10 The NOC meets bi-monthly, and brings industry and community representatives together to discuss aircraft noise issues at the Minneapolis-St. Paul International Airport (MSP) and to bring policy recommendations to the MAC. The cities of Minneapolis, Richfield, Bloomington, Eagan and Mendota Heights each have a representative on the committee. The cities of Apple Valley, Burnsville, Edina, Inver Grove Heights, St. Paul, St. Louis Park and Sunfish Lake are represented through an at-large membership. The NOC has reviewed and made recommendations on several issues including runway use, nighttime operations, departure/arrival procedures, flight track headings, investigation of future technologies, PARTNER initiatives, RNAV Procedures, etc.

19 Frequency of Flights/Nighttime Operations The daytime hourly operational trends for the first 6 months of 2015 are consistent with previous years. The peak hour of operations currently occurs from 1:00-2:00 p.m. with 81.3 average daily flights. This is lower than the peak hours of operations in 2014 (87.3) and 2013 (95.6) is included to show a comparison to the peak year of operations at MSP. Total operations increase in 2015 between 11 p.m. and 6 a.m. Number of Operations Hourly Operations January - June Hour
20 Frequency of Flights/Nighttime Operations During the first 6 months of 2015 departure operations increased during the 5 a.m., 7 a.m., 9 a.m. and 8 p.m. hours. Some airlines are scheduling more flights during the nighttime period. In April 2015 AAL added 2 daily departures to Dallas/Fort Worth and Charlotte in the 5 a.m. hour. Number of Operations Hourly Departures January - June SWA added 2 weekday departures to Kansas City and Milwaukee in the 5 a.m. hour Hour 20
21 Frequency of Flights/Nighttime Operations During the first 6 months of 2015 arrival operations increased during the midnight, 4-5 a.m., 8 a.m., 2 p.m. and 11 p.m. hours Hourly Arrivals January - June SWA has more than 1 added daily arrival during the 11 p.m. hour DAL and AAL have <1 more daily arrival during the midnight hour. DAL has 1-2 more daily west coast redeye arrivals in the 4-5 a.m. hour. AAL has 2-3 more daily arrivals during the 11 p.m. hour. Spirit and Frontier also have slightly more arrivals scheduled at night. Number of Operations Hour
22 Historic Noise Level Comparisons Since 2008 the number of events above 65 db is trending downward. Reduction in total operations. Reduction in Hushkit /Modified Stage 3 aircraft. Replaced by newer technology, quieter aircraft. The trend will likely continue as aircraft manufacturers are designing and manufacturing quieter, more efficient aircraft. Between 2014 and 2015 there was a slight increase. Warmer average temperatures in 2015 (on average, about 7 warmer than 2014). Reduction in small 50-seat RJ aircraft. 22

27 LTCP Noise Analysis 2035 Forecast vs Forecast (from 2010 LTCP) The 2035 Forecast 65 DNL noise contour is 37.4% smaller than what was forecasted in the 2010 LTCP for the DNL noise contour. The 2035 Forecast 60 DNL noise contour is 32.3% smaller than what was forecasted in the 2010 LTCP for the DNL noise contour. In total, there are 7,005 fewer single-family homes and 6,398 fewer multi-family units inside the 2035 Forecast 60 DNL contour as compared to what was forecasted in the 2010 LTCP for the DNL noise contour. The 2035 Forecast 60 DNL noise contour is 56.1% larger than the 2014 Base Case 60 DNL noise contour.
