1 .. 0 Issue 097 Monday 20 March 2017 Page 6 1 BORDERS BUSES LTD TAKE OVER BUS ROUTES FROM FIRST BORDERS SATURDAY 25 MARCH 2017 First Group is pulling out of bus operation in the Scottish Borders area. In 2012 first pulled out of Midlothian. In 2016 they left East Lothian sees them quit the Borders, leaving no First local buses south and east of Edinburgh. West Coast Motors, based in Campbeltown, is purchasing First s operations based at Galashiels along with the outstations at Hawick, Kelso and Peebles. West Motors acquired Perrymans Buses of Berwick-upon-Tweed a couple of years ago, so they are not unfamiliar with the area and already have a depot in the Borders at Newtown St Boswells from where they run the 51/52 Perryman s bus services that link Jedburgh/Kelso with Pathhead, Dalkeith and Edinburgh. The West Coast network centred on Galashiels will be operated under the new trading name Borders Buses Ltd. The buses will be the same as now, and most of the drivers will be the same. The timetables will be the same as now. In time, West Coast will stamp a new identity on the operation. The Midlothian services affected by this ownership change are:- X62 / Edinburgh Penicuik Peebles Galashiels Melrose [Daily] X70 / Edinburgh Auchendinny Howgate Peebles [Commuter M-F] X95 / Edinburgh Newtongrange North Middleton Galashiels Selkirk Hawick [connections to Carlisle] [Daily] Details of how to contact the new operation have not been released at the time of preparing this newsletter, but will be circulated when available. LOTHIAN BUSES NETWORK CHANGE SUNDAY 23 APRIL 2017 Lothian Buses constantly review their bus network. To avoid too many changes, the operator tries to keep service revisions to no more than two occasions each calendar year. The first network change for 2017 is due next month. The impact on Lothian Buses routes in Midlothian is shown below.

2 SERVICES 3 - ROUTE CHANGE NOW - CLOVENSTONE CITY MAYFIELD WILL BECOME SERVICE 3 / CLOVENSTONE CITY MAYFIELD and SERVICE 3 / CLOVENSTONE CITY DALKEITH CAMPUS 1. 3 will be displayed on both route options, so as with the 31 s to Polton Mill or Bonnyrigg-Hopefield, passengers travelling to points beyond the Lauder Road on 3 s must note the destination display as well as the route number. This is standard Lothian Buses practice where there is a bus service with a split-end. Page All 3 buses will now follow the existing N3 route between Dobbies and Eskbank Toll, that is, via the A7 and Bonnyrigg Road instead of via Melville Road and Gilmerton Road. This diversion has been requested in the past by both the Eskbank & Newbattle Community Council and the Eskbank & Newbattle Community Planning Group. The recent closure of Elginhaugh Bridge following the parapet damage forced the 3 s to find an alternative route. This diversion ran smoothly and it has now been accepted as the permanent route. Lothian has checked journey times and finds that there is no significant time difference between the old and new routes. The new route calls at more bus stops and serves a wider population. The X95 continues to run across Elginhaugh Bridge. The bus stops at Melville Castle Hotel [entrance to driveway] will no longer be served the nearest bus stops will be either the X95 outwith the Scottish Widows complex on Melville Gate Road, or the 3, 29 and X29 at Dobbies across the A7. 3. On Mondays to Fridays, 2 journeys every hour will continue along Lauder Road beyond the Mayfield turn-off to Dalkeith Heights and Dalkeith Campus [replacing the Dalkeith Campus 49 s]. 4 journeys an hour will continue to run to Mayfield on a 10/20/10/20 split. 4. On Saturdays there will be 5 buses an hour. All will run to Mayfield [every 12 minutes]. Lothian Buses did consider running to Dalkeith Campus, but with 5 journeys an hour, to send one bus an hour to the Campus would have left a 24-minute gap in Mayfield which was considered too long. However, Saturday usage is not high enough across the whole 3 route to justify a 10-minute service with 6 buses an hour as on Mondays to Fridays. This will be kept under review. 5. On Sundays, minor tweaks in timings to improve reliability. No change in the frequency [every 30 minutes] or number of journeys. All Sunday 3 s run to Mayfield. SERVICE 4 - HILLEND CITY THE JEWEL

3 1. No change in the Midlothian section of route 4. SERVICES 15/X15 ROUTE CHANGE NOW X15 PENICUIK DEANBURN CITY PRESTONPANS WILL BECOME 15 [ALL STOPS] PENICUIK DEANBURN CITY LOCHEND and Page 6 3 X15 [LIMITED STOP PEAKS ONLY MON-FRI] PENICUIK DEANBURN CITY - LOCHEND 1. A new residential development is being built on the site of the former Eastern General Hospital at Lochend which will become the new northern terminus. The section of X15 route from Meadowbank to Prestonpans will disappear mostly covered by other bus services. 15 s will observe all stops. The X15 remains a limited stop service within the city boundary at peak hours on Mondays to Fridays, although it will now observe an additional bus stop in south Edinburgh at Braid Hills Hotel. 2. On Monday to Friday mornings, there will be a reduction in bus journeys from Penicuik to the city from 6 to 4 buses before In the afternoon peak from the city, the number of departures is reduced from 4 to 3 after 1700 to Deanburn. 3. On Saturdays and Public Holidays there will be only minor timing tweaks in the Midlothian section to improve reliability. There is to be no change in the frequency or number of journeys. All Saturday and Public Holiday journeys will run as 15 s. 4. There continues to be no Sunday service on this route. SERVICES 29/X29 - GOREBRIDGE CITY SILVERKNOWES [29] or MUIRHOUSE [X29] 1. On Mondays to Fridays, there is a reduction in peak frequency. 10 buses currently depart Birkenside before 0900 for the city under the new timetable, this will fall to 8 buses. 2. On Saturdays the overall frequency is reduced from every 15 minutes to every 20 minutes, but whereas alternate buses on a Saturday currently turn at Gilmerton leaving two buses an hour to run through into Midlothian, from 23 April all three buses an hour will run through to Gorebridge thereby increasing the provision in Midlothian. 3. No change to the Sunday service. SERVICE 31 POLTON MILL/HOPEFIELD CITY EAST CRAIGS

4 1. Mondays to Saturdays - minor tweaks in timings to improve reliability. No change in the frequency or number of journeys. 2. Sundays no change. SERVICE X31 ROSEWELL HOPEFIELD CITY 1. No change SERVICE 33 ROUTE CHANGE Page 6 4 GOREBRIDGE MAYFIELD [new loop added] CITY BABERTON will be diverted in Mayfield to run around the D Arcy Road/Oak Place loop [but not Westhouses Road/Cook Crescent] as does the N3. This new diversion will reinstate the direct link between most of Mayfield Heights and the ERI that was lost when First withdrew the 86 back in It also restores a direct link from Mayfield Heights to the Newbattle Health Centre at Blackcot. Both omissions have featured regularly at health-related discussions and forums. 2. Whilst solving two problems for Mayfield Heights, the additional loop does add extra time to the overall running time. Passengers travelling from the ERI or Dalkeith to points beyond Mayfield such as Newtongrange and Gorebridge will see slightly longer journeys. 3. Monday to Friday frequency is reduced from every 15 minutes to every 20 minutes. The effect on peak time journeys shows 4 fewer buses from Birkenside to the city before 0900 [down from 16 to 12] with the corresponding afternoon return from the city falling from 8 to 6 buses between 1600 and 1800 from North Bridge. 4. Additional X33 journeys will be introduced to mitigate this frequency change from Mayfield northwards. Two extra X33 s will run to the city in the morning, with two extra X33 s running out of the city in the late afternoon peak. 5. Sheriffhall Park and Ride the will see a fall from eight buses an hour to the ERI and city centre, to six buses an hour. Both the 33 and 49 will drop from every 15 minutes to every 20 minutes. However, whereas at the moment the 33 s and 49 s often run close together, under the new timetable they are being scheduled to combine together to make a 10-minute headway between Dalkeith and the city. Most passengers using the park and ride should experience shorter waiting times until the next bus arrives than now. SERVICE X33 MAYFIELD CITY 1. There will be an increased frequency, with morning peak journeys into the city going up from 3 to 5 departures, and late afternoon journeys from the city going up from 2 to 4 journeys.

5 2. X33 buses will continue to run non-stop between the Wisp at Danderhall and the Royal Commonwealth Pool. SERVICES 37/47/X37/X47 PENICUIK [LADYWOOD/DEANBURN] CITY SILVERKNOWES/GRANTON 1. Minor tweaks in timings to improve reliability. 2. On Mondays to Fridays, the 1902 from Ladywood to the city currently runs as an X47. It will be redesignated as a standard all stops 47 journey. Page Saturdays - minor tweaks in timings to improve reliability. No change in the frequency or number of journeys. 4. An additional 37 added on a Sunday morning at 0526 ex-deanburn into the city will see the Sunday frequency go to half-hourly earlier than now to match early morning Monday to Saturday frequencies. 5. The Sunday timetable on city service 7 will be adjusted to allow an easier interchange at Kaimes Crossroads for Midlothian shift workers travelling to work at the ERI. SERVICE 39 GOREBRIDGE MCH - WOODBURN 1. Minor tweaks in timings to improve reliability. Two minutes have been taken out of the layover time at Midlothian Community Hospital and added to the layover at Pankhurst Loan in Woodburn. SERVICE 40 ROUTE CHANGE NOW 40 PENICUIK DALKEITH MUSSELBURGH WILL BECOME 40 PENICUIK DALKEITH MUSSELBURGH EASTFIELD 1. Minor tweaks in timings to improve reliability. 2. Route altered in Musselburgh to avoid chronic congestion in the vicinity of Tesco store. The 40 route is to be extended via Bridge Street, North High Street and Edinburgh Road across the city boundary into Edinburgh to find a suitable turning point [loop layby at Eastfield at the eastern end of Joppa beach]. 3. Sunday journeys will run Eastfield Musselburgh Dalkeith - Roslin SERVICE 49 ROUTE CHANGE NOW 49 ROSEWELL DALKEITH ERI CITY THE JEWEL 49 DALKEITH CAMPUS DALKEITH ERI CITY THE JEWEL WILL BECOME

6 49 ROSEWELL DALKEITH ERI - CITY THE JEWEL FORT KINNAIRD 1. Overall frequency [The Jewel Gilmerton/Rosewell/Dalkeith Campus] reduced from 4 to 3 buses an hour, but all journeys will now operate via Bonnyrigg and Poltonhall to Rosewell thereby increasing the frequency on this section from every 30 minutes to every 20 minutes. The local Rosewell and District Community Council, Poltonhall Community Council and the Poltonhall Residents Association have all called for an increased frequency. Page Dalkeith Campus will now be served by Service At the eastern end of the route, the 49 s will no longer terminate at ASDA at The Jewel. Buses will observe bus stops on the road that runs past ASDA, and then carry on via the A1 to a new terminus at Fort Kinnaird. 4. The bus stop at Dalkeith Library on Buccleuch Street will be reintroduced for 49 s travelling from Rosewell to the ERI and city. The bus stop was skipped when the 49 Dalkeith Campus buses were introduced. Lothian Buses did not want 49 s to both Dalkeith Campus and The Jewel to call at the same stop potentially causing confusion. The 49 Campus buses will now be replaced by service 3 journeys, thereby removing any source of confusion. 5. Reinstatement of this bus stop will also restore a Dalkeith drop-off point on Buccleuch Street for passengers from west of Bonnyrigg Toll. Anecdotally more elderly residents of Poltonhall use the bus to reach Dalkeith Library rather than walk to the Lasswade Centre and this will make their journeys easier. 6. It also restores a pick-up in Buccleuch Street for those travelling to pick-up cars at the Sheriffhall Park and Ride site thereby making the park and ride site more convenient for those travelling between Sheriffhall and Dalkeith, including Council staff working at Midlothian, Fairfield and Buccleuch Houses. SERVICE 67 BUSH CITY 1. No change MORE INFORMATION Printed leaflets for all the bus services that are changing in April should be available about two weeks to ten days in advance. In Midlothian, these leaflets will be sent to the libraries, main council offices, health centres at Pathhead and Penicuik, the Midlothian Community Hospital and Rosewell Development Trust for display on a Travel Team carousel. Lothian Buses will add details of the new services to their website.

7 EXTRA DIAL-A-BUS TRIP FROM MILLERHILL, NEWTON VILLAGE AND EDMONSTONE ROAD DIAL-A-BUS FROM DANDERHALL EDMONS Dial-A-Bus [DAB] services are provided by HcL with financial support from Midlothian Council. They provide a through-the-door service where the driver is available to carry messages from the minibus to just inside the door of the user s home. Passengers book to be picked up from their homes [or as close to their homes that a minibus can get]. If you haven t tried using DAB before, there is a special offer of a FREE roundtrip if you re travelling for the first time. This gives you the opportunity to sample the service to see if it is what you are looking for. Second and subsequent journeys will be charged. The Scotland-wide free bus pass does not apply on taxis and minibuses, and so cannot be used on HcL services. People can board in Danderhall for whichever store is being served that day. Until the end of March 2017 there will only be the Thursday and Friday trips, with the new Tuesday trip starting on 4 April BLUE BADGES - EXTENSION OF PILOT SCHEME The Scottish Government introduced a pilot scheme extending the eligibility criteria for obtaining a Blue Badge to include those with cognitive impairment or mental disorder. This was to run from 1 April 2016 to 31 March Badges issued under the pilot scheme could only be issued for up to one year. An analysis of the results of the pilot scheme and a report to the Minister is not ready, and the pilot scheme is being extended for a further six months to run from 1 April to 30 September However, the Scottish Government is promoting a legislation change that will allow Blue Badges issued under the extended Pilot scheme from 1 April to last up to three years.

8 Updated application forms are now available from all Midlothian libraries for those who wish to apply under the pilot scheme. FREE TRAIN TRAVEL TO NEW RAILWAY STATION Midlothian Taxicard holders enjoy the benefit of free travel on trains in the Edinburgh and three Lothians area. When the brand new Edinburgh Gateway Station was opened on Sunday 11 December 2016 it was added to the list of stations served by the Midlothian Taxicard scheme. Midlothian Taxicards cannot be used for a free journey starting or ending at a station not listed above. MAKING A COMPLAINT - BUSES This may help those who are unsure how to proceed. 1. The complainant who experienced the incident being complained about should report the complaint by letter, or by phone direct to the bus operator. Details of the bus operators running services in Midlothian are given below. 2. Give the bus operator a reasonable time to make enquiries and get back to you. This might include the operator needing to ask the complainant for more details if there are aspects of the initial report that need clarification. The staff member involved may be on holiday or off sick by the time the complaint is received by the operator, and the investigation will be delayed until that staff member returns to work. There is no fixed number of days by which a response can be expected although somewhere in the region of 10 to 15 working days may be considered reasonable. 3. If there is no reply within a reasonable time, or the response received is unsatisfactory, then the complainant can take the matter further. 4. If the complaint has not been resolved satisfactorily by the operator, then Bus Users Scotland [also known as BUS ] can be contacted for assistance. This body has been established by the Scottish Government to perform this role. BUS can be contacted by phone [ ], enquiries@bususers.org or by post to: BUS, Hopetoun Gate, 8b McDonald Road, EDINBURGH, EH7 4LZ. It will help BUS to proceed if the complainant can forward a copy of the initial report sent to the operator, and a copy of any response from the bus operator. BUS

9 will investigate the complaint with the operator and report back to the complainant. 5. The final appeal if BUS can offer no resolution is to approach the Traffic Commissioner for Scotland [TCS], currently Ms Joan Aitken, whose office can be contacted on , at or at Office of the Traffic Commissioner for Scotland, Level 6, The Stamp Office, 10 Waterloo Place, EDINBURGH, EH1 3EG. The TCS is most likely to get involved if her officials can identify a sequence of misdemeanours showing a trending problem with a particular bus operator. The TCS has the authority to call an operator to a Public Inquiry in Traffic Court and can impose sanctions against an operator, including written warnings, fines and, ultimately, withdrawal of their operating licence.
