Legal/institutional framework & context (I) Royal Decree 184/2008 / AESA competences / the Spanish Aviation Safety and Security Agency is the oversight authority for the safety and security in the civil aviation domain in Spain 20 th October, 2008, the former DGAC splits into two, so that: DGAC remains within the Ministry of Development, in charge of strategy and policy issues AESA is created as the oversight authority AESA is currently established as a priority sector in Spain. As from the 1 st January 2009, manages its own budget. As from the 1 st January 2012, its budget charges. The budget for 2014 is 61 M. derives fully (100%) from its Own staff close to 400 people (taking into account technical assistances, AESA manages more than 750 people). AESA is the civil Spanish NSA (except for MET).

(III) Law 9/2010, of April 14th, that regulates the provision of air traffic services, establishes the obligations of the civil providers of such services and lays down certain workingconditions for the civil air traffic controllers. Royal Decree 931/2010, of 23 July, by which it is regulated the procedure for the certification of air navigation service providers and their regulatory oversight. Orden FOM/1841/2010, of July 5th, developing the requirements for the certification of ATCO training providers. Wherever there is no contradiction with Regulation (UE) 805/2011 Royal Decree 1133/2010, of September 10th, by which the provision of the Aerodrome Flight Information Service (AFIS) is regulated. Royal Decree 1238/2011, of September 8th, regulating the Airport Apron Management Service (SDP). Royal Decree 1001/2010 on rest requirements for ATCOs
