Not present Mr A Law (District Councillor). 15/001 Apologies for Absence Mr M Kibble. 15/002 Declarations of Interest None. 15/003 Open Forum There were no members of the public present. 15/004 Minutes The Minutes of the meeting held on 08 December 2014, having earlier been circulated, were agreed as the correct record (proposed Councillor Lee, seconded Councillor Spring) and were signed by the Chairman. 15/005 Report of the West Berkshire Councillor District Councillor Alan Law was not present at the meeting. 15/006 Planning a. Decisions made in between meetings. i. 14/03131/HOUSE Ambleside, Three Gables Lane Demolish existing timber greenhouse and erect a new greenhouse The, in consultation with Councillors Lee, Swan and Kibble, had determined that Streatley Parish Council do not object to this application Council resolved (proposed Councillor Barnes, seconded Councillor Robertson) that Streatley Parish Council ratify this decision. b. Applications for Planning Permission. i 14/03080/LBC2, 14/03081/FULMAJ The Grotto, Reading Road, Lower Basildon Partial demolition and restoration of existing dwelling house. New build extensions to provide indoor swimming pool, entrance hall, bedrooms, reception, conservatory, entrance porch and extension to study and bedroom. Internal alterations to create new living space associated with a dwelling, new external terraces. Council resolved (proposed Councillor Helmschrott-Bowden, seconded Councillor Barnes) that Streatley Parish Council do not object to this Chairman: 09 February 2015 Page 1 of 8

2 application. c. Planning matters received since the agenda was circulated, but circulated prior to the meeting. None. d. Decisions by WBC Council noted decisions made by WBC i. 14/02572/HOUSE Windrush, Vicarage Lane Two storey side extension. Council had not objected to this application. Approved 29 December. ii. 14/02905/HOUSE, 14/02906/LBC2 Place Manor, Wallingford Road Alterations to gated access comprising new brick piers with gates and alterations to adjacent brick walls. Council had not objected to this application. Approved 30 December (14/02906/LBC2), 9 January (14/02905/HOUSE). iii. 14/02745/HOUSE 7 The Coombe Rear single storey extension to form kitchen and family room. Rear extension to first floor bedrooms and loft room. Pitched roof on garden store to replace flat roof. Conversion of garage into a garden store and bike store. Insertion of new window to ground floor northwest elevation. Council had not objected to this application. Approved 5 January iv. 14/02876/LBC2 Gatehampton Railway Bridge, Lower Basildon (out of area) Installation of Overhead Line Equipment Council had expressed grave concern. Approved 7 th January v. 14/3009/TPC Childe Court, Church Lane T1 - Birch - Crown lift over driveway to allow access. G1 - Enhance habitat of group of ornamental trees by sympathetic pruning. H1 - Leyland Cypress Hedge - Reduce height and spread to maintain. T2 and T3 - Fell regenerating false acacia stems, to include poisoning to prevent regeneration. WBC voiced no objection. vi. 14/03159/TPC-TG1 3 Place Manor Cottages Lawson Cypress - 3 trees to be removed because of existing damage to courtyard by roots and real threat to grade listed property by roots and branches. The trees will be replaced with something more in keeping with the conservation area. Council had not been consulted. WBC voiced no objection. e. Applications debated at previous meetings Council noted that the following application was still pending WBC consideration. i. 14/02725/HOUSE 3 Underwood Cottages, The Coombe Two storey rear extension and shed rebuild. Council had objected to this application. Council noted correspondence received from the applicant and the applicant s mother, and the s responses. ii. 14/02838/COMIND Thurle Grange Farm, Rectory Road Section 73: Variation of condition 4 No external lighting or floodlighting shall be installed, of planning permission 14/00392/COMIND (Change of use of land and buildings from agriculture to equestrian use (livery). To allow installation of lighting. Council had objected to this application. Council noted correspondence received from the applicant concerning lights, and the Chairman s response. It had been observed by Councillors that lighting on the building could dazzle drivers on Rectory Road. It was decided to seek to remedy this by bringing the matter to the attention of the owner. f. Other planning matters i. Tesco in Goring Council noted that the eight applications previously reported were still pending consideration by SODC. Council noted correspondence from R. Jones inviting councillors to attend a STIG public meeting to be held at Goring Village Hall on 17 January. 15/007 Finance Matters a. Accounts paid in between meetings. Payment of Accounts received by Council i Ian King: Salary and expense allowance December 2014 ii SSE Enterprise: Street lighting maintenance December quarter 2014 iii SSE: Street lighting energy iv IJ Agricultural Fencing: Car park bollard v Morrell Room: January meeting room hire Council approved these invoices for payment (proposed Councillor Swan, seconded Councillor Helmschrott-Bowden). c. Receipts None. d. Other Finance Matters i. Council noted that a VAT reclaim of for the third quarter had been submitted to HMRC ii. Council accepted (proposed Councillor Spring, seconded Councillor Barnes) the bank reconciliation as at 31 December. iii. Council accepted (proposed Councillor Spring, seconded Councillor Barnes) the third quarter expenditure and budget comparison. iv. Following discussion, Council resolved (proposed Councillor Swan, seconded Councillor Spring) to accept the s proposed budget of 32,020. v. Council instructed the to submit a precept request for 26,000 to West Berkshire Council. vi. Council resolved (proposed Councillor Swan, seconded Councillor Lee) to maintain its donation policy limiting S137 giving to community / charitable organisations based in Streatley / Goring that had benefit to Streatley residents, seeking funding for specific initiatives. Currently this included Goring Gap in Bloom, Heart of Streatley Charitable Trust, the Morrell Room and the Parochial Church Council. 15/008 Reports on: a. Traffic Matters i. Council noted correspondence received from MIGGS. b. Streatley Allotments i. Council was informed that the next meeting was scheduled to take place Chairman: 09 February 2015 Page 4 of 8

5 on 11 February. c. Recreation Ground i. Council noted the January inspection report from FoSR. Much of the remedial work required was best scheduled for the spring. Councillor Helmschrott-Bowden was asked to establish whether the molehills reported were in the football pitches. Only if this was found to be the case, the was to seek the services of a molecatcher. d. Parish Plan i. The Chairman informed Council that, to speed up analysis of the questionnaire responses, responses to individual questions were to be referred to Councillors holding the relevant portfolio, and a representative of the Parish Planning Group to perform a standard analysis and generate a short summary, with representative comments, also picking out any comments that appeared to have particular merit. This was to be done in the next ten days and submitted to the Chairman (and the Parish Planning Group) and would form the basis of a full summary analysis. The aim was to prepare a summary analysis report for presentation to the next Council meeting, to start writing the refresh in March and to deliver the final document to the Parish Assembly in May. e. Neighbourhood Action Group i. Council noted that the next meeting would be held in late January. f. Heart of Streatley Charitable Trust i. The Christmas Eve torchlight procession held in Streatley Meadows had been successful, attracting visitors from outside the villages. g. St Mary s Church i. There was no report from the PCC on burial grounds. 15/009 Specific Matters for Discussion a. Local Listing i. Council noted that, once again, no training for the Assessor had yet taken place. Council received a letter from its Local Listing Assessor expressing frustration at the delays in training and tendering his resignation as Assessor. The was instructed to refer the matter to WBC. It was suggested that Mr David Cooksley should be invited to offer his services. Councillors were asked to think of other possible candidates for this appointment. b. Flood Forum IH-B All Chairman: 09 February 2015 Page 5 of 8

6 i. The Chairman informed Council that emergency plans were now in place. The Forum was receiving regular weather reports. The Chairman reminded Council that it had 1,000 in restricted reserves for flood measures and proposed that a supply of empty sandbags be obtained. The Morrell Room was able to store the bags in its basement. The was instructed to investigate sources and costs of nonhessian bags. c. Annual Review of Standing Orders i. It was agreed to hold this over until the February meeting. d. Mountainboarding i. Council noted correspondence about mountainboarding activities taking place in the Green Hill Common area. There was no question that Council had given permission for this to take place. The issue was to be referred to NAG. The was instructed to inform the owner of the white van in question that Council had not given permission for general use of Green Hill Common for mountainboarding. 15/010 Matters Arising from Previous Minutes a. 14/101.b. Church Lane Street Light. Council noted that the had not received suggestions from SSE for more aesthetic lamps. The possibility of replacing all the lamps in the High Street was considered. It was commented that Pangbourne had some attractive lighting. Councillor Helmschrott-Bowden and the were asked to investigate further. b. 14/101.c. Horses on the Recreation Ground Held over to February. c. 14/147.d. Website Council noted that some elements of the website were still being written up. The was asked to check the expiry date of the current hosting arrangement. Councillor Barnes proposed formal photographs of Councillors be taken for the website. Held over for further discussion in February. d. 14/1477.e. Goring Gap Fun and Fitness Council noted that no request had yet been received from the Amenity Association and that it was reported that Goring PC had rejected their proposals. This matter would be held over for one more month then taken off the agenda until a formal proposal was received from the Amenity Association. e. Councillor Spring reported that the Ridgeway sign on the Wantage Road/Wallingford Road junction was broken. The was instructed to bring this to the attention of WBC Street Care and the Footpaths Officer. b. Councillor Spring expressed disappointment at the repeated absence of the District Councillor at Streatley PC meetings. The Chairman advised that she would write to him inviting him to attend. c. Councillor Barnes complained about cars being driven on the Ridgeway. The Chairman reminded Councillors of the need to photograph offending vehicles and their number plates to report them to the police. 15/013 Open Forum No members of the public were present. 15/014 End of Meeting There being no further business, the Chairman confirmed that the next meeting would take place on 09 February 2015 at 7.45pm, declared the meeting closed at 9.30 pm.
