4 1.0 Introduction This report describes the service changes planned for 2015 for the Fraser Valley Regional District, City of Abbotsford, District of Mission and City of Chilliwack. These changes are highlighted by the introduction of the Fraser Valley Express (FVX) service connecting Chilliwack, Abbotsford and Langley and the changes required for the local bus network to support the Fraser Valley Express and ensure maximum service efficiency and attract new ridership. It also summarizes the quick-win service adjustments to the Central Fraser Valley Transit System to improve on-time performance based on the 2014 Service Efficiency Review. These proposed service changes also align with the Abbotsford-Mission Transit Future Plan and the Chilliwack Area Transit Future plan which outline a 25-year vision of transit in the regions and mode share targets. The details summarized in this report are based on the extensive public consultation that has been undertaken for both the FVX service and the Central Fraser Valley Service Efficiency Review as well as for the respective Transit Future Plans. This report also includes a timeline for implementation, service level adjustments, street-bystreet routings, fares and information on the Marketing and Consultation Plan. The service changes in this report will be subject to continued ridership analysis and further review through public consultation, and are therefore subject to change. Post-implementation refinements are also anticipated, as is the case with any large scale introduction of new service. 2.0 Objectives of the Implementation Plan The goal of the implementation of the FVX and the service changes to improve on-time performance is to create a high quality bus network in Abbotsford-Mission and the City of Chilliwack that supports the FVX with an effective community feeder and circulation bus network that works to increase transit ridership. Specific objectives of this plan are: Connect Communities: Ensure reliable and safe connections are made between the City of Chilliwack, City of Abbotsford and Metro Vancouver. Maximize access to the FVX: Ensure maximum connectivity between local bus routes and the FVX in order to facilitate interregional travel and build ridership. Refine local bus service: Refine local bus service to expand options for local travel and provide convenient connections to the FVX. Optimize cost of delivery: The local bus network will cater to local travel demand while the FVX will become the primary connection for interregional trips, while also serving some local trips in the corridor. Improve on-time performance: Adjust schedules in the local bus systems to address on-time performance issues. Leverage benefits of new infrastructure: Routes will be adapted to take advantage of new transit infrastructure and priority measures to allow more efficient service. For passengers this means a more direct trip and improved access. Local changes will be cost neutral: With the exception of the introduction of the FVX 1, all service changes in the local transit systems will be cost neutral. 1 The FVX will be funded through a partnership between BC Transit, FVRD, the City of Chilliwack and the City of Abbotsford. 2

5 2015 FVRD, Central Fraser Valley and Chilliwack Service Implementation Plan 3.0 Service Areas 3.1 City of Abbotsford For the City of Abbotsford, the implementation of the FVX will result in two new major transfer points at Highstreet Shopping Centre and McCallum Road south of the highway. These stops will bring improved transit service integration and customer amenities to Abbotsford, while boosting access to Highstreet Shopping Centre and the University of the Fraser Valley. These stops will also leverage existing Park & Ride infrastructure. In addition to the FVX, the quick win service changes identified in the Service Efficiency Review will help address the ongoing on-time performance issues on some of the busiest routes. These service changes also complement a movement towards the network design revision proposed in the Transit Future Plan that includes a more streamlined Frequent Transit Network. 3.2 District of Mission For the District of Mission, the quick win service changes identified in the Service Efficiency Review will help address the ongoing on-time performance issues on some of the busiest routes, particularly for service that connects with the West Coast Express. These service changes also complement a movement towards the network design revision proposed in the Transit Future Plan. 3.3 City of Chilliwack For the City of Chilliwack, the implementation of the FVX will result in an upgraded Park & Ride at Lickman Road and new stops along Vedder Road and Downtown Chilliwack. 6 5.0 Service Change Overview 5.1 Fraser Valley Express The Fraser Valley Express is a regional limited-stop service that is designed to connect the municipalities in the Fraser Valley Regional District to Metro Vancouver and the TransLink system. It is intended to be competitive with the personal automobile, reliable and provide passenger comfort and convenience. The following page includes a detailed map of the Fraser Valley Express. 4

9 5.2 On-Time Performance The delivery of on-time performance in a transit system can have significant impacts on its provider and both existing and potential customers. To customers, unreliable service affects their perception of service quality, transit utility compared to the other mode choices and value for money, while to transit agencies, this translates to loss of ridership and revenues and higher costs to provide additional service to compensate for unreliable service operations. For Abbotsford-Mission, the most common causes of service unreliability are traffic/congestion, delays at at-grade railroad crossings, passenger loads and insufficient running times. The best strategy to deal with on-time performance issues is to schedule running times that are reflective of actual operating conditions. This means that schedules should be built in consideration of known delays. Additional strategies include: Regular system monitoring to enforce balanced and consistent intervals between trips The application of control strategies The coordination of passenger loads to avoid poor departure spacing of buses and overcrowding. The implementation of traffic signal priority and transit-only lanes or queue jump lanes at congested intersections can also help to reduce the variability in running times and balance headways to reduce the occurrence of bunches and gaps in service. For Abbotsford-Mission, given that all service changes are required to be cost neutral 2, there are two options to address the on-time performance issues. The first is to reduce the total number of trips on certain routes and the second is to reduce the routing distance of certain routes to therefore reduce the total running time. Based on feedback collected in stakeholder and public engagement throughout 2014, the preferred method to address the on-time performance issues is the latter, which means that the system will discontinue certain low-performing or overlapping sections of transit routes and reinvest the time saved into the existing operating schedule. 5.3 Service Change Summary This section describes the changes to the local bus network to be implemented in Changes to the bus networks include a reconfiguring of service to connect with the Fraser Valley Express and the quick wins to improve the on-time performance in Abbotsford- Mission. Table 3 further describes how changes to specific routes will impact each route and the customers. 13 For the medium to long-term, the FVX will serve additional stops along the corridor in addition to integrating with the stops and exchanges in improved ways. 14 2015 FVRD, Central Fraser Valley and Chilliwack Service Implementation Plan 5.5 Park & Rides A Park & Ride is a parking lot with connections to public transport that allow commuters and other people headed to city centres to leave their vehicles and transfer to public transit for the remainder of the journey. The vehicle is typically stored in the parking lot during the day and retrieved when the owner returns. Below is a summary of the Park & Rides along the FVX route. A detailed plan for the Downtown Mission Exchange can be found in Appendix Future Infrastructure Requirements In order for the FVX to be successful, infrastructure improvements beyond what exists today will be required to improve reliability, faster running times, improve safety, allow convenient transfers to local service and customer comfort. These improvements may include: Transit priority lanes on Highway 1 Transit queue jumper lanes at major intersections Access and egress ramp at Carvolth Exchange for service arriving from the east and departing to the east Bus stop shelters at all of the FVX stops (particularly at Highstreet and Vedder) Improved road configuration at McCallum for better integration with local service and customer transfers at the Park & Ride Paving of Park & Ride at Lickman A possible bus-turnaround included in any future development of the land directly north of Highstreet Shopping Centre Bus stops on entrance and exit ramps on Lickman overpass and at Whatcom (future FVX stop) Proper signage at Park & Ride locations Bicycle parking at FVX bus stops 11

15 7.0 Potential Future Projects Additional projects for these regions are proposed for implementation in the short- to medium-term and may have an impact on the schedule design of the FVX. These projects include: Introduction of new regional service connecting Hope-Agassiz-Chilliwack Expansion of Chilliwack Transit service to Yarrow on weekdays Expansion of Chilliwack Transit service to Cultus Lake year-round Redesign of the City of Abbotsford s route network and future expansion to service based on recommendations from the Service Efficiency Review and Transit Future Plan o This includes a re-alignment of the central transit hub in Abbotsford from Bourquin Exchange to Downtown Exchange which will allow a more integrated network and improved connections with the FVX (e.g. connecting the Route 31 Abbotsford-Mission to McCallum) Redesign of the District of Mission s route network and future expansion to service based on recommendations from the Service Efficiency Review The details of these additional projects will be summarized in subsequent documents. 8.0 FVX Fares The proposed fare structure for the FVX is summarized below: Cash TABLE 7 FVX Fares FVX Fare Tickets (book of 10) $45.00 Adult Monthly Pass $ Student/Senior Monthly Pass $85.00 $5.00 (8 and under free) The fare structure reflects the concept of the single cash fare, which eliminates cash and ticket discounts for students and seniors but continues to offer age-based discounts on monthly passes. The single cash fare is becoming a popular choice for numerous transit systems across Canada and has several benefits, including offering: Simplicity in the fare structure Improved quality of data collected from fareboxes Reduced reliance on transit operators to enforce age-based fares thereby reducing the likelihood of fare disputes An incentive for riders to switch to prepaid products, thereby potentially encouraging more consistent ridership, all while reducing the fare collection costs Children 8 years and younger ride for free on the FVX. In the local system of Central Fraser Valley children 8 and under ride free while in Chilliwack and Agassiz-Harrison local systems, children 4 years and under ride free. Choosing an age break at the age when children enter kindergarten is normal through transit systems in BC, however, offering free rides to older children will ensure the new service is affordable for families. Tickets will also be sold in sheets of 10 and are priced at nine times the single cash fare. Tickets provide passengers a convenient, lower cost alternative to cash. In the case of the FVX, a book of 10 tickets will lower each individual fare to $

16 2015 FVRD, Central Fraser Valley and Chilliwack Service Implementation Plan In pricing the monthly passes, BC Transit guidelines suggest a multiple of 20 to 30 times a single cash fare. Pass prices for similar transit services average 23 times a single fare. The fare option selected for monthly passes is on the low end of the range of multiples of 20 times the cash fares. Pricing monthly passes at the low end of the guideline range will allow the local governments the flexibility to see how demand for the service progresses and adjust accordingly in the future. Customers transferring between the FVX with the local systems will be required to pay separate fares for each system. For example, for a customer that uses both the FVX and the Abbotsford-Mission transit systems, they will be required to purchase the fare/pass for both the FVX and the Abbotsford-Mission systems. In other words, for a customer travelling from Chilliwack to Downtown Abbotsford, they will be required to pay the FVX fare (or have the FVX pass) plus the Abbotsford-Mission fare (or have the Abbotsford-Mission pass). Table 6 on the following page summarizes the total costs for monthly passes and single fares for the FVX and local systems. The addition of a day pass into the fare structure has a relatively high cost of printing and distribution for the relatively low value benefit that riders are expected to derive. Also note that the FVX service will not be included in the UPASS program. Therefore holders of the UPASS will be required to pay the FVX fare. 13

17 9.0 Marketing and Communication Plan Stakeholder and public engagement was undertaken in 2014 for feedback on the FVX and the Abbotsford-Mission Service Efficiency Review. This included open houses and online surveys that yielded a high response rate from stakeholders and members of the public throughout the Fraser Valley and Metro Vancouver. As noted earlier in this report, many of the comments received through this consultation have been considered in the development of the final recommendations for the FVX and the quick-win service adjustments in Abbotsford-Mission. For the implementation of the FVX and other service changes, a Marketing and Communication Plan was created that outlines the steps necessary to communicate and consult on the service expansion and changes planned for April The following are the primary and secondary priorities for this plan: Primary: 1. To make the public aware of the FVX and other service changes 2. To obtain user and student feedback 3. To ease implementation Secondary: 1. To promote ridership and community support for transit 2. To educate people on the FVX and local transit systems The proposed audiences and stakeholders for communication and/or consultation include: Residents o Abbotsford o Mission o Chilliwack o Fraser Valley o Langley (and Metro Vancouver) Students Bus users/riders o Current o Potential Local government o Councils/Boards o Staff/administrators Local Operating Company o Bus operators o Customer Service Agents o Management/Supervisors Business owners Community organizations o Neighbourhood associations o Seniors groups o Youth groups o Chamber of Commerce/area business associations o Residential communities Media 10.0 Monitoring Plan The service expansion and changes will be monitored closely by BC Transit and the local partners in post-implementation to ensure that the schedules and route alignments are meeting the needs of the customers. This will include ridership analysis, on-time performance analysis and customer feedback. If any changes are required, they will be made in late 2015, or possibly sooner depending on the scope of the change needed. The ridership will also be analyzed closely in summer/fall 2015 and then compared with previous years to see the impact of the changes and fare structure. This information will be presented to Councils and Boards in late

18 DRAFT 2015 FVRD, Central Fraser Valley and Chilliwack Service Implementation Plan 11.0 Conclusion The expansion and service changes planned for 2015 will enhance the networks of the transit systems in the Fraser Valley while ensuring that interregional service is efficiently provided by the FVX. Once the FVX is implemented, a customer will be able to travel from Chilliwack to Horeshoe Bay via public transportation. To achieve maximum benefits in linking transportation modes, a high level of service and infrastructure integration will be required, especially to ensure transfer locations are as convenient and comfortable as possible. It is also vital that the local partners continue to support transit growth with ongoing investment and transit supportive land-use decisions and active transportation initiatives Next Steps 1. Approval of the FVX Implementation Plan by the FVX Steering Committee 4 that includes: Implementation of the FVX express, regional service Implementation of local service adjustments in the CFV transit system including Abbotsford and Mission to maximise integration with FVX and address on-time performance issues. Implementation of local service adjustments in the Chilliwack and Agassiz Harrison transit systems to maximise integration with FVX. 2. Development of 3 Memoranda of Understanding (MOU) that will detail the scope and timeline of key activities associated with maintaining an implementation date of April 6, These MOU s will require signoff by senior local staff by mid-december before detailed work can commence. 3. Continue development of service changes proposed for Fall Assistance by local partners in the development and implementation of a collaborative Marketing and Communication Plan (Appendix 4) 5. Development of a longer term Facility Masterplan that will guide future upgrades and development of transit supportive infrastructure. This will include transit priority, circulation routes, pull outs, wayfinding and shelters. 4 The FVX Steering Committee consists of local staff representatives and key stakeholders. 15
