providers and sporting expertise that exist in the Bay of Plenty, combined with New Zealand s rugby intellectual property, provide the framework to deliver a sport and learning package that is sought after by international teams, clubs and schools. currently works with Education Tauranga and Education New Zealand to connect with sister cities and organisations around the world and works with and has hosted teams from China, Japan, Hong Kong and the USA. The union has established relationships with universities in China and the USA, and is currently coaching around 5000 children in China. The Chinese National Youth team visited the high performance centre in Tauranga for the first time in March will work with Education Tauranga and schools and universities in China to investigate further opportunities. There are plenty of opportunities to establish the as leaders in coaching in 7s and 15s rugby and see China as a key target market. would like to grow the relationship with China as it has a significant potential positive impact for rugby, accommodation providers, and the education sector. TOURISM The effect of rugby on Tourism in the Bay of Plenty is often discussed, but there has never been an effective tool used to measure the economic value. Partnering with local authorities and other organisations with a vested interest to have a clear understanding of the economic benefits from this strategy will form part of the next phase of this strategy. There is an opportunity to partner, particularly with Rotorua tourism operators, around the activity of the many visiting nations to the region. 6. INTERNATIONAL OPPORTUNITIES World Rugby introduced a long term strategic partnership with Alibaba and the Chinese Rugby Football Association in 2016, with AliSport pledging a US$100 million investment over 10 years to support all levels of rugby development in China. A mass participation programme is planned in 10,000 universities and schools across 20 provinces, with the goal to attract and retain one million new players over five years, and establish a mens and womens professional league, as well as a national sevens programme. is well placed to capitalise on this investment, currently coaching 5000 children a year in China. There is also an opportunity for commercial relationships in this space with export and Tourism companies alike. 7. FUNDING REVENUE There are a variety of funding opportunities available to. EVENTS The establishment of world-class, quality events will drive significant economic benefits and new revenue into the game, as well as local communities. The revenue derived from hosting overseas teams will ensure the focus on international opportunities becomes self-funding, delivering greater growth to the region US$1m AliSport investment over 10 years to support all levels of rugby development in China OLYMPICS AND NATIONAL/ INTERNATIONAL PARTNERSHIPS After debuting at the 2016 Olympics, Sevens is part of the next Olympic cycle in 2020 as well as the 2018 Commonwealth Games. There is a greater level of High Performance Sport New Zealand funding for the development of the success of the game in New Zealand. Developing nations, especially those in Asia (see International Opportunities), are receiving increased funding from the International Olympic Committee and World Rugby. A GROWING GAME INTERNATIONALLY The growth of the game in developing nations is providing partnership opportunities at various levels including high school and university, provincial and national. Commercial partnerships and collaboration with NZ companies and industry will be sought with those active in the same markets.
