3 1 Purpose The purpose of this document is to ensure the AIS provider (Airservices) & Vertical Obstacle Owner/Operator/Nominated Contact Person meet the regulatory requirements of CASR Part Scope The scope of this document is to prescribe the information required to register as an Vertical Obstacle Owner/Operator/Nominated Contact Person and the data exchange protocols for the submission, modification and withdrawal of aeronautical data or information in relation to objects and structures that affect aviation safety. Which may be published in the Integrated Aeronautical Information Publication (IAIP), or Aeronautical Datasets It will enable the Vertical Obstacle Owner/Operator/Nominated Contact Person to provide aeronautical data to the AIS provider (Airservices) in a controlled manner. 3 CASR Part 175: Aeronautical Data Originator Vertical Obstructions Airservices, under CASR Part 175.E, records and publishes objects and structures that affect aviation safety, and/or meets the criteria for obstacles specified in CASR Part 139, CASR Part 173, ICAO Annex 4, Annex 14, Annex 15 or Doc * CASR Part 175.D requires the owner, operator, or person responsible for vertical obstruction to register as a Vertical Obstacle Owner/Operator/Nominated Contact Person with the AIS Provider (Airservices). The Aeronautical Data Originator has specific responsibilities under CASR Part 175, and an example of some items are provided below (for detailed instructions refer CASR Part 175): 1. Appointment of Vertical Obstacle Owner/Operator/Nominated Contact Person with the knowledge and competence to carry out the responsibilities of the position. 2. Provide in writing to the AIS provider (Airservices) any changes to the person(s) occupying the positions of Vertical Obstacle Owner/Operator/Nominated Contact Person. 3. Provide to the AIS provider (Airservices) updated aeronautical data or aeronautical information in accordance with the requirements of the Data Product Specification. Airservices is obligated to report any breaches of CASR Part 175 to CASA. * Note: Certified/Registered Aerodromes Obstacles. Responsibility for objects and structures associated with Certified or Registered Aerodromes that penetrate the obstacle limitation surface; or is required for ICAO Type A and/or Type B Aerodrome Obstacle Charts rests with the individual Aerodrome, Aeronautical Data Originator AIP Responsible Person. 4 4 Data Specification Requirements 4.1 Notification Dates Information or data can be provided or submitted to Airservices at any time throughout the year. However, the data must be submitted by specific cut-off dates in order to be published in the next available amendment, as detailed in the publication calendar: Note: 1. Airservices aeronautical database is updated in line with the AIRAC date; incorporating the new data into our publications every three to six months. 2. The AIRAC effective date is the internationally agreed date at which time-critical aeronautical documentation, the IAIP, becomes effective. Consequently, CASR Part 175 has regulatory obligations for the AIS Provider and for the Data originator in respect of the AIRAC timing and change management processes. 3. Aeronautical data should be supplied to Airservices for publication in the IAIP and on Aeronautical Charts in alignment with the AIRAC list of effective dates. 4. Airservices may make a written request for Vertical Obstruction Data in the interest of aviation safety. Where a written request has been made, this must be complied with within 28 days after receiving the request. 4.2 Object and Structure Data Airservices, under CASR Part 175.E, collects, requests, records and publish objects and structures that affect aviation safety and/or meets the criteria for obstacles specified in CASR Part 139, CASR Part 173, ICAO Annex 4, Annex 14, Annex 15 or Doc This applies to objects or structures that: a) has a maximum height of at least 100m above ground level (as mentioned in Annex 15 to the Chicago Convention, and described below); or, Area 1: the entire territory of a State b) penetrates an obstacle data collection surface (as mentioned in Appendix 8 of Annex 15 to the Chicago Convention, and described below); or, Area 2: within the vicinity of an aerodrome, subdivided as follows (see Figure 1 and 2): Area 2a: a rectangular area around a runway that comprises the runway strip plus any clearway that exists; Area 2b: an area extending from the ends of Area 2a in the direction of departure, with a length of 10 km and a splay of 15 per cent to each side; Area 2c: an area extending outside Area 2a and Area 2b at a distance of not more than 10 km from the boundary of Area 2a; Area 2d: an area outside the Areas 2a, 2b and 2c up to a distance of 45 km from the aerodrome reference point, or to an 4 of 12 Version 2: Effective 22 December 2017 ATS-DPS-0010
5 existing terminal control area (TMA) boundary, whichever is nearest; Area 3: the area bordering an aerodrome movement area that extends horizontally from the edge of a runway to 90 m from the runway centre line and 50 m from the edge of all other parts of the aerodrome movement area (see Figure 3); Area 4: The area extending 900 m prior to the runway threshold and 60 m each side of the extended runway centre line in the direction of the approach on a precision approach runway, Category II or III (see Figure 4). c) penetrates the obstacle limitation surface of an aerodrome; or, d) is required for ICAO Type A and/or Type B Aerodrome Obstacle Charts; or, e) is of an interest of aviation safety. 6 Figure 3 - Area 3 Figure 4 - Area 4 Airservices requires the following information, described in Appendix A, about an obstacle as a minimum data requirement: a) the owner of the obstacle; b) the contact person responsible for the obstacle; c) the type of obstacle; d) the geographic location of the obstacle in WGS84 format; e) the height above ground level of the obstacle; f) the elevation above mean sea level of the obstacle; g) whether the obstacle is marked or lit; and h) Metadata regarding the obstacle as specified as Mandatory in Appendix A. Submissions of aeronautical data are to be communicated to Airservices by Vertical Obstruction Notification Form To vod@airservicesaustralia.com The standard data entry format for aeronautical information used IAIP Products is defined in Appendix A. Incomplete information may not be accepted and may be returned to the proponent for clarification purposes. A Vertical Obstacle Owner/Operator/Nominated Contact Person is responsible for ensuring that all their information is accurate, meets all regulatory requirements and is readable by pilots. 6 of 12 Version 2: Effective 22 December 2017 ATS-DPS-0010
7 The Vertical Obstacle Owner/Operator/Nominated Contact Person must also ensure that all information provided to Airservices is up-to-date and complete. 4.3 Electronic Format The authenticated electronic means by which aeronautical information and data is supplied to Airservices is a comma separated values (CSV) file which contains information and metadata in accordance with Appendix A. To ensure effective electronic data transfer, the preferred method for transferring the CSV file is to compress the file in a ZIP folder, which has a cyclic redundancy check (CRC-32) capability to ensure data integrity is not lost during transfer. 4.4 Data Alterations and Error Tracking The Vertical Obstacle Owner/Operator/Nominated Contact Person is responsible for notifying Airservices of any updates to be made to data or information regarding planned for construction, planned for demolition/deconstruction, and/or existing obstacles. Requests for alterations to the aeronautical data are to be communicated to Airservices using Vertical Obstruction notification form to: vod@airservicesaustralia.com Airservices should also be notified when an error is detected in the data or information by the registered Vertical Obstruction Owner/Operator/Nominated contact person. Please send errors detected with Vertical Obstruction data to Airservices using Vertical Obstruction Notification Form. Airservices may be advised of errors in data or information by individuals who are not the registered Vertical Obstruction Owner/Operator. Airservices investigates these reported errors or omissions and will take remedial action after confirmation with the Vertical Obstruction Owner/Operator of the data or information. Remedial action will be taken as appropriate in consideration of the safety significance of the error or omission. Under the legislation, Airservices must report significant errors to the Civil Aviation Safety Authority (CASA). 4.5 Data Acceptance and Review Aeronautical data regarding objects and structures that affect aviation safety can only be accepted from the Vertical Obstruction Owner/Operator. The Vertical Obstruction Owner/Operator has an enduring responsibility for the accuracy levels of the data or information, and must ensure that the data is reviewed at least annually. Airservices must be immediately informed of any changes to the data. The Vertical Obstruction Owner/Operator must update Airservices if there is any change to the ownership/contact details of the obstacle. The Vertical Obstacle Owner/Operator/Nominated Contact person Form be used to provide the change of these contact details. 4.6 Data Accuracy Requirements Airservices has a responsibility, to retain the data accuracy of the source data when handling, storing and publishing data provided by the Data Originator. 8 The Vertical Obstruction Owner/Operator is responsible for the confidence and accuracy levels of the data or information before providing it to Airservices. The data received from Aeronautical Data Originators in regards to objects and structures that affect aviation safety should meet the accuracy and integrity requirements as defined in Annex 15 of the Chicago Convention (see Table 1). 10 Appendix A Vertical Obstruction Data Product Specification (DPS) A.1 Aeronautical Data and Aeronautical Information The Integrated Aeronautical Information Package (IAIP) comprises the AIP book, AIP supplements and AICs, NOTAM, ERSA, DAH, DAP, IFR & VFR Charts. The Aeronautical Data Originator Vertical Obstructions is responsible for the information on objects and structures that can be published in the IAIP. More specific details of the aeronautical data and aeronautical information for which the Aeronautical Data Originator Vertical Obstructions is responsible for is contained within Attribute Definitions and the Vertical Obstruction Data Format.
