14 MAP 21 Section 1517 USDOT Secretary to issue guidance to encourage States to use the private sector surveying and mapping services to the maximum extent practicable. Guidance not yet issued. Not a mandate, but a useful tool.

16 MAP 21 Section 1103: QBS QBS previously interpreted to apply to construction-related projects only. Clarification: QBS applies to all surveying and mapping projects using FHWA funds.
