1 BOBASIO/6 IP/02 The Sixth ATS Coordination meeting of Bay of Bengal, Arabian Sea and Indian Ocean Region (BOBASIO/6) Eden Island, Seychelles, 2 nd November -4 th November Agenda Item 6-ATM Coordination - Airspace restructuring COLLABORATIVE AIRSPACE DESIGN AND MANAGEMENT (Presented by Airports Authority of India) SUMMARY This paper presents the status of enhancement of airspace capacity through Collaborative airspace design and management. This paper relates to: Relevant Strategic Objectives: A: Safety Enhance global civil aviation safety B: Air Navigation Capacity and Efficiency Increase the capacity and improve the efficiency of the global aviation system C: Environmental Protection and Sustainable Development of Air Transport Foster harmonized and economically viable development of international civil aviation that does not unduly harm the environment Global Plan Initiatives: GPI-5 RNAV and RNP (Performance-based navigation) GPI-7 Dynamic and flexible ATS route management GPI-8 Collaborative airspace design and management 1. INTRODUCTION 1.1 Asia and Pacific region has been registering consistent growth in aviation in the past five years and all the industry projections indicate sustained growth in the coming years. To meet the demands of the aviation growth in the region India has taken notable initiatives for enhancing airspace capacity and route optimization within its airspace by providing efficient and environmentally sustainable air space management solutions DISCUSSION 2.1 In line with the ICAO recommendation for States to work cooperatively either through bilateral or multilateral agreements to ensure regional and sub-regional harmonization of en-route PBN implementation, in BOBASIO/5 India proposed to establish new ATS routes in Kolkata-Dhaka FIR, Northern Bay of Bengal and over Arabian Sea for capacity enhancement and route optimization. 2 2.2 In July, 2016 India had a bilateral meeting with Srilanka wherein it was agreed to establish a new unidirectional ATS route between Colombo and Trichy via ATETA. 2.3 The status of the proposals is annexed to this paper. 3. ACTION BY THE MEETING 3.1 The meeting is invited to: a) note the information contained in this paper; and b) discuss any relevant matters as appropriate.. Page 2 of 5

3 A) In Kolkata-Dhaka FIR Proposal to establish eight new ATS routes were made. Bangladesh has agreed to five proposals and the status is given below- 1) Proposal 2 - Uni-directional (EB) ATS Route - Kolkata-Barisal-Comilla-Lengpui. It is proposed to extend ATS Route A791 2) Proposal 3 - Uni-directional (EB) ATS Route - Guwahati-Sylhet-Agartala It is proposed to extend ATS route R472 3) Proposal 4 - Bi-directional ATS Route - Bagdogra Saidpur. New ATS Route designator request has been placed to ICAO-APAC 4) Proposal 5 - Jamshedpur-Durgapur-Rajsahi (Bidirectional) It is proposed to extend ATS Route B209 5) Proposal 8 - Bi-directional ATS Route - Katihar Saidpur Guwahati India Airforce has suggested the route to be realigned as Kathar VENAD ATOGA - Guwahati Under Process. Comments and concurrence of Bangladesh is requested. Page 3 of 5

4 B) In Mumbai-Sanaa-Mogadishu-Seychelles FIR PfA to BANP submitted to ICAO-APAC. ICAO APAC has intimated that they are in correspondence with the ICAO Middle East (MID) and East Africa (ESAF) Regional Offices in order to coordinate matters related to the Sanaa, Mogadishu and Seychelles FIRs. ICAO APAC has also proposed: a) that ATS route M507 ends at waypoint NABIL, there to join a proposed ATS route UT381. It should be noted that ATS route designators Q, T, Y and Z may only be used for area navigation routes which do not form part of the regional networks of ATS routes (i.e. may only be used for domestic routes). In terms of the regional networks of ATS routes, the current proposal would result in the ending of the route at NABIL, which may not be supported in the ANP. We will advise the outcomes of our consultation with the ICAO MID and ESAF offices. b) Mogadishu and Seychelles may care to consider extending N634 and P759 to overlay UG450 and UG424 respectively, in their FIRs. 5 C) BIMT Route Design over Bay of Bengal 1) ICAO - APAC has circulated the PfA to BANP 2) The Danger Areas of Bangladesh, VGD31/32/34 are within Kolkata FIR and are active for 19hrs per day throughout the year. They are in close proximity of L507 & P646. Considering the increase in hours of activity and proximity to high density International ATS Routes India has requested Bangladesh for a meeting at Kolkata or Dhaka to develop a Standard Operating Procedure and execute a Letter of Agreement between the controlling authorities of the Danger Areas and ATS unit responsible for providing Air Traffic Services in that airspace. Annex Coordination between military authorities and air traffic services Air traffic services authorities shall establish and maintain close cooperation with military authorities responsible for activities that may affect flights of civil aircraft Coordination of activities potentially hazardous to civil aircraft shall be effected in accordance with Coordination of activities potentially hazardous to civil aircraft The arrangements for activities potentially hazardous to civil aircraft, whether over the territory of a State or over the high seas, shall be coordinated with the appropriate air traffic services authorities. The coordination shall be effected early enough to permit timely promulgation of information regarding the activities in accordance with the provisions of Annex Recommendation. If the appropriate ATS authority is not that of the State where the organization planning the activities is located, initial coordination should be effected through the ATS authority responsible for the airspace over the State where the organization is located The objective of the coordination shall be to achieve the best arrangements which will avoid hazards to civil aircraft and minimize interference with the normal operations of such aircraft. 3) Planned from 08 th, December, Page 5 of 5
