CANSO Vision CANSO's Global Vision identifies the areas of change needed within the regulatory and operational domains, as well as the issues we must address if we are to achieve a truly global ATM system
ICAO has recognised that: Global framework is needed to ensure: Safety is maintained and enhanced ATM improvement programmes are harmonized Barriers to efficiency and environmental gains are removed Investment certainty is required for: Operators Infrastructure providers Equipment manufacturers Regulatory approval process must be streamlined Support States in introduction of significant changes
The Challenge of Global Harmonization Future ATM technologies must be compatible and interoperable (Standards) Integration of new technologies, systems, procedures and concepts into domestic airspace (mixing new with old) Regional collaboration and coordination is needed (crossboundary and multilateral harmonization) Service Provider and Operator investments required to realize full benefits (infrastructure, avionics, procedures) ICAO, CANSO and others must continue leadership role in promoting cross-regional harmonization (Block Upgrades)
21 The ASBUs has been a Team Effort
What is a Block Upgrade? Measurable Operational Improvement Air & Ground Standards / Procedures Air & Ground Equipment / Systems Operational approval / certification Positive Business Case
A Block is Made Up of Modules
and a Block is Scalable to Meet Regional or Local Needs
Performance Improvement Areas Understanding the Relationships Block 0 (2013) Block 1 (2018) Block 2 (2023) Block 3 (2028 & >) Greener Airports Globally Interoperable Systems and Data Optimum Capacity and Flexible Flights Efficient Flight Path Modules Threads 25

Global Rollout ASBU concept introduced at GANIS State Letter consultation on ASBUs 16 Feb 2012 Regional outreach High Level Briefings DGCA Meetings plus Symposia 5 day workshops with practical implementation Pre- AN-Conf/12 Workshop AN-Conf/12 Paper distributed 30 June 2012 States consideration in November Working Document posted on website
Harmonized ATM - Towards a truly seamless global system Align firmly with Block concept - Operators & OEMs Synchronized investments in avionics (Roadmaps) Removes need for regulatory mandates Reduces lead time (6 years away) Reduces costs Minimizes Retrofits (very expensive) Integrated Avionics and quicker installation & Certification Synchronized investments by ANSPs / States Block design recognizes regional differences Reduces complexity of competing safety priorities Integrates Needs of domestic & international operations Recognizes Budgets Threads the modules 31
12 th Air Navigation Conference AN-Conf/12, November 2012 Acknowledge Block 0 Agree to Block 1 Block 1 will serve as the enabler and foundation for the envisioned future aviation systems Endorse the Strategic Direction to Blocks 2 & 3 Strategies for longer-term requirements Opportunity to formalize future infrastructure & equipage Present revised GANP Operational capabilities to manage ATM system requirements
CANSO comments on Block 1 Budget considerations greater for Block 1 Involves technology insertion in ground and/or air Requires moving to network-based communications Many States require substantial infrastructure investment Regional synchronization issues Equipage and capabilities Essential to successful implementation of future Blocks Global Standards can mitigate such risks Ensure interoperability between regional ANSPs Offers stakeholders common guidelines
The CANSO Position Need for STANDARDS NOT MANDATES Need for Global Interoperability is very clear: Avionics-Ground system: very long lead time Ground-Ground stakeholders: more connectivity desired Diverse regional requirements need greater recognition: Seamless operations require synchronized investment across multiple FIRs Many States have particular needs, priorities, and approaches not always shared by others
The CANSO Position Unification of Global Initiatives Focus of NextGen, SESAR, CARATS, FIANS, CNAS, et. al. Concentrated, focused, modular, complete Harmonization of Timeframes and Capability Globally between regions and larger actors Regionally between neighbors Domestically between States and ATC stakeholders Business Case Justification for internal action Cross-organizational stakeholder buy-in Supports Cost-Benefit Analyses
CANSO AN-Conf/12 Preparation Monthly conference calls of OSC and PSC chairs, ASBU WG Chair, Program Managers, CANSO RDs OSC has committed to drafting the following papers: GANP, ASBUs and roadmaps Data Communications AIS to AIM SWIM evolution path ANSP requirements for UAS Flight efficiency and ATM environmental performance
CANSO AN-Conf/12 Preparation PSC has committed to drafting papers on the following topics: Policy and regulatory impediments (e.g. sovereignty, funding issues, regulatory approvals, etc.) Implementation incentives/issues (i.e. principles such as Best equipped, best served ) Standardization issues
CANSO AN-Conf/12 Timeline 8-9 March proposed topics for working papers agreed during CANSO ATM Operations Conference March proposed topics for working papers agreed during 1 st meeting of the PSC mid-april drafting of papers and review of ICAO Secretariat papers when available June 1 st drafts ready for review during time of the AGM end-july 2 nd drafts ready for review by Standing Committees end-september final review and approval of papers; papers submitted for translation 30 October submission of papers to ICAO June-November lobby States and stakeholders
CANSO feedback message to ANSPs Cross-reference your ATM plans with the ASBUs Focus on Operational Improvements, less on Technology Start talking to your Regulator NOW! Consult with GA, Military, other stakeholders Look at training requirements: involve controllers early! Work toward Regional Agreements Focus on the business case - metrics and CBAs are key : Investments Minimize mixed equipage Address your Safety Net requirements; for example: Hazard Identification and Risk Assessment (HIRA) Airspace re-design
Future Aviation Challenge Team Develop consensus and advocacy to address impediments to interoperability and implementation Brings together senior aviation decision-makers Technical/Operational challenges are considered in the ASBU framework Political/Economic challenges are much more difficult and an impediment to progress Develop One Voice communications to policy-makers, legislators, stakeholders, general public Propose a set of operational and financial principles / policies to accompany the ASBU program To be considered during the AT-Conf/6 in 2013

State Letter Feedback What is CANSO s role in ASBUs?
State Letter Feedback Concerns of States, Industry and ANSPs Serco Internal
Stakeholder Feedback Serco Internal
Stakeholder Feedback From CANSO Need a mechanism for State feedback, including the reasons for acceptance/rejection From International Coordinating Council of Discussed at TT #8, no determination Aerospace Industries Associations provided by ICAO but accepted the idea Needs a globally-harmonized, cross-regional Non-required From States vs global interoperability approach Many Business metrics are case just needs notional strengthening, benefits, need across value regions Modules and measurable should Expanded include benefits but Training, needs more Human work Factors, and Procedures SAE Team section is going to continue the work How Included Need ANSP and more can expanded identify clarity in bundles based CNS enablers on of modules comments ANSPs should be providing ICAO good Add dynamic sectorization module examples to tie to Modules and Roadmaps TT already included in other Modules Add a Shared surveillance cross FIR module TT determined not to address at this time. This is a Best Practice Serco Internal
CANSO Feedback Feedback to CANSO helped immensely: A better understanding of ANSP requirements and challenges Feedback to the Tech Team for ASBU revisions CANSO now serves as a global voice ; the transition to a Global Partner needs to take stage now States and ANSPs to socialize ASBUs Global Best-Practices, in the spirit of Partnership for Progress Serco Internal
