2 Our Core Business Manage and deliver government s extensive infrastructure program from capital works to minor new works and maintenance. Lead land development for the Territory, provide developmental and regulatory control and building and advisory services, manage the Territory s Crown estates, develop and maintain spatial information systems, and support statutory bodies such as the NT Planning Commission and Development Consent Authority. Provide strategic transport planning, regulatory and costumer services including public transport, driver licensing and vehicle standard registration and inspection services, and marine and road safety education programs.
3 Key Strategic Priorities 2017 Darwin, Palmerston, Katherine, Tennant Creek and Alice Springs Strategic Master Plans: Including planning for the growth and development of the Kenbi and Weddell areas. Ten Year Infrastructure Plan: To outline government s plan for providing infrastructure to enable growth and build a stronger Territory. Pipeline of Work: To provide Industry across the Territory a consistent pipeline of works to ensure local businesses are being supported and jobs maintained. Territory Wide Logistics Master Plan: To focus on supply chain infrastructure issues, improved freight efficiencies and appropriate planning and regulation. Planning Reforms: To implement a more transparent and planned approach to lands and planning policy in the Territory. Ride Sharing: To implement legislation to support ride sharing in the Territory. Road Safety Action Plan: Set a direction to reduce the number of road deaths and injuries on Territory roads.

11 Infrastructure Priorities Supporting Local Industry Buy Local Plan increased local content weighting for contracts to 30 per cent and includes Value for Territory criteria. Stimulus Budget 2017 provides $350 million across two years for strategically timed initiatives to sustain Industry sectors and benefit the community. Rolling Program of Work providing a steady flow of work to Industry; publishing and circulating the Department forward works and planned procurements for building, civil and consultancies. 10 Year Infrastructure Plan ensuring Industry priorities are delivered in consistent and known timeframes.
12 Value for the Territory Initiatives Value-for-Territory procurement initiatives are now in place and support local business by improving the way local content and benefits are recognised, evaluated and realised. During April 2017, 100 per cent of construction contracts were awarded to local businesses with the average days from close of tender to award being 17 days. From 1 June 2017 tenders will be advertised and closed on any working day. This change removes the tension of having multiple tenders closing on the same day. Forward works lists are distributed to stakeholders and published online to ensure advance notice of program and project
13 on track for RECORD expenditure In , the Department managed a record infrastructure program worth $1.7 billion, achieving $766 million in expenditure. In , the Department is managing a $1.75 billion infrastructure program and tracking to achieve $890 million in expenditure. Overall expenditure as at 10 May 2017, was $679 million: o Infrastructure expenditure - $367 million o Roads expenditure - $229 million o Housing expenditure - $57 million o Recoverable works, consultants and operational - $26 million
14 Budget The Northern Territory Budget provides substantial investment in major projects, infrastructure and repairs and maintenance across the Northern Territory. The $1.75 billion Infrastructure Program ($1.63 billion managed by this Department) provides significant investment across the Territory, including the largest investment in roads, to boost the economy, support jobs and position the Territory as a place to do business.
15 Infrastructure Delivery Brought Forward Projects $26 million for Palmerston Police Station brought forward two years to commence in Tender for design and document consultancy was awarded on 15 May 2017 to Ross Tonkin & Associates, in association with Jackman Gooden Architects. $12 million for a free Multi Storey Carpark at Royal Darwin Hospital brought forward from to Design and Construct tenders for the carpark closed on 24 May 2017 and are being assessed. $25 million for a new home for Rugby League at Warren Park brought forward three years to Tender for Design and Construction is to be released shortly. $18 million (including Commonwealth funding), for new Netball Courts in Darwin brought forward from to this year. Tender for Design and Construction to be released in June. $6.5 million for Tennant Creek Integrated School brought forward from to Design by Zone A Architects is underway and construction will commence early Improvements to the Youth Detention Facilities across the NT brought forward to $3 million in urgent works have already been delivered to improve safety.
16 Infrastructure Delivery New Projects $18 million in for the redevelopment and expansion of Darwin High School with a new central library and fabrication laboratory (STEAM hub). A tender for the design is currently being advertised, with construction to begin early $12 million in for the Darwin Middle School to construct a Performing Arts and Multipurpose Hall. $8 million in to construct a new Fire Station at Katherine. A tender for the design is currently being advertised, with construction to begin early $18 million to provide a PET Scanner and second CT scanner at Royal Darwin Hospital (RDH). The design is progressing and tender for construction within RDH is currently open until mid June Completion is anticipated for mid The associated cyclotron and expansion of the Allan Walker Cancer Care Centre is in design, with a construction tender to be released in October $120 million for City Deals ($100 million Darwin, $20 million Alice Springs) to revitalise the CBDs to unlock business and industry development. $50 million for the development of a major new Museum of the Northern Territory at Myilly Point (Old Hospital Site). $100 million ($10 million cash in 2017/18) towards building a Ship Lift and Developing a Marine Business Park.
17 Delivering Remote Housing The Government has announced $1.1 billion over 10 years for remote housing upgrades and new dwellings. The Remote Community Housing Program for and has scheduled the construction of 388 dwellings, consisting of 236 replacements and 152 additional new houses. The current program consists of 1009 upgrades. Availability of serviced land in community is a key issue moving forward. Targeting 30 per cent local Indigenous Employment for the these works.
18 Roads Program Budget provides $733.5 million to upgrade roads and transport infrastructure across the Territory. Key projects, including those jointly funded with the Commonwealth, include: $78 million for upgrading the Arnhem Highway on the Adelaide River floodplain; $57 million to upgrade Keep River Plains Road; $40 million for upgrades to the Buntine Highway; $41.2 million on the Outback Way roads in Central Australia; $37.5 million on the Beef Roads Program; $31 million to upgrade the Plenty Highway; $29.53 million for the new Barneson Boulevard Link project; and $25 million to upgrade the Tablelands Highway.
19 Audit & Risk Management The Department actively undertakes risk and audit activities through a dedicated Audit and Risk Management team. The Contractor Compliance Unit within Infrastructure Investment and Contracts Services undertakes regular audits on: o Work Health and Safety Management Plans (WHSMP) o Quality Management Plans (QMP) o Indigenous Development Plans (IDP) and Local Content/Industry Participation Plans (IPP)
