1 AIP CANADA (ICAO) SUPPLEMENT 28/ G8 SUMMIT MEETING HUNTSVILLE/DEERHURST RESORT, ONTARIO JUNE 25 AND 26, G20 SUMMIT MEETING TORONTO, ONTARIO JUNE 26 AND 27, 2010 CLASS F RESTRICTED AIRSPACE (Replaces AIP Supplement 11/10) General The Government of Canada will host the G8 Summit in Huntsville/Deerhurst, Ontario, from June 25 to June 26, The Government will also be hosting the G20 Summit in Toronto, Ontario, from June 26 to June 27, For safety and security reasons, Class F restricted airspace will be established around the summit locations. This AIP Canada (ICAO) Supplement explains the airspace structure, operating rules and procedures that will be in place during the G8 and G20 summits and will coincide with the arrival and departure dates of very important persons (VIP), from June 24 to June 28, This Supplement is divided into the following five sections: Section 1: G8/G20 Summit Airspace Activation Period Section 2: G8/G20 Summit Airspace Structure, Operating Rules and Procedures Section 3: 2010 G8/G20 Integrated Security Unit (ISU) Registration and Flight Authorization Program Section 4: VFR Flight Planning Procedures Section 5: Canada Border Services Agency (CBSA) Requirements 1.0 G8/G20 SUMMIT AIRSPACE ACTIVATION PERIOD 1.1 G8 Summit Airspace Activation Period The planned activation period for the G8 Summit restricted airspace will be from June 24 to June 26, Additional information on the activation period, airspace restrictions and amendments, including any lastminute changes, will be promulgated by NOTAM. 1.2 G20 Summit Airspace Activation Period The planned activation period for the G20 Summit restricted airspace will be from June 26 to June 28, Additional information on the activation period, airspace restrictions and amendments, including any lastminute changes, will be promulgated by NOTAM. 4 2.1.2 CYR539 General Operating Rules and Procedures (June 24 to June 26, 2010) 1. Access will be limited to the following aircraft: approved military and police operations, emergency/life-saving flights (including MEDEVAC/organ flights), search and rescue (SAR), approved essential service aircraft, state aircraft on official business, and aircraft carrying VIPs (designated by the RCMP). 2. All aircraft except for approved military and police operations will be required to be on an active IFR or VFR flight plan; no flight itineraries will be accepted. Flight plans must specify point-to-point operations. Random flights will not be authorized. 3. All aircraft will require a functioning transponder and will be required to squawk a discrete transponder code assigned by NAV CANADA prior to departure at all times while operating within CYR All aircraft entering and operating within the restricted airspace will be required to establish as soon as possible and maintain two-way radio communications with air traffic services (ATS). 5. All MEDEVAC operators, emergency response agencies and essential service providers wishing to operate into, out of or within CYR539 are required to register their organization and aircrews with the G8-G20 ISU Registration and Flight Authorization (R&FA) Program starting on June 5, Once aircrew have been registered, operators must request and receive a separate flight authorization code from the ISU for each flight departing from or intending to land at a location within CYR539 between June 24 and June 26, Reduced timeframes will be afforded to emergency response, MEDEVAC and essential service missions in accordance with the priority list held on file at the ISU. Except for MEDEVAC patients, no non-registered personnel are permitted on board any emergency response, MEDEVAC or essential service flight, and individual registration codes (IRC) for all on board must be entered in the appropriate lines on the manifest form. Additional information pertaining to the R&FA Program will be published on the G8-G20 ISU Web site and specific instructions will be published by NOTAM. The following operations will be prohibited: parachuting parasailing paragliding hang gliding gliding rocket launches kites radio controlled aircraft unmanned air vehicles (UAV) hot air balloons dirigible aircraft agricultural/crop-dusting flights sight-seeing aerial advertising/banner towing aerobatic flights flight training general aviation media flights traffic watch flights All traffic within the restricted airspace will be monitored by surveillance radar and any unauthorized aerial activity will be subject to interception by armed military aircraft under the authority of the Government of Canada. Therefore, it is imperative that all pilots operating within or near CYR539 review the Canada Flight Supplement (CFS), Section F Emergency Procedures Interception of Civil Aircraft to ensure they know and understand their responsibilities if intercepted. 9 2.3.2 CYR541 General Operating Rules and Procedures (June 26 and June 28, 2010) 1. Access will be limited to the following aircraft: All regularly scheduled commercial passenger and cargo flights, 03 JUNE 10 flight operations designated by the RCMP arriving at or departing from the Toronto/Lester B. Pearson International Airport (CYYZ) fixed-base operator (FBO), approved military and police operations, emergency/life-saving flights (including MEDEVAC/organ flights), approved emergency response agencies, approved traffic watch flights SAR, approved essential services aircraft, state aircraft on official business (designated by the RCMP), and aircraft carrying VIPs (designated by the RCMP). 2. All aircraft except for approved military and police operations will be required to be on an active IFR or VFR flight plan; no flight itineraries will be accepted. 3. All aircraft will require a functioning transponder and will be required to squawk a discrete transponder code assigned by NAV CANADA prior to departure at all times while operating within the restricted airspace. 4. All aircraft entering and operating within the restricted airspace will be required to establish as soon as possible and maintain two-way radio communications with ATS. 5. All MEDEVAC operators, emergency response agencies, traffic watch flights, essential service providers and flight operators wishing to arrive at or depart from the CYYZ FBO are required to register their organization and aircrews with the G8-G20 ISU R&FA Program starting on June 5, Once aircrew have been registered, operators must request and receive a separate flight authorization code from the ISU for each flight departing from or intending to land at a location within CYR541 between June 26 and June28, Flight Authorization Codes must be requested a minimum of 48 hr in advance with no manifest changes allowed prior to departure (outbound flights) or airspace penetration (inbound flights). All requests must be accompanied by a manifest formatted and completed in accordance with ISU instructions. Reduced timeframes will be afforded to emergency response, MEDEVAC and essential service missions in accordance with the priority list held on file at the ISU. Except for MEDEVAC patients, no non-registered personnel are permitted on board any emergency response, MEDEVAC or essential service flight, and individual registration codes (IRC) for all on board must be entered in the appropriate lines on the manifest form. 13 2.5 Temporary Flight Restriction (TFR) (U.S. Airspace) The airspace within the area bounded by a line beginning at: N W N W N W N W N W thence counter-clockwise along the arc of a circle of 30-NM radius centered on to thence westerly along the Canada/USA boundary to to to point of beginning. The south-eastern portion of CYR542 is adjacent to U.S. airspace. All airspace restrictions, operating rules and procedures will also apply to U.S. airspace. The Federal Aviation Administration (FAA) will be issuing a NOTAM describing the TFR and operating procedures to ensure harmonization with Canadian NOTAMs G8/G20 Integrated Security Unit (ISU) Registration and Flight Authorization Program Additional information regarding the process for registration and flight authorizations will be published on the G8/G20 ISU Aviation Planning Web site ( ). 14 4.0 VFR FLIGHT PLANNING PROCEDURES 4.1 General Pilots of VFR aircraft within Canadian and U.S. domestic airspace departing from, arriving at, or transiting through CYR540 or CYR542 in Canada, or the U.S. TFR (30 NM ring/g20 Summit), must adhere to the operating rules and procedures that will be in place during the G8/G20 summits, including the filing of VFR flight plans and use of discrete transponder codes; no flight itineraries will be accepted. Pilots must squawk the discrete transponder code 15 NM prior to entering, prior to departure or while operating within CYR540 or CYR542 in Canada, or the TFR in the U.S. VFR flight plans for flights departing from, arriving at, or transiting through CYR540, CYR542 or the U.S. TFR must be filed with a NAV CANADA flight information centre (FIC) or an FAA flight service station (FSS). Flight plans filed with direct user access terminal system (DUATS) providers in Canada or the U.S. do not meet the security requirements of the 2010 G8/G20 summits. Route of flight is required for aircraft entering CYR540 or CYR542. The suggested procedure is to file a navigational fix such as an aerodrome or navigation aid (NAVAID) outside CYR540 or CYR542 to the destination point within CYR540 or CYR542. Aircraft transiting through CYR540 or CYR542 should identify a navigational fix prior to entering and a navigational fix for exiting CYR540 or CYR542. Route of flight is required for aircraft departing from an aerodrome or point within CYR540 or CYR542 to a navigational fix or aerodrome outside CYR540 or CYR Departure Procedures Within Canada Pilots of VFR aircraft departing locations within Canadian Domestic Airspace (CDA) and within CYR540 or CYR542 must file a VFR flight plan with the London FIC 60 min prior to the estimated departure time. The flight plan must include the VFR route of flight information as specified in section 4.1. Pilots will be provided with a discrete transponder code by the London FIC at the time of filing the flight plan. When two-way radio communication is established with ATS, the pilot must provide the pre-authorized transponder code. Pilots are responsible for ensuring that any change(s) to the flight plan are forwarded to the London FIC, especially changes to the estimated departure time. 15 Departing from fringe airports outside CYR542 (30 NM rings) VFR aircraft departing from the following airports will be required to squawk a discrete transponder code assigned by NAV CANADA: GRIMSBY AIRPARK GUELPH ORTON/SMITH FIELD OSHAWA ST CATHARINES/ NIAGARA DISTRICT STONEY CREEK CNZ8 CNC4 CPS7 CYOO CYSN CPF6 A discrete transponder code must be obtained from the London FIC at Within the United States Pilots of VFR aircraft departing locations within U.S. Domestic Airspace and within the U.S. TFR (30 NM ring/g20 Summit) must file a VFR flight plan with an FAA FSS at least two hours prior to the estimated departure time. The flight plan must include VFR route of flight information as specified in section 4.1. Pilots must contact the London FIC at , 60 min prior to the estimated departure time to receive a discrete transponder code. When two-way radio communication is established with NAV CANADA, the pilot must provide the preauthorized transponder code. Pilots are responsible for ensuring that any change(s) to the flight plan are forwarded to the FAA FSS, especially changes to the estimated departure time. 16 4.3 Arrival or Transiting Procedures Within Canada Pilots of VFR aircraft arriving at or transiting through CYR540 or CYR542 (30 NM rings) must file a flight plan with the London FIC at least 60 min prior to the estimated departure time. The flight plan must include VFR route of flight information as specified in section 4.1. Pilots must contact the London FIC, at , 60 min prior to the estimated departure time to receive a discrete transponder code. When two-way radio communication is established with ATS, the pilot must provide the pre-authorized transponder code. 17 5.0 CANADA BORDER SERVICES AGENCY (CBSA) REQUIREMENTS 03 JUNE 10 Pilots arriving in Canada remain responsible for complying with appropriate customs and immigration procedures and reporting requirements for the CBSA that are currently in place. This reporting extends to both people and goods coming into Canada and in some cases will include exports as well. During the hours of restricted airspace for the G8 Summit and G20 Summit (June 24 to June 28, 2010), the receipt of a flight authorization from the 2010 G8/G20 ISU or a NAV CANADA arrival slot time does not imply that CBSA notification has been or will be made.
