27 WHAT IS CIVIL-MILITARY COOPERATION CIMIC is widely popular and specially significant expression in Military service. It connotes to a military function that supports the military commander s mission. Required for establishing co-ordination & co-operation between military forces and civilians in the Commander s area of operation. CIMIC assumed to be routine role in international affairs like peace-keeping missions, disaster management etc. The requirement is more pronounced in Civil Aviation. 28 WHAT IS CIVIL-MILITARY COOPERATION CIMIC is the function through which the two major users, the military and the civil, work together to achieve the optimal use of airspace as a whole. Optimal use of an asset like airspace is essential for safety and efficiency of air traffic system, as well as, global and national security and economics. The optimal use is a challenge for civil & military authorities. It will increase airspace capacity, decrease accidents and flexible use of CNS/ANS equipment. 30 ICAO REFERENCE TO CIMIC The Assembly Resolution A27-10, Appendix P focuses on: The common use by military and civil aviation of airspace and of certain services shall be arranged so as to ensure the safety, regularity and efficiency of international civil air traffic; and The regulations and procedures established by Contracting States to govern the operation of their state aircraft over the high seas shall ensure that these operations do not compromise the safety, regularity and efficiency of international civil air traffic and that, to the extent practicable, these operations comply with the rules of the air in Annex 2. 31 ICAO REFERENCE TO CIMIC SARPs in Annex 11 contain provisions for coordination between military and civil ATS. Paragraph 2.15 stresses upon the urgent requirement of maintaining communication between military and civil authorities: Air Traffic Services units shall, either routinely or on request, in accordance with locally agreed procedures, provide appropriate military units with pertinent flight plan and other data concerning flights of civil aircraft. 32 ICAO REFERENCE TO CIMIC Special procedures shall be established in order to ensure that: Air Traffic Services units are notified if a military unit observes that an aircraft which is, or might be, a civil aircraft is approaching, or has entered, any area in which interception might become necessary; All possible efforts are made to confirm the identity of the aircraft and to provide it with the navigational guidance necessary to avoid the need for interception. 33 ICAO REFERENCE TO CIMIC In October 2009, ICAO hosted Global Air Traffic Management Forum on civil-military cooperation. Attended by more than 400 high-ranking participants from 67 member-states, 6 ANS providers and 46 industry organizations. It was realized that there was no existing international framework to bring civil and military authorities together. The Forum recommended that ICAO could play pivotal role in building CIMIC. 41 CASE STUDY OF BANGLADESH In Bangladesh, CIMIC is essential since a small airspace is being extensively used by both civil and military aviation. The growth of civil aviation and military operations has put a challenge which compels to expand civil-military cooperation in Bangladesh. Civil Aviation Authority, Bangladesh
42 TRAINING Civil Aviation Training Centre provides basic training to both civil and military ATCOs. Civil Aviation officials get flight safety training from the Flight Safety Institute of Bangladesh. Hence, bi-lateral cooperation already exist in the field of training. 43 AVIATION SECURITY All airports under Civil Aviation Authority are Key Point Installations. Air Force can help CAAB in AVSEC duties by sharing knowledge and experience to prevent unlawful interference. The robust training imparted by air force to combat terrorism will be of immense use to civil aviation. 44 CONCLUSION Aviation in future will greatly blur the distinction between civil and military. Both communities have to work together for optimum use of airspace.
