AIM The objective of this document is to provide Pilbara Ports Authority (PPA) Port of Port Hedland (PPA-PH), Marine Operations staff guidance on how to process Pilot Exemption Certificate (PEC) Applications and describe the requirements for a small vessel induction. Pilot Exemption Certificate Guidelines to Applicants Port of Port Hedland provides guidance to applicants and details eligibility for a PEC and required knowledge and experience. This procedure should be read in conjunction with Pilot Exemption Certificate Guidelines to Applicants Port of Port Hedland. 2. SCOPE These procedures provide guidance on processing PEC applications made under the Port Authorities Regulations 2001 (Part 3 Pilotage Exemption, Division 6 Pilotage Exemption Certificates). PPA PH exercises control of shipping within twenty (20) nautical miles from Hunt Point, Beacon (Number 47). Pilotage is compulsory for all vessels greater than 150 Gross Registered Tonnes (GRT) or a commercial fishing vessel registered greater than 35 metres Length Over All (LOA) within the shipping channel and south of the charted Pilot boarding ground within Port Limits. The Masters of commercial vessels less than 150 GRT or a commercial fishing vessel registered in Australia less than 35m LOA are not required to obtain a Pilot Exemption Certificate to operate within the Port Hedland compulsory pilotage zone without a pilot. The masters of these vessels are required to obtain a small vessel induction. 3. APPLICATION AND ASSESSMENT TOOLS 3.1 Eligibility Requirements An applicant for exemption from pilotage must have: The applicant must be entitled to reside permanently in Australia A Certificate of Competence (CoC) greater than a master class 5 appropriate to the vessel the application is made for and where appropriate a flag state endorsement A valid medical certificate in accordance with the requirements of marine orders part 9 or equivalent A valid radio operator s license or GMDSS certificate of competence. 4 Where appropriate a flag state endorsement of the applicants CoC and Radio/ GMDSS license Meet the knowledge requirements and demonstrated abilities as detailed in the Pilot Exemption Certificate Guidelines to Applicants Port of Port Hedland. 3.2 Practical Training An applicant shall complete at least three complete voyages. That is three inward and three outward passages with a Pilot or a Pilot Exempt Master. One voyage shall be completed at night. Night for the purposes of this process is defined as 1 hour after sunset until 1 hour before sunrise. Trips are valid for a period of 12 months: The trips can either be conducted as an observer who has no other task other than observing the passage and discussing the local conditions with the pilot or exempt master or by a person who has the navigational conduct of the passage under the guidance of a pilot or exempt master. The candidate must maintain a record of the observation trips endorsed by the pilot or exempt master (as per Port Authorities Regulations 2001 Regulation 49.4) on FM- MO005 PPA-PH Application for Pilot Exemption Certificate. 3.3 Written Exam and Blank Chart All applicants must pass the following; Pilot Exemption Certificate Exam Port of Port Hedland Port of Port Hedland Blank Chart The pass mark is 100 percent. The applicant cannot progress the application until the above assessment tools have been passed. 3.4 Pilot Assessment All applicants must pass a pilot assessment that comprises of an inwards and outwards assessment run. The Marine Pilot is to complete and provide the Port Hedland Pilots Exempt Master Assessment form which is supporting evident for the application. 3.5 Oral Exam All applicants shall complete an oral exam with the Harbour Master or Deputy Harbour Master. This should ideally be conducted in conjunction with the Pilot assessment. A Page 4 of 5
5 6. 4. ADMISTRATIVE PROCESSING OF APPLICATIONS All applications should be submitted via to with all the supporting documents. The application and supporting documents will be entered into the PPA Records Management System by the Marine Operations Administration Officer. The Marine Operations Manager or Deputy Harbour Master shall review the application and ensure that all requirements are met. Where an applicant does not supply all the required details they shall be contacted as soon as practical and asked to submit the required documents. Where the applicant fails an assessment tool, they shall resubmit the relevant areas A PEC cannot be issued until the application fee is paid in full (applicants who do not hold and account with PPA) or an invoice is issued against the account (existing account holders) The PEC shall be drafted on the PPA-PH template by the Marine Operations Administration Assistant and allocated the next tracking number. The certificate once issued will be entered into the PPA records management system and into the Port Information Management System. 5.
