1 List of grain surveyors The Federal government Export Control (Plants and Plant Products) Orders 2011 ( ECO ) require that prior to loading bulk grain in Australia a ship has to be inspected by a marine surveyor to ensure that the ship is suitable to carry the intended grain. Grain is defined as including barley, canola, chickpeas, dried field peas, fava beans, lentils, lupins, oats, sorghum, soybeans, split vetch, whole vetch and wheat. The inspection is to determine that the ship is free from conditions that could result in contaminating, wetting or imparting an odour to the grain. Accredited grain surveyors require qualifications that conform to the current version of the Export Control (Plants and Plant Products) Orders. In 2011 these were: 1. Marine surveyors' qualifications 2. A marine surveyor becomes qualified for the purposes of this Order if he or she: 3. (a) Holds either: (i) A Certificate of Competency as Master Class 1 (Unrestricted) or its current equivalent; or (ii) A Diploma in Marine Surveying which includes a module on dry bulk cargoes issued by a nationally accredited training establishment; and (b) Has inspected at least 10 bulk vessels, while in the company of a qualified marine surveyor conducting a survey for suitability to carry prescribed goods, over a maximum period of 2 years. 4. A person who has been qualified for 3 years or more ceases to be qualified if he or she has not surveyed at least 3 bulk vessels during the past 3 years for suitability to carry prescribed goods. Until early 2008 AWB Ltd. as the sole wheat exporter, kept a list of accredited marine surveyors who met the then current qualifications. With the changes in the wheat export system AWB Ltd. is no longer the sole wheat exporter and no longer maintains a list of accredited marine surveyors. From AIMS maintained the AWB list of grain surveyors for the use of the grain export and shipping industries. The list was based on the AWB Ltd. list as compiled at the beginning of All marine surveyors on that list were invited to place their names on the following list. Any other marine surveyor who has produced documents to show that he/she meets the ECO qualifications has been added to the list. In 2015, due to the ongoing expense and maintenance of the list and the inability to adequately monitor non-member qualifications and experience the Institute requested that all Accredited Grain surveyors adhere to the inspection and qualifications compliance requirements. A large proportion of non-members did not supply the compliance requirements. In order to more adequately ensure that Industry has some certainty of the qualifications and experience of grain surveyors AIMS publishes only those Accredited who are AIMS members. The Institute has a written Code of Practice for Grain Surveys and expects all of its members to carry out their grain surveys in accordance with that code. AIMS does not warrant or certify that the surveyors on the list are appropriately qualified and shipping agents and other parties considering retaining a surveyor should rely on their own inquiries in this regard.
