4 A reenactment of the Canboulay Riots was held as part of Emancipation celebrations at Trinmar s Marine Base, Point Fortin. Emancipation and other cultural celebrations are held annually at different locations across the organisation as Petrotrin celebrates the diversity of culture reflected in its workforce - a microcosm of the wider Trinidad and Tobago society.

5 Editorial Building Stakeholder Relationships As the global energy sector continues to evolve, so too must we as the state owned oil and gas company if we are to continue to meet our goals of providing value to the people of Trinidad and Tobago. Over the years, Petrotrin has repeatedly stated its recognition for the importance of stakeholder relationships. Today, as we set our focus on establishing a high performing culture, relationship management continues to be prioritised at all levels of the organisation. In this issue of the PetroConnect, we focus on some key areas which can directly impact our reputation and performance as a business. Corporate Governance The effectiveness of our Corporate Governance structure can directly affect our reputation and relationships with our rating agencies and financial institutions. Community Relationships The communities within which we operate are recognized as primary stakeholders. We rely on their goodwill to support our operations and many of our CSR activities are executed with these communities in mind. In the month of July, Petrotrin conducted a public consultation exercise in Moruga as part of a Pipeline Replacement exercise. More details on this exercise and Petrotrin s involvement in the Moruga community are provided on Page 8. During the month of August 2016, Petrotrin responded to reports of oil sightings in the Gulf of Paria. Given the nature of our operations as an oil producer, we recognize the importance of having an effective emergency response and will be frequently communicating our emergency contact numbers and procedures to our stakeholders. Our advertisement with Emergency Contact Numbers for Pointe-a-Pierre is featured on Page 2. Look out in future issues of the PetroConnect for more. Regulatory Agencies Petrotrin s license to operate is reviewed by regulatory bodies including the Environmental Management Authorities. These bodies establish guidelines for our performance and monitor our compliance. On Page 12, we feature regulatory visits by the EMA during the month of August. Strategic Direction and Employee Relations In this issue, we feature articles on our Chairman s interviews in the media speaking of the Company s vision and strategic direction, as well highlights of internal activities including Emancipation celebrations across the Company and a number of CSR projects supported by Petrotrin. There is also a fun crossword puzzle to test your knowledge of safety operations. As we continue to report on Petrotrin projects and activities, we recognize that embracing stakeholder engagement is not always an easy accomplishment, but it is a target that working together we are confident that we can accomplish and take pride in. 6 Petrotrin aims to reverse the decline in crude production Enhanced Oil Discovery (EOR) has been identified as a key strategy to improve the levels of crude oil production at Petrotrin. In an interview published by the Business Guardian on August 4th, Petrotrin s Chairman Professor Andrew Jupiter identified this strategy as key to reversing the decline in production. Most experts will agree that we have only produced somewhere between 15 and 20 per cent of our oil in place, Professor Jupiter states. So, in the past we have found oil and we have only been able to bring to market less than one fifth of the oil in the ground. We believe that using enhanced oil recovery we will be able to produce another 10 to 15 per cent of oil in place. Petrotrin has faced a 15 to 20 per cent annual decline in its production, requiring the constant workovers of wells and drilling of developmental wells at significant cost. According to the report, Professor Jupiter revealed that in addition to using EOR as a strategy to produce more oil, Petrotrin will be making its 3D seismic survey data available to companies who may have an interest in drilling in the company s acreage. He said: Part of Petrotrin s strength is the acreage that we control. We have spent a lot of money acquiring data via a 3D seismic programme. We believe that we should make the data available to our partners who have been working with us as lease operators, or farmouts, but also to other companies that may have an interest. This is necessary because we believe that fresh eyes, fresh interpretation may help unlock more and more oil. The Chairman expressed his gratitude for the support of the unions and the Board of Directors and promised that the Company will produce a new strategic plan by the end of his first year as Chairman that will guide the company into the future. 7 Petrotrin welcomes addition to Board of Directors Petrotrin Director Sookdeo Heeralal Mr. Sookdeo Heeralal has been appointed to the Board of Directors of Petrotrin. Mr. Heeralal is a former employee of Petrotrin. He joined predecessor company Texaco Trinidad Incorporated (Textrin) in He spent thirty-one (31) years in various technical and commercial roles in the Exploration and Production division with increasing levels of responsibility. He retired as the Manager, Oil and Gas Commercialisation. Mr. Heeralal holds a BSc Geology from the University of the West Indies and an MBA from Herriot-Watt University. He is a member of the Association of International Petroleum Negotiators, American Association of Petroleum Geologists and also a member of the Geological Society of Trinidad and Tobago. We take this opportunity to welcome Mr. Heeralal to Petrotrin. Petrotrin Chairman interviews with UWI-STAN Petrotrin s Chairman Professor Andrew Jupiter has described this Company as a poll for the best human resources in the energy industry in Trinidad and Tobago. In an interview for the May-June issue of the UWI-STAN Magazine, Professor Jupiter spoke of Petrotrin s contribution in training the talent in the local energy sector and identified quality training as one of the key competencies of the Petrotrin model. Almost every single company locally and internationally has an employee who has been trained at Petrotrin, he stated, adding that almost all of the top positions in Petrotrin are held by locals. Professor Jupiter, in his interview, spoke of Petrotrin s unique position as a state enterprise collating the resources of several multinational entities. He noted that these entities, including Shell, Texaco and BP, would have left their stamp on the communities they helped to create along the southwestern peninsula and they would have contributed to the different cultures which continue to exist in the organisation today. Petrotrin s DNA is an amalgamation of international energy companies and acquisitions, said the Chairman who had previously served as a director on the inaugural board of the state-owned company. Petrotrin was the attempt to merge three different cultures: Point Fortin, Palo Seco and Pointe-a- Pierre into one It was an attempt to create one out of three: three different companies, three different management styles, three different visions. We wanted them to be one. Three companies who never thought they would be together have now become one. The Chairman does not doubt that Petrotrin will continue to contribute to the positive development of the national community, however he believes that capitalizing on and strengthening the skills of the company s workforce, candid discussions with the collective bargaining bodies and the involvement of other stakeholders are critical to securing Petrotrin s long term sustainability. Chairman Professor Andrew Jupiter In the interview, Professor Jupiter says the original purpose for creating Petrotrin should remain paramount, especially in times of economic uncertainty. Still, he says, the Company will adopt a different approach. We will open the books and talk candidly with the union about where we are and together we will move this company forward, he said. We will turn around this company and do it hand in hand with the union. PetroConnect No. 166, 7 of

9 Going Beyond Compliance A look at Petrotrin s Meteorological Stations at Pointe-a-Pierre and Point Fortin Did you know that there are Meteorological (MET) Stations installed at our operations? In September 2013, Petrotrin purchased two specialized and advanced Sutron MET stations for use in our operations. This is in keeping with recommendations by the Trinidad and Tobago Meteorological Services (TTMS), who also utilizes similar Sutron MET Stations. These stations were installed at Petrotrin s Pointe-a-Pierre and Point Fortin Operations building. The Sutron MET Stations are used in Petrotrin for providing real time weather conditions, which include the following: 1. Air Temperature ( C): Instantaneous, Minimum, Maximum 2. Rainfall (mm) 3. Wind Speed (cardinal points): Instantaneous, Average 4. Wind Direction (Km/hr): Instantaneous, Average 5. Barometric Pressure (hpa) 6. Relative Humidity (%) 7. Dew Point ( C) Data generated from these MET Stations are used as an input in communication of major activities such as: 1. Planning and decision making 2. Air Emissions Monitoring and Reporting, 3. Climate Change Projects, 4. Oil Spill Contingency Trajectory Planning, 5. Preparation of CECs & EIAs Applications 6. Establishment of a Meteorological Database and Baseline Nationally. The HSE Department (Corporate) manages the maintenance servicing of these stations, retrieves meteorological data and provides meteorological information to various departments upon request. The data utilised contributes to greater scientific use in all of the above areas, providing Petrotrin to utilise greater scientific evidence in the environment we operate every day. 10 P-a-P Trinmar - Canboulay Santa Flora Emancipation Celebra Emancipation celebrations throughout the Company were held on 2016 July and on 2016 August 4 at Petrotrin s Santa Flora, Trinmar and Pointe-a-Pierre operations respectively. Trinmar s 19th year of putting on an Emancipation program saw the elaborate re-enactment of the Canboulay riots done by Cap-de-Ville folk performers who worked closely alongside Eintou Pearl Springer (formerly Pearl Eintou Springer) a poet, playwright, librarian and cultural activist from Trinidad and Tobago. The event organised in keeping with the theme Building Up to a Higher Calling drew a crowd of spectators who thoroughly enjoyed the performance. The Canboulay production takes place annually in Port of Spain at the break of dawn on the Friday preceding Carnival owing the fact that our Carnival pageantry stems from the occurrence of this riot. Historically, it also serves to commemorate the journey towards the abolition of slavery. The Emancipation committee arranged for a reenactment of the Canboulay riots to be held at Point Fortin not only because it highlights yet another aspect of our rich and diverse African heritage but also to show descendants now, that what they presently enjoy came at no small cost. Santa Flora held their 21st Annual Emancipation Celebrations in keeping with the theme Celebrating the Resilience of a People. The event featured two dynamic speakers- Mr. Winstay Lewis (Senior Manager E&D) whose address included illustrations of resilience using metal as an analogy of the strength of African people through centuries of hardship as a result of colonialism, and Mr. Ako Mutota whose address sought to inform and educate the creativity and ingenuity of our Ancestors. A local theme prevailed this year s celebration as entertainers included not only persons from within the Santa Flora community like the Shashamane Dance Ensemble and 10 PetroConnect No. 166, 7 of 2016 Santa Flora Mr. Dennison Vincent but employees from Petrotrin s E&P Staff, as the Santa Flora founded dance group Latin at Lunch whose two representatives thrilled the audience with a self - choreographed Latin Dance to an old African folk number. The celebrations culminated with the traditional display of African wear modelled by Santa Flora employees. Attendees were also treated to tasty traditional sweets and African themed craftwork and clothing from various vendors at the Emancipation village-like atmosphere. A good time was had by all! 15 History of the Part III Pointe-a-Pierre Refinery Countdown to 100: The following continues the series of articles highlighting milestones in the development of the Pointe-a-Pierre Refinery as we approach its centenary. In 1955, the marketers of Regent Petrol published an advertisement in Europe boasting that they had one claim onlythat there was no better petrol than the brand they produced. This advertisement may have been well received by the markets they targeted, but a less known fact was that much of this petrol sold on these international markets was produced from crude in Trinidad and processed at the Pointe-a-Pierre Refinery. While TLL fuel was sold locally with the introduction of gas stations in 1918, the company entered the United Kingdom s petroleum distribution market in 1930 with the purchase of Burt, Boulton and Haywood and sold its products under the Regent Petrol brand, This brand was recognised as a high grade fuel with natural antiknock properties and it was sold competitively at the same price as other leading brands. In 1931, Trinidad Leaseholds Limited (TLL), the British Company responsible for the operations of the Pointe-a-Pierre Refinery processed crude from its own Barrackpore, Forest Reserve and Guayaguayare fields. It also produced crude from operations it acquired through purchase from the New (Oropuche) Trinidad Oilfields Ltd in Fyzabad; the Palo Seco Oilfields (C.C Stollmeyer); the New Dome Oilfields Ltd in Fyzabad and the Siparia Trinidad Oilfields Limited in Palo Seco. In addition, TLL processed the crude from fellow producers, which were sold to the refinery. These included the crude from Trinidad Central Oilfields Limited at Tabaquite, Guapo and Lizard Springs, Guayaguayare and from Apex (Trinidad) Oilfields Limited in Fyzabad and Siparia So vast was its operations that in 1931, TLL, through its refining operations, was recognized by the Trinidad and Tobago Mines Department as the most important one in the Colony from the refining and marketing point of view. The extension of the Pointe-a-Pierre refinery continued in the early 1930s with the construction of Nos. 3 and 4 Dubbs ( ). The years 1937 to 1939 saw a number of major developments in Trinidad and Tobago. The year 1937 marked the height of the labour struggle in the oil-belt led by Tubal Uriah Buzz Butler and many oil workers lost their lives in the struggle for better wages and working conditions. In 1938, as hostilities increased between Germany and the United Kingdom, the Pointe-a-Pierre Refinery installed and commissioned No. 5 Dubbs, an Iso-Octane plant and a hydrogen plant to increase cracking capacity at the refinery and allow for the manufacturing of aviation fuel. With these extensions, the refinery at Pointe-a-Pierre was considered to be comparable to any in the world. World War II was declared in 1939, and Britain and its allies introduced measures to protect the Point Fortin and Pointe-a-Pierre refineries which were considered to be of critical strategic importance to their effort. The oil camp at Pointe-a-Pierre, already considered to be exclusive, saw the introduction of even more stringent security arrangements and work at the facility became classified as official secrets. In 1939, the management of UBOT at Point Fortin and TLL at Pointe-a-Pierre installed guns to defend the refineries from attack by sea. Several anti-aircraft guns were also installed in the area of the refinery, and a volunteer group among the engineers were trained by military personnel in their use.
