1 Opening by Master of Ceremony (MC) Joseph Suidan, Head of Ground Operations, IATA IGHC Ground Handling Conference Joseph Suidan joined IATA in July 2008 as Assistant Director, ISAGO. Before joining IATA, Joseph spent close to seven years as Airport manager Canada for Austrian Airlines. Prior to that, he served as Regional Manager Sales and services and Head of Toronto and Montreal Stations for Royal Jordanian Airlines for 17 Years. During these years of service, Joseph worked very closely with the commercial and industry affairs departments of various Airlines, Regulators and Airport Authorities of Canada, Austria and Jordan. Joseph has served extensively on various Conferences and Committees during his years with the Airline industry. He was also a Member of the AOC (Airline Operating Committee) for a period of ten years. IATA Vision on Ground Operations Guenther Matschnigg, Senior Vice President, Safety, Operations & Infrastructure, IATA Günther Matschnigg joined IATA in September 1999 as Senior Director, Operations and Infrastructure. Before joining IATA, Mr. Matschnigg spent five years as Vice President Maintenance Organisation for Austrian Airlines. Prior to that, he served fifteen years as Deputy Head of Technical and Operational Affairs in the Federal Ministry of Transport and spent one year as General Manager of ÖFAG Aerotechnik in Salzburg and Graz. Mr. Matschnigg has served extensively on various Conferences and Committees. He was also a Member of the JAA Maintenance Committee for a period of ten years, one year as Chairman. For the past twenty years Mr. Matschnigg has given lectures at the Technical University in Vienna and since 2008 as Visiting Professor at the Civil Aviation University of China. Mr. Matschnigg has a degree in Mechanical Engineering and Economics from the Technical University in Vienna, holds an ICAO Type I Maintenance Engineer Licence as well as a Commercial pilots licence. He flew as Pilot in Command for Charter Air.
2 Role of Regulatory Authorities within Europe and their Influence on Ground Operations Catalin Radu, President, European Civil Aviation Conference, (ECAC) At their 135th meeting on 7 December, ECAC's Directors General elected Catalin Radu to be the next President of ECAC as from 1 January Born in 1973 in Buzau, Romania, Catalin Radu graduated from the Polytechnic University in Bucharest and trained at the École Nationale Supérieure de l'aéronautique et de l'espace in Toulouse, specialising in aerospace engineering. He also holds a degree in International Relationship and European Studies, with a specialisation in Public Administration Management. In 1996 Mr Radu started his professional career at the Romanian Civil Aeronautical Authority, where he worked primarily in the airworthiness field, responsible for oversight of aircraft airworthiness and certification (as Flight Test Engineer), and for the coordination of the audit activity for airlines' airworthiness systems. In 2006 Mr Radu was appointed Chief Inspector of the Romanian Aircraft Accident Investigation Branch, the body responsible for both the investigation of aircraft accidents and implementation of the mandatory/voluntary reporting schemes for civil aviation occurrences. In May 2007, he became Director General of the Romanian Civil Aviation, within the Ministry of Transport, and from December 2008 was Vice-President of the Provisional Council of EUROCONTROL and a member of ECAC's Coordinating Committee. In July 2009 he became ECAC's Focal Point for Safety Matters. Mr Radu is married and has two children.
3 Round Table Discussion: How Regulators and Airports Support or Hinder Ground Handling Operations Moderator: David Stewart, Head of Airports, IATA David Stewart has almost 30 years experience in airport master planning, terminal area planning and design on major international airport projects in North America, Asia, Australia, the Middle East and Europe. He has been responsible for the management of an impressive range of airport projects from specialised studies for component infrastructure to world-class airport megaprojects. As Head of Airports for IATA David is responsible for the Association s interface with airports world-wide. IATA s main activities include professional contributions to major airport projects, ensuring that the aviation industry receives value for money for the investments being made in airport infrastructure. Previously, as the airline community s representative at Heathrow Airport in London. David s main activities involved overseeing the activities of BAA, enhancing the airline community s ability to do business at Heathrow Airport. Priorities included review of the BAA 5-year 4.6 Billion Pound Sterling Capital Investment Plan and the associated large infrastructure projects such as the replacement Terminal 2 and the Third Runway project. David has also consulted with a number of prominent global engineering and design firms specialised in airport design. He also spent 6 years with the Airport Authority Hong Kong, first as Terminal Design Manager overseeing the design of the Chep Lap Kok air terminal building, and then as Terminal Operations Manager, tasked with the implementation and start-up of the new terminal facility. David began his career in his native Canada where he worked for several years with Canadian Airlines International as Director, Properties and Facilities. David s familiarity with both planning and operation of airports from the perspective of the airline community, the airport owner/operator and as a professional consultant has proved beneficial to international airport and aviation clients.
4 Panelists: Michel Masson, ECAST Secretary / Safety Analysis and Research Department, EASA Dr. Michel A. Masson has taken on October 1st 2006 the position of Safety Action Coordinator in the Safety Analysis and Research Department of the European Aviation Safety Agency (EASA). He is the Secretary of the European Strategic Safety Initiative (ESSI) and a Human Factors expert. Relevant to this IGHC Conference, he is the Secretary of the Ground Handling Working Group of the European Commercial Aviation Safety Team (ECAST), a component of the ESSI and the European counterpart of CAST in the US. M. Masson has a PhD in Work and Organisational Psychology from the University of Liège, Belgium, is an approved ISO 9001 auditor and has 24 years of professional experience. Before joining EASA he worked with or for the European Commission Joint Research Center (JRC) Ispra, Boeing, Airbus, ATR, Dédale, Aerospatiale, EUROCONTROL, Air France, and the Institut Français pour la Sécurite Aérienne (IFSA). On the academic side, he was lecturer in ENAC in Toulouse (F) and the Universities of Liège (B) and Aix-en-Provence and Saint-Quentin-en-Yvelines (F). Now based in Germany, he has worked in Belgium, the Netherlands, France, Italy and Spain, and has a record of 50+ publications and conference addresses. Jan Bossenbroek, Senior Inspector, CAA Netherlands handling. In 1974 Jan started his aviation career with Qantas Airways cargo at Schiphol. After a while he joined the station management team. When Qantas ceased the Amsterdam operations he joined KLM at the flight operations/dispatch department. When the ground handling market opened up at Schiphol he joined Ogden Aviation where he was involved in the start-up of the station. After the start up he became ramp handling manager. He completed his career as Safety & Security Manager EMEA and European MT member. Hereupon he joined Dutchport (affiliate of Swissport Internatonal) as a MT member responsible for quality, L&F, training, automation and ramp In 2002 Jan joined the CAA-NL as a senior inspector, a.o. responsible for safety oversight on ground handling activities. He was involved in the ISAGO program development and the implementation hereof at Schiphol. Now he acts as liaison in between IATA and ECAST on I-GOM affairs.
5 Thomas Brehmer, Director Technology, Hochtief Airports IGHC Ground Handling Conference Thomas Brehmer is Director of Technology at HOCHTIEF AirPort GmbH, overseeing the development of HTA s air traffic management business and information and communications technologies. HTA s work in air traffic management currently revolves around airport integration within the Single European Sky initiative and concentrates on the substantive enablers such as airport collaborative decision making and particularly, the emerging field of Total Airport Management. He studied Civil Engineering at Queen s University at Kingston and holds an MBA in financial economics from the University of Toronto. Thomas has been with the HOCHTIEF Group for over 27 years and was one of the founders of HTA. Peter Laasner, Captain A330, Swiss International Air Lines I was born into an airline family in 1968 and grew up in Europe, Africa and the United States as my father was transferred around the world. After returning to Switzerland as a teenager I completed school and joined Swissair as an apprentice in After seven years in various departments within the airline s operations and with consolidation putting my career prospects at risk I made a radical decision: I completed flying training, received my Commercial Pilot s Licence and joined Crossair as a First Officer in Promotion to Captain followed in 1998 and since then I have had various functions including as a Type Rating Instructor on the Embraer 145 and later as Postholder Ground Operations at SWISS from 2006 until It was in this capacity that I joined the IGOM project. Currently I am flying long-haul on the A330.
6 Giancarlo Buono, Assistant Director Safety and Operations, Europe, IATA Capt. Giancarlo BUONO is the Assistant Director Safety and Operations for Europe at the International Air Transport Association (IATA), based in Geneva, Switzerland. His professional expertise consists of extensive flight operations and quality-safety management experiences. With 24 years of experience in the Air Forces and Airline industry he is currently Captain qualified on the Airbus A-320 family. He holds a Master Science Degree in Air Transport Management from London City University and has been involved in a number of international Safety and Quality developments programs. He is qualified as an Accident Investigator and as an IATA and ISO Quality and Safety Auditor. He has received formal training in Human Factors and Crisis Communication Capt. BUONO is visiting professor in Airline Quality Management at London City University and is a Fellow of the Royal Aeronautical Society. Ground Damage Database (GDDB) as a Key Element of SMS David Anderson, Head of Operational Safety, British Airways After working as a helicopter engineer for the British Ministry of Defence, David joined British Airways in Initially working in the Engineering department specialising in 747 heavy maintenance. spent time working overseas in Australia and America and on major projects in the UK and Middle East. Moved into Flight Operations where he was responsible for air traffic control, flight planning, navigation and aircraft performance. Currently responsible for Operational safety for British Airways. This is a corporate role that amongst other responsibilities, sets safety policy and oversees performance. In addition runs a group responsible for reducing aircraft damage and is the current chair of the IATA Ground Damage Database Group.
7 Tomorrow s ISAGO Monika Mejstrikova, Assistant Director Ground Operations Audits, IATA Monika joined IATA in 2008 and is currently the Assistant Director, Ground Operations Audits. Her primary responsibilities include the management of four audit programs (ISAGO, Fuelling, De-icing and Drinking Water) with a focus on identifying synergies between the audit programs and appropriately defining the industry best practices that shall be applied to all audit programs. Monika has been involved in the development of the ISAGO program since its inception and this included, the ISAGO Standards development, training auditors and evaluating the performance of quality control checks for the ISAGO reports. Prior to IATA, Monika worked at a various management levels in Czech Airlines, mainly in the Quality and Safety department. How to Use your Risk Profile to your Advantage Carole Olson Gates, J.D., Director, Risk Management & Insurance, IATA Ms. Gates is an insurance and risk management professional who has served both the public and private sectors of the industry. She obtained an undergraduate degree in business and a Juris Doctorate degree in law in the United States. She held various positions in government focusing on insurance law and regulation. As a lobbyist she supervised legislative, regulatory and compliance matters for CIGNA Corporation. After developing an insurance regulatory practice for a law firm in Kansas City, Ms. Gates joined one of her clients, GE Employers Reinsurance Corporation, as Global Compliance Officer. In 2005, she joined IATA in Montreal as Director of Risk Management and Insurance.

Director Aviation Operations, Seattle Tacoma International Airport Michael Ehl is Director of Aviation Operations at Seattle-Tacoma International Airport, overseeing all airfield, terminal and landside operations and facilities. Michael s team of 300 is also responsible for air cargo, air service development, customer service, and serves as the primary airline liaison for the Port of Seattle s Aviation Division. Prior to joining the airport, Mike served in a number of managerial and customer service positions with America West Airlines from Mike has an M.B.A. from Seattle University, a B.S. in Aviation Management from Embry-Riddle Aeronautical University, is a graduate of Seattle University s Executive Leadership Program, and is an Accredited Airport Executive (A.A.E.) in the American Association of Airport Executives.

Michel Gorog, Corporate Quality Managing Director, Air France Michel Gorog is heading the Corporate Quality Assurance and Quality Management department of Air France since His main mission is to insure compliance and risk management coordination within the operations. Prior to this Michel worked in different Senior Manager positions including Alliance and Code Sharing partnerships management and also in Cargo, Maintenance and Flight Operations. Michel started in Air France in 1990 at the Charles De Gaule airport working for Ground Operations. Michel holds an Engineering Master degree and a PG degree specialized in Science of Material from the "Ecole des Mines" in France. He was also a research fellow at the Aeronautical Department of the University of Tokyo. Michel is currently an active member of several Quality committees such as the Certification Committee of Lloyd's Register Quality Assessment (LRQA), the National Quality Committee for French Airports (CNQA), the Oversight Committees for the IATA Operational Safety Audit (IOSA) programme and the IATA Safety Audit for Ground Operators (ISAGO) programme as Chairman. Within SkyTeam, he is Chairman of the Operational Review Group. Michel is also an active IOSA auditor for QualiAudit (an accredited organization by IATA).

Bill has worked in the safety and health field since In the early 1990 s was corporate manager of occupational safety standards for Boeing and developed several programs for the communication of safety and health hazards for workers. Since 1995 has worked with airlines on environmental, occupational and ground safety issues and developed the occupational Safety Management System for Boeing Commercial Aviation Services. Since the first of January Bill has become the EHS Integration Leader for Boeing Commercial Airplanes Bill is currently committee chairperson of the IATA Airside Safety Group, Human Factors sub-committee. Bill has represented Boeing on the: Air Transport Association Human Factors Committee IATA Airside Safety Group and the Ground Damage Database project, National Safety Council International Air Transport Section (ARTEX) Flight Safety Foundation, Ground Accident Prevention Project
11 Eva Vanallemeersch, Corporate Quality Manager, Aviapartner Eva joined Aviapartner in 1989 while she was finalising a Management Program to complete her degrees in Tourism and Translation. She gained experience in the handling industry in various positions such as Passenger Services, Baggage Services, Customer Services before she was appointed Quality Manager in After a few years as Quality Manager Belgium & the Netherlands she was appointed Quality Manager for the Aviapartner group. In this position she was responsible for setting up and implementing the quality management system in the Aviapartner network, working closely together with the commercial team on Service Level Agreements as a main tool for quality. Together with Aviapartner s safety experts, a safety management system with Standard Operating Procedures aligned with ISAGO, was rolled out in the network. Since the start in 2009 ISAGO was implemented in 15 stations of the network, with more in the pipeline. In 2010 Eva introduced a GoGreen campaign in Aviapartner, resulting in six ISO14001 certifications for Aviapartner in Nancy Rockbrune, Assistant Director, Safety Management Systems, IATA Nancy has over 18 years airline experience in both Operational and Corporate functions for scheduled and charter operators. Most recently, her responsibilities included, but were not limited to, overseeing the development and implementation of safety programs and initiatives such as Safety Management Systems (SMS) for a large legacy carrier. As a Six Sigma Blackbelt, Ms. Rockbrune has extensive experience on the methodologies and processes for data collection, integration, analysis, improvement development and measurement in an airline context. This disciplined data-driven approach and methodology for eliminating defects to improve performance serves well in the performance based regulatory framework Industry is now shifting towards. At present, Nancy holds the position of Assistant Director Safety Management Systems, within IATA. Leveraging her airline experience, Ms. Rockbrune is facilitating Industry implementation of SMS and other performance based programs, while also establishing industry-wide performance baselines. Nancy is also a member of the ICAO Safety Management Panel (SMP), tasked with creating a new SMS Annex, as well as the ICAO Safety Information Exchange Study Group (SIXSG), tasked to identify harmonized safety metrics and the associated data requirements for the establishment of key safety performance indicators.

Before joining the Celebi Group in 2005, he was the Director of Terminal Operations in Manila, where he was seconded by Fraport, from 2000 to He then worked at the company's Frankfurt Head Office until mid-2005 and became CEO of Celebi Ground Handling in Prior to this Samim was the CEO and Board Member of Bayindir Antalya Airport Terminal Management (from 1997 until 2000). After the start-up of operations, he managed this first BOT project in Turkey. He gained his BSc in Mechanical Engineering with two majors in Machine Design and Industrial Engineering at Bogazici University in Samim speaks English, French and German and holds a private pilot's licence.

Based in the Montreal office, he is responsible for the Passenger & Airport Segment products. The top 5 products in his portfolio include the Airport Handling Manual (AHM) & IATA Ground Operations Manual (IGOM), Passenger Services Conference Resolutions Manual (PSCRM), Airline Coding Directory (ACD), Standard Schedules Information Manual (SSIM) and the Multilateral Interline Traffic Agreements (MITA). Prior to his current role, he was the Project Manager in IATA s Operations division for the IATA Training & Qualification Initiative (ITQI) as well as the Operational Cost Reduction Initiative (OCRI) which included GO-Team visits to IATA member airlines identifying over US$ 600 million in potential savings. Thomas holds a Bachelor of Science in Management Studies with French from Lancaster University in the UK.
