1 Phone: AFS: FSIAYNYX FAX: REPUBLIC OF SEYCHELLES CIVIL AVIATION AUTHORITY AERONAUTICAL INFORMATION SERVICE P.O.BOX 181, VICTORIA SEYCHELLES AIP SUPPLEMENT S02/09 1 APRIL 2009 NATIONAL AIR TRAFFIC SERVICES CONTINGENCY PLAN FOR SEYCHELLES FLIGHT INFORMATION REGION 1.0 Scope 1.1 This contingency plan contains arrangements to ensure the continued safety of air navigation in the event of disruptions of air traffic services and related supporting services within the Seychelles Flight Information Region. 1.2 This plan is established pursuant to the ICAO Annex 11 - Air Traffic Services (Chapter 2, Paragraph 2.8) and Doc 9426 Air traffic Services Planning Manual (Part II, section 1, Chapter 1). This AIP Supplement replaces AIP Supplement S01/08 dated 1 April This plan is intended to make airspace users and adjacent ATS Units aware of the applicable procedures and available route network once the contingency is in force. 2 3.0 Basic Principles 3.1 The Seychelles ATS contingency plan is based on the following principles: that air traffic services are assumed to be limited or not available within the Seychelles FIR; that only international civil aviation operations conducted in accordance with the instrument flight rules within the upper airspace of Seychelles FIR (above FL245) and performed along the specified contingency routes established, as described in paragraph 4 below, are catered for in this contingency plan; that a flight level allocation scheme is applied so that vertical, horizontal or lateral separation is always provided over reporting points for same routes or over crossing routes within the Seychelles FIR. 4.0 System of ATS contingency routes In the case of total failure of HF radio communication equipment or complete disruptions of air traffic services within the Seychelles FIR, a system of ATS contingency routes will be established and available as follows:- 4.1 Contingency Route 1: UM665 ( ITLOX ANKOR ) Flight level allocation: EASTBOUND: a) FL250 (NON-RVSM AIRSPACE) ITLOX-ANKOR; b) FL 370 and FL 390 (RVSM AIRSPACE) ITLOX-ANKOR; a) FL260 and FL280 (NON_RVSM AIRSPACE) ANKOR-ITLOX; b) FL320 and FL340 (RVSM AIRSPACE) ANKOR-ITLOX. 4.2 Contingency Route 2: UR780 ( APKAK DENLI ) Flight level allocation: EASTBOUND: a) FL250 (NON_RVSM AIRSPACE) APKAK-DENLI; b) FL370 and FL390 (RVSM AIRSPACE) APKAK-DENLI; a) FL260 and FL280 (NON_RVSM AIRSPACE) DENLI-APKAK; b) FL 320 and FL340 (RVSM AIRSPACE) DENLI-APKAK A minimum 20 minutes longitudinal separation shall be provided between aircraft at same level entering the Seychelles FIR via:- a) ITLOX; b) APKAK; c) ITLOX and APKAK simultaneously; d) ANKOR; e) DENLI; f) ANKOR and DENLI simultaneously. 3 4.3 Contingency Route 3: UM609 ( KISAK ATOLA ) Flight level allocation: EASTBOUND: a) FL250 (NON_RVSM AIRSPACE) KISAK-ATOLA; b) FL370, FL390 (RVSM AIRSPACE) KISAK-ATOLA; a) FL260, FL280 (NON_RVSM AIRSPACE) ATOLA-KISAK; b) FL320, FL340 (RVSM AIRSPACE) ATOLA-KISAK A minimum of 20 minutes longitudinal separation shall be provided between aircraft at same level entering the Seychelles FIR via UM609 (KISAK - ATOLA or ATOLA - KISAK). 4.4 Contingency Route 4: UR782/UG465 (BERIL OTKIR) Flight level allocation: EASTBOUND: a) FL330 (RVSM AIRSPACE) BERIL-OTKIR; a) FL360, (RVSM AIRSPACE) OTKIR-BERIL A minimum of 20 minutes longitudinal separation shall be provided between aircraft at same level entering the Seychelles FIR via UR782/UG465 (BERIL- OTKIR or OTKIR- BERIL). 4.5 Contingency Route 5: UG424 (NETAR VUTAS) Flight level allocation: EASTBOUND: a) FL330 (RVSM AIRSPACE) NETAR-VUTAS; a) FL360 (RVSM AIRSPACE) VUTAS-NETAR A minimum of 20 minutes longitudinal separation shall be provided between aircraft at same level entering the Seychelles FIR via UG424 (NETAR-VUTAS or VUTAS-NETAR). 4.6 Contingency Route 6: UR775 ( UNPAR BERIL ) Flight level allocation: EASTBOUND: a) FL270 (NON-RVSM AIRSPACE) BERIL-UNPAR; b) FL290 and FL310 (RVSM AIRSPACE) BERIL-UNPAR. a) FL300 (RVSM AIRSPACE) UNPAR-BERIL A minimum of 20 minutes longitudinal separation shall be provided between aircraft at same level entering the Seychelles FIR via UR775 (UNPAR-BERIL or BERIl-UNPAR). 4.7 Contingency Route 7: UR401/UR400 ( AXINA ALRAN ) Flight level allocation: EASTBOUND: a) FL250 and FL270 (NON-RVSM AIRSPACE) ALRAN-AXINA; b) FL350, FL390 and FL410 (RVSM AIRSPACE) ALRAN AXINA; Seychelles Aeronautical Information Services AIP SUP 02/09 Page 3 of 9

4 a) FL260 and FL280 (NON-RVSM AIRSPACE) AXINA-ALRAN; b) FL340, FL380 and FL400 (RVSM AIRSPACE) AXINA-ALRAN A minimum of 20 minutes longitudinal separation shall be provided between aircraft at same level entering the Seychelles FIR via UR401/UR400 (AXINA-ALRAN or ALRAN-AXINA). 5.0 Other Contingency Routes 5.1 Where it has been positively established that VHF radio communication is operational and available within the Seychelles Terminal Control Area (TMA), aircraft transiting the Seychelles TMA shall contact Seychelles Control at the TMA boundary on VHF frequencies Mhz or Mhz and report their positions as requested by Seychelles Air Traffic Control Centre or Seychelles Approach Control Unit, as appropriate. 5.2 Aircraft shall also follow any air traffic control clearances and instructions as may be provided by the Air Traffic Control Centre, or the Approach Control Unit, as may be the case. 5.3 Where positive VHF communication is available as stipulated in 5.0 above, the following additional contingency routes will be made available for aircraft: Contingency Route 8: UW735 ( AVIMO PRA ) Flight level allocation: EASTBOUND: a) FL370 (RVSM AIRSPACE) AVIMO-PRA; a) FL300 and FL320 (RVSM AIRSPACE) PRA-AVIMO A minimum of 20 minutes longitudinal separation shall be provided between aircraft at same level routing via UW735 (AVIMO-PRA or PRA-AVIMO) Contingency Route 9: UG658 ( NETAR PRA ) Flight level allocation: EASTBOUND: a) FL350 (RVSM AIRSPACE) NETAR-PRA; a) FL380 and FL400 (RVSM AIRSPACE) PRA-NETAR A minimum of 20 minutes longitudinal separation shall be provided between aircraft at same level routing via UG658 (NETAR-PRA or PRA-NETAR) Contingency Route 10: UA214 ( BUSUX PRA ) Flight level allocation: EASTBOUND: a) FL330 and FL350 (RVSM AIRSPACE) PRA-BUSUX; a) FL340 and FL380 (RVSM AIRSPACE) BUSUX-PRA. 5 A minimum of 20 minutes longitudinal separation shall be provided between aircraft at same level routing via UA214 (PRA-BUSUX or BUSUX-PRA). 6.0 Procedures to be followed by the adjacent ATS Units 6.1 Filed flight plan messages shall continue to be transmitted via the AFTN as per normal procedure; Transmit a current flight plan message, at least one hour before the aircraft s estimated arrival time over the relevant entry point for the Seychelles FIR; 6.4 Transmit, via the AFTN, to the ACC/FIC serving the first FIR which the aircraft will enter after transiting the Seychelles FIR, the aircraft s estimate over the relevant exit point of the Seychelles FIR boundary; 6.5 Apply a longitudinal separation of at least (20) minutes over the relevant entry point of the Seychelles FIR, between aircraft flying at the same flight level and following the same contingency route and advise the respective pilot-in-command to maintain the flight level and the last Mach number assigned, where provided, throughout the Seychelles FIR; 6.6 Not authorizing any flight level or Mach Number changes of any aircraft transiting through the Seychelles FIR, within a period of (10) ten minutes before the aircraft enters the Seychelles FIR; 6.7 Request each aircraft transiting through the Seychelles FIR to include in their position report, the estimated time of the aircraft over the relevant exit point of the Seychelles FIR, on the contingency ATS route being used. 7.0 Procedures to be followed by aircraft transiting the Seychelles FIR 7.1 All aircraft transiting through the Seychelles FIR shall strictly comply with the following procedures:- a) Pilots shall strictly adhere to the IATA In-flight Broadcast Procedures (IFBP), as stipulated in paragraph 8.0 of this document and shall maintain a continuous listening watch on VHF frequency Mhz (day or night). Pilots shall also maintain a listening watch on HF frequencies 11300, 5517 and 8879 by day and in addition, frequency 5634 by night; b) To include in their last position report to the competent adjacent ACCs of the Seychelles FIR the estimated time over the entry and exit points of the Seychelles FIR; c) To reach the appropriate flight level assigned by the competent adjacent ACCs of the Seychelles FIR at least 10 minutes before entering the Seychelles FIR; d) Maintain during their entire flight time within the Seychelles FIR, the last flight level assigned to them by the competent adjacent ACC and in no way change the assigned flight level, including Mach Number, where assigned, except in cases of emergencies or for reasons of flight safety; e) Report their positions when over compulsory reporting points for the ATS contingency route being flown; Seychelles Aeronautical Information Services AIP SUP 02/09 Page 5 of 9

6 f) Operate along or as close as possible to the centerline of the assigned ATS contingency route; g) To display navigation and anti-collision lights at all times during their transit through the Seychelles FIR; h) To maintain their own longitudinal separation of 20 minutes from preceding aircraft operating at the same cruising level on the same ATS contingency route; i) To contact the next adjacent competent ACC as least 10 minutes before the estimated time of arrival over the relevant exit point of the Seychelles FIR; j) Whenever an emergency or flight safety reasons make it impossible for an aircraft to maintain the last flight level assigned for the transit through the Seychelles FIR, it shall descend or climb well to the right of the centerline of the contingency ATS route being flown, but remaining within the Seychelles FIR and inform other aircraft being affected by the descent by broadcasting an emergency level change message on the IFBP VHF frequency Mhz and emergency frequency Mhz. The message shall contain the aircraft callsign, aircraft position, flight level being vacated or crossed and new intended flight level; k) Inform the next adjacent ACC of the level change by using the appropriate VHF or HF radio frequencies. 8.0 IATA In-flight Broadcast Procedures (IFBP) AFI Region 8.1 Listening Watch A listening watch should be maintained on frequencies Mhz at least 10 minutes before entering the Seychelles FIR and until leaving this airspace. For aircraft taking off from any aerodrome located within the lateral limits of the Seychelles FIR, listening watch should start as soon as the aircraft is airborne and shall be maintained until leaving the Seychelles FIR. 8.2 Time of Broadcast A broadcast shall be made in English:- a) 10 minutes before entering the Seychelles FIR or, for a pilot taking off from an aerodrome located within the lateral limits of Seychelles FIR, as soon as appropriate; b) 10 minutes prior to crossing over a reporting point for the ATS contingency route being flown; c) 10 minutes prior to crossing or joining an ATS route; d) at 20 minute intervals between distant reporting points; e) 2 to 5 minutes, where possible, before a change in flight level; f) at a time of a change in flight level; and g) at any other time considered necessary by the pilot; h) In the interest of reducing congestion on the IFBP frequency, pilots may exercise discretion to omit closely spaced repetitive IFBP reports. 7 8.3 Operating Procedures Change of cruising level Changes of cruising level are considered necessary by pilots to avoid traffic conflicts, for weather avoidance or other valid operational reasons, including reasons; When cruising level changes are unavoidable, all available aircraft lighting which will improve visual detection of the aircraft should be displayed while changing levels. 8.4 Collision Avoidance If on receipt of a traffic information broadcast from another aircraft, a pilot decides that immediate action is necessary to avoid an imminent collision risk to his aircraft and this cannot be achieved in accordance with the right-of-way provisions of Annex 2, he should; a) unless an alternative maneuver appears more appropriate, descend immediately 500 feet ; b) if aircraft is TCAS equipped, follow the advisory instructions as provided by the system; c) display all available aircraft lighting which would improve the visual detection of the aircraft; d) as soon as possible reply to the broadcast advising action being taken; e) notify the action taken on the appropriate ATS frequency; and f) as soon as the situation has been rectified, resume normal flight level, notifying the action on the appropriate ATS frequency. 8.5 Normal Position Reporting Normal position reporting procedures should continue at all times, regardless of any action taken to initiate or acknowledge a traffic information broadcast. 8.6 Operation of transponders Pilots should ensure that transponder procedures as contained in ICAO PANS OPS, Doc 8168, are complied with and in the absence of other directions from ATC, operate their transponders on Mode A and C, Code Use of TCAS TCAS equipped aircraft should have TA/RA mode selected at maximum range. 9.0 The IFBP in AFI In many FIRs in the AFI Region, communications both fixed and mobile have either not been implemented or operate well below the required reliability. This has impact on the proper Seychelles Aeronautical Information Services AIP SUP 02/09 Page 7 of 9

8 provision of Air Traffic Services, especially flight information service. Consequently, the AFI Regional Technical Conference has decided that the IATA In-Flight Broadcast Procedure (IFBP) should be used within designated FIRs in the region as an interim measure until such time as communications affecting the FIRs in question have been improved Designated Frequency in AFI In the AFI Region, and in Seychelles FIR, the designated frequency for the IFBP is Mhz Enforcement 11.1 All airlines operating in the AFI Region and particularly in Seychelles Flight Information Region are requested to: a) ensure that their air crews are fully briefed on these procedures and area of application described; b) ensure that their charts and flight documentation are fully amended to reflect the foregoing; 11.2 Any operator reported to IATA as not applying the procedure shall be contacted immediately, informed of the procedure and requested to apply it Attention is drawn to the fact that during the Haj Pilgrimage period the number of east-west flights in the north central part of the AFI Region increases dramatically and with the risk of ATS incidents and thus, the importance of the In-Flight Broadcast Procedure Review The procedure and its area of applicability shall be reviewed by the AFI Regional Coordination Group from time to time and FIRs in which the procedure is to be applied may be added or excluded as necessary Distribution This contingency plan is distributed to all Seychelles AIP subscribers, ICAO, IATA and Jeppesen.
