17 Key issues in SMS Implementation Good attitude from organizations One person in charge Highly motivated With a good knowledge of the organization To attend formal SMS training To be original and keep simplicity To have a clear concept that SMS is neither a manual nor a computer program To permit guidance and advice from Safety Management Systems Group 17

18 Proven benefits from SMS implementation It generates business profits Guarantee of continuity or the organization Lower insurance costs It creates favorable conditions for competitiveness A better representation before international markets A higher demand and business opportunities It complements properly other quality and safety-security processes In order for the organizations to perform as a system It reduces air accidents As the number of operations and passengers increases, costs due to accidents are reduced: organization sustainability 18

27 SSP: what are we working on? To computerize hazard report system To look for an effective risk barrier implementation, and to close the loop of risk management To improve safety analysis and to share data To publish a formal document with all the SSP regulations and support documentation 27

30 Strengths Experience in accident investigation Human resources of Investigation Group Systematization of investigation processes Support received from universities and from the Colombian Air Force Prompt and valuable support from NTSB, TSB and other organizations Assistance received from a lawyer regarding legal issues 30

31 Difficulties Lack of specialized laboratories for analysis Difficulty in arriving at remote regions in the country Requirements from other organizations for legal purposes Use of reports for other than safety purposes 31

32 Our objectives and projects To strength regional Groups for on site investigation Foundation of Investigation Center, with the Colombian Air Force Acquisition of flight registering decoding and simulation capability To move Investigation Group to a higher level, autonomous from Civil Aviation Authority 32

38 Conclusions Operational safety is a matter of interest for all kind of aeronautical organizations SMS implementation creates confidence and competitiveness Some of the key elements for a successful SMS are originality, simplicity and applicability to particular operational characteristics of a particular organization It has been proven that nevertheless the challenges, doubts and difficulties, SMS implementation is possible Accident investigation, as a reactive method, continues been a valuable process in implementation of SMS 38
