1 Minutes of meeting held at Welcome Lotteries House Karratha Thursday, 26 October 2017 ITEM 1 WELCOME AND MEMBER INTRODUCTIONS The Chair welcomed all present and declared the meeting open at 4:05pm. General Business: ITEM 3 RATIFICATION OF PREVIOUS MEETING MINUTES Members ratified previous meeting minutes as a true and accurate account of discussion. ITEM 4 ACTION ITEMS PK to provide an update on Greenfield Ports (Anketell, Balla Balla and Cape Preston East). ITEM 5 MARINE OPERATIONS UPDATE Port of Dampier Harbour Master, Vikas Bangia VB discussed the following topics: Safety update PPA s 12 month rolling average LTIFR is at 0.00 against a target of 1.7. It has also been two years since PPA has had an injury to a contractor, port user or employee. Page 1 of 5

2 Port statistics 2016/17 financial year statistics, breakdown of commodities and 2017/18 year-to-date statistics. Port Operations Update Updated site access procedures and a port security audit undertaken in early October (no non-conformances were recorded). Fender Replacement Program Update Project is on schedule and expected to be completed by end of November Two additional 50 tonne bollards are being installed for safer and efficient berthing of vessels. Emergency preparedness Pilotage contingency simulation training carried out in August and September; Cyclone Emergency Plan is now updated; Dampier employee attended a Planning Officer course at Yarra Valley, Victoria; and Oil Spill Response Deployment Training carried out in Withnell Bay. Marine events Tug Cang 18 experienced blackout and lost power, anchor was dropped in shallow water and prevented vessel from running aground; Offshore Support Vessel Maersk Logger lost propulsion and drifted towards tug pen breakwater, however regained control and corrected position. Nil ITEM 6 ENVIRONMENT AND HERITAGE UPDATE Manager Environment and Heritage (West Pilbara), Dan Pedersen DP discussed the following topics: Environmental Management Plan (EMP) The plan guides PPA s work for the year ahead and captures updates to key environmental risks and associated actions to address risks. Available on PPA s website. Perfluoroalkyls (PFAS) in Fire Fighting Foams PFAS identified in EMP as a risk that spans across all ports (i.e. possible contamination of port groundwater, marine waters, soils and marine sediments with PFAS substances). As part of annual groundwater monitoring program for King Bay Industrial Estate, additional samples will be collected for the analysis of PFAS. Community Bird Watching Event (Murujuga National Park) PPA partnered with Murujuga Land and Sea Unit Rangers and local industry to host a community bird watching event with over 60 participants. Event included guided walk by ranger or local elder and a total of 55 native bird species were spotted during the occasion. ICARE Roadside Clean-Up - 49 industry volunteers from ten organisations were involved for PPA s final ICARE roadside clean-up within the King Bay Industrial Estate for SO: What is the latest update on the Passiflora (Stinking Passionflower vine)? DP: The Passiflora has been identified a significant environmental risk for PPA in the EMP. We are waiting on rain, as there is no benefit in treating it whilst it s dormant. Once the Passiflora is in its active growing period - after the rain - we will treat it with herbicide and develop an ongoing program which utilises our GIS team to detect where it is, so we can locate it. Dave Pozzari is leading the project. DPo: PPA will also be submitting for the Golden Gecko Environmental Excellence Awards on our work on managing the Passiflora, and there will also be a research paper on this. Page 2 of 5

3 ITEM 7 COMMUNITY UPDATE Director, Corporate and Government Affairs, Richard Barrett RB discussed the following: Latest recipients of the Community Support Initiative Port Walcott Volunteer Marine Rescue, Karratha District Junior Soccer Association, Karratha Markets, Karratha Community Garden and Karratha Scouts Troup. Annual Stakeholder Survey 2018 Some members may be contacted to participate in the anonymous and independent survey with field work due to commence in late January. Members are encouraged to contact consultants to participate and provide feedback. SO: AW We received funding for the Aquaponics project for the Karratha Community Garden, and it s been really popular with the community. People love the guppies and other fish here it s a great visual for the community. Note: PPA staff joined SO following the meeting to view the Aquaponics. A recipient of PPA s funding, local boxer Joshua Hill is doing extremely well. At the moment, he has 20 to 30 local children who he has been training. This is due to PPA s funding which has helped to purchase equipment and support the boxing facility. Boxer Danny Green also came to town, which was great. More disadvantaged children are taking part, and joining the Tambrey Boxing Facility so thank you. ITEM 8 PORT DEVELOPMENT UPDATE Director Port Development, Peter King PK discussed the following: Cape Preston East Reserve created in March 2017 and Management Order issued to PPA; State and Federal Government Environment approvals secured to construct and operate facility Balla Balla Port gazetted and placed under the management of PPA. State Agreement signed with BBI Rail Aus Pty Ltd. and currently being debated in parliament. Land taking for the port will occur post ratification of the State Agreement. Port of Anketell Government has completed land assembly; port approvals and proponent development pending. Ashburton Multi-user port to transfer under PPA s management in progressive phases following first imminent export of gas from Chevron-operated Wheatstone project. Ultimate capacity of 50mtpa LNG and other processed hydrocarbons. Shipping and Pilotage Act (SPA) 1967 Ports Port Legislation Amendment Bill 2017 expected to be introduced into Parliament in late Ports of Onslow, Barrow and Varanus Islands, Cape Preston and Walcott to come under PPA s management. Livestock exports from Port Hedland New loading ramp commissioned at Port Hedland that can be used on PPA Berth s 1, 2 and 3. First shipment in September 2017 with more than 2,000 head of cattle. Represents best-practice in animal welfare. Future plans to export cattle from Lumsden Point General Cargo Facility. Has (company name redacted) asked PPA about a loadout facility (at Cape Preston East)? Page 3 of 5

4 PPA has had discussions in regards to this. Would that include a proposed man-made island? PPA doesn t dictate what proponents might consider developing or exporting at the appropriate time they will make a development application and where that meets requirements we will facilitate the project. Looking at all the ports that will eventually be under PPA s management, is Port Hedland the headquarters? No, Port Hedland is not the headquarters. The largest number of full-time operational staff are based in Port Hedland and we have two executives living there, including the CEO. There are two executives in Dampier and three in Perth. We have a significant engineering base in Dampier, and our Ashburton staff are also based here. 5.00pm (AW leaves meeting) Other business RB: There are plans for a Pilbara University Centre, similar to the Kalgoorlie School of Mines. The centre will focus on marine engineering, and oil and gas in the Pilbara. Have you been told about it? I understand Jan Ford (Port Hedland CCC member) has mentioned this as a possibility in Port Hedland. I m unsure whether we d have space in Port Hedland. In Dampier, there are lot of opportunities such as salt, anhydrous ammonia, LNG and iron ore. If you re trying to give people a breadth of opportunity, a centre may be best placed in a location with many different commodities. This is important for the whole community. We want to increase our engagement in education and scholarships. The Board has just approved a graduate program, which will see a new engineering graduate based in Dampier. The Board has also approved two new marine cadets one in Dampier and one in Port Hedland. These are the first steps we are taking it s part of our strategic plan and we want to do more in this space. Who should we talk to? You can start with me and I can take this to other parts of the business. Melissa Price MP is coming up to the Pilbara to discuss this opportunity as well as cruise ships through the DCW via an extended wharf. I understand there is a v pocket at the DCW. We could create a better opportunity for roll-on roll-off shipping. It d be good to have a desktop feasibility study to look into this. Pilbara Development Commission could be interested as roll-on roll-off shipping is a real advantage. Have you considered sharing a tender (boat) for offshore cruise shipping? The pocket is ideal for roll-on roll-off shipping. From the picture, the DCW looks quite small. This is something to be considered for a really simple solution. Is it unusual to have these many ports in future? From a Harbour Master s perspective, it can be challenging. Operationally, many of the SPA ports are not that challenging. For example, Port Walcott might see about 1,400 ships. There ll be changes to marine requirements once ports come to PPA, that reflect our current standards. Will you need someone based at Port Walcott? That s why we have two Deputy Harbour Masters and we re ahead of the game. The Port of Ashburton is an example. We had a Deputy Harbour Master providing oversight of the port well before the first shipment of export has commenced. The current Harbour Master for the SPA ports is based in Fremantle. Page 4 of 5

5 Are there any updates to the Dampier Marina? There is geotechnical work at the moment. The problem is the marina seabed is leased as part of (company s name redacted) State Agreement. We are suggesting that if (company name redacted) can transfer the lease, then they can license it to the city. Some infrastructure will need to come over to the City of Karratha. The marina stacks up, the environmental work is done and we are negotiating with (company name redacted). Are you keeping the Department of Jobs, Tourism, Science and Innovation (formerly State Development) updated along the way? The department is heavily involved and that s where it is currently at. 5.18pm (LC left the meeting) SO: RB: The demand for the marina is there. Is there anything that PPA can do? So far, the port has been great and we know the process when dealing with the port. Bring on the smaller passenger vessels up to 150m. We welcome it and are ready to accommodate it. PPA has changed its berthing protocol so we can accommodate such vessels. There s a lot that the community can offer tourists, such as the Murujuga National Park and Cossack. When you come to developing tourist packages, we ve got great staff to help out. What size of passenger vessels can the port accommodate? We can absolutely accommodate passenger vessels up to 150m. The draft is not an issue from an operational perspective and the port is not tidally constricted. PPA sits on the Tourism WA Committee, and the committee is aware of the new protocols at Dampier. There is a lot of work that s going on in the industry and the committee is aware of the access issues at Dampier. Chair closes meeting at 5.31pm after no more questions from members.
