3 CASR Part 175E Version arch Background 2 Purpose Under the Air Services Act 1995 the Airservices Australia (Airservices) Aeronautical Information anagement (AI) business unit provides aeronautical data/information necessary for the safety, regularity and efficiency of air navigation, giving effect to Australia s obligation under the Convention on International Civil Aviation signed in Chicago on 2 December 1944 (the Chicago Convention). Civil Aviation Safety Regulation Part 175 (Part 175) under the Civil Aviation Act 1988 establishes standards and requirements for the quality and integrity of data and information used in air navigation. In particular as published in the Aeronautical Information Publication (AIP), on aeronautical charts and contained within aeronautical navigation databases, in compliance with the international Standards and Recommended Practices in Annex 4- Aeronautical Charts and Annex 15-Aeronautical Information Services to the Chicago Convention. The purpose of this document is to request data from Part 175.E data suppliers and advise of applicable data formats, accuracy and resolution standards, etc. 3 Part 175.E Data Suppliers Under Part 175.E Airservices may request information about an object or structure anywhere in Australia to confirm ownership, geographic location, dimensions and whether the structure or object is marked or lit. This data will be used to support Airservices AI function, including use in aeronautical navigation databases and on aeronautical charts. Airservices is authorised to request data from a person (hereafter the Part 175.E data supplier ) who owns, controls or operates objects and structures, such as: buildings rigs (oil or gas); bridges; signs; cranes (permanent or temporary); spires (steeples); dams; stacks (industrial); electrical systems; tanks (water, fuel); fences; towers; general utility; trees; light houses; vegetation factories; wind turbines and wind poles (light poles, flag poles, monitoring towers. telephone poles); Part 175.E data suppliers include Commonwealth, State, Territory or local government authorities. 4 Data Specification Requirements 4.1 Data Requirement Airservices may request data from a Part 175.E data supplier about objects and structures that: a) have a maximum height of at least 100 metres above ground level; b) penetrate the obstacle limitation surface of an aerodrome; c) penetrate an obstacle data collection surface as mentioned in Appendix 8 of Annex 15 to the Chicago Convention; d) are required to be included in Aerodrome Obstacle Charts ICAO-Type A and/or Type B as mentioned in Annex 4 to the Chicago Convention; Page 3 of 7

4 CASR Part 175E - Version arch 2015 e) are of interest of aviation safety Data requirements are described in Appendix A and include, as a minimum, the following: a) the owner of the object/structure, or person who controls or operates the object/structure; b) the name, identification or designation of the object/structure; c) the type of object/structure; d) the geographic location of the object/structure in WGS84 format; e) the maximum height above ground level of the object/structure (including antenna and the like); f) the elevation above mean sea level of the object/structure; g) whether the object/structure is marked or lit; and h) complementary metadata regarding the object/structure survey Part 175.E data suppliers must complete Appendix A in relation to completed, fully built or erected objects and structures. 4.2 Format Requirements Part 175.E data suppliers are required to provide the data in accordance with the standard data entry format as specified in Appendix A. 4.3 Electronic Format Electronic data requested in Appendix A should be submitted in a comma separated values (CSV) file. To ensure effective electronic data transfer, the required method for transferring the CSV file is to compress the file in a ZIP folder, which has a cyclic redundancy check (CRC-32) capability to ensure data integrity is not lost during transfer. 4.4 Data Alterations Part 175.E data suppliers are required to notify Airservices of any updates to be made to data All new data requires Appendix A to be completed and submitted Requests for alterations must be made in the format specified above and ed to: docs.amend@airservicesaustralia.com 4.5 Data Integrity Under Part 175 Airservices has a responsibility to retain the data integrity of the source data when handling, storing and publishing data provided by the Part 175.E data supplier Part 175.E data suppliers must specify the degree of accuracy and resolution of the data being supplied, as indicated in Appendix A Airservices expects that Part 175.E data suppliers will: a) only provide the most recent version or update of the data; b) not provide any dubious, redundant or expired data; and c) where it becomes aware of, or suspects, an error in the data, notify Airservices as soon as possible of the error, or the suspected error. 5 CASR Part 175E Version arch Timings / non-compliance In accordance with Part 175.E a person must comply with a written request for data about an object or structure from Airservices within 28 days after receiving the request, or seek an extension from Airservices, otherwise the person commits an offence If the person does not possess the data requested and the person has taken all reasonable steps available to the person to obtain the data requested and has been unable to obtain the data, the person will not commit an offence A regular update cycle may be proposed by Airservices where data changes are expected to be frequent enough to warrant that arrangement. 4.7 Attribute Definitions Attribute Name of Owner/Person Responsible Owner/Operator Contact Details Obstacle ID/Site Name Obstacle Type Horizontal Datum Description Name of owner, operator or person responsible required for traceability Contact details of owner, operator or person responsible Obstacle identification or site name that identifies the vertical obstacle Type of obstacle Defines the ellipsoid/spheroid system used to define the position, Airservices only accepts data in WGS-84 Horizontal Accuracy Positional accuracy for the structure, accuracy required is 50 metres or less. This attribute must be accompanied with the unit of measurement, this can be included in the same attribute or captured separately Latitude/Longitude (inc resolution) Vertical Datum Vertical Accuracy and Resolution ASL AGL Lit / Lighting type arked / arkings 4.8 Definitions Within this document, the following definitions apply: Geographical position, to be provided in decimal degrees or a hundredth of an arc second. Vertical Datum used in Australia is the Australian Height Datum (AHD) Height accuracy for the structure, accuracy required is 30 metres or less. Resolution to 1 metre. This attribute must be accompanied with the unit of measurement, this can be included in the same attribute or captured separately Height of the vertical structure Above ean Sea Level.
