2 Speakers Mayor of Christhurch, Hon. Lianne Dalziel the UNISDR s Parliamentary Advisory Group on Disaster Risk Reduction in With this background, Lianne has become a champion of resilience, with Christchurch selected as one of the first tranche of cities to participate in the 100 Resilient City Network pioneered by the Rockefeller Foundation. Since becoming Mayor, Lianne has presented at a number of conferences including: NZ Emergency Management & Business Resilience Summit, Feb 2014, Wellington, NZ Learning from the past: an investment in future resilience Hon Lianne Dalziel (LLB) was elected as the Mayor of Christchurch in October 2013, after serving for 23 years in the New Zealand Parliament, the last four terms as the Member of Parliament for Christchurch East. Lianne served as a Cabinet Minister in the 5th Labour Government under the leadership of Prime Minister Rt. Hon Helen Clark ( ). During that time Lianne held a number of portfolios, including Immigration, Commerce, Food Safety, Women s Affairs & Senior Citizens and associate roles in Education and Justice. After the change in government in 2008, she was elected to chair the Commerce Select Committee, which had oversight of the regulation of the non-banking finance sector. Lianne was invited to join

4 Hon Nikki Kaye Minister for ACC; Minister of Civil Defence; Minister for Youth She has established a track record for being very active in her electorate, having handled more than 15,000 constituency cases between 2008 and Since being elected as a Member of Parliament, Nikki has been a vigorous advocate for environmental and local government issues and has helped deliver a number of projects locally in Auckland Central, including the recently announced Conservation Park on Great Barrier Island. She was an integral member of the Select Committee that reformed Auckland s Local Government system. Nikki Kaye was elected as the Member of Parliament for the Auckland Central electorate in 2008, winning the seat for the National Party for the first time in New Zealand s history. She was re-elected as the MP for Auckland Central in the 2011 and 2014 elections. Following her re-election in 2011, Nikki held the role of Chair of the Education and Science select committee. In April 2012 she successfully called for a Parliamentary Inquiry into digital literacy and 21st century learning environments. The select committee reported back to Parliament in December In January 2013, Nikki was promoted to the National Government s Cabinet and given responsibility for Ministerial portfolios of Food Safety, Civil Defence and Youth Affairs. She was also made Associate Minister of both Immigration and Education. After re-election in 2014, Nikki was promoted within Cabinet and given Ministerial responsibility for ACC, Civil Defence, and Youth. She was also made Associate Minister of Education. While assuming this additional responsibility, she remains a strong voice for Auckland Central. Prior to entering Parliament as an electorate MP, Nikki worked in both the public and private sector. She has held roles in the United Kingdom at the Halifax Bank of Scotland, Transport for London, and in Social Services. She also worked as a researcher in the Office of the Leader of the Opposition in New Zealand while still studying at university. Nikki was born and educated in Auckland. She attended Corran School where she was Head Prefect. She gained a Bachelor of Science from the University of Otago, majoring in Genetics. She has also completed a Bachelor of Laws in Nikki s interests include reading and films, and she is a keen participant in sporting events. She has completed several marathons and the Coast to Coast in both 2008 and 2013 a 240km multi-sport race from the West Coast to the East Coast of New Zealand s South Island.

5 Sarah Stuart-Black MSc, BSc (Hons), RCN, DipN Director, Ministry of Civil Defence & Emergency Management Sarah Stuart-Black was appointed the Director at the Ministry of Civil Defence & Emergency Management in December 2014, after joining the Ministry in Sarah held a number of different roles during her time with the Ministry prior to her appointment as Director, including leading hazard risk management and research, professional development, and the Ministry s international engagement programme. Sarah has a thorough understanding of New Zealand s crisis management arrangements and national security system, and has strong operational experience both in New Zealand and overseas. She has been a member of the United Nations Disaster Assessment & Coordination Team for the last nine years and has represented New Zealand at a variety of international forums, bilateral, regional and global meetings, exercises and forums. Sarah has published a number of papers in international journals and has co-edited three books. Elizabeth McNaughton Elizabeth McNaughton is the Executive Director of the Canterbury Earthquake Recovery Lessons Learned programme at the Department of the Prime Minister and Cabinet. Prior to this role she held senior leadership positions at New Zealand Red Cross as the General Manager of Strategy and Government Relations and National Recovery Manager. In 2012 Elizabeth was awarded a Winston Churchill Fellowship to study the leadership challenges faced by those in post-disaster recovery decision-making roles. In 2014 she received a scholarship to undertake a Leadership New Zealand programme. She has worked with the New Zealand Ministry of Civil Defence and Emergency Management, where she was seconded for six months to the Department of Prime Minister and Cabinet s Recovery Policy Team in the wake of the Christchurch earthquakes. She has also worked for the Ministry of Foreign Affairs and Trade on the Pacific regional programme. Her international experience includes working for the International Federation of Red Cross and Red Crescent Societies based in South Asia.

6 Dr Thomas Wilson Tom is a Senior Lecturer in Hazard and Disaster Management at the University of Canterbury. His research interests focus on natural hazard risk assessment, with a focus on volcanic and earthquake hazard impacts to critical infrastructure and primary industries. Tom s other main research interest is understanding the resilience of rural and isolated communities to disasters. He co-leads the Resilient Rural Backbone priority research laboratory programme in National Science Challenge 10: Resilience to Nature s Challenge. Alan Merry Alan Merry is the Manager Strategic Redevelopment for the New Zealand Fire Service. He leads the Fire Service s post earthquakes redevelopment programme. This involves the establishment of a new career and volunteer fire station network for Christchurch and is the largest capital programme in the Fire Service s history. Alan also leads the Fire Service s investment in the Christchurch Justice and Emergency Services Precinct. The precinct will house the region 4 s headquarters, its Region Coordination Centre and the Fire Service s 111 communications centre. Alan sits on the Region 4 Management Team covering the top two thirds of the South Island. Prior to this role, Alan was the National Advisor Fire Risk Management based at Fire Service s National Headquarters in Wellington.

7 Rana Solomon Rana Solomon is an Emergency Manager, Principal Rural Fire Officer, and Maritime Oil Spill Investigating Offers. Rana has worked in New Zealand, Australia, and Thailand but the call to come home brought her back with skills which she has used in emergency management on the Chatham Islands. Rana has been in emergency management for the past 11 years, Rana s day to day role includes; developing and maintaining 19 emergency plans and policies, hazard analysis, development and training of a multi-agency trained response team which includes; rural fire, maritime oil spill, civil defence response, land search and rescue. Rana is responsible for community engagement including; welfare, schools and public awareness projects. She is currently working on setting up a cadet s response team on the Chatham Islands. Rana is also the Controller for the Chatham Islands and during the recent Cyclone Pam had to declare a state of local emergency. Jason Pemberton Jason was involved with the Student Volunteer Army from day one, ultimately co-founding the Parent trust where he served as General Manager until He now sits in a number of Governance roles and contracts to various projects in Emergency Management, Education and Leadership. In the NZ National Commission for UNESCO contracted Jason to compile a best practice toolkit for involving young people in disaster risk reduction, based on the successful Looking Beyond Disaster International Youth Forum series. As alumni of these forums, Jason and a group of young colleagues launched the Looking Beyond Disaster Toolkit at the Third World Conference for Disaster Risk Reduction in Sendai, Japan, in early 2015.

8 Chris Raine Chris Raine is currently the Regional Manager for the West Coast Civil Defence Emergency Management Group. The Group has recently completed a restructure (Civil Defence West Coast) in which the three territorial authority emergency managers at Westland, Grey and Buller now report to Chris via a seconded agreement. Formerly Chris was Manager Emergency Management at Waitaki District Council where he worked from 2009 to His emphasis there was to have well trained and well drilled staff to manage an EOC operation ( 4 floods in four years) and to grow the volunteer cadre across the 19 sector posts in the district, working with them and local rural communities initiating a planning cycle of developing community response plans. With a university Master s degree in emergency management that explored integrated emergency planning ( Pre & post the 2002 CDEM Act), emergency service & Civil Defence volunteerism and community first response, these principles are now being applied across the West Coast as the new entity of Civil Defence West Coast moves towards a shared vision, common branding and a positive organisational culture that can work collegially together to face up to adverse events when they might strike us. Neville Reilly Neville Reilly is Group Controller and Regional Manager at Canterbury Civil Defence Emergency Management (CDEM) Group, an appointment he has held for four years. Neville served in the New Zealand Army for 38 years. When not working, he enjoys the challenges of golf and skiing. Neville is married to Pauline.

9 Sara Page Sara Page is a Public Information Specialist at GeoNet. During her time there, she has grown the GeoNet name throughout New Zealand and abroad, through Social Media and presentations, with a goal of increasing awareness of what GeoNet does and how people can use the science information available. She also works on the website geonet.org.nz and is the editor of their biannual magazine GeoNet News. Frances Redmond As a senior prefect at St Margaret s College, Frances was a member of a World Challenge Team that were in Nepal when the devastating 7.8 magnitude earthquake struck. Since then, she has been a pivotal member of the organising committee for Nepal s Fete Fill the Crate. A very successful fundraiser that raised more than $20000 for the people of Nepal. Alongside this, they have actively supported the Women s Skill Development Organisation in Nepal by ordering products directly from Pokhara, to sell in Christchurch at the fundraiser. Isabella Fanselow Isabella Fanselow is a year 12 student from St Margaret s College who travelled to Nepal in the April holidays. She was a key member of the team who, at the time of the earthquake, were helping with the construction of a primary school in a small village just outside of Kathmandu. Since returning to Christchurch, she has been heavily involved in fundraising efforts throughout St Margaret s College for Nepal earthquake relief.

10 Ryan O Rourke Ryan is the Emergency Management Officer at Selwyn District Council. Prior to this he was a police officer who specialised in Search and Rescue and Disaster Victim Identification. Since starting at Selwyn Ryan has been involved in emergency responses to flooding, snowstorms and fires. Sue Jenkins Sue is the Community Resilience Coordinator at Selwyn District Council. Sue has been instrumental in establishing a community response system throughout the Selwyn district involving over 5800 households and 36 Community Response Teams. She has worked with the developer of the Gets Ready software to create a system that suits the needs of local authorities in an emergency situation.

11 Natalie Dally Natalie has been a Community Development Adviser with the Christchurch City Council for the past 15 years. Natalie was part of community pandemic planning in 2005 and has been involved as a member of and in supporting the Aranui Hub Subcommittee working on the Aranui, Avondale, Bexley and Wainoni Community Emergency Response Plan since the beginning in to repair due to the earthquakes known as the red zone is in the Burwood Pegasus ward and their communities have been hard hit. The area has coastal stretches and flooding issues as well. Natalie s experience is, The first response is a community response and is vitally important. Natalie is the only Burwood Pegasus ward staff member who has worked with and supported the eastern community prior to, during and after the Christchurch earthquakes. Around three quarters of the land deemed uneconomic Melanie Patterson Melanie is a Child and Family Psychologist who has worked for various government and non-government organisations. Subsequent to the Christchurch earthquakes she delivered the Save the Children Journey of Hope programme (a psychosocial educational programme) in schools. This experience, and her current role as the New Zealand Programmes Development Manager for Save the Children, has heightened her interest in the short and long-term impact of emergencies on children and has led to the introduction into NZ of Save the Children s Child Friendly Spaces programme.
