1 F L Y - I N AOPA H O M E C O M I N G FREDERICK, MD NOTAM Aircraft Owners and Pilots Association (AOPA) Fly-In Frederick Municipal Airport (FDK) Frederick, MD SPECIAL FLIGHT PROCEDURES EFFECTIVE 1200 NOON local Friday, June 5, 2015 until 600 PM local Saturday, June 6, 2015 DC SPECIAL FLIGHT RULES AREA Pilots are urged to review all applicable NOTAMs and arrival/departure procedures prior to conducting a flight to Frederick Municipal Airport. IFR flight plans should be filed at least 6 hours prior to proposed departure time. Pilots flying VFR within a 60 nautical mile radius of the Washington VOR/DME (DCA) are required by FAR to complete the DC Special Flight Rules Area course at the FAASafety.gov website. After completing the training, print a copy of the certificate.

3 VFR ARRIVALS OVERVIEW CAUTION P-40 EXPANDED P-40 WESTMINSTER VOR (EMI) FREDERICK AIRPORT MARTINSBURG VOR (MRB) 2,500' MSL CLEARVIEW HOLD NEW MARKET HARPER S FERRY HOLD WASHINGTON DC SFRA ATIS FREDERICK TOWER All VFR arrivals must begin over the Westminster VOR (EMI) (19 NM NE of Frederick Airport) or the Martinsburg VOR (MRB) (22 NM West of Frederick Airport.) NOTAM FREDERICK GROUND TEMPORARY VFR PROCEDURES Specific procedures contained within this NOTAM may be revised at the time of the event. Pilots are urged to review all applicable NOTAMs and arrival/departure procedures prior to conducting a flight to Frederick Municipal Airport. Users are encouraged to check NOTAMs frequently to verify they possess the most current revisions. 4 VFR PROCEDURES EAST - ARRIVALS OVER WESTMINSTER VOR (EMI) CAUTION P-40 EXPANDED FREDERICK AIRPORT TOWER MT PLEASANT N W NM NEW MARKET N W EMI 15NM WESTMINSTER VOR (EMI) CLEARVIEW HOLD 2,500' MSL CAUTION CLASS B AIRSPACE/ WASHINGTON DC SFRA ATIS FREDERICK TOWER FREDERICK GROUND Monitor ATIS on as soon as practical. Please note the temporary AIRPORT CLOSURE on Saturday for aerobatic demonstration (Between 1130 AM-130 PM local) This arrival procedure begins at the Westminster VOR (EMI) at or below 3,500 feet MSL. Aircraft requesting VFR traffic advisories (Recommended) should contact Approach well in advance of arriving over the Westminster VOR (EMI) and remain east of the VOR until communication has been established. (See frequency graphic for whom to contact depending on position.) Caution Stay alert for converging traffic over the Westminster VOR (EMI). In the event traffic volume requires holding, be prepared to fly the Clearview VFR holding pattern at 2,500 feet MSL, left turns. (See the Clearview VFR Holding Pattern Graphic) Once the hold has been lifted, follow instructions from ATC and proceed toward the town of New Market, MD. Caution Stay north of Interstate 70 to avoid the Washington DC SFRA/Class B Airspace. Expect radar services to be terminated approximately 10 nautical miles from Frederick Airport. (FDK). Descend to traffic pattern altitude at pilot s discretion feet MSL helicopters, 1300 feet MSL single engine and light twins, 1800 feet MSL large twins and jets. Runway 23 From New Market, MD, follow Interstate 70 west toward Frederick Airport (FDK) and enter a left downwind for runway 23. Caution Stay alert for traffic on a right base for runway 23. Runway 5 From New Market, MD, follow Interstate 70 west toward Frederick Airport (FDK) and enter a right downwind for runway 5. Caution Stay alert for traffic on a left base for runway 5. After landing Exit the runway as quickly and as safely as possible. Do not stop on the runway unless absolutely necessary. UNLESS ATC AUTHORIZED, DO NOT GO BEYOND TAXIWAY A IF LANDING RUNWAY 12. 6 IFR ARRIVALS IFR Delays IFR arrivals will be integrated with VFR traffic. However IFR separation requirements may cause delays when arrival rates exceed airport capacity. Pilots on an IFR flight plan should be prepared for the potential holding at Frederick Municipal Airport. IFR flight plans to Frederick Airport should be filed at least 6 hours prior to proposed departure time. Pilots flying IFR should be aware of the following NAVAIDS and RNAV fixes for navigation and holding purposes Hagerstown VOR (HGR), Martinsburg VOR (MRB), Westminster VOR (EMI), VINNY, BELAY, and BINNS. TEMPORARY CLOSURE AT FREDERICK AIRPORT FOR AEROBATIC DEMONSTRATION There will be a minute aerobatic demonstration between 1130 AM-130 PM local on Saturday, June 6, 2015 during the AOPA Fly-in. Arrivals and departures will be stopped for the duration of the demonstration. Please plan accordingly. LOCAL TRAINING AND PRACTICE APPROACHES Local traffic pattern, closed traffic training, and practice instrument approaches may not be available at Frederick Municipal Airport during the AOPA Fly-In. CAUTIONS Washington D.C. Special Flight Rules Area (SFRA) approximately 7 miles southeast of Frederick Municipal Airport. P-40 Prohibited Area approximately 11 miles northwest of Frederick Municipal Airport. Restricted Area R miles northwest of Frederick Municipal Airport when expanded. 9 GENERAL INFORMATION FREDERICK MUNICIPAL AIRPORT AIRCRAFT PARKING ATIS FREDERICK TOWER FREDERICK GROUND Parking Areas When operating in the parking areas, pilots are encouraged to be extra alert for taxiing aircraft, aircraft with engine(s) running, and vehicle/pedestrian traffic. Ground support personnel will be assisting aircraft to and from parking areas and run-up areas. For safety reasons, high RPM engine running is prohibited outside of designated run-up areas. Please review the parking map prior to landing and departure. This will brief you on the correct taxi routes. Vehicular Traffic Vehicles are not allowed on ramps except those belonging to airport operators and tenants, and exhibitors participating in the AOPA Frederick Municipal Airport Fly-In. Pre-flight Planning Please ensure that you have reviewed the special flight information, departure procedures, and temporary taxi procedures prior to engine start. High traffic density is expected Saturday morning and afternoon. Consider arriving during off-peak hours. NOTAM AOPA FLY-IN FREDERICK NOT FOR NAVIGATION PURPOSES PG 8
10 DEPARTURE PROCEDURES FREDERICK MUNICIPAL AIRPORT IFR Departures IFR departures may obtain their clearance from Potomac TRACON June 5 and 6, 2015 between the hours of 1200 NOON and 600 PM Local, on After receiving their clearance they must advise FDK ground control they have their IFR clearance and verify their assigned beacon code. All other times, IFR departures will follow normal procedures and obtain their clearance through clearance delivery on IFR departures expect initial direct to MRB or EMI depending on route of flight. (See departure graphic.) VFR Departures CAUTION Washington DC Special Flight Rules Area approximately 7 miles southeast of FDK. P-40 Prohibited Area approximately 11 miles northwest of FDK. VFR Flight Following Pilots wanting VFR flight-following are requested to file a VFR flight plan with FSS. VFR departures may obtain their VFR flight-following beacon code from Potomac TRACON June 5 and 6, 2015 between the hours of 1200 NOON and 600 PM local, on Prior to Start-up Please ensure that you have reviewed the special flight information, departure procedures, and temporary taxi procedures prior to engine start. Check ATIS on Run-up After start-up, contact ground on when you are ready to taxi and provide N number, direction of flight, and ATIS code. Follow taxi instructions and proceed to the nearest designated run-up area. Taxi When run-up is complete, follow taxi instructions from ground. MONITOR the tower frequency on Contact tower when number one for departure. Departure Depending on destination, expect to depart westbound (4500 MSL) toward Harper s Ferry, WV or northeast bound (3500 MSL) toward the cement plant near Union Bridge, MD before proceeding on course. Once clear of Frederick Class D Airspace change frequency at pilot s discretion. (There is no need to contact tower for frequency change if you are clear of the airspace.).
