Burke, Director, Sarasota County Area Transit Department Update/Progress Report of the Sarasota County Transit Development Plan RECOMMENDED MOTION(S) OR ACTION(S): To adopt a resolution approving the 2017 annual update/progress report to the Sarasota County Transit Development Plan to be forwarded to the Florida Department of Transportation. BACKGROUND: Sarasota County Area Transit (SCAT) is seeking approval by the Sarasota Board of County Commissioners (Board) for an annual update/progress report (commonly referred to as the Minor Update) on the Sarasota Transit Development Plan (TDP) to be forwarded to the Florida Department of Transportation. All transit providers receiving Public Transportation Block Grant funds are required to update their TDP annually, in accordance with Section of the Florida Statutes. The most recent update of the TDP was a Minor Update approved by the Board in August This progress report is an update on projects implemented in the current year FY 2017, adding a new 10th year for FY 2027, and revising priorities. With each new year, the 10-year timeframe looking forward is incremented by one additional year. Thus, the annual update includes a new 10 th year, FY While a major TDP update occurs every five years, the TDP is updated annually and may be amended at any time to adjust for budget amendments or to add new projects. The last Major Update of the TDP was approved by the Board in September The 2017 progress report reflects on the progress of implementing recommendations within the Comprehensive Operations Analysis (COA) approved by the Board in July 2016 and in August The COA addressed the overall efficiency of the SCAT fixed route system as well, its transfer stations, and needs for transit services. The COA will continue to guide annual transit capital and operating plans for the next two to four years. SCAT conducted considerable public outreach for the COA. In August November 2016, SCAT continued to engage the public for its November 2016 route changes. In December 2016, SCAT held public meetings to gather public input on proposed route and schedule changes implemented in April In addition to public workshops, SCAT sought input from the community and municipal and agency staff. 2 SCAT has initiated stakeholder outreach and will be scheduling public workshops prior to changes anticipated for fall RELEVANT PRIOR BOARD ACTION: 1. On August 23, 2016 the Board approved Resolution No approving the 2016 Minor Update of the Transit Development Plan (5 0 vote). 2. On July 12, 2015 the Board approved the Comprehensive Operations Analysis (5 0 vote). 3. August 25, 2015 the Board approved Resolution No approving the 2015 Minor Update of the Transit Development Plan (5 0 vote). 4. August 26, 2014 the Board approved Resolution No approving the 2014 Major Update of the Transit Development Plan (5 0 vote). ANALYSIS: This Minor Update of the Sarasota County Transit Development Plan (TDP) reports on the FY 2017 accomplishments and recommends an implementation plan for FY The FY 2018 implementation plan is based on longer-term (FY 2018, and beyond) recommendations developed in the Comprehensive Operations Analysis (COA) approved by the Board in July Staff will return to the Board during the next FY 2019 budget cycle to present a proposed implementation plan for future recommendations of the COA. For the purposes of this Minor Update, only projects in FY 2018 are proposed to be funded. All other projects are unfunded and moved out to later years within the 10-year plan. FY18 proposed service changes are shown on the FY18 service change table on the following page. As shown in the series of tables of accomplishments, in FY 2017, SCAT implemented route changes consistent with the COA. These changes were phased in over the year, beginning in November 2016 and April A complete progress report for FY 2017 is attached to this memorandum. The progress report outlines the requirements of the State of Florida Transit Block Grant Program, progress report on the past year s accomplishments and milestones and the revised implementation and financial program including recommendations for FY 2018 described in this memorandum. The report incorporates recommendation of the COA for performance measures for bus routes efficiencies. 9 Section 1: Introduction The State of Florida Public Transit Block Grant Program was enacted by the Florida Legislature to provide a stable source of funding for public transit. The Block Grant Program requires public transit service providers to develop, adopt, and annually update a Ten Year Transit Development Plan (TDP). Under legislation that became effective February 20, 2007, the TDP must undergo a Major Update every five years. In the interim years, an update is to be submitted in the form of a progress report on the tenyear implementation program of the TDP. Major updates involve more substantial reporting requirements than annual progress reports. Each update must be submitted to the appropriate Florida Department of Transportation (FDOT) District Office by September 1st. The most recent TDP major update was adopted in September 2014 by the Sarasota County Board of County Commissioners (Board). SCAT submitted a minor update in August 2016 for the 10 year period from 2017 through This document comprises Sarasota County s annual progress report for the current fiscal year (FY) 2017 and for the 10 year period from 2018 through 2027 and meets the requirement for a TDP annual progress report in accordance with Rule Chapter 14 73, Florida Administrative Code (FAC). Table 1 1 lists the TDP requirements from Rule for annual progress reports and indicates whether or not the item was accomplished in this TDP. Organization of the Report The TDP progress report is organized into the following sections: Section 1: Introduction This section outlines the requirements of a TDP and includes contact information for the submitting agency. Section 2: Progress Report This section includes the progress report on past year accomplishments and milestones achieved. Section 3: Implementation and Financial Plan This section presents the revised implementation and financial program including the integration of new recommendations.

11 Section 2: Progress Report In the past year, SCAT achieved a number of milestones consistent with the program outlined in the Sarasota County Transit Development Plan. The progress report included in this section is organized into two sections: 1) Transit Capital and infrastructure 2) Service planning and operations Each operations and capital activity is briefly described and the accomplishment summarized. Where there are discrepancies between the plan and the activity described, these are noted along with steps taken to modify the goal or milestone presented. An additional subsection is included which presents the status of SCAT goals and objectives. PROGRESS REPORT ON MILESTONES Evaluation of Goals and Objectives Goals and Objectives are an integral part of the SCAT Transit Development Plan. An assessment of SCAT s goals, objectives and policies was conducted as part of this progress report. SCAT continues to meet its goals, objectives and policies contained in the 2014 TDP major update. SCAT has continued to successfully implement the goals presented in the TDP major update approved in September The next TDP major update is anticipated in September Comprehensive Operations Analysis In 2016, SCAT conducted a Comprehensive Operations Analysis (COA) of its fixed route services including the following areas of focus. Findings from the COA are included in the 2016 annual update for: Downtown Sarasota Transfer Station; Bus stop spacing, and shelter priorities; South County routes; and Route efficiencies. In November 2016, SCAT implemented phase 1 near term COA recommendations. In April 2017, SCAT implemented phase 2 near term recommendations. These near term efficiencies removed or consolidated lower performing routes or portions of routes. Transit Capital and Infrastructure Replacement Vehicles SCAT maintains an effective replacement program for its fleet. As of July 2017, SCAT s total operating fleet count is 65 buses; 59 motor buses (29 foot, 35 foot & 40 foot), and 6 commuter buses (40 foot). The fleet is maintained by SCAT Maintenance which operates 21 hours a day 7 days a week.

12 Replacement assets for the years 2014, 2016 and 2017 were standardized to minimize both driver training, parts inventory and appearance. The average age of the SCAT fleet, with twenty new 2017 buses, is just over 3 years old. Signage at Bus Stops and Stations Signage and transit bus route information at bus stops and at Transfer Stations were converted to communicating where riders can obtain bus route information by phone, smartphone, computer, or mobile app. Customers can use a Quick Response (QR) code to access schedule information using a smart phone, or call for route information on their cellular phones. Riders can locate bus route maps and schedule on the SCAT website, which are in Americans with Disabilities Act (ADA) format for the visually impaired. At the downtown Sarasota and 3 other stations (South Gate, Sarasota Square, and Venice Train Depot), intelligent signage is installed with information about bus arrival times. SCAT will be installing this signage as transfer stations are improved and/or new stations constructed. Signage installation is planned for the SCAT University Town Center (UTC) Transfer Station. SCAT branding SCAT 2014 Clean Diesel vehicles are branded to recognize community resources available in Sarasota County and the availability of public transportation services to libraries, parks, beaches and the airport. Our 2011 hybrid diesel electric buses are wrapped with a beach bus theme. SCAT to Transit Amenities SCAT s goal is to install shelters and benches at bus stops that meet ridership standards. At a minimum, we are recommending the following standards for the installation of shelters and benches: Shelters 20 or more boarding per day Benches 10 or more boarding per day We also examined bus stop spacing, and recommend spacing bus stops approximately ¼ mile apart. As a result of this recommendation, SCAT is removing existing bus stops considered too close to each other and adjusting others. Bus stops adjacent to schools and areas where disabled and older riders live are not recommended for removal. As of FY17 Quarter 2, SCAT

13 removed a net of 13 bus stops. As part of April 15, 2017 route changes, SCAT removed stops on Venice Island and on Longboat Key north of Bay Isles. ADA Bus Stop Improvements Bus stop accessibility improvements for all users are priority for Sarasota County. In FY 2016, SCAT installed 30 ADA accessible bus stops with shelters. Most all of which are new shelters. SCAT also is replacing dilapidated and destroyed shelters. Our goal for FY 2017 is to install and exceed a minimum of 12 shelters and to design 25 shelters to install in FY SCAT was awarded funding for improving 10 locations on the State Highway System (SHS) in Sarasota County for ADA access improvements and shelter pads and on Siesta Key through the Florida Department of Transportation (FDOT). We anticipate approval of Joint Participation Agreement (JPAs) with FDOT by September 2017 for both projects. In May 2017, SCAT purchased 37 shelters from Lamar Advertising Corporation. These shelters were constructed under contract and maintained and operated by Lamar until the contract expired May 15, By November 2017, Lamar will remove its remaining shelters that do not meet our criteria for purchase. SCAT will be replacing three of these locations with shelters that meet our criteria. We will continue to seek voluntary easements from adjacent property owners for other Lamar locations. Maintenance, Operations and Transfer Facilities The COA examined all current SCAT transfer facilities primarily the Downtown Sarasota Transfer Station for our most critical location for transfers within the northern portion of the county. For the current level of service, the current transfer station in Downtown Sarasota is adequate and supports the pulse system that we operate. From a customer standpoint, the current location is ideal because no transfers are needed if customers start or end their trip downtown (Downtown Sarasota is a destination for many of SCAT s customers). From a route structure perspective, the location allows for the development of an efficient route structure that does not result in circuitous routing (owing to the fact that it is located close to major roadways which are used by several north south and east west routes). However, since the transfer station is already operating at maximum capacity during certain times of the day (with all bus bays being occupied), a disruption in the schedule (a bus arriving early or late) could result in not enough bus bays being available for all routes that need to use the station. Additionally, the current facility is not designed to accommodate 40 foot buses used for the Express routes. These size buses currently use a stop on street (Lemon Avenue). If service is expanded in the future (either through new routes or increased frequency for existing routes), the Downtown Sarasota Transfer Station would need to be expanded or relocated or provided for an improved on street dwell (such as the proposed conversion of on street parking for bus dwell on 1st Street across from Sarasota City Hall). In January 2017, SCAT celebrated the opening of its new University Town Center (UTC) transfer station on North Cattlemen Road and University Town Center Dr. The facility has 8 bays, public rest rooms, covered seating areas, and an operator room. The station was constructed and funded by Benderson

14 Development Corporation as part of the UTC Mall. Benderson will be improving two SCAT bus stops on University Parkway and North Cattlemen Rd/Cooper Creek Dr. The Cooper Creek Dr. stop will be coordinated with MCAT. The anticipated timeframe for these improvements is prior to September 2017, when the World Rowing Championship is scheduled to be held. The remaining transfer stations/transfer points in the SCAT system were examined and had recommendations developed. These are included in the following table. South County Maintenance and Storage Facility Two routes are currently operated from our South County transfer facility in the City of North Port via an interlocal agreement with the Sarasota County School Board. The facility can accommodate up to seven buses. Five buses are currently parked, fueled, and cleaned daily at this facility. However, a south county maintenance facility offering additional parking and integrating operations and maintenance would be allow SCAT buses to reduce the miles traveled to start routes in South County. SCAT will continue to evaluate service levels in South County and determine when and if a new South County Facility is warranted.

15 Transit ITS Projects In 2015, SCAT conducted an assessment of its automatic passenger counters (APC) systems to examine the opportunity to report ridership for passenger mile sampling surveys. With the August rollout of the 2016 units, there should be only 3 buses without Clever; 1201, 1202 & We will have a total of 68 buses making it 97% of the fleet. We continue to improve our capability to monitor, maintain, repair, replace and train our staff on the systems and work toward our goal of using the systems for reporting and planning. These hardware, software and data systems are installed on all but three (as listed above) of its buses and are maintained under agreement with the vendor. Currently, Wi Fi is installed and operating on all of the SCAT fleet. Regional Revenue Collection Initiative: Smart Cards In March 2017, the Board of County Commissioners approved an interlocal agreement with Hillsborough Regional Transit Authority (HART) to participate in a collaborative, multi jurisdiction, regional revenue collection system project that combines hardware and software offering riders new ways to purchase fares and transit systems improved cash management. The revenue collection equipment will be installed on SCAT buses in summer 2017 for testing. Full project implementation and HART s final acceptance of the mobile phone application and smart card fare medium is anticipated by summer There are no upfront capital costs to SCAT for the equipment, and HART through its FDOT grant, will fund transaction fees and administrative costs for up to the first year after project final acceptance. After the first year, SCAT will be responsible for these costs, and after two years, we will be responsible for annual equipment maintenance. After four years, we will be responsible for a portion of the regional collection system annual hosting fees. The system includes smart cards that riders may purchase at local transit offices or other designated locations and online. With the installation of equipment on buses, we will begin an extended public outreach and education program to inform the public about the new system and conveniences. There is an opportunity to review the current SCAT fare structure and policy to improve our fare programs. SCAT will continue to collaborate with MCAT on improving our regional coordinated services and will continue to sell and accept the Manatee Sarasota 30 day regional fare card, the RCard, on all SCAT routes. Capital Asset Management Plan The FTA has recognized that asset management is required for effective performance management. As defined by FTA, asset management is a strategic process through which transit agencies procure, maintain, and replace transit assets to manage performance, risks and costs over time. Such a strategy ensures safe, cost effective, and reliable service now and in the future. SCAT submitted its Maintenance Plan to FTA in September 2015 for its bus fleet and for all SCAT facilities and equipment. SCAT monitors and tracts fleet transit maintenance through the Fleet Focus system. While the current parts inventory is

16 on site, the day to day operations is managed by NAPA IBS. Quarterly and fiscal year end inventory are under the guidance and direction of SCAT personnel. Security Improvements SCAT continually assesses and works to improve security at all the facilities which it operates or manages. A hi definition camera system monitors all entrances, exits and secured areas. GS4 security personnel are stationed at the downtown Sarasota Transfer Station, Sarasota Pavilion Station and Venice Train Depot (which houses the SCAT Transfer Station). Our fleet is equipped with Wi Fi allowing the retrieval and monitoring of surveillance video system by key personnel both at the office and field locations for the purposes of law enforcement, passenger control, and probable cause determination. SCAT invited the TSA to conduct a BASE Inspection, (Baseline for Security Enhancement). The TSA ranked SCAT very highly and provided us with a list of suggested items to improve our overall security posture. SCAT is working closely with key stakeholders: Sarasota County s Enterprise Information Technology (EIT), Facilities, SCAT Marketing, Communications, and Security to implement the improvements suggested. Threat and Vulnerability Assessment To ensure the resiliency of bus services in the event of a major security event, SCAT has both a System Security Plan and System Security Program Plan. Both plans meet FTA requirements and are submitted annually to FDOT. The SSP is a more detailed plan with sections dealing with threat assessments and vulnerability. Trapeze Software Upgrade The Transit Division scheduling software is being updated to Trapeze Version 16 in SCAT uses Trapeze software to maintain a bus stop inventory, update Google transit feed, schedule operator work and prepare route scheduling. Having the vendor host the software in the cloud provides greater efficiency, reliability, flexibility, and availability. Trapeze assists with the preparation of our blocking, roster, routing, and run cutting reducing cost of personnel and potential risk due to personnel availability and ensuring proper and full use of the software. Marketing & Customer Service SCAT has an active Marketing and Customer Service staff. In 2015, SCAT implemented a marketing program called the SCATillac. In summer 2016, staff began holding monthly trainings to teach current and new riders to learn how to SCATillac around Sarasota. This program continues to be successful. In 2017, trainings are being held at various Sarasota County Public Schools focusing on students and at Senior Centers. Participants learn about riding SCAT and how to get around by public transportation in Sarasota: What bus fares are and how to pay How to carry bikes on buses How to read a bus schedule Planning a trip

17 How to use our phone app Bus rules How to board and depart the bus In January 2017, Sarasota County celebrated the opening of our new University Town Center SCAT Transfer station with cutting event. The SCAT UTC station is adjacent to the University Town Center Mall and the Nathan Benderson Park and location for the 2017 World Rowing Championships. The UTC station is SCAT s hub for two Monday Saturday routes and one Sunday route that will serve the needs of the rowing championships and other park events, the commercial areas on both sides of University Parkway and into Lakewood Ranch. In addition celebrating our new facilities, SCAT has a robust marketing program for existing and new services. In early 2017, SCAT rolled out a successful marketing program for the new Siesta Breeze reaching engaging condo managers and businesses on the island. In March 2017, SCAT held a ribbon cutting event for the Siesta Breeze. Other marketing programs in FY 2017 were aimed at new a Venice Island Circulator service and a new Englewood Beach service started in April SCAT with the community is evaluating the new services and considering ways to improve ridership. Through 2016 and 2017, SCAT engaged with PGT and Tervis to promote commuter service changes including service expansions to accommodate employee shifts. Despite the extensive marketing efforts, the Route 100 ridership is under performing. SCAT will be recommending eliminating service to these areas until there is a demonstrated need. New Bus Operator Training Program SCAT implemented operator trainers in 2016 under the supervision of the SCAT Safety and Security Officer. The training program uses a combination of industry standard TSI, (Transportation Safety Institute), materials as well as custom designed training modules on customer service, bomb threats, incident de escalation, and agency specific policies and procedures. Certified SCAT trainers provide training in safety, customer service and sensitivity to passengers. Bus Operator Procedures Manual and Standard Operating Procedures (SOP) Manual SCAT staff completed the Bus Operators Procedures manual which includes industry standard TSI approved course materials. The manual institutes standard protocols for drivers, supervisors, and management in regard to day to day operations, revenue accounting, on time performance, incident/accident reviews, and state and federal regulatory compliance. The manual includes the SCAT organizational structure, a description of SCAT services, relevant personnel information, guidelines for customer service, incident/accident reporting, and also requirements for operating vehicles safely. Special emphasis in the manual is placed on procedures for incident/accident reviews in order to ensure consistency for fixed route operations. Several compliance and reporting procedures are updated in the FY 2017 SOP update.

18 FY 2017 Service and Proposed Fare Modifications SCAT implemented several service modifications and fare structure additions in FY SCAT met its TDP service plan for FY 2017 (October 1, 2015 September 30, 2016). Service Modifications & Improvements SCAT implemented service modifications and improvements during the following time frames: November 2016 COA Phase 1 Efficiencies Implemented Route 1 (Fruitville) and Route 15 (Cattlemen) on Sunday that were FY 2015 pilot projects. March 2017 Replace Route 10 Siesta Beaches with the Siesta Breeze Open Air Circulator April 2017 COA Phase 2 Efficiencies Restructuring South County routes was a primary recommendation of the COA with the goal to improve the routes operating in Venice, Englewood and North Port. SCAT implemented south county route changes in April 2017 and will continue to evaluate and refine the services to the emerging communities in Venice, North Port, and Englewood. Coordinated Routes with Manatee County SCAT staff continues to coordinate with MCAT staff to ensure service reliability for the coordinate bus routes along US Highway 41 and along the barrier islands between Anna Maria Island and downtown Sarasota. In October/November 2016, we updated an interlocal agreement relating to coordinated services on U.S. 41 between Palmetto and Sarasota (Route 99) and on Longboat Key (SCAT Route 18/MCAT Longboat Key Trolley). In November 2016, SCAT and MCAT restructured the Route 99 removing the section from Palmetto to downtown Bradenton. MCAT now operates this portion of the service. SCAT and MCAT continue to operate the coordinated Route 99 between downtown Bradenton and downtown Sarasota via US 41. In November 2017, SCAT and MCAT also reconfigured its coordinated Longboat Key Route. SCAT now serves the section from Downtown Sarasota to Bay Isles. MCAT provides an on demand service for the section form Bay Isle to Coquina Beach. The MCAT service is a reservation service scheduled through Manatee County.

19 MCAT and SCAT continue to implement several three way agreements for unlimited access for students, faculty, and employees of universities to ride free. The first agreement was approved in 2015 with USF Sarasota Manatee. In July 2016, three way agreements were approved with Ringling College of Art and Design and New College. The agreements are in the amount of $5000 annually to each MCAT and SCAT from each respective college. SCAT and MCAT are evaluating opportunities to expand the program with State College of Florida and other universities. Fare Policy & Structure SCAT changed its fare policy and structure to increase its reduced fare pass, the 30 day Liberty Pass after Board approved public hearing in September 2016 from $8 to $15. This increase is the first of a phased program to replace the Liberty Pass program with a half fare program as proposed in the SCAT fare equity analysis completed in June A public hearing is scheduled in September 2017 to request approval of phase 2 increase to increase the Liberty Pass fare from $15 to $20. Phase 3, anticipated in FY 18, is to reduce the regular 30 day pass from $50 to $40 and expand the half fare program to include low income eligibility in addition to the current eligibility for seniors age 65 and older and for ADA riders. SCAT will conduct a fare equity analysis for a Siesta Breeze open air circulator fare policy for our nontraditional service on Siesta Key to provide a free fare for this service. As part of the revenue collection system, SCAT will consider fare policy changes including fares for 5 and under and policies requiring exact change on buses. The purposes of the fare policy considerations are to encourage use of fares purchased through smart card and mobile applications technologies. SCAT would conduct public outreach and education and a fare equity analysis for any possible fare policy changes related to the new revenue collection system. Service Standards In August 2016, as part of the COA, the Board approved standards for SCAT to measure the performance of its transit service and to guide development of new services or modification of existing services. The standards are to identify where services should be reduced, areas where service could be enhanced, or where efficiencies could be made. The following Service Standards were approved for evaluate each route and proposes route changes to be incorporated into each annual update of the Transit Development Plan.

In 2016, based on a comparison of average weekday to average Saturday ridership, other than eliminating commuter express services on Saturday, the COA did not recommend reducing service on Saturday on any local routes. Since completion of the COA, SCAT has examined average weekday to average Saturday ridership. Based on this evaluation, we are recommending reductions of service to the Saturday schedule. These changes are recommended to start in November Scheduling SCAT is evaluating scheduling changes for seasonal (peak season) variations, span of service, and for major holidays. There are opportunities to reschedule our services for peak and off peak seasonal variations, and to adjust schedules to end earlier, start later or other scheduling adjustments to the span of service to increase efficiencies. Peak Season Peak season is identified from December to April. Weekday ridership on all routes is above average from the months of October to April (except November), corresponding with the typical peak season in Sarasota County. Beach routes (serving Siesta, Lido, and Long Boat Key) see ridership increases in December through April, with a significant increase in March. SCAT continues to evaluating opportunities to improve on time performance during peak season and, during the off peak season, opportunities to reduce service. In November 2016, SCAT reinstated the seasonal Route 33 (Pinecraft). This is a popular seasonal route serving the Amish Pinecraft community provides a direct route to Siesta Key. The average March 2017 ridership on Route 33 was 14 passenger trips per hour, well above the average of 7 trips for the system. SCAT is recommending additional peak services for November 2017 include adding Sunday Route 4 (Lido Beach), adding vehicles to routes on congested U.S. 41 corridors including Route 17, and peak services on Siesta Key and Englewood Beach. In April 2018, SCAT would reduce its peak services to adjust for the less congested season.

21 Span of Service In 2017, SCAT evaluated its span of service needs and identified several routes that could start later and end earlier based on lower ridership during these times. We are recommending reducing service in November 2017 for some routes during these hours. Major Holidays SCAT has received numerous requests for service on six major holidays, including Christmas Day and Thanksgiving Day not currently served: New Year s Day Memorial Day Independence Day Labor Day Thanksgiving Day Christmas Day The COA recommends starting holiday service as a longer term recommendation (using Sunday levels service). The COA also recommends that SCAT test holiday service for one year and then to evaluate how the service performed. After the one year trial period, SCAT can then decide which holidays, if any, should not have any service provided. Staff will continue to monitor the need for adding limited service on holidays. Public Outreach and Stakeholder Input: How can we improve transit in Sarasota County? Stakeholder input, including public outreach, was collected and considered between December 2015 and July 2016 prior to Board approval of the COA in August SCAT held additional outreach and public meetings in August through December 2016 before implementing approved COA changes in November 2016 and in April SCAT will continue to outreach with the community through the summer prior to implementing service level changes and additional COA recommendations in November The following table summarizes SCAT public participation.
