Rod Run / Campout, Labour Day weekend The organising committee is to prepare and submit a detailed plan for the event for submission to the Lockyer Valley Council, & S.E.Q. Water. This event will be held in conjunction with the Australian Power Boat Assoc., and will be a weekend of boat racing, cruising,& Sunday Show & Shine, etc. We need folks to come on board to help organise this event and make this into a great annual camp-out week-end in the South-east. The location has some good potential, - will need to bring in extra facilities, and prepare additional camp areas. 2 OUTGOING CORRESPONDENCE Minutes to all clubs and bodies concerned Sanctions & Travel Concessions. Registration Letters BUSINESS ARISING FROM CORRESPONDENCE: - Bright Rod Run. The following letter is reproduced verbatim as circulated... special Bright meeting for All members. There is probably a lot more to this, than what you read here, but no matter how you look at it, things are changing; especially if you consider that the Bright Rod Run does not have a reputation for being out of control or a trouble spot. Hi to all Northern Suburbs S.R. members, for those who were unable to attend this week s meeting, we had a visit from 3 members of the new Victorian Police "Road Safety Task Force" Highway Section, the senior member was Inspector Dave Griffin with 2 more members Dale Woodland and Geoff Wookey. They proceeded to tell us that they had been instructed to attend Bright this year with an extra 30 to 35 members to carry out policing and inspections of entrants and enthusiasts vehicles, it got a bit loud to say the least and although the inspector tried to tone it down so it might not look so bad, most of our members walked away with a lot of doubt as to whether any of us were going to be able to drive our cars home, Ray received several calls from concerned NSSR members with a view to holding a meeting next Tuesday to possibly CANCEL this year s Bright event...well this afternoon Ray received a phone call from Inspector Griffin which lasted over 40 minutes and he explained that he would like to attend our special meeting Next Tuesday at 7.30pm at Brock St club rooms to explain exactly what their intentions are and from that meeting we can decide what we should do. I hope that all members will be able to attend this meeting on Tuesday 17th August at 7.30 thankyou Mike G ps please let any NSSR members that may not get this that the meeting is on thanks Col spoke on the need for all DC representatives to convey to members the importance of strength in numbers and, A.S.R.F. members need to know the advantages of membership and the need for ongoing representations to relevant authorities. Also, to consider the sponsorship value each club receives from OUR association, when granted a Sanction, or Travel Concession. In some circles, out there, there is a notion, that nothing should be on the road except new cars with no changes from OE. The fact that Governments push for leaner, greener and non fossil fuelled vehicles, combined with ETS and carbon footprints and associated taxes, should alert each of us, to constantly remind ourselves of what we have, and what the A.S.R.F. have achieved for us and how vulnerable we actually are. The future hopefully stays in our hands and not a beauracrat in Canberra deciding our life-style s direction. National T.A.C Annual Report National Registration/National Guidelines Status as of September 1, 2010 WA: Guidelines have been in use since inception. TAC conducts the build inspections; Transport does the final roadworthiness inspection for registration. No problems with either reproduction or modified original cars. Full registration is the only option. ACT: Guidelines have been in use almost since inception. Engineering signatories do the inspections, and TAC acts in an advisory capacity only. The NSRG is being followed. The system is working well and cars are being registered without any major problems, either reproduction or modified original cars. Full registration is the only option. SA: Guidelines in use, but there are still some difficulties with interpretation by some individuals within SA DTEI, though things are improving. Both reproduction and modified original cars are being registered. 2

3 TAC carries out build inspections, with DTEI doing the final roadworthiness and Guidelines compliance inspection for registration. Full registration is the only option. TAS: Guidelines have been in use for a few years now. TAC conducts the build inspections; the DIER does the final inspection for registration. No problems with either reproduction or modified original cars. QLD: Guidelines have not yet been implemented. LH9 and LH10 are still in operation. Both reproduction and modified original cars are still being registered without problems. TAC does all the inspections. QLD Transport seems to be stalling on VSB14, and appears to be waiting on the NSW outcome. NSW: Still operating under Modified Production for original chassis cars and Street Rod Scheme for repros. Modified is full registration, Street Rod Scheme is concessional only. Still negotiating with the RTA on our proposal for full registration for reproduction chassis cars, though this is dragging on. RTA is making suggestions of repros being classified as ICV with some (limited) ADR exemption. More information may be available at the AGM. Vic: The SR plate scheme is still the only option for reproduction cars, though some reproduction cars are passed for full registration by engineering signatories. TAC does all inspections and issues plates for SR Scheme. Engineering signatories inspect modified original cars, and the TAC is not involved. Full registration is available for modified originals, and they can also be issued with SR plates if desired. VicRoads and VicTAC are pursuing a 90-day permit option for Street Rods as an alternative to SR plates that will provide more flexibility for reproduction cars. Progress on the NSRG is still unclear, although it would appear that some engineering signatories are using the Guidelines, but there is no official VicRoads position that we are aware of. It appears that the TAC is negotiating the 90-day permit scheme rather than the National Guidelines for full registration. Following a DC Meeting agreement, the VACC will be conducting VicRoads NSRG negotiation on our behalf, and I will be attending a VACC meeting on Sept 9. Will advise the outcome at the AGM. General NTAC Activities 2010 As agreed by NCC, for financial reasons, there has been no NTAC Conference, and I have yet to initiate regular phone conferences. Communication with the State TACs has been on an as needs basis. Over the last 6 months or so, I have had discussions with various parties in NSW and Vic on the status of the National Guidelines in those states, and provided input where I can. There is concern in both states that progress is too slow, and realistically the longer the negotiation takes the less likely is a favourable outcome. For this reason, I have been asked by the VACC s Specialty Vehicle Manufacturers Group of Australia committee to address their meeting on September 9 in Melbourne. (Meeting convened to coincide with my AGM visit.) It is proposed that the VACC s clout with VicRoads be used to assist with the NSRG push. Over the last two months, I have had numerous discussions with VACC and other SVMGA Street Rod based committee members on the NSRG. I am hopeful of also having a meeting with VicRoads prior to the AGM. QTAC has involved me in discussions about, and forming a strategy to deal with, problems that have arisen in Qld with fabricated chassis rails. More will be discussed on this topic at the AGM. I have fielded numerous phone-based questions from Victorian Rodders and SR plate holders who have experienced problems and have obtained my contact details from Street Rodder News. The middle of the year was taken up with discussions and meetings with John Dombrose and Rex Middleton of WA Transport re an updated version of the National Guidelines. As the Guidelines were published before VSB14, terminology and formatting differ from VSB14, and John Dombrose was given the task of revising the Guidelines to be more in line with VSB14. At the same time a number of clarifications to existing requirements were made, primarily to assist SA, and after consultation with all 3

4 State TACs, and there were a couple of additional requirements inserted that were known to be of concern to NSW RTA, and it is hoped that their inclusion will assist the NSW cause. I will have an updated copy, which is yet to be published on the Infrastructure site, available at the AGM for discussion. The Buick Car Club are proposing to run their event, the Cleveland Auto Spectacular, at Willowbank in the future, as the available space at Cleveland Show Grounds has been annually reduced, making it increasingly harder to hold an event that size at this venue. Ipswich Council are keen to build a show facility, and provide land for a club rooms and supporting amenities.
