Council elected Councillor Spring as Chairman. The received a Declaration of Acceptance of Office from Councillor Spring. b. Election of Vice Chairman i. Council elected Councillor Barnes as Vice Chairman. c. Councillor Mitchell i. The received a Declaration of Acceptance of Office from Councillor Mitchell. d. Standing Orders i. Council reviewed its Standing Orders. No changes were proposed and they were adopted as they stood. e. Financial Regulations i. Council deferred review of its Financial Regulations until the June meeting. f. Declarations of Interest. i. Councillor Coyle declared an interest in respect of planning application 17/01009/HOUSE 8 Woodfield Cottages. 17/062 Apologies 17/063 Open Forum i. There were seven members of the public present, most of whom addressed Council on planning application 17/00987/FULD 2 The Bull Meadow, expressing opposition to it. Their names are appended to these minutes. 17/064 Minutes i. Council resolved that the minutes of the meeting held on 10 April 2017, having earlier been circulated, be agreed as the correct record and be signed by the Chairman. 17/065 Report of the West Berkshire District Councillor i. Councillor Law reported that the Local Plan consultation period had ended and that he would be seconding its implementation. Goalpost changes by the Government did not make the job easy. i The Boundary Commission will put the matter of ward boundaries out to consultation in June. The intention is to reduce the number of Councillors from 52 to 42, raising the electorate from 2300 to 3000 per Councillor. Rural areas are at risk of distortions if the changes are not made sensitively. Councillor Law encouraged the Parish Council to comment on the consultation. Trading Standards were very short-staffed and stretched to deal with HGV issues. Councillor Law had discussed the problem with the Chief Executive. He Chairman: 12 June 2017 Page 1 of 8

2 17/066 Planning encouraged taking photographs of offending vehicles. He also appealed to Members of the Parish Council to demonstrate leadership by actively assisting new Councillor Kate Mitchell with her Speed and Traffic awareness days. a. Variation of Condition (2) Approved Plans of approved reference 15/03055/FUL Council resolved that Streatley Parish Council not object to this application.. 17/00945/HOUSE Pensylva, The Coombe Extend existing bungalow with part 1 1 /2 storey and part one storey Council resolved that Streatley Parish Council not object to this application, but request that, if West Berkshire is minded to grant approval, a condition be imposed that: the developer make good any damage to the adjoining public footpath. 17/00884/HOUSE Madera, Stichens Green Single storey timber building for use a garden room. Council resolved that Streatley Parish Council not object to this application, but request that, if West Berkshire is minded to grant approval, conditions be imposed that: the development is not used for primary living accommodation; the development is not to be disposed of as a separate dwelling. 17/01009/HOUSE 8 Woodfield Cottages, Streatley Hill Councillor Coyle was not present during discussion of this application. Loft conversion incorporating Velux roof windows. Council resolved that Streatley Parish Council not object to this application. c. Planning matters received since the agenda was circulated (papers circulated prior to the meeting. d. Decisions by WBC i. 17/00442/FUL Streatley Farmhouse, Wallingford Road Replacement and relocation of existing oil tank from barn to land alongside access drive. Oil tank to be set on elevated concrete base and located within timber and mesh enclosure. Streatley Parish Council had not objected to this application. Approved 25 th April. 3 i 17/00496/HOUSE Pilgrims Wood, Three Gables Lane Proposed new build annexe with swimming pool, comprised of sun lounge/kitchenette, family room, sauna, changing and en suite guest room. Streatley Parish Council had not objected to this application. Approved 27 th April. 17/0530/HOUSE Mad Hatters, Wantage Road Single storey extension with balcony and glazed balustrade above. Streatley Parish Council had not objected to this application. Approved 4 th May. e. Applications debated at previous meetings still pending WBC consideration i. 17/00186/COMIND, 17/00187/LBC2 The Grotto, Lower Basildon (Out of District) Conversion and refurbishment of existing listed residential building into 60 bedroom boutique hotel and private members club including Coach House extension, detached spa facility with outdoor swimming pool and enabling development in the form of 7 detached lodge units and 2 x 4 bedroom houses. Council had objected to the development of two 4 bedroom family houses. f. Other Planning (and Licensing) Matters i. Appeal APP/W0340/W/16/ Application 16/00531/FULD Land adjacent to Place Manor, Wallingford Road Erection of 1 no. 5 bed dwelling with associated garaging, amenity space and alterations to vehicular access. Council had made written representation to the Planning Inspectorate setting out the terms of Council s original objections to the application, adding that Council considered that the appellant s proposed modifications to the original application (16/00531/FULD) do not justify a reversal of WBC s refusal to grant approval. Licensing application: Lollapalooza, moored at the Swan Application for a premises licence. Further to consultation with the Swan, Council had made no comment on this application. Granted 3 rd April. 17/067 Finance Matters a. Payment of Accounts between meetings b. Council noted that future income tax payments would be made quarterly. b. Receipts c. Other Finance Matters i. Council accepted the bank reconciliation as at 30 April Council noted that the had made a Compliance Declaration to the Pensions Regulator to the effect that Council did not have any staff who had to be put into a pension scheme at the staging date (1 st April 2017). i Council noted that a PWLB repayment of 4, would take place by direct debit on 24 th May. iv. Council considered quotations for its insurance and resolved to place its 2017/18 insurance with Zurich Municipal. The Chairman and were authorised to draw a cheque for the premium of , when invoiced. /JS v. Local Listing i. Nothing to report. b. Emergency Planning i. Nothing to report. c. Recreation Ground i. Council noted a report from FoSR, which noted little change from the month before, except that the basketball net was in need of replacement. iv. Council noted that the basketball net had been replaced. Council noted that repairs to the car park fence and entrance post were scheduled to take place in the next few days. Once the entrance chain was secured on the new post, the would make arrangements for the warning notices for the chain and basketball fence. v. Council had received no further communication from Mrs Thomas regarding repairs to Cleeve Court Drive near the car park entrance. d. Traffic Matters Chairman: 12 June 2017 Page 4 of 8

5 i. Council noted that Thames Water appeared to be working on the water leak in the High Street, but that the work seemed to be protracted. i e. Website Rebuilding the Elm Lodge chimney was scheduled for July/August (school holiday time), to minimise inconvenience to traffic. The new 142 bus service was scheduled to start running in a week s time. i. Nothing to report. f. Co-option of Councillor i. A potential candidate is being considered. g. Parish Assembly i. Responses had been slow to come in, but numbers were now firming up. Final preparations were agreed. In light of the unexpected General Election, Council resolved to withdraw its formal invitation to the now Conservative Parliamentary Candidate, but appreciated that Mr Richard Benyon was welcome to attend in his own right as a member of the public. i. Streatley Allotments i. Councillor Barnes reported that the Society was disappointed with Council s decision regarding the hedging, but had taken it with resignation. b. Parish Plan Council noted that the had carried out an examination of SAS s financial statements for the year ending 31 March i. Telephone box. The reported that an had been received from Jackie Harding, referring to a price of for the paint. The Clark and Chairman were authorised to request an invoice and make payment. Council reviewed the other action points from the Parish Plan. c. Neighbourhood Action Group i. Council noted that the next meeting would take place on 10 th July. d. Heart of Streatley Charitable Trust i. Councillor Robertson reported that a more competitive quotation had been received for the wall repairs. Councillor Cox was proposed as a third Councillor Trustee of HoSCT. e. St Mary s Church. i. Councillor Barnes reported that he appeared to have been dropped off the FoSM circulation list. NB 17/070 Matters Arising from Previous Minutes a. 16/088.b.iii Footpath 21. Elaine Cox had ed, requesting a pedestrian survey of the footpath and water depth. Councillor Robertson tasked. MR b. 16/156.a. Green Hill working party. Nothing to report. c. 17/006.f.i Swan gym. WBC were still progressing. d. 17/038.c.i. Height restriction sign for car park. No action until new pole was installed. e. 17/038.d.i Exemption from school bus charges for all Streatley schoolchildren under 16. Council to respond, asking to be kept informed. 28 th April WBC notice re CIL Payments. 17/072 Items Raised by Councillors a. Councillor Barnes referred to a disturbance at 1 Hill Gardens, possibly an AirBnB issue. b. Councillor Mitchell reported that new sign lights at the Bull were shining directly into her house. Advised to take the matter up with the landlords. c. Councillor Robertson reported that the Reading Road permissive path was becoming overgrown. He was tasked to organise a working party to tackle the growth.
