Unanimously accepted To remind Councillors of the need to record the existence and nature of any Personal, Discloseable Pecuniary or other interest in items of the agenda, in accordance with the Parish Council s Code of Conduct and to receive any requests for dispensations. Dispensations already approved for SAD DPD and SHLAA consultations for the Parish Council term: Cllr Crispin, Cllr Cowan, Cllr Cole, Cllr Belcher, Cllr Taylor, Cllr Wooler Cllr Cole declared an interest in planning matters as Western Area Planning Committee Member and District Planning Committee Chairman A statement made by Cllr Cole. I wish to make it clear that any views expressed in relation to planning applications under consideration at this meeting are based upon the information available to the Parish Council. Further, I am not prejudging the way I may vote when the matter is considered by West Berkshire Council. At that time I shall assess all the evidence available and weigh the considerations material to that decision Minutes of the Parish Council meeting held on 11 March 2014 to be agreed and signed as a correct record The minutes of the Parish Council meeting held on 11 March 2014 were agreed as a true and accurate record and the Parish Council resolved that the Chairman of the Parish Council could sign them Public Participation and Neighbourhood Policing Public Open Forum Resident confirmed to the Parish Council that he objected to the planning application for 14 Sowbury Park. Photos were provided of the cul-de-sac for Councillors reference. Outlined to the Parish Council that Sowbury Park is an open frontage planned estate. Close boarded fencing would be completely out of keeping with the estate and character of the open plan street scene. Enclosing the frontage would result in 60% loss of the current green area. Concerned about the impact on the mature trees and the tree roots being damaged. Unsuitable proximity to the road. 1

2 Planning Schedule and Planning Issues (Appendix I) (Note: The Chairman, with the consent of the Parish Council, reserves the right to alter the order of business on this agenda based on public interest and participation in individual applications) 14/00673/HOUSE 14 Sowbury Park, Chieveley To replace the wall along southern and western boundary with close boarded fence 1.8m high relocated towards road leaving a 2.1m grass verge The Parish Council confirmed objections to the application on the following grounds:- Close boarded fencing is inappropriate for this location. The proposal is out of keeping with the street scene and the original design of the development. The proposal will have a negative impact on the rural open frontage appearance of the estate and if permitted would set a dangerous precedent. Cllr Cole advised the Parish Council that as District Councillor she would be calling this application in. 14/00503/HOUSE Longfield House, Sandy Lane, Curridge Proposed erection of a timber framed and clad single garage The Parish Council confirmed no objection but requested a condition be attached to ensure adequate screening of the structure and improved landscaping. 14/00479/OUTD Crundel Cottage, Oare Outline application for new dwelling and vehicular access to Priors Court Road. Matters to be considered. Access The Parish Council objected to the application on the following grounds:- The site is outside the village settlement boundary and in the AONB The application is for a new dwelling in the countryside Concerns about access safety. 13/03234/FUL Carbook Creation of a new secondary access to serve outbuilding Cllr Crispin reported that he had attended the site meeting with Cllr Wood on 3 April 2014 and he will be attending the Western Area Planning Committee meeting on 9 April 2014 to present the Parish Council objections to the application. The Parish Council confirmed there were no objections or observations for the remaining planning applications listed on the schedule. The Parish Council approved the planning schedule West Berkshire Council s Site allocations and Delivery Plan Document (SAD DPD) and Strategic Housing Land Availability Assessment (SHLAA) Consultation. To adopt the Report of Public meeting and Questionnaire Survey about Possible Housing Sites for Chieveley It was proposed by Cllr Cole, Seconded by Cllr Belcher and the Parish Council resolved to adopt the Report of Public Meeting and Questionnaire Survey about Possible Housing Sites for Chieveley. Unanimously agreed. 2

3 Cllr Crispin thanked Cllr Cowan and the Working Group for their hard work in producing this community document Clerk s Report including correspondence The Clerk s Report was provided in written format to members of the public present and Councillors. The content was noted. Bus Shelter update Peter Savill has been instructed to proceed with the rebuilding of the bus shelter. He has been asked to do an audit of the reclaimed materials from the demolished bus shelter before he places his orders. Drains and Ditches The map has been circulated prior to the meeting for flooding, drainage and ditch problems to be recorded. When returned after the meeting it will be sent to West Berkshire Council. Bus Route 76 West Berkshire Council gave notice to Jacs Minicoaches to end the local bus contract for the 76 local Bus Service at the end of May West Berkshire Council approached the Parish Councils to see if they would be willing to pay for this service, but it transpired that for many Parish Councils this was not feasible. The 76 is a Thursday only Service: Stanford Dingley Ashampstead Aldworth Hampstead Norreys Yattendon- Frilsham Curridge Piece Ashmore Green - Newbury. For various reasons Jacs Minicoaches were unable to continue operating the service to the end of May and gave short notice to surrender the contract at the end of March. West Berkshire Council are pleased to report that they have been able to ensure that all the villages served by the 76 will continue to have alternative transport provisions available: For the first four Thursdays in April, West Berkshire Council will operate the 76 Bus Service with an In-house driver and vehicle (see attachment) Thereafter the Downland Handybus will provide a Monday service into Newbury available to residents in Ashampstead, Aldworth, Hampstead Norreys, Stubbles, Yattendon, Frilsham and Curridge Piece. Ashmore Green will continue to be served by the 75 Service Residents in Stanford Dingley are served by the Standby Volunteer Group Car Scheme and Carebus Volunteer Group Car and Handybus Scheme. In June it is hoped that the Carebus Handybus will provide a weekly service into Reading. Carriageway Repairs Priors Court Road from 28 April 2014 for one week. B4009 Long Lane between Priors Court Road and Red Shute Hill from 6 May 2014 for one week. 3

4 Pension fund update For 2014/2015 employers contribution 16.1%, employees contribution band 5.5%. Calculations are based on the part time salary banding not on the full time equivalent as in previous years Report of the Responsible Financial Officer, Cheque Signing and other financial matters Financial statement 2014/2015 to date and a Receipts and Payments summary was tabled for Councillor s information. The Receipt and Payments record book was presented at the meeting for inspection and the receipts and payment summary signed. Cllr Wooler raised general questions regarding the difference between forecasted figures and actual figures and the clerk explained the variances Other financial matters None 4

5 District Councillor s Report (Information only) Some Highways Act 1980 notices have been erected around Hazelhanger Farm land and has caused some consternation among residents. Cllr Cole confirmed there is a new requirement to erect notices on a site if a section 31.6 Highways Act 1980 document is received by the local authority from the Landowner. It is to prevent additional public rights of way from coming into existence across the landowners land.
