4 PRESIDENTS REPORT The Royal Life Saving Society NT Branch continues to grow stronger each year and is always striving to achieve its mission of preventing loss of life and injury in the aquatic environment and promoting safe participation in water related pursuits. I am very pleased to report to members, partners and supporters that the 2007/2008 year has been no different. The NT Branch continues to grow in every facet of its operations. Throughout the 2007/2008 year the NT Branch issued an amazing 12,803 certificates, including 8,249 from the Swim and Survive program, Rescue strand and Bronze and Advanced Life Saving strands. In addition, the Branch issued 4,324 under its Vocational Education and Training banner including First Aid, Resuscitation, AUSTSWIM, Pool Operations and Emergency Care courses. Add this to our Trainer, Examiner and Instructor base of just over 100 spreading throughout the Territory. The NT Branch has proven it should be recognised as a formidable water safety training and education body. I am pleased to say that with this vast infrastructure, it is the only organisation that is well able to deliver its messages, courses and programs to all communities throughout the NT whether they are in urban, rural or remote areas. I am pleased to advise that the NT Branch continues to forge strong partnerships with industry throughout both the Aquatic and Recreation Institute and Pool Managers; with Government through the various Departments of Sport and Recreation, Local Government, Health, Family and Community Services, Education and Training; with the Education Sector through Primary, Middle and Senior schools; with like training providers such as AUSTSWIM; and of course with the community in general throughout the various Health Promotion initiatives and community awareness programs. On behalf of the NT Branch I would like to thank the following: The Patron of the Society, His Excellence Mr Tom Pauling QC for his ongoing support. The Hon. 5 OUR PEOPLE - EXECUTIVE BOARD Royal Life Saving Society (Australia) NT Branch Incorporated is a not for profit organisation that has been committed to community benefits in the Northern Territory since Thanks to the vision and passion of Harry Giese branch status was achieved in 1965 as we were a sub branch of South Australia before that. Our movers and shakers have included Daphne Read, Kath Curby, Barb Stacey and Sue Parry. These fantastic people have motivated, inspired and encouraged Territorians to be safe in, on and around water. This year Royal Life NT was led by a fantastic Executive Board who ensure the culture of the organisation is upheld while the business operations grow. 6 EXECUTIVE DIRECTOR S REPORT The year proved to be another successful year for the Northern Territory Branch of The Royal Life Saving Society. We achieved many significant milestones while focusing on the Territory s tragic drowning toll and near drowning incidents. We have increased services to regional, remote and very remote communities and this enhances the quality of life for all Territorians. Our People, Our Lifestyle, Our Water is the strategic direction for This includes a comprehensive business plan with defined goals and objectives. Business performance includes community development, sport and recreation development, industry relationships and capacity building, business management and leadership. Focus has been on safety and aquatic programs, providing water safety initiatives and implementing public awareness and drowning prevention strategies specific to the needs of our community. RLSSA NT continued to promote community wellbeing and assist Territorians build water safety knowledge and skills. This encourages a safe, healthy & active lifestyle. The Swim and Survive program is a nationally developed swimming and water safety program that provides an opportunity for primary school children to achieve the national benchmark in water safety primary school aged children participated in the Swim & Survive program. The exciting statistic is that 27% of enrolled students in remote locations participated in the program. 20% of students in provincial locations participated in the program and the challenge ahead is to increase this number and achieve the national benchmarks in water safety education. Training statistics increased in all areas, particularly in secondary schools as VET outcomes and competency based training leads to employment pathways. 5,414 training certificates were issued this year, 35% of this training was in regional and remote areas. Resuscitation, First Aid, Bronze Medallion and Pool Lifeguard courses achieved significant increases in accreditation. The quality of course content, professional delivery and the various course resources remain second to none which has ensured our reputation as a leading Registered Training Organisation specialising in Water Safety and First Aid. The Remote Pools Project has been a fantastic initiative and achieved many accolades since its inception in The aim is to maximise the health, social and economic benefits to indigenous people in remote communities through access to a safe aquatic environment such as remote swimming pools. The long term goal is to reduce the gap of indigenous disadvantage through planned commitment to health, education and jobs. Through RLSSA NT, 13 communities have created a network that assists them to maintain and manage their pools and explore the health, education, social benefits of swimming and the importance of swimming pools in their community. This extensive network, in 13 communities, includes 7 shires with a population of 42,466 and covers a land mass of 995,012 square kilometres. The Royal Life Saving Society has become a respected and reliable organisation that facilitates sustainability within the community and training of local indigenous people. Despite demonstrated strong relationships and increased community engagement, ongoing funding has not been secured and the project ceased in its current form on the 30th of June

7 EXECUTIVE DIRECTOR S REPORT The Northern Territory government committed ongoing funding to the Water Safety Awareness Program as a proactive strategy for drowning prevention of children under 5 yeas of age. The vision, support and commitment from the Northern Territory government ensures Territory families are safer in, on and around the water. In 2002 the Northern Territory had the highest drowning rate in Australia, of children, in the Under 5 age group, compared to the lowest in The voucher program provides a fantastic opportunity for families to access free water safety lessons for their child families have enrolled in the program since its inception. The success of the program is attributed to dedicated qualified providers, a strong partnership with the Water Safety Branch and wonderful parents who want to keep their children safe around water. The Sport of Pool Lifesaving achieved increased participation and Lifesaving athletes enjoyed carnivals in Darwin, Mataranka, Alice Springs and Tennant Creek. A fantastic team represented the Northern Territory in the Australian Pool Lifesaving Championships held in Caboolture in January Thanks to our coaches, volunteers and officials whose ongoing commitment and contribution to the sport makes a huge difference to our community. Youth Leadership camps were held in Maningrida and Daly River. The project title was YOAL Youth Organised Aquatic Leadership and was facilitated by funding through Red Cross and the Australian Government Department of Families, Housing, Community Services and Indigenous Affairs (FaHCSIA). The project aims were to bring about an increase in the quality, quantity and coherence of diversionary activities for young people aged between 10 and 17 years across two targeted regions: Victoria/Daly and West Arnhem. This project seeded the development of a sustainable regional network of youth oriented services and youth leaders that will work together to develop a youth direction plan across the region. A total of 72 youth attended both camps, which was an amazing achievement. I am pleased to complete my report by advising members, stakeholders and supporters that the NT branch is in a strong position and looks forward to ongoing challenges. I would like to sincerely thank our devoted volunteers including the Executive Management Team led by Randall Cook, our trainers, instructors, examiners and our members. I would like to thank RLSSA National and all the State and Territory Branches of Royal Life Saving. Finally I would like to thank the wonderful staff of Royal Life Saving NT for their continued dedication and commitment. 13 TRAINING RLSSA NT Branch has been working towards a strategy to increase Bronze & First Aid Training participation in Northern Territory Secondary/Middle Schools. Enhanced participation is through increased teacher trainers in VET and classroom, as well as offering discounted and competitive school rates for RLSSA NT Branch Trainers to facilitate school training. Through this strategy in the 07/08 Financial Year 43.2% of training numbers was accounted for by school participation - teacher, class, student or staff training. RLSSA NT Branch currently offers support through the Annual Trainer s workshop, 1:1 Professional Development & Buddy Training to many of the Teacher Trainers based in Taminmin High School, Darwin High School, Kormilda College, St Johns College, Nhulunbuy High School & Nightcliff High School. School based RLSSA Trainers minimise the costs to schools and parents whilst maximising education and employment opportunities for their students. Training course numbers have increased by 12% from the 06/07 Figures. 260 courses were delivered in the Northern Territory in the 07/08 Financial Year, 35% of those courses being in Regional and Remote areas. 549 participants from Regional & Remote Northern Territory and 1565 participants from Darwin participated in RLSSA Training Courses. Bronze Medallion and First Aid Courses proved to have the highest enrolments in the 07/08 Financial Year whilst AUSTSWIM Teacher of Swimming & Water Safety award maintained similar enrolment figures from the 06/07 statistics. 14 TRAINING RLSSA National Branch has introduced a new initiative aimed at over 55 s called the Grey Medallion. RLSSA NT trialled this in early April The program aims to teach participants a range of personal survival techniques, provide them with skills to deal with an emergency situation and to develop confidence and competence to enjoy aquatic exercise and other water-based activities safely. Grey Medallion participants with their certificates in March 2008 Pat Jones of Humpty Doo was one of 5 Senior Territorians who participated in the inaugural Grey Medallion course in Darwin. RLSSA NT Branch will look to engage Senior Territorians in regional and remote areas through the Grey Medallion during Seniors Months annually. 16 SWIM & SURVIVE The Swim & Survive Program is a national program that targets school aged children and provides a balanced program of swimming, water safety and survival skills. From July 2007 to June 2008 thousands of children across the Northern Territory have taken up the Swim & Survive challenge. Using AUSTSWIM qualified instructors the Swim & Survive program introduces swimming and water safety to all school children in the Northern Territory. Children learn important skills necessary for safe and enjoyable water participation. Not only are these acquired skills used in the pool environment, but they are also essential for other aquatic activities like boating, fishing, diving and much more. The Swim & Survive Program is about participation. It is about students learning new skills, getting outdoors and leading a healthy lifestyle in an aquatic environment. The number of participants continues to grow. In the 2007/2008 financial year a total of 7396 Northern Territory students participated in the Swim & Survive Program. While this is a great achievement, when compared to the number of students enrolled in Northern Territory schools, we have a long way to go. The data presented in the chart below compares school enrolments and primary aged students who participated in the swim and survive program in the 2007/2008 period, during school time. The data is grouped by geolocation as follows: Provincial Darwin, Palmerston and Rural schools Remote Alice Springs and Katherine schools Very Remote All other NT schools Provincial Remote Very Remote Total Enrolments 07/ Participation 07/ % Participation 20% 27% 3% 17% This year has seen 52 schools throughout the Northern Territory embrace the Swim & Survive program. Of the 52 schools in the Northern Territory embracing the Swim & Survive program, 37 of these programs are directly run by RLSSA NT Branch staff. These programs offer employment opportunities for AUSTSWIM qualified instructors. Currently RLSSA NT has 58 registered casual employees who together with their knowledge, skills and professionalism present a quality program that benefits all children of the Northern Territory. 14

17 SWIM & SURVIVE The Swim and Survive program is not only targeted at schools. The program is open to all children aged 4 14 yrs. It kicks off in the January holidays with our Vacswim program held at Casuarina pool. This program is specifically tailored for the holidays with ten lessons over two weeks. This offers participants a daily structure to assist reinforcing knowledge and new skills learnt. This financial year we ran three programs on Sunday mornings at Nightcliff pool. The Sunday Life Saving program was held in October 07, February 08 and April 08. Sunday Life Saving crew, Nightcliff Pool February 2008 These programs are run over six Sunday mornings and are continuing to be popular with both children and parents engaging in a relaxed atmosphere. It s great to see parents encouraging their children as they learn and perfect new skills. Looking forward to another great year! 19 OUR COMMUNITY - OUR WATER Royal Life Saving Northern Territory is a public benevolent institution (PBI) dedicated to saving lives. We turn everyday people into everyday lifesavers. We achieve this through education, training, sports and participation, health promotions, risk management, advocacy and research. Focus has been on safety and aquatic programs, providing water safety initiatives and implementing public awareness (drowning prevention) programs specific to the needs of our community. Royal Life Saving Northern Territory has attended several of the territory parents support group sessions held at Nightcliff, Casuarina and Palmerston for new parents and their babies. These sessions have been very rewarding in alerting parents to the aquatic dangers that may face their young children as they grow. Leah has visited the Sommerville Homes around Darwin and the rural area conducting staff training to the carers that work in homes that have swimming pools and spas. Sommerville provides homes for adults with disabilities. The training has been very successful for the staff to gain an understanding of how to perform a basic water rescue if it should be needed. Royal Life Saving Northern Territory also helps out other organisations. The Paramedics under training at St Johns spent a morning near the end of their course with our trainers learning basic water rescues and also got to see how we deal with a spinal injury in the water and the equipment used. It is important for them to know how to conduct these rescues in case they are first on the scene during a water emergency. Activities at the closing ceremony of Water Safety Month September 2007 at Nightcliff Pool Wagaman School invited the RLSSA NT to present information at their school health expo. We saw the whole school come through the expo and distributed an Aqua Code book to every child as well as information such as WSAP Under 5 Program and the Swim and Survive Program information. The Defence Community Organisation held Open Days for new defence families to the Northern Territory. RLSSA NT attend these open days so that new families can learn about what is on offer in the way of education and employment opportunities as well as the Water Safety Awareness Program. Water Safety Month is our biggest event, stretching out for 4 weeks. This great initiative is organised by the Northern Territory Government s Water Safety Branch to bring water safety to all areas of the NT. One of the highlights of WSM was the opening of the Alice Springs Pool, there were fun activities for the whole family as well as reaffirming the water safety message. 20 WSAP - Water Safety Awareness Program Last year 35 Australian children under the age of 5 died as a result of a preventable drowning, The majority of these toddler drownings occurred at swimming pools. In the Northern Territory we love the water, especially the kids. Pools, rivers, lakes, billabongs, dams and the ocean are all part of our culture and everyday lives. Water awareness begins from a very young age. From birth, parents can enjoy safe water fun with their children. In 2002 the Northern Territory had the highest drowning rate in Australia in the under 5 s age bracket. RLSSA NT Branch along with the Northern Territory Government implemented the Water Safety Awareness Program as a strategy targeted at families and lifestyle. The Water Safety Awareness Program aims to reduce the number of drowning and water related incidents in the under five age group. This aim is achieved by providing parents of children under five with the information and skills relating to emergency procedures, water awareness and safety and swimming foundation skills, which can be used and practiced throughout their child s development. The Water Safety Awareness Program is available to children aged six months to five years who are permanent residents of the Northern Territory. This past year has been a great year to showcase the Northern Territory in leading the way in childhood drowning. The National Water Safety Conference was held in May at Sydney. Floss Roberts and Rebecca Gawne presented the WSAP to 150 water safety delegates from across Australia, response to the program from delegates was overwhelming and extremely positive. 21 WSAP - Water Safety Awareness Program 806 families have enrolled in the WSAP with 62% completing all five sessions. Since the implementation of the program over 5000 enrolments have been processed, prizes were given to Emily Watts and Jack Knight to celebrate the milestone. 22 WSAP IN THE NEWS LAWRENCE PRAISES NT DROWNING WORK Posted Fri Jul 18, :40pm AEST The former Olympic swimming coach Laurie Lawrence says the Northern Territory should be congratulated on reducing the rate of child drowning. The water safety advocate says the Territory used to have the worst record in Australia for children drowning in backyard pools, creeks and dams, but is now leading the country in preventing deaths. He says in the last five years only one child under five years old has drowned in the Territory. "One of the really proactive things that the Territory has done is there is five free water safety lessons available to all parents of a child under five which is absolutely fantastic. And I think this basically has been the big turnaround." DEATH OF SMALL CHILD REMINDER OF THE DANGERS OF INFLATABLE POOLS Media Release - 17 th January 2008 The death of a small child near Utopia last night highlights the need to be extra vigilant with small children in and around water at all times. NT Water Safety Advisory Council Chair, Daphne Read AO, said the recent death should be a reminder to us about the dangers. People forget or may not be aware of the risk associated with inflatable pools because they are often not very deep, but tragically it only takes about 10cm of water for a child to drown It only takes a few seconds for children to get into trouble and drowning is silent. Parents must maintain a constant visual of their children at all times, she said. The Water Safety Advisory Council is calling on parents to ensure that blow up pools, buckets and bath tubs are emptied immediately after use. The removal of toys around areas of water will also help to deter children. National Trends indicate that Indigenous Australians are four times more likely to drown than other Australians. All swimming pools and spas in the Northern Territory, including blow up and portable spas, are required to have a compliant barrier before being filled with more than 30 centimeters of water to prevent small children gaining unsupervised access. I ask that people pack inflatable pools up and put away when not in use and remind people that buckets, fish ponds and eskies also pose a real danger, she said. Acting Sport and Recreation Minister Kon Vatskalis said the success of the program justified continuing its support. "Since the program began there hasn t been a single drowning of a child under five in the Territory," said Mr Vatskalis. "Before the Government introduced the free water safety sessions and pool fencing program the Territory had the highest rate of drowning of children under five in the country we now have the lowest. "The Territory is now leading the country, with the Water Safety Awareness Program accepted as national best practice by the Australian Water Safety Council. "The program was due to end this year, but it will now continue indefinitely," Mr Vatskalis said. Developed and implemented by the Royal Life Saving Society NT, Mr Vatskalis congratulated the organisation on the success of the program. "Floss Roberts and her team have done a fantastic job with over 4,000 children completing the water safety sessions and I thank them for all their hard work." In addition to the expansion of the Water Safety Awareness Program, the Safe Pool Grant Scheme for Territorians who own existing pools or spas installed prior to 2003 has been extended for 12 months. "Through the Safe Pool Grant Scheme many pools are now safer due to having upgraded pool fencing," said Mr Vatskalis. "We re continuing the scheme to so residential pool owners can still access to grants of up to $4000 to upgrade their fence. "At the end of the day it is about saving the lives of children and I m incredibly proud that the Northern Territory is the only state or territory where a child hasn t drowned in the past five years," Mr Vatskalis said. 20

23 KEEP WATCH AMBASSADORS Drowning is the most common cause of accidental death in Australian children aged between 0-4 years. Keep Watch is a public education program of the Royal Life Saving Society Australia aimed at preventing drowning deaths of children in all aquatic locations. There are four main strategies of the Keep Watch program that parents and carers of children are encouraged to undertake to prevent children from drowning. It was a day where families could come down and have a go at Pool Lifesaving and swimming. Over the afternoon 40 kids participated in four Pool Lifesaving events which included Obstacles, Manikin Carry, Rescue A Friend and Club Fin Relay challenge. 25 SPORTS REPORT The word is spreading about how much fun Junior Pool Lifesaving really is! Over 32 kids aged between 7 and 12 participated in the Sport. Training is on Wednesday Nights at Casuarina Pool from 6pm till 7pm. The Program consists of Pool Lifesaving events, Water Safety skills and most importantly it increases stamina and fitness in a fun team environment. Two Pool Lifesaving Carnivals were held at Casuarina Pool over the Year, with Junior and Senior members participating in the lifesaving events. Thank you to all the Mums, Dads and RLSSA NT office staff for helping out with the Carnivals. Junior Pool Life Saving at Casuarina Pool Denise Clark, Zoe Clark and Jack Dowd completed at the South Australian Pool Lifesaving State Championships in April. They all smashed their personal best times in their events. Alice Springs Pool Lifesaving has been a huge achievement this year with over 21 members participating in the sport. A huge thank you to Petina Franklin and Deidre Couchman for their commitment in running a successful program in Alice Springs. Pool Lifesaving is held every Wednesday evening and the participants train in lifesaving events. An end of season Carnival was held 26/03/08 with the children participating in the events and joining in on an end of season BBQ. Two Pool Lifesaving Carnivals were held at Maningrida on 26/11/07 & 14/03/08. This was a great way for the children to learn and improve their lifesaving skills. Leah conducted a Pool Lifesaving Carnival at Tennant Creek on 12/09/07. The kids had a great time developing their skills in the sport. Over 20 children participated in the carnival, putting in a fantastic effort on the day. Daly River Pool Lifesaving Carnival was on 15/04/08. Floss, Queenie and Chris went down to run the carnival and were amazed by the talent they saw in the pool. After the carnival the children celebrated with apple slinky and fresh squeezed juice! Pool Lifesaving even made it to the thermal pools at Mataranka on 28/5/08. Melz and Queenie held the events to over 60 kids from the Katherine region. 26 AUSTSWIM The NT State Advisory Committee is chaired by Petina Franklin. Members meet twice a year and the key challenge for this year has been marketing. Course numbers have been low and many courses re-scheduled, this impacts on people who travel to Darwin or Alice Springs specifically to attend the courses. Fourteen AUSTSWIM teachers attended the NT professional development workshop on the 12 th August 2007 in Darwin. The conference was a great success despite declining numbers. A highlight of this year was Kath Midgley receiving the National Award for Most Outstanding commitment to AUSTSWIM. Kath has been an advocate for AUSTSWIM for over 25 years. Kath is a mentor and coach to all new presenters and is valued for her willingness to share knowledge and sustain a team of AUSTSWIMMERS. Kath empowers all around her and has kept the AUSTSWIM profile alive and respected as industry best practice. Kath thinks outside of the square and adds value to the organisation through the application of new ideas and an open, passionate and educated mind. Well done Kath! The program is regarded as industry best practice and has made a positive difference to families across the Northern Territory. 27 REMOTE POOLS PROJECT The Remote Pool Project has been operational since 2005 & currently working within fourteen Remote Indigenous Communities of the Northern Territory. These communities receive a direct benefit from RLSSA NT Branch through access to Water Safety Education in schools and community, Training & Resources, Aquatic Services, consultancy and RLSSA Programs. The RLSSA NT Branch aims to maximise the health, social and economic benefits of swimming pools in remote indigenous communities. Twenty six delegates from Remote Pool Communities in the Northern Territory, Indigenous Health & Ageing representatives, local members and both RLSSA NT & National representatives attended parts of the conference over the three days. The Conference was officially opened by the Former Administrator, Ambassador for Indigenous Heath and RLSSA NT Patron, Mr Ted Egan. The workshops aims were to: Support the use of community swimming pools as a means of preventing injury and promoting health and safety in Indigenous communities; Reduce the risk of drowning by using the community swimming pool to improve swimming and water safety skills in Indigenous communities; Foster strong networks across remote Indigenous communities Provide a means for exchanging ideas and information relating to the use and management of the community swimming pool in Indigenous communities in the Northern Territory; Exchange ideas and practices for more effective use of community swimming pools in Indigenous communities; Increase the health promotion knowledge and skills of participants, particularly in relation to injury prevention and safety promotion in Indigenous communities; and Help remote pool workers and sport and recreation workers progress towards Certificate III and IV in Community Sport & Recreation 25

30 YOUTH LEADERSHIP During the month of June, the RLSSA NT branch hosted two exciting Youth Organised Aquatic Leadership (YOAL) camps. The first camp was held in the remote indigenous community of Maningrida on the 13th 15th of June. Children between the ages of were invited to attend. Participants from Minjilang (Croker Island), Warruwi (Goulburn Island) and Maningrida attended. Four staff from RLSSA NT ran the camps Queenie, Melz, Chris and Liz. The 31 youth participants enjoyed three days of aquatic activities including important water rescue techniques, safe boating practices, touch football/basketball clinics and daily challenges. Each of the three days carried a theme, Sport & Participation (FUN), Education (LEARN) & Health (FEEL GOOD). The highlight for most of the participants was the fishing trip on day two. A local coxswain provided a safety talk before the participants boarded boats to be ferried to First Island, at the mouth of the Liverpool River. Once on the island the children explored the surroundings before being taken out on the boats again for a fishing trip. A total of 15 fish were caught between the camp leaders, fishermen and participants. Fish caught included the spectacular Coral Trout, Spanish Flag and plenty of Rock Cod. A lunchtime community barbeque on Sunday signaled the end of the camp with local community members attending before the camp leaders set off on the journey to Daly River to do it all again! 28

31 YOUTH LEADERSHIP The second YOAL camp was held in Nauiyu Nambiyu (Daly River) on the 17th 19th of June. A total of 41 students attended from nearby communities Palumpa, Peppimentarti and the host community Daly River. The camp in Nauiyu presented different challenges to the organisers than those at Maningrida, most difficult was that the community pool had been drained for some much needed maintenance. The swimming component was instead based at the nearby magnificent Tipperary Station for the day to carry out pool based rescue skills. The participants were split in to two groups, one group started in the pool, the second had fun with Life Be In It games. The most popular game was the giant inflatable ball. On the second day, the camp was based on the banks of the Daly River for the boating component of the camp. Groups of ten were taken up the river to nearby Woolianna Farm and back, with lots of crocodiles spotted along the way! On the final day, the participants were treated to a healthy eating and living talk from the local health clinic. The camp ended with a community barbeque on the oval with the local school children attending as well as members of the community. Both camps were hailed a success with the participants all taking away valuable skills and lessons to benefit them in the future. 29
