3 MINING CHARTER Pillar 5: Communities and Infrastructure The objective of this pillar is to ensure that mining companies contribute towards the transformation and upliftment of the communities in which they operate as well as the country as a whole. 16 Criteria for successful initiatives Initiatives must have sustainable impacts; Aligned with national development priorities; Focus on creating benefits for poor rural communities; Demand driven and create partnerships with local communities; Must add tangible value with clearly defined outputs and outcomes; Are locally led; Do not create dependency on the funding source; 16

18 The Chambers proposes the following process: Focus the joint CSR projects through communal conservancies; Why? a) Occur in all non-mining regions of Namibia; b) Often occur in remote, under-supported & underdeveloped areas; c) Are local democratic institutions recognized by GRN and gazetted; d) Have a committee, constitution & governance structure; e) Work at the socio-economic and environmental interface, thus offering sustainable development. 18
