Matters arising considered under the relevant headings TREASURER S REPORT/FINANCE Current balance Midlothian Bursary on offer from Cala Homes for Community Groups - Deadline March 23. Various projects discussed and application recommended. GP ENVIRONMENT Midlothian Green Network Consultation Midlothian Council has now published its draft supplementary Guidance on Green Networks. See MC website. It sets out where the Green Networks can be improved and extended particularly in areas where significant new development is planned. Could this be improved in our area? Discuss with Grant Ballantine, Emma Hay Core path 26 further correspondence with Dave Kenny about kissing gate and difficulties contractors are having with surfacing because of lack of space. No positive response from Cala about funding for dog bins. Recommendation to seek other funding. SG Refer back to Midlothian Council about possibility of their emptying bins once in place Seafield Road issues Further update needed from Councillor Imrie. Gail Prince will list the issues on our Facebook page GP Roslin Main Street Litter still a problem Contact Midlothian Council Bench at curling pond Further update needed from Councillor Imrie. Seek community help with litter collection in this area via Facebook GP. Extra Dog waste bins in Seafield Road TW will provide these as asked. Approach Midlothian Council about emptying them. TRANSPORT / ROADS New regulations for disabled parking. Paint has been refreshed on disabled spaces and new ones now in place

2 2 Roslin Glen Pauline Winchester has asked the Roads Department to look at placing larger warning signs on all entrances. She has asked them to repair the road surface on the upside at the Roslin end. She has had notice that a least one car has been damaged by those potholes. There is also need for a footpath or bay here to protect pedestrians Potholes The frost and snow has left the roads full of potholes, some of them dangerous.. Report them straight away to Road Services on , or online through PLANNING Private applications 18/00048/DPP 7 Allermuir Avenue Bilston EH25 9SN Formation of driveway retrospective Public Applications Planning App 17/00968/DPP - land west of Corby Craig Terrace. Formal response to this now lodged Two more reports have come in one from the EHO objecting to the noise from the Pentland Biomass site and the closeness of the re-routed A701. Also a Transport Report saying the site plan cannot be accepted as it stands because changes may occur in the location of the re-routed 701. Support these points and reinforce Damhead objection. 17/00428/MSC No further action from Barratt Homes on this site. Check again before April meeting. 17/01001/DPP A detailed response has now been lodged advising against this development going forward MM 18/00061/LBC Oakridge Internal and external alterations to the former Rosslynlee Hospital and associated listed buildings to form 68 dwellings and one office, including demolition of the former morgue, boiler-house, outbuildings and elements of the main building, reslating the roof, installation of replacement windows, alterations to existing window and door opening and associated work at Former Rosslynlee Hospital Roslin Query what happened to the Gas Plant, which could have left contaminated land. MM SG 16/00716/DPP Alteration and change of use of existing buildings to form 8 dwellinghouses and one office building: erection of 5 dwellinghouses. Firth Road and Farm Road Rosslynlee Permission has now been granted for this. See delegated short report on points we raised. These have been overruled. Raise at Federation meeting to explore possibility of action or appeal. Discuss with Councillor Russell Imrie who heads the Planning Committee SG MM 18/00139/PAC Proposal of application notice for residential development with associated access, open space and associated works at Land North West of Moat View Roslin. This is a pre-planning application for the remainder of Site Hs19. Consultation on 29/3/ at the Masonic Lodge. Ryden will do a leaflet drop to most of Roslin village, and will come prepared to answer detailed

3 3 questions about infrastructure. DP allows for 75 houses up to 2024 and another 185 thereafter on this site. Prepare questions for this meeting, especially about infrastructure. SG MM Distribute posters in good time SG Announce on Facebook and related pages GP 17/00606/PAC Auchendinny Still ongoing issues about this site, and particularly the entrance, which could well impinge on our territory. Check this situation There is also concern that there may be damage to existing tree cover. MM Also serious concern about the Oatslie Landfill site and whether further protection membrane is needed against leachate if houses are to be built on the Auchendinny site. Need to discover the result of the Environmental Impact Assessment Joyce Learmonth requested. SG 18/00013/DPP Extension to building, infill of door opening, formation of new door opening and raised platform, siting of container and erection of fence at the Greenwood Building, Bush Farm Road, Roslin Infrastructure There is deep concern about the provision of infrastructure for all these sites in our area and adjacent areas, and the cumulative effect if this is not properly managed. With the support of neighbouring CCs, a complaint and request for further information has been lodged with Peter Arnsdorf and Ian Johnson, who has sent an interim response. SG We also need to seek advice from Councillor Russell Imrie as chair of the Planning Committee COMMUNITY MATTERS Improved communication in the area This is a matter for serious concern and measures are being taken to improve things by attending meetings of neighbouring CCs and exchanging minutes with them. Damhead meeting attended on 6/1/18 and minutes exchanged. A series of meetings is being arranged to discuss cooperation over common issues and possible boundary changes. Meeting arranged for March 26 th in Loanhead Library at 7pm. Rosewell, Damhead, Penicuik invited. Anyone available will attend. All We now have access to the Corby Craig Residents Facebook page and are trawling there for members, and communicating news. We have access to Roslin Share, and the Bilston Activities Group. Improve communication Roslin Heritage Society and Bilston Miners Club. GP Research other voluntary groups in the area so as to record their contact details on our website. SG Bilston Primary School Play equipment. Cuts make it unlikely that Midlothian Council will be able to fund this. Suggestion that we approach PROLUDIC (see correspondence below) who will come and do an audit and suggest sources of funding. DH

Ideal Home Energy Research project closing date 9/3/18 Any individual can apply Participants must have a combi boiler and home broadband and no intention of moving before the end of June. They could make big savings on fuel bills. Circulated Pauline Winchester s report The Midlothian Council budget has now been agreed. There will be a by-election in Penicuik on March 22 because of the death of Provost Adam Montgomery. The result may change the current balance of councillors. FEDERATION REPORT 21/2/18 Presentation by Shared Lives, a Midlothian Council funded enterprise which matches carers to people with learning disabilities or other similar problems. They are looking for carers and for people who might need their services. Extreme care is taken to match clients and carers to the very best effect. Carers are given full training and insurance. They would consider people over 16 as carers and welcome phone calls More information on the Midlothian website

5 5 There was discussion of Dalhousie Quarry and other similar quarries where the Developer is allowed to go ahead to later phases without being obliged to infill phases one and two. The concern is that the company might go broke before completing this. Bill will take this up and try and obtain guarantees that the work will be completed. Provision of infrastructure was again discussed. It appears that Planning Officers have no legal control over utility suppliers It has been agreed that Developer Contributions will be used to fund two extra Planning Officers Bill is organising a Planning Seminar in April/May where Ian Johnson will explain how we can best influence Planning Decisions AOCB Recruiting Another round of posters has gone out, and advertisements on local Facebook pages. We need members from Cameron Gardens.
