2 MEMORANDUM ITEM 2 TO: FROM: SUBJECT: MSP Noise Oversight Committee (NOC) Dennis Probst, Deputy Executive Director Planning and Environment MSP LONG-TERM COMPREHENSIVE PLAN UPDATE DATE: May 6, 2009 Per state statute, the Metropolitan Airports Commission (MAC) is responsible for the operation, maintenance and the development of the Minneapolis/St. Paul International Airport (MSP). Since the early 1990s the MAC s planning focus was defined by a legislatively-mandated evaluation of developing more airport capacity to meet future needs of the traveling public. This effort, commonly referred to as the Dual-Track Airport Planning Process, analyzed two primary strategies for addressing future demand: expanding MSP at its current location and the construction of a new airport at a different site. Following the legislature s decision in 1996 to expand MSP in its current location, and the completion of the required environmental documentation, the MAC s focus shifted from planning to development. In 1998 the MAC began aggressively implementing the MSP 2010 Plan which represented over $3 billion in airport improvements that included a new runway (Runway 17/35) and terminal building (Humphrey Terminal Building). Following substantial completion of the MSP 2010 Plan in 2005, the MAC contemplated initiating the Long-Term Comprehensive Plan (LTCP) for MSP. The Metropolitan Council and FAA guidelines suggest that the LTCP be updated every five years. However, given the major development efforts in implementing the MSP 2010 plan from 1998 to 2005, and subsequent planning obstacles that followed in the form of the Northwest Airlines Bankruptcy in 2005 and Delta s later acquisition of Northwest Airlines in 2008, the planning process was delayed. Although it continues to be a difficult environment to conduct planning, given the present state of the economy, the MAC is now moving forward with the LTCP process at MSP. This LTCP process will focus on updating the 2020 Conceptual Plan that was developed as part of the Dual-Track Airport Planning Process, with additional consideration given to the elements in the MSP 2020 Vision Plan that were proposed by Northwest Airlines in 2004 and detailed in the 2005 Draft Environmental Assessment for the 2015 Terminal Expansion Project. This planning process at MSP is underway with a draft operational forecast anticipated in mid- May The planning focus will be on meeting the needs of the traveling public to the year 2030 by focusing on balanced infrastructure and enhanced efficiencies in the airport environment. Attachment 1 provides a summary of the MSP LTCP process. At the May 20, 2009 NOC meeting an update on the MSP LTCP process will be provided.

3 PURPOSE M I N N E A P O L I S S T. P A U L I N T E R N A T I O N A L A I R P O R T Long Term Comprehensive Plan Update The Metropolitan Council, the regional planning agency of the Twin Cities, has adopted guidelines for planning, developing, and operating the region s airports in a manner compatible with their surrounding environs. The Federal Aviation Administration also requires airports to maintain long range plans to ensure safe and orderly development of facilities. To meet these requirements, the Metropolitan Airports Commission (MAC) has begun updating the long term comprehensive plan (LTCP) for MSP International Airport. PROCESS The process used to update the LTCP consists of assessing the condition and capacity of existing facilities, forecasting long range aviation demand, determining future facility requirements, identifying and evaluating various development options, and selecting a preferred plan. CONTENT The LTCP for MSP portrays the type and location of long range physical and operational development in a conceptual fashion needed to accommodate aviation demand through the year Additionally, the LTCP will consider the general phasing of major development. Due to the considerable level of uncertainty in the aviation industry and the worldwide economy, this update will focus on near term issues and high level long range planning. NEED FOR UPDATE Current MSP 2020 Conceptual Plan MSP LTCP Goals Provide sufficient, environmentally friendly facilities to serve existing and future demand; Ensure that airport facilities (airfield, terminal, cargo, general aviation, roadways, and parking) are in balance; Provide improved energy efficiencies; Minimize confusion associated with having two terminals and multiple access points; Allow for flexibility in growth; Maintain existing facilities to the fullest extent possible; and Enhance aircraft operational safety and efficiency. The aviation industry has changed significantly since the current LTCP for MSP was published in These changes include airline consolidation, shifts in the aircraft fleet, new technologies, and evolving security protocols stemming from the September 11, 2001 terrorist attacks. Combined, the changes have affected airline service patterns, and passenger processing and behavior. Near Term Issues The changes listed above as well as variations in growth rates for different aviation activities have also started to cause some imbalances and deficiencies among various airport elements. In the terminal area, these near term issues include public parking, bag claim facilities, the capacity of the international arrivals hall, passenger security screening, and the need for refurbishing some concourses. On the airfield, new taxiways will be considered to improve aircraft circulation. These near term issues will be a primary focus of the updated LTCP. Long Range Issues Recognizing that the LTCP must not only examine immediate needs, the long range vision for MSP must be considered, especially given the long lead time for planning, environmental review, design, and actual construction. Key long range issues include balancing airline activity between the Lindbergh and Humphrey terminals and understanding the airport s ultimate capacity.

In the first phase, an inventory of the airport s facilities was conducted, the long range activity forecasts were updated, issues were identified, and some initial, preliminary options for future expansion were identified. Phase I is scheduled to be completed by the end of April In the next phase, a more detailed analysis will be undertaken, including using the updated forecasts to determine long range facility needs, developing and evaluating revised concepts, and selecting a preferred LTCP. Leqve, Manager Aviation Noise and Satellite Programs SUBJECT: UPDATE ON RUNWAY 17 RNAV DEPARTURE PROCEDURE 24- HOUR TRIAL DATE: May 6, 2009 From April 15, 2009 at 7:00 A.M. until April 16, 2009 at 7:00 A.M. the 24-hour trial of the Runway 17 HSTIN 1 RNAV departure procedure was conducted. Northwest Airlines B757 and A319/320 and Pinnacle Airlines CRJ aircraft participated in the trial. A total of 32 aircraft flew the procedure with no major issues. A good flight track data sample was gathered from the test (see Attachments 1 and 2). Staff has analyzed the flight track data received from the FAA and has determined that the trial yielded great compliance with the desired flight path over the Minnesota River Valley. With the exception of four operations, which deviated from the desired path due to pilot confusion and FAA radar vectors off the procedure to ensure adequate spacing, the average actual flight track deviation from the center of the desired path was approximately 150 feet. A procedure debriefing meeting with all participants is being planned for early May, at which time the trial results will be reviewed, and the follow-on 30-day trial dates will be set. Following the 30-day trial, consideration will be given to submittal of the procedure to the FAA for review and approval as a public use procedure. At the May 20, 2009 NOC meeting staff will present a spatial analysis of the flight track data collected from the 24-hour RNAV trail at MSP.

Leqve, Manager Aviation Noise and Satellite Programs RUNWAY 12L/30R RECONSTRUCTION POSTCARD AND OPEN HOUSES DATE: May 6, 2009 At the March 18, 2009 Noise Oversight Committee (NOC) meeting a Runway 12L/30R Reconstruction Communication Program was endorsed. On April 20, 2009 the Metropolitan Airports Commission approved the NOC-recommended communication plan. Subsequently, MAC staff has been implementing the provisions of the plan. Specifically, to date, staff has: Included an article in the first quarter 2009 edition of the MSP Noise News newsletter detailing the reconstruction project and where residents can go to get more information. Developed informational pages on the MAC Noise Program website ( detailing the reconstruction project and specifics on the operational changes at MSP and the runway use and flight paths. Developed the first postcard to be mailed to over 98,000 homes around MSP. Scheduled locations for all four informational open houses. Attachment 1 provides the first postcard that will be mailed to over 98,000 homes around MSP on May 18, The postcard distribution area is detailed in Attachment 2. 9 MINNEAPOLIS-ST. PAUL AIRPORT RUNWAY CLOSURE Beginning August 17, 2009 the north parallel runway at the Minneapolis-St. Paul International Airport will close for approximately two and one-half months for reconstruction. Similar to the 2007 south parallel runway project, this closure will affect air traffic patterns in the Twin Cities Metropolitan Area during this time period. Leqve, Manager Aviation Noise and Satellite Programs FAA PARTNER NOISE QUEST WEBSITE PROJECT UPDATE DATE: May 6, 2009 One of the items included on the 2009 NOC Work Plan is to review the status of FAA Center of Excellence/PARTNER initiatives. PARTNER Project #10 NoiseQuest recently reached a major milestone with the Debut of the Noise Quest website in March 2009 at As stated on the PARTNER website, NoiseQuest's goal is to develop and maintain a website as a resource for both airports and communities, and that provides educational information on aviation noise. NoiseQuest is intended to facilitate the outreach programs that currently exist, and provide an outreach forum for airports too small to have an established community program. It is the FAA s hope that NoiseQuest will help to bridge the gap between airports and their communities. Leqve, Manager Aviation Noise and Satellite Programs RUNWAYS 12L AND 12R CROSSING-IN-THE-CORRIDOR RNAV DEPARTURE PROCEDURES SUBMITTAL TO FAA DATE: May 6, 2009 Conception of the Eagan/Mendota Heights Departure Corridor began in Since that time several refinements have been investigated and implemented. Although the corridor has evolved somewhat through the years, the original catalyst remains the same, concentrating on directing aircraft over-flights above compatible land use (commercial/industrial) areas to the southeast of the airport. By concentrating the aircraft over flights above the commercial/industrial areas when departing runways 12L & 12R, the frequency of residential over flights is diminished significantly, resulting in lower noise impacts in the residential areas to the southeast of the airport. Several corridor refinement issues have been visited over the years, some of which yielded modifications to corridor procedures. In 1995 a proposal was submitted to the FAA requesting the implementation of the crossing-in-the-corridor-procedure. The proposal was driven by the desire to contain operations as much as possible in the center of the corridor when aircraft are departing in a non-simultaneous manner from runways 12L or 12R. The proposal outlined desired tracks along the ground, which would maintain operations within the center of the corridor. Under the mentioned non-simultaneous conditions when operationally feasible for the FAA aircraft departing 12L should maintain a track along the earth s surface of 118 o (runway heading) and aircraft departing 12R should maintain a track along the earth s surface of 105 o. By maintaining these tracks aircraft operations are concentrated in the center of the corridor. Although the proposal seems intuitive and straightforward, several critical variables relating to the airspace environment must be considered to conduct the crossing procedure. The execution of the crossing procedure is a function of several determinates, most of which are hard to quantify due to their dynamic nature. The FAA has several variables to consider when attempting to use the crossing procedure. The terms when operationally feasible are heavily weighted when it comes to the ability of the FAA to execute the procedure. Six main categories play into the ability to perform the procedure: runway use, aircraft performance, weather, separation criteria, pilot discretion and FAA staffing. The crossing procedure is presently performed at Minneapolis/St. Paul International Airport (MSP) via radar vectors by the FAA control tower at MSP. More recently, one of the items on the 2007 Noise Oversight Committee (NOC) Work Plan was to begin the process of reviewing possible air traffic procedures at MSP that could be pursued in the future, as part of the Committee s 2008 Work Plan, to reduce noise impacts around MSP. It was established that a critical element of this effort would be the use of Area Navigation (RNAV), a method of navigation that permits aircraft operations on any desired course within the coverage of station-referenced navigation signals or within the limits of a self-contained system

13 capability, or a combination of these. In short, this navigation technology provides the capability for aircraft to fly a desired track in a manner that is reproducible and allows for more accurate concentration of aircraft overflights in a desired area. In an effort to begin the process of conceptualizing possible RNAV procedures at MSP, and to help prepare for more detailed discussions and analysis in 2008, staff developed several flight track options for NOC consideration in Based on staff s analysis and the Committee s related discussion, RNAV procedure implementation in the context of the Crossing-in-the-Corridor Procedure represented one of the best initial RNAV application scenarios around MSP for consideration. MAC staff has reviewed the concept of developing RNAV procedures off both Runways 12L and 12R at MSP, for use during low-demand hours at MSP (primarily the nighttime hours of 22:30 to 06:00) when available, with the FAA and Northwest Airlines. These procedures would provide a precise track off each runway, overlying the existing vectored departure tracks, consistent with the provisions of the Crossing-in the Corridor Procedure. The result has been the development of RNAV departure procedures that provide initial segments off both Runways 12L and 12R that replicate the Crossing-in the Corridor tracks off the respective runways, with follow-on flight track segments located along the center of the existing flight track distribution that results from the FAA s present practice of vectoring aircraft on the existing COULT One and ZMBRO One Departures off Runways 12L and 12R at MSP. 1 Attachment 1 provides the proposed RNAV tracks with existing flight tracks departing Runways 12L and 12R and Attachment 2 provides the provides only the proposed RNAV tracks on a map. Because of the limited operational availability of this procedure, it is anticipated that approximately 0 to 2 operations a day would use the procedure off each Runway 12L and 12R. COMMITTEE ACTION RECOMMEND THE METROPOLITAN AIRPORTS COMMISSION SUBMITT THE RUNWAYS 12L AND 12R CROSSING-IN-THE-CORRIDOR RNAV PROCEDURES TO THE FAA FOR REVIEW AND APPROVAL. 1 COULT and ZMBRO are airspace fixes that are presently used for en-route navigation.

Leqve, Manager Aviation Noise and Satellite Programs FIRST AND SECOND QUARTER 2009 PUBLIC INPUT MEETING COMMENTS DATE: May 6, 2009 One of the elements of the Metropolitan Airports Commission s (MAC) approved framework for the MSP Airport Noise Oversight Committee (NOC) requires MAC staff to conduct quarterly public input meetings. The intent is to ensure residents concerns are considered as part of the ongoing effort by the MAC and the NOC to address noise issues around MSP. This memorandum provides a summary of the comments received at the last public input meeting. The NOC may also review these topics as possible future action items if the members so desire. First Quarter 2009 Public Input Meeting On January 27, 2009 MAC Aviation Noise and Satellite Program staff conducted the first quarter 2009 public input meeting; 6 people attended the meeting and 1 individual made comments. MAC staff responded to questions at the meeting and provided a written response to the questions. The comments and associated responses can be found on the MAC Noise Program s website accessible on the Internet at In summary, questions raised at the meeting focused on noise mitigation eligibility and the homeowner notification process associated with the noise litigation settlement, the application of Area Navigation (RNAV) technology to reduce noise impacts on South Minneapolis and possible aircraft interference with cell phone usage in South Minneapolis. Second Quarter 2009 Public Input Meeting On April 28, 2009 MAC Aviation Noise and Satellite Program staff conducted the second quarter 2009 public input meeting in Sun Fish Lake at St. Anne s Episcopal Church; 6 people attended the meeting and 2 individuals made comments. MAC staff responded to questions at the meeting and is also providing a written response to the questions. The comments and associated responses can be found on the MAC Noise Program s website accessible on the Internet at when they are completed. In summary, questions raised at the meeting focused on the percentage of nighttime departure operations on Runway 12L and the location of the proposed Runways 12L and 12R Area Navigation (RNAV) departure procedure track locations. The above comments are provided to MAC Commissioners for informational purposes and to NOC members for consideration as possible future discussion items if the Committee members so desire.
