1 7th Project Coordination Committee Meeting under the Co-operative Mechanism in the Straits of Malacca and Singapore 24 September 2014 PCC 7/5 24 September 2014 REPORT OF THE MEETING SEVENTH PROJECT COORDINATION COMMITTEE MEETING UNDER THE COOPERATIVE MECHANISM ON THE STRAITS OF MALACCA AND SINGAPORE HELD AT BERJAYA LANGKAWI ISLAND RESORT, LANGKAWI MALAYSIA ON 24 SEPTEMBER OPENING OF THE MEETING 1.1 The Seventh Meeting of the Project Coordination Committee (PCC) under the Cooperative Mechanism on the Straits of Malacca and Singapore between the littoral States and user States was held on 24 September 2014 at Berjaya Langkawi Island Resort, Langkawi, Malaysia. 1.2 The meeting was chaired by Mr. Rossid Musa, Marine Department Malaysia and attended by representatives from the three littoral States, user States, user of the Straits and stakeholders from the shipping industry. The list of participants is attached as Annex During the opening of the meeting, the Chairman, Mr. Rossid Musa, Marine Department Malaysia expressed his appreciation and thanked the participants for attending the meeting and the good commitments from all delegations. 1.4 Indonesia and Singapore thanked Malaysia for hosting the meeting and for making all the arrangements. They also thanked and welcomed other participants to the 7 th PCC Meeting and wished for a positive discussion on the implementation of the existing and new projects. 1.5 People s Republic of China, India, and Japan also thanked Malaysia as the host for the meeting. India reiterated commitment to the Cooperative Mechanism and proposed capacity building through workshop on aids to navigation and hydrographic assistance, and considered cash contribution of USD 50,000 to ANF. The littoral States noted the offers from the People s Republic of China and India on the proposal to organize workshops pertaining to safety of navigation and marine environmental protection. 2.0 ADOPTION OF THE AGENDA Page 1
2 2.1 The Meeting considered the provisional agenda proposed in document PCC 7/2 and adopted the agenda set out in Annex IMPLEMENTATION OF PROJECTS UNDER THE COOPERATIVE MECHANISM 3.1 The Meeting noted the updates of the projects which were presented at the 7th Cooperation Forum under the Co-operative Mechanism between the littoral States and user States on safety of navigation and environmental protection in the Straits of Malacca and Singapore from 22 nd to 23 rd September Updates on the developments of existing projects as follow: PCC 7/3/1- Indonesia Project 5: Replacement and maintenance of aids to navigation in the Straits of Malacca and Singapore:- The meeting noted the updates on the regular maintenance and replacement of aids to navigation conducted by the littoral States Project 6: Replacement of aids to navigation damaged by the tsunami incidents:- The meeting noted that Indonesia has completed the 2 nd phase of the Project 6 implementation and agreed that the issues covered by Project 6 are considered completed. PCC 7/3/2 -Malaysia Project 1: Removal of Wrecks in the Traffic Separation Scheme in the Straits. The meeting noted:- The project contributor is from Germany, amount of USD 100,000 through IMO Malacca and Singapore Straits Trust Fund (IMO Trust Fund). (iii) MYWREMS Project had commenced in year 2013 with the consultation between Bundesamt fur Seeschiffahrt und Hydrographie (BSH) & Marine Department of Malaysia. Data-Feeding on wrecks information and other necessary data particularly in the Strait of Malacca Project 2: Hazardous and Noxious Substances (HNS) Preparedness and Response in the Straits of Malacca and Singapore. The meeting noted:- Page 2
3 (iii) (iv) (v) With appreciation the contributions from IMO Straits Trust Fund with an amount of USD 50,000 for Project 2 implementation received in year 2013; 8 participants from the Littoral States participated in the Regional HNS Convention 2010 Workshop organized by Malaysia from 6 to 8 November 2013 at the cost of USD 4,083.00; Malaysia conducted Development of Joint HNS Standard Operating Procedure (SOP) and HNS Response Centre Establishment in the Straits of Malacca and Singapore, for the littoral States in Johor Bahru, Malaysia from 24 to 26 June 2014 with an amount of USD 14,118.00; The MALACCA HAZMAT Refresh Training Course is expected to be conducted on early November 2014 for the Littoral States with an estimated amount of USD 31,486. In addition, Malaysia explores the cooperation with the Maritime Safety Administration (MSA), People s Republic of China in the conduct of OPRC-HNS Workshop in Beijing scheduled from October 2014, with an estimated amount of USD 50,000. PCC 7/3/3 -Singapore The Meeting noted the completion of Project 3, 4, 7 and 8 supervised by Singapore. 4.0 DEVELOPMENT OF THE NEW PROJECTS 4.1 The meeting noted on the number of new proposals that were presented at the 7 th Cooperation Forum. The new proposals from littoral States and user of the Straits are as follow: Indonesia :- The Study of the Blue Print for Future Development of Safety of Navigation and Marine Environmental Protection in the Straits of Malacca and Singapore; and Development of Supporting Element for Future Sustainable Operation of Marine Electronic Highway (MEH) in the Straits of Malacca and Singapore Malaysia :- Page 3
4 (iii) Hydrographic Survey in the Straits of Malacca and Singapore; Concept Paper on the Feasibility Study of the Places of Refuge in the Straits of Malacca and Singapore; and Concept Paper on the Feasibility Study on Identification of Particularly Sensitive Sea Areas (PSSA) in the Malacca Strait Singapore :- Test Bedding of Real-Time UKC Monitoring using AIS Communication on Board Deep Draft Vessels Transiting Straits of Malacca and Singapore; and Ship Traffic Management System in the Straits of Malacca and Singapore ANF Committee Secretariat:- Concept of A Proposed Study of Aids to Navigation in the Straits and publicity of ANF Industry Initiative :- ICS Concept for ANF in Straits of Malacca and Singapore Outline Plan by International Chamber of Shipping (ICS). 4.2 The meeting noted offers from the User States, user of the Straits and stakeholders to contribute financially or in-kind to the new projects proposed by the littoral States. Details are as follow: India proposed following:- Workshop cum training on aids to navigation with an objective to contribute for capacity building for navigational and environmental safety and to acquaint the participants with the latest aids to navigation maintenance and associated skills. Details of program are as follow: a. Scope:- - Maintenance, upkeep and operation of contemporary Aids to Navigation; - IALA Guideline on buoy system; - Introduction to latest electronic navigation system with specific emphasis on National AIS network, VTS and NAVTEX. b. Proposed date / period / venue / participants:- - Six (6) days; - Third week of January 2015; - Mumbai and Kandla, India; Page 4
5 - Three (3) participants from each littoral States Capacity building in hydrography including following:- a. Assistance in reviewing the multi-beam data at national hydrographic office of India post survey undertaken by littoral States for quality checks; b. Depute hydrographic specialist to assist in the process of survey; c. Assistance in publishing electronic navigation charts (ENC) based on surveyed data; d. Provide theoretical training of hydrography if required; e. Provides survey platform for joint-survey with littoral States if required. (iii) Contribution of USD 50,000 to Aids to Navigation Fund People s Republic of China :- Capacity building for OPRC-HNS Workshop. Participating in the test bedding real time UKC monitoring using AIS communication on board deep draft vessels IMO Straits Trust Fund :- During 7 th Cooperation Forum held from September 2014, IMO Straits Trust Fund pledged to contribute in the project proposed by Malaysia - Concept Paper on the Feasibility Study of the Places of Refuge in the Straits of Malacca and Singapore. 4.3 The meeting noted the new projects proposed by the littoral States and ICS are subject to the discussion and approval in the 39 th TTEG Meeting held from 25 to 26 September CONSIDERATION AND ADOPTION OF THE REPORT 5.1 The Meeting considered and adopted the report of the meeting. 6 6.0 CLOSING REMARKS 6.1 On behalf of the three littoral States, the Chairman thanked all delegations for their positive contributions and cooperation for making the 7th PCC meeting a success. The positive indication and commitment from the delegates to contribute to the identified projects demonstrated the success of the Cooperative Mechanism, and in particular the PCC. 6.2 Singapore will host the 8th PCC in The venue and date will be communicated in due course. 6.3 The participants also thanked and expressed their appreciation to Malaysia for convening the Meeting, for the arrangements and the hospitality, and to Mr. Rossid Musa for chairing the meeting.
